Govt ban on eatables being flouted

GURGAON, April 27 — The District Administration's order banning the sale of locally made cold drinks, use of unsampled ice bars and cut vegetables and fruits in view of the summer season and attendant diseases being flouted in the district.

With Gurgaon city and some parts of the district like Mewat areas having history of diseases in summer and following winter seasons, once again are exposed to insanitary conditions.

While the Subdivisional Magistrate, Gurgaon, Mr R.C. Pawaria, told The Tribune that the Administration had banned the sale of eatables and all types of drinks in open places, the Civil Surgeon of the district, Dr N.K. Jain, said that measures were being taken to check outbreak of diseases.

Dr Jain said that tests of potable water were being conducted and the sampling of ice bars in majority of the factories had been completed. However, with regard to the ban on the sale of rotten vegetables and fruits, he said that the Haryana Government was yet to issue a directive to this effect under the Epidemic Control Act. Significantly, the stand taken by Dr Jain is in contradiction to that of the Administration.

The facts, however, are that drinks and eatables of doubtful quality were being sold. Stalls have mushroomed along the roadsides where locally manufactured cold drinks mixed with ice bars were being traded. Significantly, the cold drinks have different shades of colour. According to health experts, purity of water from which drinks and ice bars were made was questionable. The usage of colour could have serious bearing on health.

Another phenomenon is the sale of meat, fish and chicken. The sale of meat does not conform to the prescribed norms. It is alleged that mandatory sampling and certificate on the health of the animal before being slaughtered or the condition of the meat were being violated in majority of the cases.

Situation is pathetic in the Mewat area, which comprises Nagina, Nuh, Ferozepur Jhirka, Taoru and Punhana blocks. Reports have it that bovine cattle are also slaughtered here in these Meo-dominated areas. About two years ago more than 1,000 people of the area reportedly died due to the outbreak of dengue and other infectious diseases.

There are many who doubt that with the shortage of milk during summer, vested interests were making up the shortage by resorting to adulteration. Reports have it that artificial milk was being produced from urea and chemicals at several centres from where it was supplied in majority of the places in Gurgaon city and other places. The argument seems to carry weight as while population of the city and other mofussil towns in the district increased manifold in the past decade, number of milch cattle had decreased considerably in the corresponding period. Still, the supply of milk from various centres had increased. This is even so when milk was not brought to Gurgaon from outside.

Dr Jain agreed that sampling was not done frequently or the exercise did not have a wider reach. He attributed this to shortage of staff. According to him, out of six sanctioned posts of Food Inspector, five of these were vacant for the past one year.

The wideranging allegation is that the government does not appear to be serious about health of the people in the district, especially the fast growing Gurgaon city. A wag said that the people in power and the influential section of the society showed more interest in the real estate related business in Gurgaon.

Probe purchase of meters: mahasangh

ROHTAK, April 27 — The Haryana Karamchari Mahasangh has demanded an inquiry by an independent agency into the purchase of inferior and substandard material by the Haryana Vidyut Parsaran Nigam.

The mahasangh President, Mr Dhara Singh in a statement here today, alleged that the HVPN purchased 23000 three-phase meters at a cost of Rs 11.50 crore and later declared them unfit for use. Then again the HVPN purchased 1.15 lakh single-phase meters at a cost of approximately Rs 10 crore. These meters, too, were found unfit and dumped in godowns.

He further alleged that the cables purchased by the HVPN was of inferior quality and unable to bear the load of the 100 kva and 200 kva transformers.

He said the HVPN had purchased 270 Swaraj Mazda and Tata vehicles which were of no utility to the nigam. These vehicles, he said, were first purchased by Haryana Roadways in 1992 for plying as mini-buses but were discarded due to less load carrying capacity. He asked the HVPN to explain the purpose for which these vehicles have been purchased.

Mr M.L. Sehgal, General Secretary, Haryana Karamchari Mahasangh, criticised the government for imposing a ban on new recruitment in the HVPN. There were atleast 15000 posts which were lying vacant in the HVPN.

He said the government, which has decided against filling the vacant posts, has raised the strength of administrative officers in a big way. Before the HVPN came into existence, there were only three IAS officers but today their number has gone up 12. The number of chief engineers has risen to 40 against 15 prior to the formation of the HVPN.

Liquor contractors beat up villagers

HISAR, April 27 — Villagers of Kameri village today alleged that some liquor contractors of the area accompanied by the police, manhandled several of them, including women. Five persons, including two women, suffered injuries in the incident.

According to Mantu Devi, around 20 persons descended on the Balmiki locality of the village with lathis and sharp edged weapons. They were accompanied by policemen in uniform. The villagers said the liquor contractors let loose a reign of terror, while the policemen watched.

They claimed that when they shifted one of those injured, Devi Lal to the Civil Hospital here, he (Devi Lal) was detained by the police. They alleged that another villager, Vinod was 'abducted' by the same people while he was on way to hospital.

A group of around fifty villagers approached former minister and senior Congress leader Mr Chhaterpal for help. He told reporters that his repeated efforts to contact the superintendent of police and the station house officer of the police station did not yield any results.

Although the SP could not be contacted police sources said some of the villagers had attacked a raiding party of the police which had gone to the village following reports of liquor smuggling in the area.

The villagers denied the allegation. However, they admitted that the liquor smuggling was going on in the area. They alleged that rivalry between two liquor contractors who indulged in smuggling was behind the beating up of the villagers.

Mr Chhaterpal demanded action against the liquor contractors involved in the incident and sought suspension of the police officials accompanying them.

The visitors to the adjoining Jawahar park have to bear the stink of sewerage that is poured into it without any check. The sewage from number of houses and commercial establishments pours into the tank along with that of municipal drains. Many washermen wash dirty linen of nursing homes, tent owners and others.

In spite of directions of the Chief Minister, Mr Bansi Lal, the district administration has not stopped vendors and shopkeepers from displaying things and wares on roads and footpaths. Dividers have been damaged by vehicles. The slabs of many pavements have been removed by people.

A six-day workshop on human rights and expert investigation concluded here recently. It was inaugurated by Mr Khushi Ram S.P., Kaithal. About 100 representatives from NGOs and jawans of the Haryana police and the Railway police from Yamunanagar, Panchkula, Kurukshetra, Ambala and Kaithal participated. Mr Khushi Ram urged the participants to follow the guidelines issued by the Supreme Court and not to violate the human rights.

Most manholes constructed by the Public Health Department act as hurdles to traffic. The manholes are higher by more than a feet from the road level. Many accidents have taken place in different parts of the town. Not only this, the Department of Telecommunications has also constructed chambers at certain junctions above the road level. The lack of street lights in many localities increases the accident risk.

Samiti secy resigns in fraud case

FARIDABAD, April 27 — Mr S.S. Chauhan, Secretary of the Gyan Prakash Saaksharta Samiti, here, a World Bank-aided organisation working under the National Literacy Mission was made to resign after a number of allegations were made against him.

Mr Chauhan submitted his resignation which has already been accepted by the executive committee of the samiti headed by the Deputy Commissioner, Mr B.K. Panigrahi.

A meeting of the committee was held on April 24. Besides other members, Mr S. Mathew, adviser of the National Literacy Mission, also attended the meeting.

The members were not satisfied with the reply of Mr Chauhan that 23,107 persons had been made literate in the district. A number of allegations of financial irregularities against Mr Chauhan were also made at the meeting. It was stated that Mr Chauhan had no account of an expenditure of Rs 50,085. He had also taken a loan of Rs 1,12,082 from the Bank of Maharastra which he had not repaid. He had also taken loans in his relatives' names from the accounts of the Jawahar Lal Nehru Rojgar and Prime Minister's Rojgar Yojnas.

A two-member panel has been reportedly set up to probe the financial irregularities committed by Mr Chauhan.

Licences of 12 depot holders cancelled

SONEPAT, April 27 — The Food and Supplies Department has cancelled the licences of 12 depot holders of the district following the detection of serious irregularities and malpractices in the distribution of rationed commodities.

The Deputy Commissioner, Mr P.K. Mahapatra, told mediapersons here today that the department had suspended the supply of nine other depot-holders on the same charge. The security deposits of Rs 19,400 each had also been confiscated by the department, and a stern warning issued.

He also said the department had lodged FIRs against seven depot holders who had been charged with the selling of rationed commodities on the black market. The department, he said, had also cancelled licences of 17 foodgrains' dealers who had violated the rules and provisions.

The Deputy Commissioner further stated that the department had set up as many as 426 ration depots both in urban and rural areas of the district.

Referring to wheat procurement in the district, he said all official procurement agencies had so far procured 82,000 tonnes of wheat this year as compared to 52,000 tonnes of wheat procured by these agencies during the same time last year.

Stir threat by Karamchari Samiti

ROHTAK, April 27 — Leaders of the Haryana Karamchari Sanyukta Sangharsh Samiti have threatened to launch an agitation if the officials of the Vigilance Department of the Haryana Vidyut Prasaran Nigam (HVPN) were not restrained allegedly from misusing their powers.

In a statement here yesterday Mr Dhara Singh, a senior leader of the sangharsh samiti, said the officials of the Vigilance Department were supposed to provide security to the officials and employees of the nigam during drives against power theft. However, the alleged, the vigilance officials had started demanding illegal gratifications from the employees of the Nigam failing which confidential reports of the employees concerned were submitted to the chief of the Vigilance Department. As a result chief of the Vigilance Department, without verifying the reports, allegedly recommended against the employees against whom complaints were received.

The samiti leader said 120 nigam employees had been transferred, 60 suspended and 210 employees issued charge sheets in the state so far, following the recommendations of the Vigilance chief.

He said cases were registered against five nigam employees — Mr Ram Karan, Mr Pal Singh, Mr Harish, Mr Om Prakash and Ms Sudesh Kumari under Section 167, 465 and 120 of the IPC following a "false" complaint by the Vigilance Inspector at Panipat a few days ago. He threatened that the nigam employees of Panipat would hold a dharna on April 30 if the FIR was not withdrawn. He demanded withdrawal of the Vigilance Inspector concerned and an impartial inquiry into the incident.

CPM asks CM to spell out stance

ROHTAK, April 27 — The CPM, Haryana, has asked the Chief Minister and state BJP leaders to spell out their position vis-a-vis an alliance which has become imperative following the dissolution of the Lok Sabha.

Reviewing the situation in the state, the party said due to silence maintained by the ruling alliance partners on their future relationship, the administration in the state had come to a standstill.

Party secretary Inderjit Singh lashed out at the BJP and said the Vajpayee led Government had fallen due to its own contradictions. The BJP, he said, was now targeting Left parties to hide its failures.

The CPM leader said countrymen had not forgotten the passage of the Patents Bill, dismantling of the public sector and hike in the prices of essential commodities.

The CPM also criticised the government for the spurt in the crime rate.

Chautala started ‘destabilisation process’

CHANDIGARH, April 27 — Mr Bhupinder Singh Hooda, President, Haryana Pradesh Congress (I) Committee, today welcomed the dissolution of the 12th Lok Sabha and said the Haryana Congress was prepared for mid-term poll whenever held.

Mr Hooda in a statement here today rejected the accusation of Mr Chautala, INLD supremo, blaming the Congress for the mid-term elections. He said it was Mr Chautala who first initiated the process of destabilisation of the BJP-led Central Government followed by the withdrawal of support by the AIADMK which brought about the fall of the government.

Mr Hooda reminded Mr Chautala that when the President, Mr K.R. Narayanan, asked Prime Minister, Vajpayee to seek a vote of confidence he (Mr Chautala) had in a TV interview said that " it was with his unconditional support that the Vajpayee Government came into existence and that it would be due to the withdrawal of support by him that the government would taste the defeat on the floor of the House."

Mr Hooda said people of the state were still to know the ‘hidden understanding’ reached between him and the government once again and said it was people like Mr Chautala whose "unprincipled changing stands" had created uncertainty in the country.

The HPCC chief said the Congress never wanted another election so soon as was evident from the efforts made by the Congress President, Mrs Sonia Gandhi. He said after the frequent changing of stands resorted to by certain vested interests like Mr Mulayam Singh Yadav of the Samajwadi Party, holding of fresh elections were the only solution to end the ongoing imbroglio.

Lashing out at Mr Mulayam Singh Yadav, Mr Hooda said since the formation of the BJP-led coalition government at the Centre, he had been blaming the Congress that it was not coming forward to pull down a ‘communal government’. However, when the occasion arose and the Congress party came into action, he (Mr Yadav) betrayed the secular forces and forced another elections on the country.

10 p.c. increase in milk procurement

CHANDIGARH, April 27 — The Haryana Dairy Development Cooperative Federation has earned profit for the second year.

It was likely to achieve a record profit of Rs 2.5 crore in last financial year as against a profit of Rs 128.94 lakh in 1997-98.

Disclosing this here today, the Minister of State for Dairy Development, Mr Jagdish Nayar said the procurement of milk rose from over 720 lakh litres in 1997-98 to over 795 lakh litres in 1998-99, showing an increase of 10.3 per cent. This was the highest figure of milk ever procured by the federation since its inception.

Mr Nayar said the overall sales turnover of the federation had also gone up from Rs 136.14 crore in the period of April-February, 1998, to Rs 164.79 crore in April-February, 1999, with an increase of about 21 per cent.

He said the milk plant at Sirsa with a processing capacity of one lakh litres per day was made operational which was not functional since 1992. New chilling facilities had been created at Bhiwani, Jhajjar, Kaithal and Hassanpur to handle increased quantities of milk.

4 juvenile offenders rearrested

SONEPAT, April 27 — The police has rearrested four of the 12 children who had escaped from the juvenile home here on the night of April 16. The Senior Superintendent of Police, told mediapersons here today that the rearrested children had been identified as Sanju of Singari Jakhal village involved in a case of kidnapping and raping of a minor girl, Sanjeev of Panipat involved in a case of theft, Sunil of Sector 4, Faridabad involved in a case of murder and theft and Ghanshyam, alias Ghansi, of Sarai Khawja, Delhi, involved in a double murder case.

He said that these children had escaped from the Juveline Home after grappling with warden Dharamvir. The police, he said, has intensified its search operations for apprehending other children who are still at large.

Good response to health camp

CHANDIGARH, April 27 — The special Family Health Awareness Week launched in five districts of Haryana received an overwhelming response from the people, especially from women on the very first day.

Over 8000 persons turned up for medical check-up at all 115 centres where awareness camps were being held.

Giving this information, a spokesman of the Haryana AIDS Control Society said there was an unprecedented turnout of patients for general and specific check-up. Teams of three doctors were posted at each camp which would continue up to May 1 under the Family Health Awareness campaign in the state.

These camps were inaugurated by opinion leaders of the community at various PHCs. The Minister of State for Health, Mr Brijender Kadian and the Minister of State for Ayurveda, Mrs Kanta Devi inaugurated such camps at Panipat and Jhajjar, respectively.

Mr Kadian visited some of the villages in Panipat district after inaugurating the health camp at Ahar. He appreciated the availability of free medicines given to the patients treated at the camps. Mrs Kanta Devi inaugurated the camp at Jamalpur PHC. She was happy to see nearly 200 patients having come for treatment. In Rohtak, the turnout was about 700 and in Faridabad the maximum number of patients was 2,468. At Gurgaon as many as 1,597 reported at the various PHCs.

Record power generation

YAMUNANAGAR, April 27— Mr I.C Gupta, Chief Engineer (Hydel) in charge of Western Yamuna canal Hydroelectric project-Bhudhkalan (Yamunanagar) project said here today that the hydroelectric generation in 1998-99 far exceeded its capacity by generating 2681 lakh units as compared to last seven years.

He said that the generating target of 2250 lakh units as fixed by the Central Electricity Authority had exceeded by 19 per cent. Corresponding figure of last year's generation was 2465 lakh units and this year the generation had exceeded by about 9 per cent.

He said that during rainy season, the heavy silted water in the Yamuna not only damages the underwater components of the turbine, but also reduces its efficiency.

He added that the damaged parts were repaired. The department also carried the maintenance work at nominal cost.

Training camp for women from May 29

HISAR, April 27 — The Rashtriya Sevika Samiti, women wing of the RSS, will organise a training camp for 300 activists from Haryana in Karnal from May 29 to June 12.

The Joint Secretary of the samiti, Ms Rukmini Aka, said here today that the camp aims at imparting physical and intellectual orientation to women activists. Top leaders of the RSS will attend the camp.

Mr Aka said the samiti was also running several centres which provided counselling to women on various issues. She said the samiti felt that the women had an important role in the development of the country and they needed to be given their due.

College student murdered

ROHTAK, April 27 — Rohit Kaushal, a final year student of the local Vaish Engineering College was stabbed to death, allegedly by another student of the same college, in the hostel last night.

The deceased who belonged to district Jind, was the only son of his parents. The incident has sent shock waves in the college and the town.

The cause of the murder is said to be enmity between the deceased and another student who was expelled from the college for two years on charges of indiscipline. The deceased has reportedly lodged complaint against the expelled student with the police following a scuffle between the two.

The expelled student reportedly asked Rohit to withdraw the complaint but he is said to have refused. This led to heated exchanges and a scuffle in which the other student allegedly stabbed Rohit in the chest and threw him out on an approach road.

By the time a police patrol party took the victim to the Medical College and Hospital it was too late. The victim was declared brought dead.

Certain hostellers of the college, on condition of anonymity, said that some students residing in the hostel possessed weapons.

The police has registered a case and apprehended an accomplice of the accused. Police parties have been sent to arrest the culprit.

Body of woman found

SIRSA, April 27 — The body of Santosh (30), mother of three, was recovered by the local police from a house at Kirtinagar here yesterday.

According to informed sources, her husband, Mr Lal Chand Sharma was running a tea shop at the New Auto market here. He had shifted to Kirtinagar about a fortnight back where they were living in a rented house.

The sources claimed that the victim was five months' pregnant and was trying to get it aborted. It has been alleged that she was murdered by her husband on Saturday. The accused had reportedly absconded.

The cause of the death is not known.

1 held in dowry death case

SIRSA, April 27 — Paramjit Singh, a local resident, was arrested yesterday by the police here in a case registered against him under Sections 306, and 34, IPC, on a complaint of Ms Kulwant Kaur of Radhapuri Delhi.

A spokesman of the police said here today that Ms Kulwant Kaur said that her daughter, Ms Tirlochna, was married to Paramjit about eight years back. Her in-laws were not satisfied with dowry and demanded more. She alleged that Rs 25,000 was paid to the accused in two instalments, but the accused demanded Rs 50,000, a scooter and other valuable articles. She added that her daughter was beaten up several times by her husband and his brothers. Mohinder, Balvinder and Jasvinder, along with their wives and his sister, Darshana. The panchayat was also informed but the accused continued to harass her daughter. She added that she received a message on March 9 that her daughter had committed suicide. She alleged that her daughter was forced to commit suicide.

The police spokesman said the remaining accused have absconded.

Four killed in road mishaps

HISAR, April 27 — Four persons were killed and four injured in two separate accidents in the district during the past 24 hours.

Two persons were killed and two injured when an ambulance belonging to the Delhi Nagar Nigam collided with a truck coming from the opposite direction near Bandaheri village, 40 km from here, on Hisar-Delhi National Highway yesterday.

According to informed sources here today, the ill-fated ambulance was returning to Delhi from Bathinda. While one person identified as Raju of Delhi, who died on the spot, Shan Mohammed, the driver of the ambulance succumbed to his injuries at Medical College, Rohtak. The injured were admitted to Medical College, Rohtak.

A case under Sections 279, 304-A, and 337 of the IPC has been registered.

In another accident, two persons travelling in a jeep were killed and two injured when their jeep dashed against a tree on Bagla Road near here yesterday.

They belonged to Jhunjhnu Kalan village in Bhiwani district and were on their way to Mingani Khera village to meet their relatives when a truck reportedly hit the jeep from behind which dashed against a tree, killing Suresh Kumar, the driver of the jeep, on the spot. Another person, Bhup Singh, died after reaching a hospital. The injured were admitted to Civil Hospital here.

Governor visits pilgrimage centres

JIND, April 27 — Mr Mahabir Prasad, Governor of Haryana , visited the 13 important pilgrimage centres of "Kurukshetra Bhumi" falling under the Jind area in order to get knowledge about their religious and mythological importance.

A radius of 48 km around Kurukshetra is called "Kurukshetra Bhumi", the place where the Mahabharata war is said to have been fought. Several parts of Jind district come under this "Bhumi".

The temples visited by the Governor, included Bhuteshwar Temple at Jind, Ekhads of Ikkas village, Sanheet and Ramashard of Ramrai village, Pushkar of Pokhar Kheri village, SomTeerath of Pindara village, Brah Teerath of Braha Kalana village, Ashwani Kumar Teerath at Assan village and Jamdagnee Teerath at Jamani village, Yayati Suryakund at Kalwa village, Hatkeshar Teerath and Sarpodaman and Sarpadadhi Teeraths at Safidon town.

The Governor urged the people, administration and the voluntary organisations to protect, preserve and maintain the ancient Indian culture at these places.

He assured the people that the Kurukshetra Development Board would extend all possible help to renovate and maintain these pilgrimage centres.

HVPN employee shot at

SONEPAT, April 27 — Mr Jai Singh (42) an employee of the Haryana Vidyut Prasaran Nigam (HVPN) was injured when some miscreants opened fire at him on the Sonepat-Gohana road near Bidhal village, while he was going to Gohana by car last evening.

According to reports the assailants later fled. The Gohana police has registared a case and launched a manhunt.

It is believed that the miscreants may have mistaken Jai Singh for the relative of Gohana-based Haryana minister.

Jai Singh was rushed to the Sonepat civil hospital from where he was referred to the Medical College Hospital at Rohtak. But his relatives took him to a local private hospital where he was operated upon. He is stated to be out of danger.
