CM: All roads to be repaired by June

FATEHABAD, Dec 4 — Complaints regarding the shortage of drinking water, damaged roads, shortage of power and water for irrigation came up during an open durbar held by the Chief Minister, Mr Om Prakash Chautala, here today.

The Chief Minister held the "durbar" at the local 'Papiha' Tourist Complex as part of the "government at your doorsteps" meetings being held in the state.

The state Finance Minister, Mr Sampat Singh, the INLD MP from Sirsa constituency, Dr Sushil Indora; the Deputy Commissioner, Mr Anil Malik; the SSP, Mr S.S. Deswal, and senior officers of various government departments were present.

Most of the villagers, who had come from the 63 villages of the Fatehabad Assembly constituency, complained about shortage of power, low-voltage, shortage of irrigation water, particularly at the tail ends of the canals and deplorable condition of roads leading to their villages.

Mr Sant Lal, who had come with residents of Dhani Thoba village said there was an acute shortage of drinking water in the village. The villagers also demanded that the government should start a stitching training centre in the village for the benefit of village girls.

Mr Om Parkash Bhatia, a kisan union leader, said the issue of excavation of Rangoi drain from Chhimo Head in this district to Mangal village in Sirsa district was hanging fire since 1987. Since then estimates had been made several times but nothing concrete had been done. He said due to the Rangoi drain there had been frequent floods in these two districts and crops and property worth crores of rupees were destroyed every year due to these floods but the government failed to get the excavation work of the drain completed.

Mrs Bhaga Bai and Mrs Krishna Wanti from Hinjrawan Khurd village led a group of over 24 women from the village. They put forth a demand to set up a stitching training centre and a separate school for girls in the village.

Mrs Parmeshwari and Mrs Pathani Bai from a local colony Swami Nagar complained that there was no pucca road leading to their colony and there was also an acute shortage of power and water in the colony.

The management of the Khalsa Tercentenary College, Rattia, demanded the release of funds sanctioned for the college.

Residents of the local Jagjeevanpura demanded drainage and sewerage for their locality while residents of Mehuwala village demanded the start of work on the Ding Minor which had already been sanctioned by the government.

Speaking on the occasion, Mr Chautala said his government had taken a decision to hold such "durbars" in all assembly constituencies of Haryana. He said the basic idea behind these durbars was to avoid the unnecessary expenditure being incurred by the villagers on their trips to Chandigarh to get their minor grievances redressed. He said the people were free to complain about their common problems and the government would try to redress their grievances on the spot.

The Chief Minister admitted that there was a shortage of power in the state but added that the government was doing its best to remove this problem. He said old power lines were being replaced with new ones and all old poles in the villages were being replaced with cemented poles to avoid accidents due to short circuits.

Mr Chautala also admitted that their was a shortage of irrigation water but attributed this problem to his predecessors. He said none of the governments had ever tried to desilt the canals and distributories in the state and due to this the capacity of the canals had been reduced. He said the government had taken the task of desilting all canals and distributories in the state so that water reached the tail ends.

The Chief Minister reiterated his government's resolve to repair all damaged roads in the state, to conduct a fresh survey of people living below poverty line, supply of 70 litres per capita water in the villages, new pipelines to improve water supply, installation of booster pumps wherever necessary, fresh survey for the eligibility for the old-age pension and repair of canals, distributories and channels at government cost.

Mr Chautala said the repair work of roads in the state was likely to be completed by June next year. The roads passing through settlements in village as well as towns would be made of concrete.

The Chief Minister announced that the panchayat land in village would again be measured and all encroachments would be removed. He said people should not create nuisance by encroaching on panchayat land particularly paths streets and the village "phirnees".Top


 

Flouting building bylaws with impunity

PANIPAT, Dec 4 — There are a number of glaring cases in the town where people have constructed two-storeyed buildings on Improvement Trust land whereas only single-storeyed complexes are allowed under the rules.

Certain allottees in the Subzi Mandi area have constructed multi-storeyed buildings on Improvement Trust land without getting the requisite building plans approved. A few original allottees in the Subzi Mandi area have sold their land to property dealers at a premium. These property dealers have constructed multi-storeyed buildings there and disposed them of at higher prices. Two shopping centres constructed on plot No. 43 and 44 have fetched handsome gains for the builders.

In Sukhdev Nagar local market, there is no provision for basement. But certain persons have flouted the laws and constructed premises with basements. In some case these basements even extend beyond the allotted area.

Similarly, in another prominent colony of Panipat, the violation of building laws is on the rise. The local Bishan Swaroop Colony, a residential area, is fast being converted into a residential-cum-commercial one reportedly with the blessings of Nagar Parishad officials. In some of the cases, the land-use has been changed from residential to commercial.

A business complex is cited as a case in point for such a violation. The applicant had submitted the building plan for the said plot for residential purposes. However, the owner later violated the building by-laws by converting land-use of the said plot from residential to commercial. The Municipal Council, Panipat, has filed a case in the court to obtain a stay order against the construction of a commercial complex on the said plot. The case is pending in the court of a judicial officer but no provision has been made to stop the construction which has been going on unhindered.Top

 

Power meters transferred unauthorisedly

PANIPAT, Dec 4 — Unauthorised transfer of two small power meters from one consumer to another by a junior engineer of the local Sanoli Road subdivisional office has come to light.

It is alleged that a few years ago Sumer Chand and Hari Chand, residents of the local Bishan Swaroop Colony, got sanction for two power meters for their iron and steel industries.

They closed their industry and made an application to the Junior Engineer concerned, Mr Harbans Lal, for removal of the meters. It is further alleged the said Junior Engineer, removed the meters and got them installed on the premises of another industrialist, Sajjan Kumar, proprietor of Vardhman Steel Door.

It is interesting to note that the previous lessee's of the meters allege that bills are still being received in their name while payment is being made by those who got the illegal transfer done.

The Executive Engineer of the city electrical division, Mr Jinender Kumar Jain, when contacted on phone said proper investigation would be held to find out the facts and suitable action would be taken irrespective of the fact that the Junior Engineer concerned had already retired from service.Top



 

Couple found murdered

AMBALA, Dec 4 — The murder of a couple in suspicious circumstances at Nagoli village, near Naraingarh, 40 km from here last evening, has shocked the people of the area.

According to a police report, Shyam Singh and his wife Vinod Kumari were found dead at their residence today. The police suspects that both may have been strangled to death last night. Some valuables were found missing from the house but prima facie, looting does not apper to be the motive of the criminals.

Mr Kooda Singh, one of the relatives of the deceased, who registered an FIR with the police said he had received a telephone call that the adopted son of the deceased, Tilak Raj, had been admitted to a hospital in Uttar Prradesh.

To verify the fact, he went to Nagoli village where Shyam Singh lived. Kooda Singh found the house locked from the outside when he went inside he found the bodies of Shyam Singh and Vinod Kumari in the kitchen.

The police has registered a case. Police parties have been sent to UP in search of the assailants.Top



 

Sahyog for needy

HISAR, Dec 4 — For the past one year Sahyog, a voluntary organisation, has made its mark in performing yeoman's job for the needy. Whether it comes to helping some desperate dowry victim or collecting aid for the Kargil heroes, Sahyog did not lag behind at any stage. Recently, this growing NGO despatched three truckloads of relief for the cyclone victims of Orissa.

Sahyog had a noble beginning and has continued its noble pursuit. It started on December 21, when the parents of dowry victim, Kavita, approached a local journalist for help. Seeing the condition of Kavita, she judged right that it was not possible for her alone to help the family. She approached other people. And then there was no stop to it.

The doctors demanded a huge amount for treating Kavita. Thus began a noble mission. A group of people, who included journalists, lawyers, politicians, teachers and social workers went from door to door collecting money for Kavita's treatment. It cost about Rs 1 lakh. People came out generously with the contributions.

When it was reported in newspapers like The Tribune, donations came from abroad also as readers of the Internet edition learnt about Kavita's plight and the role these people were playing. Even small children from the USA and England sent their pocket money.

Recently, Jindal Hospital announced the setting up of a special burn ward. It was on the request of Sahyog that the burn ward was set up. Dr Adarsh Sharma, the Superintendent of the hospital, says that currently the hospital can treat three patients at a time, but the facility can be enhanced depending upon the need. Burn wards, he point out, need special maintenance which cost a lot of money. Three beds means three special separate rooms, he says.

Earlier, Sahyog had tried hard for setting up a burn ward in the civil hospital here. But that did not bear fruit and it was Jindal Hospital which came forward for this noble mission. Incidents of burn injuries are on the rise and it is essential that treatment facilities are available at affordable prices. Top


 

Student counselling centre inaugurated

HISAR, Dec 4 — Mr Ajay Chautala, MP, inaugurated the building of the Directorate of Students' Counselling and Placement at CCS Haryana Agriculture University (CCSHAU) here today. The building constructed at a cost of Rs 62 lakh, is equipped with latest facilities.

Speaking on the occasion, Mr Chautala lauded the contribution of the university in making Haryana one of the leading grain producing states in the country. He hoped, the new endeavour would help produce much competent graduates who would come up to the expectations that this institution had raised.

He pointed out that in the present age of stiff competition it was very important to improve the potential and personality of the students. To achieve it, he emphasised on imparting specialised trainings.

Mr Surinder Barwala, MP, Mr Om Parkash Mahajan, Health Minister, Haryana, Dr K.C. Bangar, Vice-Chancellor, Guru Jambheshwar University, Mr J.P.S. Sangwan, Registrar HAU and Mr Apurav Kumar, Deputy Commissioner, Hisar, were also present on the occasion.

The Vice-Chancellor said the establishment of the Directorate of Students Counselling and Placement was a long pending demand of the students and hoped it would prove a milestone in showing prosperous career path to the students.

Meanwhile, Dr B.S. Hansra, Additional Director General (Extension Education) of Indian Council of Agricultural Research (ICAR) and member, Board of Management, CCSHAU has demanded that on the pattern of the National Academy of Agricultural Research and Management (NAARM), Hyderabad, the Academy of Agricultural Research and Education Management (AAREM) of the HAU be given the status of a national academy. He was addressing the participants at the valedictory function of one year Post-Graduate Diploma Course in Agriculture Journalism at the university here today.Top


 

Sepoy killed in encounter

AMBALA, Dec 4 — Parveen Saini, a sepoy in the EME laid down his life in Baramula sector in an encounter with the Pakistani militant today morning.

He belonged to Dhanori village, 25 km from here. He will be cremated at his native village with full civil and military honour.Top


 

Cop hurt as truck hits police post

PANIPAT, Dec 4 — A truck (HR-06-1555) hit a traffic police post at GT road in front of the local roadways bus depot last evening. Constable Mehar Singh who was on duty was injured and a Maruti car and a jeep were damaged. The Constable who was injured seriously had been admitted in the civil hospital.

According to reports, the truck was coming from Delhi when it hit the police post. The truck driver failed to control the truck due to heavy rush at the traffic point and it overturned damaging the other two vehicles.

The police has arrested the truck driver, who was reportedly under the influence of liquor. However, the occupants of the jeep and car escaped unhurt.Top



 

CITU rally on December 11

SONEPAT, Dec 4 — The Haryana unit of the Centre of Indian Trade Unions (CITU) will organise a state-level rally of the workers on December 11 at Hisar to chalk out the future course of action against the state government in support of its demands.

Mr Howa Singh, a leader of the CITU told mediapersons here today that the Chief Minister, Mr Om Parkash Chautala, had failed to fulfil the demands of the union in spite of repeated representations made to him after he assumed office.

The main demands of the union, among other things, include the revision of Minimum Wages Act, enforcement of all labour laws and the Factories Act effectively, ban on lockouts, lay-offs and retrenchments and an end to police intervention in trade unions agitation.

He declared that if these demands were not fulfilled by the government, the union would launch a statewide agitation.Top


 

Work starts on list of pensioners

ROHTAK, Dec 4 — The work of preparing fresh list of the beneficiaries of the old-age pension scheme has been taken up on a large scale in the district. It is likely to be over by December 17.

According to district authorities, as many as 11 teams of the officials have been set up which will tour every village and ward in the district and get filled the application forms from the applicants.

In the town the work has already been started in wards up to seven in the town and in the Kiloi Assembly constituency of the district Ward No. 8, 9 and 10, 11 in the town will be covered on December 6 and 7 respectively, while 12, 13 and 14, 15 and 16 would be taken up on December 8 and 9. Similarly the team No. 7 will cover Nasurpur, Makroli Khurd, Ladu Bhaiyapur, Chhmarian, Sasroli, Brahamanwas, Basantpur Dhanar, Kartwara Sanghi and Jassia villages of Kiloi segment. Similarly all villages falling in other constituencies will be covered by these teams. The teams will be available in the school and chaupals of these villages where forms can be collected and submitted to the authorities concerned.

Earlier the state government had announced to double the old-age pension from Rs 100 to 200 per month from November.Top


 

MDU Registrar bereaved

ROHTAK, Dec 4 — Mr Shankar Khemka (74), father of Mr Ashok Khemka, Registrar, Maharshi Dayanand University here, reportedly committed suicide this afternoon.

According to sources, the deceased consumed a pesticide at 3 p.m. at his residence. He was taken to the PGIMS Hospital at 3.30 p.m. and was declared dead within minutes.

The cause of the suicide is not known.Top
