Opinion against killers' release KARNAL, Dec 10 Resentment prevails amongst a section of students in Haryana against the state government's move to secure the release of two students convicted by the Supreme Court for the murder of Mr Jasbir Singh, then president of the Students Federation of India. The (SFI) has stated that by securing the release of such persons, the Haryana government would be encouraging indiscipline in the universities and other educational institutions. The SFI had also demonstrated in Chandigarh against the government's move on December 30. Mr Rajbinder Chandi, district president of Students Federation of India and Member of the State Committee told The Tribune that Mr Jasbir Singh was the state president of the Students Federation of India when he was killed on October 23, 1986. He had been killed in Narhari Hostel of Kurukshetra University. Mr Jasbir Singh who was an activist in the Students Union of Kurukshetra University also was stabbed to death. It was after-10 years that the Supreme Court had sentenced three persons in August, 1997. They included Satta and Satbir sentenced to life imprisonment. Another student Himmat Singh, then president of the Students Union of Kurukshetra University was sentenced to five years imprisonment. The police during investigations had also identified one another accused i.e. Anoop, who could not be arrested as he had fled the country. He still is absconding in the case. Satta and Satbir Singh were lodged in Ambala jail. It is learnt that their release was secured on October 21, 1999. This became possible after the Haryana Cabinet recommended to the Haryana Governor, Mr Mahabir Prasad about the release of the two prisoners. The SFI has been alleging that both of them were sympathisers of the Indian National Lok Dal. Whether they were active members of the INLD could not be ascertained. The SFI office-bearers also stated today that they were thinking of challenging the order of the Governor in the appropriate court. For this purpose, they had approached Mr Shamik Lahiri, member of Parliament. Mr Chandi alleged that such act of the government would increase goondaism in the state and would hit the progressive movements in Haryana. The SFI also felt sad that the intellectuals had not reacted to the government's move as strongly as they should have. SFI office-bearers also apprehend that their members in Kurukshetra University and elsewhere could also be target of attack in the new set up. Enquiries by this reporter indicate that efforts by the authorities were on to secure the release of another student activist involved in a stabbing case on the Kurukshetra University campus. He is now lodged in Kurukshetra jail. Enquiries indicated that pressure was being built on the police to arrange for the release of this convict. There is a general
impression that if such elements released from jail, it
would vitiate atmosphere in educational institutions as
well as society. The SFI has also raised its voice
against the rising cost of professional education as well
as its privatisation in the state. It has also demanded
that steps should be taken for the restoration of the
process of elections for the Students Unions in the
colleges and universities of the state. |
Cow slaughter worries
animals board chief NARNAUL, Dec 10 Former Justice Guman Mal Lodha, Chairman, Animal Welfare Board of India (Ministry of Social Justice & Environment, Government of India) has said about the fast-increasing cow slaughter in the country. The cow population is decreasing day by day, alarmingly. He was addressing a hurriedly organised press conference here today, detailing about the population. He said during 1992 the cow population was 42,325 and in 1997 it remained 30,000. There is decrease of 20 per cent. The buffaloes has touched about 1,46,000 lakh to 1,77,00, pigs from 30,073 to 75,000, hens from 27,900 to 10,8000. Mr Lodha disclosed that cow slaughter is prevalent to the extent of 30,000 in Bangladesh, 20,000 in Kerala, say 10,000 cows are being slaughtered every day in India. The Government of India has formed the Animal Welfare Board of India and samiti which is taking effective steps in the matter, whose aims and objects are to stop cow slaughter. To stop export of cows to Bangladesh and Kerala and to create awareness in the public to check the menace of cow slaughter in India. It aims at to strengthening the existing gowshalas thus providing grants and to common people to encourage them to serve cows and other animals for that Rs 3 crore 33 lakh were already granted and disbursed and Rs 28,60,000 lakh given in Haryana only. One crore rupees was sought from the Centre for Haryana. The Government has also formulated a scheme to collect the cow dung and to the extent of 75 per cent be utilised in the manufacture of ayurvedic medicines, however the cow urine is very useful in treating cancer patient. Mr Lodha was worried over the slaughter of cows in Mewat area (Haryana) where 3000 cows are being slaughtered every day. He has urged the four states of Rajasthan, Haryana, U.P. and Delhi to form a special police force which should stop slaughter in Mewat (Gurgaon) district. Speaking over the cow population in the world Mr Lodha said 25 per cent cows are found in India and the rest were being cooked and eaten. Gopal Gowshala, Narnaul

Fake driving licence racket
busted AMBALA, Dec 10 The Punjab Police has busted a racket of fake driving licences and registrations operating in Ambala and in several other districts of Haryana. According to information first of all the Fatehgarh police got the clue when they seized many vehicles which were stolen from different parts of Bihar and were running in the Punjab area. During investigation it was revealed that some of the fake registration certificates of these vehicles were issued by the SDMs office Ambala through some agents based at Ambala a few years back. According to sources a number of cases of fake driving licence which were also issued from Ambala also came to the notice of the Punjab Police. The matter was brought in the knowledge of senior police officers of Punjab and Haryana. Finally Haryana police gave green light to Punjab Police and assured them cooperation to bust the racket. Sources said that a few days back Punjab Police raided the offices of some agents. An employee who had been a clerk in SDMs office, at Ambala was also nabbed by the Punjab Police. Sources said that during investigation the clerk disclosed the name of some agents and their modus operandi. The police revealed that some senior officials were also involved in this matter. According to official sources 35,000 driving licences were issued from Ambala SDMs office in a single year, a few years back. On a particular day as many as 2900 of driving licences were issued from this office. Later during checking of the records, many irregularities were found. In many cases even signature of the applicants were missing on the application forms, moreover in some cases evidence of address, medical certificate, and police verification were not attached with the application. The sources said that such applications were also found in the record in which the government fee fixed for the registration and driving licence were not deposited. According to official sources it was also revealed during investigation that agents use to take Rs 5000 for registration of the vehicles and Rs 700 to Rs 1000 for driving licence from the applicants. It was also revealed in hundred of cases no application was submitted in the SDMs office and the licence was issued by the authority. Interestingly a large number of licences were issued to those who belonged to other states like Punjab, Himachal, J&K, UP and Bihar and most of them mentioned their fake address on the applications. According to official sources dozens of files of registration and driving licence, issued a few years back which are suppose to be kept in the SDM office record were found in the rack of a senior officer recently. Sources said that the administration had been investigating why and by whom these files were stored there. Meanwhile some transporters and the persons dealing with the vehicles registration work has complained to the Deputy Commissioner, Ambala that the Punjab Police had been harassing them. Sources said that the Deputy Commissioner, Ambala has advised Superintendent of Police, Fatehgarh Sahib (Punjab) that while conducting raid in this regard in Ambala they should take the local administration into confidence. A transporter had filed
a complaint in the CJMs court against the Punjab
Police yesterday who later in his order, directed the
local police to register a case against the police
officials who raided the office of the said transporter,
threatened them and took away some of the valuables of
the transporter. |
Chancellor restores Registar's
powers ROHTAK, Dec 10 Setting aside the orders of the Vice-Chancellor, the Haryana Governor and Chancellor of Maharshi Dayanand University, Mr Mahabir Prasad, today ordered that the Registrar would exercise full control of all university offices and branches, including the Establishment, Accounts and College branches. Restoring the administrative powers of the Registrar, Mr Ashok Khemka, the Chancellor said that Section 9-C(2) of Maharshi Dayanand University Act 1975 enjoins upon the Registrar the status of the Chief Administrative officer of the university and in that capacity, he was to oversee functioning of all university offices/branches under the overall superintendence, direction and control of the Vice-Chancellor. Further, the Chancellor said that Statute 38 of the Act specifically empowers the Registrar to effectively consider all matters concerning affiliation/recognition of colleges/courses or withdrawal of such affiliation/recognition. "These powers of the Registrar are inherent and original and cannot be taken away or exercised by any other person under any provisions of the Act and Statutes", the Chancellor said. However, contrary to these provisions, the Vice-Chancellor, Lt-Gen O.P. Kaushik (retd) withdrew the work of the Establishment Branch from the Registrar and entrusted the same illegally to Mr K.C. Bhardwaj, Controller of Examinations, the Chancellor said. The Governor-Chancellor said that Mr K.C. Dadhwal, Deputy Registrar (Colleges) and Mr K.S. Sharma, Deputy Registrar (Accounts), also officiating as Finance Officer, were already made to correspond directly with the Vice-Chancellor and other agencies by Mr Kaushik. The Chancellor said that the show-cause notices issued to the Registrar by the Vice-Chancellor on August 11 and 18 respectively were "baseless and only out of malice". The order of the
Vice-Chancellor vide which the work of the Establishment
Branch was withdrawn from the Registrar, was already in
flagrant violation of "my order No. HRB-UA-35
(5)-99/1076-79 dated February 16,1999", the
Chancellor said, and set aside the Vice-Chancellor's
order dated September 9 last. |
Need to tap solar energy: CM CHANDIGARH, Dec 10 The Haryana Chief Minister, Mr Om Prakash Chautala, has stressed the need for tapping solar energy to meet the growing demand for electricity, especially in areas falling under the Shivalik Development Board and semi-arid areas bordering Rajasthan. The Chief Minister, presiding over the ninth meeting of the Shivalik Development Board here last evening, stressed that the work to electrify dhanis and hamlets in the area under the board should be accelerated. He approved a budget of Rs 29 lakh for the purpose. The board approved the revised action plan for 1999-2000 to incur an estimated expenditure of Rs 4.50 crore on various developmental works in the areas falling under it. The action plan for 2000-2001 was also approved under which Rs 4.50 crore would be spent on various projects like watershed management, communication network, horticulture, health services, animal husbandry, public health, vocational education, fisheries, science and technology, housing and improvement of environment. It was informed at the meeting that all posts concerning health services like doctors and paramedical staff had already been filled in the area and process was on to fill vacancies in the Animal Husbandry Department. It was decided to construct a housing colony as well as a hostel to provide accommodation to government officials working in the Morn area. The Chief Minister constituted a committee under the chairmanship of the Minister of State for Revenue, Mr Kailash Chand Sharma, to examine the functioning of 12 deep irrigation tubewells set up by the Minor Irrigation and Tubewell Corporation in the area. Also, the committee would find ways and means to get these tubewells maintained by the people of the area so as to enhance their viability and ensure regular supply of water to the beneficiaries. Mr Chautala, however, expressed concern over the poor condition of about 1000 tubewells out of a total of 1475 tubewells installed by the MITC in the state. He directed the officials of the MITC to submit a detailed report on their functioning. The Finance Minister, Mr Sampat Singh, suggested that the people of the area where these tubewells had been installed should also be consulted while preparing a report on their viability. Mr Chautala directed the departments concerned to utilise judiciously Rs 2.31 crore already allocated to them for implementing various welfare schemes in the area. He directed that the network of roads should be improved on a priority basis and patches shorter than 2 km in length completed at the earliest possible so as to make the roads fully functional. The Chief Minister directed the Deputy Commissioner, Ambala to undertake the development of a park at John ki Diggi in Ambala Cantonment. Among others present at

Aided colleges' staff not paid
salaries YAMUNANAGAR, Dec 10 The teachers working in non-government, aided colleges in Haryana have not received their salaries for the past four months as the college authorities have reportedly not received grants from the government. Prof Harbhajan Singh, Zonal Secretary of the All-India Federation of University College Teachers Organisation (AIFUCTO) today urged the government to release the grant immediately so that the teachers could be paid their salaries. He demanded that the pension scheme which was notified on May 11, 1998, should be implemented without delay as retired teachers were facing financial hardships due to non-payment of pension and gratuity. He urged the state government to pay the aided college teachers the arrears of pay from January 1, 1998, on the pattern of government employees. The teachers are sore over the delay in screening their senior and selection grades. He asked the government to order Kurukshetra and Maharshi Dayanand Universities to start screening the cases of teachers for the early placement in the new scales. He further urged the government to clear the bunching scheme for selection grade lecturers, as announced by the Central Government. The super selection grade which was agreed upon in the agreement with teachers on September 5, 1998, had not been implemented. Prof Harbhajan Singh

HVPN augments 6 substations
capacity CHANDIGARH, Dec 10 The Haryana Vidyut Prasaran Nigam (HVPN) augmented the capacity of six existing substations during November, 1999, at a cost of Rs 1.9 crore, an official spokesman stated here today. He said at the 132 KV
substation at Jeevan Nagar, Sirsa, the 16 MVA transformer
was replaced by a 20 MVA transformer at a cost of Rs 60
lakh, benefiting Kariwala, Ellenabad, Lehranwali,
Mastangarh, Dubianwali, Hami and Balasar villages in the
district. Similarly, the capacity of five 33 KV
substations was augmented, which included the 33 KV
substation, Jarthal, where a transformer of 8 MVA
capacity was installed in place of the 4 MVA transformer
at a cost of Rs 30 lakh, benefiting Garhi Biloni, Nikhri
and Jarthal villages in Mohindergarh district; 33 kv
substation, Alewa, where the existing 4 MVA transformer
was replaced by an 8 MVA transformer at a cost of Rs 25
lakh benefiting Khanda and Alewa villages in Jind
district; 33 KV substation, Badli, where the 5 MVA
transformer was replaced by an 8 MVA transformer at a
cost of Rs 30 lakh, benefiting Badli, Dariyapur,
Ladpurand Sondhi villages in Jhajjar district; 33 KV
substation, Atema, where a new 4 MVA transformer was
added at a cost of Rs 20 lakh, benefiting Aterna village
in Sonepat district; 33 KV substation, Escorts,
Faridabad, where the 2 MVA transformer was replaced by
the 6.3 MVA transformer at a cost of Rs 35 lakh,
benefiting the industrial area and Sector-16, Faridabad.
The capacity augmentation of these substations had
increased the transformation capacity of the system by
23.3 MVA. |
CM given 29.2 lakh as HWC
dividend CHANDIGARH, Dec 10 The Haryana Chief Minister, Om Prakash Chautala, was presented with a cheque for Rs 29.20 lakh by the Chairman, Haryana Warehousing Corporation (HWC), Mr Niranjan Lal Bansal, as dividend for 1998-99 here today. The Managing Director of the Corporation, Mr V.S. Kundu, who was also present on the occasion, said the corporation was operating 104 warehouses in the state with a total storage capacity of 11.69 lakh metric tonnes. It had drawn a plan to construct an additional storage capacity of 1.64 lakh metric tonnes at 36 places during the current year to meet the growing demand of storage space in the state. Out of this, warehouses of 78,500 metric tonnes capacity were already under construction and the work to provide storage capacity of 23,000 metric tonnes would commence soon. He said the corporation
had purchased 3.97 lakh tonnes of wheat during 1999 and
had so far purchased 27,200 metric tonnes of paddy during
the current kharif. |
Case against 3 BJP leaders HISAR, Dec 10 The
Hansi police has registered a case against three BJP
leaders on a charge of allegedly damaging a religious
place situated in Bajaria Chowk, Hansi, about 26 km from
here, yesterday. Among those booked are Mr Ashok Kanojia,
general secretary of the BJP, Hansi unit, Mr Ram Sarup
Popli, secretary and Mr Jagdish Bhatia a member of the
executive committee of the district BJP. The case was
registered following a complaint lodged by Mr Tayab
Hussain, Rent Collector, Punjab Wakf Board. No arrest has
been made so far. |
414 power connections cut in
Sonepat SONEPAT, Dec 10 The Haryana Vidyut Prasaran Nigam (HVPN) has disconnected the electricity connections of 414 consumers who had failed to deposit their bills. Mr S.K. Handa, Superintending Engineer (operation) Sonepat circle, said here today that nigam officials in a two-day special campaign launched against the defaulters had realised Rs 11.79 lakh from 592 consumers in Sonepat circle. The officials, he said, had detected a case of power theft. This consumer was found getting power from a direct line criminal proceedings had been launched against him. Similarly, another consumer was found getting power from his neighbour's house. |
3 criminals arrested SONEPAT, Dec 10 The Kharkhauda police has arrested three criminals allegedly involved in a number of robbery cases and seized two country-made pistols, four cartridges and a motor cycle from them. The police said here today that the arrested persons had been identified as Vijay, alias Sukha, and Bijender of Jahri village and Jai Karan, alias Leela, of Khanda village in this district. He said the culprits confessed that they along with Ajay alias Nitoo, and Ved had robbed Mr Harbans, a liquor contractor of Dabwali, of Rs 5,000 in cash and cheques for Rs 70,000 near Jahri village on September 28. They had also confessed
to having stolen electricity wires from the areas falling
under the jurisdiction of Kharkhauda and Bahadurgarh
police stations. They had also committed a dacoity in the
Narela police station area of Delhi. They had also jumped
bail in a criminal case of Sonepat. |
Hali library to be made
research centre PANIPAT, Dec 10 The Administrator of the Punjab and Haryana Wakf Board and Secretary of the Maulana Azad Foundation, Dr Fahim Usman Siddiqi, has announced that the Hali library here will be developed into a research centre to coordinate all research on famous poet Maulana A.H. Hali. Addressing a public meeting here last evening after inaugurating a dispensary in Gosali Mohalla here he announced this dispensary would be upgraded into a hospital. Dr Siddiqi announced a grant of Rs 10,000 for the Hali library and the setting up of a shopping complex in Gosali Mahalla. He promised all shops in the shopping complex would be allotted to Panipat residents. He pointed out that people had encroached upon the Wakf Board's land on a large scale in connivance with officials of the board and urged the district authorities to take action against these encroachers. The Additional
Superintendent of Police, Mr Hanif Quraishi, and general
secretary of the INLD, Mr Satbir Kadian, assured him that
the state government would take steps for vacating these
encroachments. The Administrator later visited Durgah
Kalandar, Hali library and Idgah colony and heard
people's grievances. |
Man shot at FATEHABAD, Dec 10 A man shot at his brother at Bhuna village in the district yesterday following a dispute over property. The police has registered a case under Sections 307, 148 and 149 of the IPC. According to reports,
the victim, Avtar Singh, and the alleged accused, Gurmeet
Singh, were involved in a dispute for the past some
years. This had led to several scuffles between them.
Last evening Gurmeet came to the residence of Avtar Singh
with some companions. He fired a shot which hits Avtar's
arm. He was admitted to Medical College, Rohtak. |
Industrialist robbed PANIPAT, Dec 10 Four armed gangsters abducted an industrialist near his factory last night. According to an information, the industrialist, Mr Chander Prakash, was returning to his house from a factory on the Chitwan Road last evening. As he left the factory four gangsters armed with pistols and knives stopped his car and overpowered him. They kidnapped him in his car in nearby jungles where they looted cash and valuables and took away the car. |

a bogie (No 19013) of the Delhi-Jakhal passenger train. |

Dr Jena defeated Mr Mukul Bishnoi by a margin of four votes. Dr Jena got 40 votes. Dr R. Bhaskar of the Department of Environmental Studies was elected as General Secretary after defeating Mr Surinder Takhshak of the MBA Department by a margin of three votes. Mr Narinder Malik of the MBA Department defeated Mr S.K. Singh of the Pharmacy Department by a margin of 16 votes to become the Vice-President. Ms Neeru Vasudeva of the
Pharmacy Department was elected as Joint Secretary, while
Ms Sujata of the Applied Physics was elected as

7 years RI for
abetting suicide FARIDABAD, Dec 10 Mr R.L. Sankhla, Additional District and Sessions Judge, today sentenced Rajesh Kumar of Parvatia Colony to seven years imprisonment for instigating a girl to commit suicide on March 3, 1997. According to prosecution Shakuntla, daughter of Aruna Devi, committed suicide as the accused used to harass her by saying that she would be killed if she did not marry him. After examining nine
witnesses the judge said that the involvement of Rajesh
for commission of offence under Section 306, IPC, was
fully proved. |
DGP visits Kaithal KAITHAL, Dec 10 The Director-General of Police, Mr S.P.S. Rathore, today visited the town in connection with the kidnapping of a businessman on Wednesday night on gun point here and announced a reward of Rs 50,000 to anyone who provided clue regarding the identity of the abductors, leading to their arrest. While talking to news persons here today, the DGP said that the police had taken this abduction case very seriously and efforts were being made to investigate this case expeditiously. The DGP, who had consutations with the police chiefs of the adjoining districts here, the police was working on different theories but the identity of the abductors had not been established so far. The police was making
all-out efforts to solve this case, which had sent shock
waves among the local business community. |

Dharna staged at MDU ROHTAK, Dec 10 Activists and members of the Haryana unit of the All-India Save Education Society staged a state-level dharna outside Maharshi Dayanand University here today. According to Mr Om
Prakash, secretary of the committee, the dharna was
attended by several teachers and intellectuals. He said
the dharna was organised in protest against the
commercialisation and alleged communalisation of the
education by the present Union Government. Alleging that
the budget for education was not being raised. The
government had been spending huge amount on unnecessary
things. Speakers at the dharna criticised the government
for not taking measures to upgrade the standard of

New bus stand inaugurated AMBALA, Dec 10 The Commissioner of Ambala Division, Mr Chander Singh flagged off the first bus from the newly built ultra-modern bus stand at Ambala Cantonment here today. While speaking on the occasion, the Deputy Commissioner, Mr Ram Niwas, said that the bus stand, built at the cost of 5.75 acre of land had 18 bays and it would provide efficient bus services to the various parts of Haryana, Punjab, Uttar Pradesh, Himachal Pradesh, Jammu and Kashmir, Rajasthan, Delhi and Chandigarh. Besides the existing entry gate, another gate from the G.T. Road would be built to the new bus stand. The present bus stand was too congested and was unable to fulfil the need of thousands of passengers. Now buses would not be
allowed to stand either at the old bus stand or on the
G.T. Road which was causing great hardship to the people
as well as to bus crews. A yatri niwas costing 1.5crore
would be constructed at the old bus stand by the
Municipal Council for the convenience of passengers. |
