Naultha, Assandh ISRANA (Panipat), Dec 22 The Haryana Chief Minister, Mr Om Prakash Chautala, today finalised the names of party candidates from the Naultha and Assandh Vidhan Sabha constituencies announcing the nominations of former MLAs Satbir Singh Kadiyan from Naultha and Krishan Kumar Pawar from the Assandh (reserved) constituency. After announcing the upgradation of Samalkha from tehsil to a subdivision yesterday, the Chief Minister today gave his nod for converting Madlauda into a sub-tehsil during the course of his grievance redressal "sarkar aap ke dwar" programme at Israna and Madlauda. Madlauda was earlier a block only. Mr Chautala announced the setting up of a JBT institute at Naultha, 132 KV power sub-stations at Madlauda and Assandh and a 33 KV sub-station at Salwan village, a by pass at Assandh, upgradation of primary schools to middle in at least eight villages in the Assandh Assembly segment, setting up of veterinary dispensaries in six villages besides construction of link roads and repair of chaupals. Most of these promises doled out by the Chief Minister were made at Madlauda which falls in the Assandh Assembly constituency. A stronghold of Mr Chautala during the past two Assembly elections. Mr Chautala sanctioned Rs 22 lakh for metalling the village streets and construction of retaining walls of ponds for the villages falling in the Naultha Assembly segment and announced a matching grant of Rs 8.40 lakh for the government college at Israna. The day began with an open durbar at Israna where the Chief Minister reached almost two hours behind schedule. The rural crowd, which had gathered at the anaj mandi hours before Mr Chautala arrived, was rather quiet and many onlookers had merely come to satisfy their curiosity. "We have no complaints or demands. We have come here to see what is happening" said Mr Nafe Singh of Harlana. The panchayat members, who had come here to air their collective demands before the Chief Minister were not the only ones. Even individuals who wanted to procure a menial thing like a driving licence were also entertained. "These kind of open durbars were first started by Tau Devi Lal and it is no surprise that even driving licences were prepared on the spot", remarked Mr Jai Gopal of Sithana. Then there were some who
were a bit sceptical too, "We have asked the CM to
get the panchayat land in our village vacated. The other
problems are lack of adequate drinking water and
non-availability of doctors and medicines in the primary
health centre. Chautala sahib has assured us but
lets see. We are keeping are fingers crossed",
said the sarpanch of Naultha, Mr Inder Sharma. |
Chautala for use of EVMs in poll KARNAL, Dec 22 The Haryana Chief Minister has demanded that the Election Commission use electronic voting machines in all the Assembly constituencies in Haryana in the coming poll. Addressing newsmen tonight, Mr Chautala stated that he had written to the Election Commission demanding the introduction of electronic voting machines as they saved time and were foolproof. Mr Chautala said that the decision regarding the demand for deputy chief ministership by the BJP would be taken after the elections. Replying to another demand of the BJP that both the election partners have a joint manifesto, Mr Chautala categorically ruled it out. He explained that the INLD would have its own manifesto as its political needs were different. The statements of the Chief Minister suggested differences between the two electoral allies long before election time. These were strengthened when the Chief Minister said no decision regarding the sharing of seats between the BJP and the INLD had been reached so far. Replying to another question, Mr Chautala stated that the Akali Dal was welcome to fight the coming poll in the state on its own and the INLD had not given it any assurance on allotment of seats or reached any electoral understanding. Earlier, the Chief Minister listened to the grievances of the people at public darbars Gharaunda and Karnal. As the Chief Minister was late in reaching Karnal and Gharaunda, a large number of people who had come with complaints had already left the venue by the time he reached. He said the state government would provide land and no objection certificate for establishing a college of Asandh, for which the public of the area had contributed a sum of Rs one crore. Gurgaon to have modern sports
complex CHANDIGARH, Dec 22The Haryana Chief Minister, Mr Om Prakash Chautala, will lay the foundation stone of a sports complex to be built at a cost of Rs 100 crore over an area of 45 acres in Gurgaon on December 28. He will also dedicate to the people of Gurgaon a number of projects on the same day. Stating this here today, an official spokesman said the sports complex would be equipped with ultra-modern facilities. It would have a cricket stadium, basketball ground, football ground, swimming pool and a gymnastic hall,besides athletic tracks. He said the Chief Minister would also dedicate to the people a sewage treatment plant built at a cost of Rs 15.92 crore under the Yamuna Action Plan. The lining work of a 9- km-long drain would also be started formally on this day on the demand of the farmers of Dhanwapur Kherki, Dhankot, Daultabad, Dharampur and Budhera villages. The project would cost Rs 6 crore and 68 per cent of the amount would be spent by HUDA and the balance be spent under the Yamuna Action Plan. The spokesman said Mr
Chautala would also inaugurate a newly constructed modern
fire station at Sector-29, Gurgaon. The ultra modern fire
station built at a cost of Rs 4 crore would meet the
requirements of the city. |

Kumaran issued notice to the state of Haryana for January 10. The petitioners stated that whenever Mr Devi Lal or his son, Chief Minister, O.P. Chautala, came to power, false criminal cases were registered against the petitioners and their family members, as their political rivals. It was further submitted that in 1977 despite the fact that the petitioner (Mr Bansi Lal) was a former Chief Minister and also had been the Defence Minister the petitioner was arrested in a false case and publicly humiliated. In 1989 also many false cases were registered against him. Now, again a criminal case under various provisions of the Prevention of Corruption Act and various Sections of the IPC has been registered against them at Bhiwani city police station under FIR No 348 dated October 1. On preferring a petition for anticipatory bail, by the petitioners Session, Judge, Bhiwani, while allowing anticipatory bail to the petitioners further directed all the police stations in Bhiwani district that if any criminal case was registered against the petitioners and their arrest sought by the police, they should be give a weeks notice by the police to enable them to approach the court. It was contended on behalf of the petitioners that in view of the past actions of Mr Devi Lal and Mr Chautala, they apprehended that false criminal cases might be registered against them throughout the state. Therefore, the petitioner sought grant of blanket anticipatory bail in all cases that may be registered by the Haryana police. This was in line with the directions given to the state by the Bhiwani Judge that at least two weeks notice along with a certified copy of the FIR be given in case the police proposes to arrest the petitioner in any criminal case of non-bailable offence. |
Iftaar bash for Mewat GURGAON, Dec 22 The Chief Minister of Haryana, Mr Om Prakash Chautala, is understood to be personally monitoring the arrangements of an Iftaar party for the people of Mewat area at Badkali Chowk in Nagina, about 70 km from here, on January 2, next year. According to official sources, the district administration (Gurgaon), is making arrangements for 25,000-plus invitees. However, unofficial sources said the preparations have been made for 50,000-plus. The government, through its machinery, has extended open invitation to one and all in the Mewat region, which covers the Assembly constituencies of Ferozepur Jhirka, Nuh, Taoru in Gurgaon district, and Hathin in Faridabad district. The Mewat area is dominated by the Meo Muslims.The arrangements are being made on a sprawling 25-acre area. A shamiana will be structured to resemble a masjid. Dishes to be served at the party will be prepared in pure desi ghee. It was also claimed that the party will be covered by the media.The party area will be divided into 25 sectors. Each of the sectors will be supervised by district-level officers.The government side has billed it as an event for projecting the traditional amity in the area. According to political observers, this is a public relation exercise which is in time with the coming Assembly elections in Haryana. According to sources,
the INLD got a survey conducted in the Mewat area. The
survey showed that the people were not happy with the
Congress. Many were not inclined towards the BJP. Hence,
the INLDs electoral prospects would be further
brightened by this programme. Also, the INLD does not
have leaders like Mr Tayyab Hussain and Mr Khursheed
Ahmed, both Congress, in the area. It is only politically
expedient for the INLD to build up its image in the area. |

Programme panel CHANDIGARH, Dec 22 The Haryana Government has reconstituted a high-powered committee under the chairmanship of Chief Minister Om Prakash Chautala for the implementation of the restructured 20-Point Programme. While Prof Teja Singh will be the Vice-Chairman; the Finance and Planning Minister, Mr Sampat Singh; the Health Minister, Mr Om Parkash Mahajan; and Mr Radhey Shayam Goyal, Deputy Chairman, Planning Board; will be members of the committee. The non-official members of the committee include Mr Babu Ram Goyal, advocate of Sirsa; Mr Mohan Lal Juneja of Fatehabad; Mr Ajit Singh, advocate of Hisar; Mr Gulshan Bhardwaj of Jind, Major Sher Singh Dalal of Ghushkani village Bhiwani district, Mr Satbir Singh, advocate of Mahendergarh; Mr Laxman Yadav of Rewari; Mr Jog Dhian of Bapdi village Kurukshetra district; Mr Ram Phool Thekedar of Kharkhoda village, Sonepat district; Mr Sher Singh, advocate of Panipat; Mr Dharamjit Kataria of Gurgaon; Mr K.G. Move to curb driving by
minors SIRSA, Dec 22 A special campaign will be launched in the district by the police to check driving of two-wheelers including motor-cycles and scooters by children below 18 years. This was announced by the Deputy Commissioner, Mr Amit Jha, while presiding over a meeting on road safety and beautification of the town here today. Mr Jha said that the licences of those found driving under the influence of liquor would be punched and those punched thrice would be cancelled. He also asked the police officials to ensure that the drivers of state roadways and private buses pick and drop the passengers at proper places. The Motor Vehicles Act should be followed in letter and spirit. He said, adding that the drivers of two-wheelers and pillion riders should wear helmets. He directed the police officials to check the overloading by tractor-trailers and other vehicles as well as the sale of mobil oil in open containers. Mr Jha reviewed the condition of roads in the city and directed the officials concerned of the Haryana State Agriculture Marketing Board, Haryana Urban Developmental Authority and the Municipal Committee to repair the roads within their jurisdiction on a priority basis. He directed that the electricity poles installed in the middle of the old subji mandi roads be shifted immediate. Mr Jha accepted the
proposal of the XEN, Marketing Board to widen the roads
in the city and construct footpaths in various bazaars
besides erecting railing along the roads. |
Malik's defamation case
dismissed ROHTAK, Dec 22 Ms Jitender Walia, Civil Judge (Junior Division), has dismissed the defamation case filed against Mr Prabhash Joshi, then Editor-in-Chief of Jansatta, Mr Om Thanvi, then Resident Editor, and Mr Pawan Kumar Bansal, Senior Staff Correspondent, by Mr R.S. Malik, a former IAS officer and a relative of Mr Devi Lal a former Deputy Prime Minister. Mr Malik had filed the complaint claiming a damage of Rs 10 lakh on the basis of a news item which stated that "an officer of Haryana of the rank of Commissioner who is related to Mr Devi Lal is famous as a property dealer and if any person requires a plot from HUDA or an industrial plot, he should contact him and his work will be done". The news item further stated that in the Haryana Secretariat the said officer was jokingly known as a "property dealer". Although Mr Malik's name was not mentioned in the news, he filed a complaint that he was the only IAS officer of the Commissioner rank who was related to Mr Devi Lal. Further, the news item, he alleged had tarnished his reputation in the eyes of public. The case was filed in 1991 and was disposed off on December 6, 99, a copy of which was made available to the newsmen here today. The judge while
dismissing the petition observed that the plaintiff has
failed to prove that the news item has lowered his
prestige in the eyes of public. |
Trade union gives memorandum
to CM SONEPAT, Dec 22 The President of the Haryana committee of the Centre of Indian Trade Unions (CITU), Mr S.N. Solanki, called on the Chief Minister, Mr Om Prakash Chautala, at the PWD (B&R) rest house, Rai, 15 km from here, yesterday and submitted a charter of demands to him. The demands include the revision of minimum wages and fixation of Rs 3,500 per month as salary of an industrial worker, abolition of contract system, ban on lockouts, lay-offs and retrenchments and reopening of sick units. The memorandum also urged the Chief Minister to direct the managements of the Hindustan Everest Tools, Jatheri, and the Haryana Steel and Alloys, Murthal, to reinstate the suspended workers and pay salary to them immediately. Earlier, Mr Chautala
listened to the complaints of nearly 80 gram panchayats
of the Rai Assembly constituency and granted Rs 14.5 lakh
for the pavement of village streets and boundary walls of
schools and veterinary hospitals in the area. He also
upgraded eight schools from primary to middle in
Livaspur, Garh Mirakhpur, Nahra, Pabsara, Nangal Kalan,
Joshi and Bakhtawarpur villages. |
Chautala suspends BDPO, health
visitor SONEPAT, Dec 22 The Haryana Chief Minister, Mr Om Prakash Chautala, has ordered the suspension of a lady health visitor and a Block Development and Panchayat Officer (BDPO) on the complaints of people in an open darbar at Larsauli PWD (B&R) rest house, 15 km from here, last evening. The state government, he said, would not tolerate any official indulging in corruption and harassing people. Referring to the demand for the setting up of a police post at Khurampur village on a permanent basis, Mr Chautala directed the SSP, Sonepat, to set up a police post there. He also ordered an inquiry into the firing incident in this village and asked the SSP to take action if any official was found guilty. The Chief Minister listened to at least 110 complaints and disposed them on the spot. Mr Chautala announced a number of public welfare schemes costing about Rs 1 crore which would be taken up soon in the Kailana Assembly constituency. He also announced the candidature of Mr Ved Singh Malik of his party from the Kailana Assembly constituency. Earlier, prompt action
taken by the police averted an ugly situation created by
Mr Dharamvir Singh Chotiwala, President of the Rai Vikas
Manch, when he stood up and shouted in the darbar held at
Rai yesterday. Mr Chotiwala was whisked away by the

Recommend Central rule, Hooda
urges Governor CHANDIGARH, Dec 22 The Haryana Congress has urged the Governor to recommend President's rule in the state because the Chautala Government has "completely forfeited the right to rule the state by not holding the panchayat and municipal committee elections in accordance with the Constitution". The president of the party, Mr Bhupinder Singh Hooda, said in a letter written to the Governor that the lapse on the part of the government amounted to violation of the Constitution as contemplated in Article 356. He said it was clear that the state government could not be run in accordance with the provisions of the Constitution. Mr Hooda said the statute clearly provided that the panchayat elections should be held before the expiry of its duration. He alleged that the Chautala Government was "running away from its obligations, and has used all institutions under the Constitution to achieve its ends". He said Mr Chautala was
"mortally afraid" of facing the electorate at
the grassroots level in the rural and urban areas. |

elections: Hooda CHANDIGARH, Dec 22 The organisational election of the Congress party in Haryana will take place after the Assembly poll due in March, according to the HPCC President, Mr Bhupinder Singh Hooda. Meanwhile, a Congress party statement here today said that a former Union Minister, Ms Sukhbans Kaur Bhinder, who has been appointed chairperson of the State Election Authority constituted to conduct the HPCC poll, visited Chandigarh yesterday and reviewed the progress in the enrolment drive in Haryana. Ms Bhinder reportedly told the assembled party leaders that there would be no further extension in the last date for the enrolment of membership beyond December 31, and added that the party poll would take place on the basis of membership registered till that date. The HPCC chief assured Ms Bhinder that the directives of the Central Election Authority regarding the internal poll would be complied with. Top party functionaries,

35 lakh kids got polio drops in
Haryana CHANDIGARH, Dec 22 Nearly 34.62 lakh children below the age of five have been administered polio drops in Haryana in the third phase of the pulse polio immunisation campaign from December 19 to 21. Over 11,000 immunisation posts were set up to administer polio drops. The Haryana Health Minister, Mr O.P.Mahajan, said that 27,15,902 children were administered polio drops on December 19 and 7,44,029 children who were not covered on that day were administered polio drops on December 20 and 21 at their houses by the special teams deputed for the purpose. Of these, 5,25,390 children were in rural areas and 218,639 in urban areas. He said the campaign was launched under the guidance of the Union Health Ministry. The government was committed to eradicating polio from the state, he said and expressed his gratitude to all those who rendered valuable service in making the campaign a success. The next phase of the
campaign will be launched on January 23, 2000. |
2,023 cases decided in HC lok
adalat CHANDIGARH, Dec 22 In its 190 working days, the Punjab and Haryana High Court permanent lok adalat has so far decided 2023 cases. The lok adalat is chaired by Justice D.V. Sehgal, a former Judge of the High Court, while Mrs Rewa Gandhi, a social worker, is its member. the cases decided included 1506 appeals arising out of motor accident claims, while 446 petitions pertained to disputes between workmen and managements. The lok adalat also
decided 71 appeals relating to disputes under the Hindu
Marriage Act. These cases were decided by suggesting
mutually acceptable solutions to ensure that there was no
rancour between the parting partners. |

anti-farmer FATEHABAD, Dec 22 The Haryana Kisan Sabha organised a karza mukti sammelan at Bhuna village yesterday. Mr Krishan Swaroop, general secretary of the sabha, presided over the function. Mr Phool Chand Sheokand, vice-president of the sabha, inaugurated the sammelan. In his address, Mr Sheokand alleged that the NDA government, led by Mr Atal Behari Vajpayee, was compromising with the sovereignty of the country by bowing to American imperialism.He said the BJP was implementing anti-people economic policies initiated by the Congress governments. Trader robbed of Rs 2 lakh ROHTAK, Dec 22 An amount of over Rs 2 lakh was looted by robbers in two separate incidents in Sampla town, near here today. A trader was injured in a shootout by criminals in one of these incidents. According to police sources, three unidentified armed youths snatched over Rs 2 lakh from Mr Panna Lal Jain, a trader of Bahadurgarh, who was going to a market place after collecting the amount. The youths came on a motor cycle having no number plate and escaped on foot. The trader was fired upon by them when he resisted their attempt to snatch his money. He sustained bullet injuries on his thigh and was shifted to Delhi for treatment. In another incident, two
unidentified youths, aged about 25, snatched Rs 12,000
from an Army Jawan, in Sampla today. The jawan, Mr Batoon
Singh of Kamla Nagar, here, got down from a bus at Sampla
bypass to meet a friend when two youths overpowered him
and took away the cash. |
4 awarded life term for murder SIRSA, Dec 22 The Additional District and Sessions Judge, Mr C.B. Jaglan, awarded life imprisonment and a fine of Rs 1,000 each to four persons in a murder case here yesterday. Giving this information, the SP, Mr Kameshver Kumar Mishra, said here today that a criminal case under Sections 302, 323 and 34 of the IPC was registered at the Rania police station on May 21, 1997, against Succha Singh, his two sons, Harbans and Angrez Singh and Kashmir Singh of Dhani Variam Singh in the district on a complaint of Balwant Singh. Balwant Singh had alleged that the four had made an assault on him, his mother and grandmother with lethal weapons, resulting in the death of his grandmother. Mr Mishra said the four
accused were arrested on the charge of murder. |
