Jhajjar market bustles after 10 years’ gap

ROHTAK, April 23 — Following a bumper crop of wheat the grain market at Jhajjar has become functional after a period of nearly 10 years.

The grain market at Jhajjar wore a deserted look in the past years as the farmers had been taking their produce in the neighbouring Delhi state. After the President of the Haryana Foodgrain Dealers Association, Mr Narain Parsad Goyal, highlighted that farm produce of the districts bordering Delhi was marketed in the union capital, district authorities at Jhajjar put up barriers at all roads leading to the neighbouring state to check "export" of wheat.

The Deputy Commissioner, Jhajjar, Mr Arun Kumar said that unscrupulous foodgrain dealers of Delhi had been purchasing wheat from the farmers then transporting it to Delhi in farmer's tractor-trailers to evade market fee and other taxes applicable in Haryana. This time, the administration made a elaborate arrangements to charge fees and taxes from such dealers before they crossed over to Delhi.

Mr Narain Parsad Goyal has appreciated the initiative taken by the Jhajjar administration and said that had the government taken such actions in the past, the foodgrain dealers in the Jhajjar and other border districts would have not become "jobless."

The Deputy Commissioner told The Tribune that till Thursday, over 2652 metric tonnes wheat had arrived in the Jhajjar market alone. The daily arrivals range between 250 metric tonnes to 300 metric tonnes. He claimed that per acre yield varied between 22 quintals to 25 quintals, more than the expectations of the producers.

Besides favourable weather, the efforts of the district administration to dewater rain water, had brought 16311 acres of additional land under cultivation.

Mr Arun Kumar said that 18695 acres in the district had remained uncultivable for the past couple of years due to waterlogging. The administration, he said, deployed pumps to drain out water from these fields. Only 1224 acres has remained unploughed this year and he hoped that in the coming years this land, too, would be brought under cultivation.

In certain pockets, he said, rabi crop was sown after many years. The villages that benefited include Dighal, Dujana, Dhaur, Gochhi, Lakhria, Seria, Beri-Khas, Beri-Dopana etc. He said that the administration had spent over Rs 1.25 crore on dewatering operations and only the electricity charges for the pumps used in dewatering were Rs one crore.

The entire wheat that arrived in the market has been purchased by government agencies only. Stockists and flour mills have not yet entered the market.

The stockists believe that the price of wheat would fall below the minimum price after a couple of weeks, as the government has not much space to store the commodity.Top


 

Court issues show-cause notice to Rai SHO

SONEPAT, April 23 — Mr D.K. Sharma, Judicial Magistrate here, has issued a show-cause notice under the provisions of the Police Act to the Station House Officer of the Rai police station in this district, after his failure to appear in the court and comply with court orders.

The Magistrate held that the SHO concerned had violated the orders of the court dated February 27 last and failed to appear in person before it. Moreover, the police had not submitted the final report as per Section 169 for deficient evidence or under Section 173 Cr. P.C. for taking cognisance of the offence in a criminal case registered under Section 395/397 of the IPC against Khalil a son of Umar Daraz, resident of Pathan Para Raya under the police station area of Raya in Mathura district of U.P.

The Magistrate added that the case had been pending since 1995 for want of the challan in the court. Section 173 of the Cr. P.C. lays down that the investigation should be completed without delay and that as soon as the investigation is completed the investigating office is bound to send a report to the Magistrate concerned. "The words without unnecessarily delay " have been inserted in the provision so as to safeguard the interest of the accused involved in a criminal case as well as the prosecution.

In this case an application for the issuance of the production warrants was filed by the police before the Additional Chief Judicial Magistrate of Sonepat on November 21, 1995 on the facts that six armed persons had committed a robbery and dacoity on November 8, 1995 around 8 p.m. in the Haryana Roadways bus No. HR-39/947. The passengers of the bus were robbed of cash and other valuables on the GT Road near Qumashpur village of this district. On the basis of the aforesaid production warrants, Khalil accused along with others was arrested in this connection. The accused was already confined in Mathura jail for another offence i.e. under Section 25 of the Indian Arms Act and the Sections 395 and 397 of the IPC. The accused was remanded into police custody and thereafter he was sent in the judicial custody by the Additional Chief Judicial Magistrate of Sonepat.

The Magistrate also observed that thereafter, the accused was ordered to be released on bail by the Punjab and Haryana High Court on February 7, 1996. The police had not completed the investigations in this case.

The SHO concerned was directed to appear in the court for explaining the unnecessarily delay in furnishing the challan. Despite directions issued to the SHO concerned and service of notice, the SHO had failed to appear in the court.Top


 

Haryana ordered not to take hurried action

CHANDIGARH, April 23 — On an OA filed by Mr Ramesh Sehgal IPS of the rank of Director-General Prisons, Haryana challenging disciplinary proceedings initiated against him and his threatened suspension, a Bench of the Central Administrative Tribunal yesterday issued notice to the state of Haryana etc and directed that no precipitate action be taken against the applicant in the meantime.

The case of Mr Sehgal challenging of the order issuing charge sheet against him and the inquiry, came up before the Vice-Chairman Mr Justice R.K. Nehru and Mr V.K. Majotra Administrative Member.

The impugned charge sheet against the applicant has been issued under order of the High Court, recommending departmental action against officers, who played any role in the release of Dheeraj Pahwa, a life convict on parole etc, who was convicted by Sessions Judge Ambala for the alleged murder of one Tejinder Pal Singh.

The mother of the deceased had filed a petition in the Punjab and Haryana High Court to the effect that even after being convicted and sentenced by the court the accused was roaming about with the connivance of the officers.

On an other passed by the High Court to inquire into the matter, the Sessions Judge Ambala gave opinion against various officers including the applicant.

Mr Sehgal in his OA has inter-alia contended that the High Court had passed the order against him in a petition in which he was not made a party and the Sessions Judge also had not associated him with the inquiry.

The applicant also submitted that in the same case the inquiry against Mr S.P.S,. Rathore, IPS and Mr Raj Singh S.P. had come to standstill and they have been reinstated in service. He could not be treated differently.Top


 

Parents' plea on missing son

KAITHAL, April 23 — The parents of Karan Singh (27), a taxi driver who has been missing since February 23 from the local taxi stand are shocked and broken. They believe that their son has been kidnapped since he has neither returned nor the police has succeeded in tracing him.

In an appeal to the Chief Justice of India, copies of which have been despatched to the Governor, the Chief Minister, the DGP, Haryana, the parents have urged them to direct the police to trace their son.

Karan Singh was reportedly waiting for some passengers on the fateful day when some persons approached him and hired his taxi for Delhi airport. Since then his whereabouts are not known.

It is a coincidence that Karan Singh's brother, Baldev Singh, who was also a taxi driver had disappeared under similar circumstances 8 years ago on February 23. His parents later received information that he had allegedly been murdered by his kidnappers though his body had not been recovered.

The missing of two young sons under mysterious circumstances has broken the old parents Mange Ram and his wife Phuli Devi and the whole family is in a state of depression.

The police is reported to have arrested a youth of Dera Gobindpura near Kangthali village on the charge of kidnapping the missing driver. However, no clue has still been found about his whereabouts.Top


 

24-hour power supply by June 30

CHANDIGARH, April 23 — Barring unforeseen circumstances, the Haryana power system is all set to make 24-hour supply to the state within the next two months and certainly by June 30 — the deadline announced by the Chief Minister, Mr Bansi Lal, a number of times.

It is not only a question of generating sufficient power and making arrangements for the shortfall from the Central resources but also a question of strengthening the system to carry the power made available from various sources to meet the needs of domestic, agricultural, commercial and industrial consumers, says Mr S Y Quraishi, Commissioner for Irrigation and Power, Haryana. The government, he says, has made strenuous efforts to strengthen the system to distribute power.

Mr Ranjit Issar, Chairman-cum-Managing Director, Haryana Vidyut Prasaran Nigam, says he is now so confident about his system and that he would like to repeat the experiment that the HVPN carried out on November 25,26 and 27 last year for 24-hour power supply much earlier than the deadline of June 30. Haryana he says has made sufficient arrangements to meet the requirements of the round-the-clock supply which during the peak summer load days are around 425 lakh units. To make up for the present shortage, a 143 MW gas based unit of the NTPC plant at Faridabad will be commissioned in the second week of May which will add nearly three lakh units daily to the state grid. The second unit, also of 143 MW of the same plant will be commissioned at Faridabad before the end of June. This will add another three lakh units to the state's power pool everyday.

In the past three years, says Mr Issar, 27 new substations have been set up in Haryana and the capacity of 133 sub-stations has been augmented at a cost of Rs 149.62 crore. Besides, 662 km of high tension transmission lines have been commissioned at an additional cost of more than Rs 62 crore. In order to further strengthen the system, the HVPN will ensure augmenting 13 sub-stations and commissioning 10 new sub stations before the June deadline.

The HVPN has increased its installed capacity to 2,447 MW as compared to 2422 MW on June 1 last year.

Also in the past three years, 9,900 additional distribution transformers have been installed. Under the first instalment of the World Bank loan, 5325 — 100 kva and 575 — 200 kva transformers were being installed to augment the State's capacity to handle power.

As strengthening of transmission and distribution system is an ongoing process due to increasing load and requirement pattern changes from season to season, the HVPN plans to spend more than Rs 1000 crore in the next two years to revamp the transmission and distribution capacities of the power system.

Mr Issar says 24-hour power supply in the state does not mean that there will no restriction on consumers of any category. The peak load hour restrictions on the industry will continue. However, there will be no cuts on the supply. The agricultural consumers will get an assured eight-hour supply which will be regulated through a reliable schedule. The domestic and commercial consumers too will not face any power cuts under the supply system from June 30 onwards.

However, the HVPN chief wants to make it clear that the 24-hour power supply also depends on the supply of the State's shares from the Central pool. If the Central power generating projects continue to maintain their schedule of supplies to the state, there will certainly be no bottlenecks. But the shortage of 720 lakh units in a day, he says, that has suddenly appeared because of the shortfall in the supply from the Centre's major resources is certainly alarming because of the phenomenal rise in demand for more power due to dry and hot weather conditions.Top


 

Health awareness week from April 26

CHANDIGARH, April 23 — A special Family Health Awareness Week will be observed in Haryana from April 26 in order to make the people conscious of their health.

Stating this here today Mr Brij Mohan Singla, Health Minister, said the week-long campaign would be launched as a pilot project in five districts of Panipat, Rohtak, Jhajjar, Faridabad and Gurgaon by the State Health Department and Haryana AIDS Control Society. The medical and paramedical staff besides social organisations would be involved in this centrally-sponsored programme.

During the campaign health camps would be organised at all primary health centres, community health centres and civil hospitals in the districts. The campaign would be like "Swasthya manthan" to render thorough check up of every individual reporting at the camp. He said male and female medical officers would examine people for infections of the reproductive tract besides the general check-up.

The minister said the campaign aimed at early detection of sexually transmitted diseases (STDs) and reproductive tract infections (RTIs) besides promoting their treatment by utilising the infrastructure available under the primary health care system. The people would also be made aware of the services available in the public sector for the management of RTIs and STDs to identify the high risk groups. It also aimed at making the people aware of HIV and AIDS in vulnerable groups.

He said the health workers had already visited the houses of those in the age group of 14 to 59 to apprise them of the significance of the week.

Mr Singla said he would visit one such camp at Rohtak on April 30 to see for himself the services being provided to the people.Top


 

34-cr plan to better livestock

HISAR, April 23 — The Haryana Government has submitted a Rs 34-crore proposal to the Union Government for improving livestock farming in the state. The project will be funded by the central government.

The Minister of State for Animal Husbandry, Mr Bijender Singh Kadiyan told The Tribune here the scheme would help in providing services to the farmers at their doorsteps. He said artificial insemination would be one of the main purpose of the scheme.

The scheme would cover the entire breeding population in Haryana, particularly the Murrah buffaloes, Hariana and Sahiwal cows. The state would also procure progeny testing bulls for improving the breed in the state.

Mr K.S. Dangi, the OSD in the Department of Animal Husbandry, who was accompanying the minister said there was greater need for more investment in the livestock sector. He pointed out, with relatively low investment output from the livestock farming was much better.

Mr Dangi disclosed that the state was preparing another project to be exclusively funded by external agencies from and outside the country. The main aim of the project, he said would be disease diagnostic and disease control among the cattle.

Mr Kadiyan underlined the need of giving more attention to livestock farming in the state. He pointed out that livestock farming growth had improved despite the paucity of funds. But, he added, the Chief Minister, Mr Bansi Lal had been taking special interest in ensuring that the growth of livestock farming was improved.

The minister pointed out that the state government had spent about Rs 50 lakh on giving prizes to progressive farmers whose buffaloes were giving maximum milk. To improve milk productivity, the Haryana government had been giving cash prizes to the extent of Rs 6000 for those buffaloes who produced more than 18 litres of milk in a day and Rs 5000 for those producing 15-18 litres. Moreover, the minister disclosed, the government had also provided free insurance cover for such buffaloes.

The step has been necessitated due to the huge breed drain of Murrah buffaloes. Thousands of Murrah buffaloes are exported from Haryana. But after one lactation, they end up in slaughter houses of big cities, as their maintenance and breeding is found difficult. To arrest this trend, the government has launched various incentive-oriented schemes for the farmers.

To check the growing menace of stray animals Mr Kadiyan said, the government was providing grant-in aid to various 'goshalas' in the state. Last year only Rs 1.1 crore was provided to 22 such 'goshalas'.

The minister was accompanied by the Director, Animal Husbandry, Mr H.S. Dahiya, and the president, Haryana Veterinary Association, Dr Gurinder Toor, and other senior officers.Top


 

Haryana's excise revenue is 2nd
highest in country

GURGAON, April 23 — The Delhi-III Commissionerate of Central Excise has collected a revenue of 2415 crore during the financial year of 1998-99 — the second highest in the country.

The Commissionerate’s jurisdiction covers all districts of Haryana except Faridabad. Last year, its revenue collection touched Rs 2250 crore. Commissioner (Central Excise, Delhi-III), Mr B.P. Srivastva, said despite the countrywide economic recession, the Commissionerate had been able to increase its revenue by 7.33 per cent as compared to the previous financial year.

He added that Maruti Udyog Ltd, Hero Honda, Indian Oil Corporation, Ballarpur Paper Mill, Carrier Aircon, Hindustan Machine Tools (HMT), Sona Steering, Enrich Agro and Jay Bharat Maruti Ltd were among the major contributors.

MUL, which normally accounts for 50 per cent of the Commissionerate’s revenue, faced stiff competition from Hundai, Santro, Daewoo’s Martiz and Tata’s Indica during the 1998-99 financial year. The Maruti Udyog cut down its production by 20 per cent during this period and its profit margins tripped for the first time.

Mr Srivastva said as compared to 1997-98, when MUL collected a revenue of Rs 1329 crore, the company faced a shortfall of Rs 125 crore in 1998-99.

The Commissioner added that of the total revenue earned by the Commissionerate, Rs 8 crore was collected through the Kar Vivad Samadhan Scheme and around Rs 7.5 crore through an anti-evasion drive.Top


 

Roadways staff stage dharna

JIND, April 23 — Members of the Roadways Karamchari Union, Haryana, held a demonstration and a dharna in front of the local bus stand in support of their demands today. Their demands include payment of bonus, regularisation of the services of ad hoc employees, filling of all vacancies through promotions and inclusion of 3000 new buses in the existing fleet.

Addressing employees, Mr Baldev Singh, state president of the union alleged that neither the government had given bonus to employees nor it had regularised the services of those employees who had been recruited on contract basis.

Mr Jalkaran Balhara, state senior vice- president of the union, alleged that the loss of Rs 116 crore to the Haryana Roadways was due to the wrong policies of the state government. A large number of jeeps and matadors are plying in the state without paying any tax to the government. Top


 

Two killed as jeep overturns

HISAR, April 23 — Two persons were killed and at least 10 others injured when a private jeep carrying them overturned near Mayyar village, about 15 km from here on the Hisar-Delhi national highway this afternoon.

According to an information, jeep overturned when driver reportedly lost control after a tyre of the jeep burst. One person has been identified as Gulab Singh, resident of Ramayan Dhandheri village in the district, while other could not be identified.

The injured were admitted to Civil Hospital, Hansi, where the condition of some is stated to be the critical.Top


 

Factory fined for stealing power

AMBALA, April 23 — The Inspector-General of Police (Vigilance), HVPN, Mr R.S. Dalal, said here today that in the drive against power theft, a fine of Rs 3.9 lakh had been realised from three consumers last night.

Mr Dalal disclosed that a factory, M/s Gautam Kumar and company, manufacturing plywood was raided at Yamunanagar alst night. The owner was found drawing power illegally directly from the main line. A fine of Rs 2.64 lakh had been imposed on him.

Two poultry farms owned by Ravinder Singh and Suresh Kumar at Kutail village near Gharaunda were found stealing power by a team of the vigilance wing of the HVPN last night while Ravinder was fined Rs 1.04 lakh, Suresh was told to pay Rs 22,415 as penalty.

Criminal cases had been registered against the three persons.Top


 

Army officer missing

HISAR, April 23 — An Army officer has been reported missing since April 17.

According to family sources, Captain Deepak Dalal left his home on his motor cycle for market. But he did not come back.

His motor cycle was found outside a restaurant on the outskirts of the city. Some restaurant officials had reportedly earlier said that Deepak and a youth had drinks in the bar, but when they were shown a photograph of Deepak they refused to identify him.

Deepak had been married only a week back. His family members ruled out the possibility of abduction as he did not had enmity with anyone.

Cong accused of pushing nation to mid-term poll

CHANDIGARH, April 23 — The youth wing of the Indian National Lok Dal INLD has accused the Congress of pushing the country towards mid-term elections.

The president of the party, Mr Ajay Singh Chautala in a statement here today said once again the Congress was back at its game of creating political uncertainty in the country and would put unnecessary economic burden on the people by forcing mid-term elections on them.

He said earlier on several occasions the Congress had pushed the nation into mid-term elections. He accused the Congress of betraying Mr Charan Singh, Mr Chandra Shekhar, Mr H.D. Dewe Gowda and Mr I.K. Gujral in the past. It was again taking the country towards mid-term poll with a view to harming and nation's economy.

Mr Chautala said his party had extended support to the BJP in national interest. The support was withdrawn when the Vajpayee Government refused to roll back the prices of urea and ration items which affected the farmers and the poor. But when the government assured the Lok Dal to reduce the prices, the latter again extended its support to the former in the national interest and stop the Congress from forming a government.

He criticised the HVP-BJP Government in Haryana for its failure to provide security to life and property to the citizens and referred to the recent daylight dacoity at a jewellery shop in Panchkula.Top


 

Angry women block traffic

GURGAON, April 23 — Women blocked the Ferozepur Jhirka-Hodel road for almost one hour yesterday to protest against the water and power shortage in Pinangwan town. The Deputy Commissioner of Gurgaon, Mr Krishan Kumar who was on his way to Punhana too got stuck up in this jam.

This is for the third time in past 10 days that local women had taken to the streets over the water and power crisis. The Deputy Commissioner later met agitating women and assured them of prompt action. The women expressed their anguish over the short supply of electricity and water. They said during the past 30 hours they have got only 90 minutes of power supply. A resident of Pinangwan, Kanta Devi said that the administration has been giving false assurances to them and no effective step had been taken so far.

Meanwhile, lawyers of Ferozepur Jhirka will go on strike till tomorrow to protest against the water and power crisis. Top


 

Entrance tests on May 29, 30

CHANDIGARH, April 23 — The Haryana Technical Education department has invited applications for the entrance test for diploma in pharmacy, diploma in industrial and personnel management, diploma in hotel management catering and nutrition and other diplomas for 1999.

Stating this here today, a spokesman of the department said that the entrance test for diploma in pharmacy, diploma in industrial and personal management, diploma in hotel management, catering and nutrition would be held on May 29, whereas the entrance test for the other DET would be held on May 30.

The applications should reach the office of the Director, Technical Education, by May 14. The eligibility for diploma in pharmacy is 10+2 with science or equivalent. For the diploma in industrial training and personnel management, diploma in hotel management catering and nutrition, the eligibility is 10+2 pass with English or equivalent. The eligibility for other diplomas is Matric with English, Mathematics and Science.

He said the candidates appearing in the annual examination for 1999 are also eligible. The prospectus containing all information is available at all polytechnics in the state and in the office of the Director, Technical Education, Haryana.Top


 

3 of family held on murder charge

SONEPAT, April 23 — The Gohana police has arrested three members of a family, including a CRPF jawan and his wife, of Shamri village in connection with the alleged murder of Bhagat Singh, a younger brother of the CRPF jawan, on April 18.

Mr K. Selvraj, SP, said here today that the arrested persons had been identified as Jai Bhagwan, his wife, Chando, and son Prem Singh. The arrests, he said, had followed the registration of an FIR by Mr Maha Singh, father of culprit Jai Bhagwan, alleging that the culprits had attacked Bhagat Singh with Gandasa, knife and hockey, resulting in his death.

Culprit Jai Bhagwan had come to the village on a two-month leave and he had a quarrel with his wife and son resulting in their ouster from the house. When Chando and Prem Singh were going after quitting the house, they were intercepted by Mr Maha Singh, father of the culprit, on the way and they were brought back to the house of the culprit for a compromise. Thereupon, Jai Bhagwan became furious and he misbehaved with his wife and son.

Villagers set an example in Sonepat

SONEPAT, April 23 — Residents of Pai village in this district have set an example by raising Rs 2 lakh and installing a tubewell to meet the drinking water crisis.

According to a report, the residents had been facing an acute shortage of drinking water for the past several years and all their complaints to the Public Health Department had fallen on deaf ears.

Residents alleged that the supply of water from the waterworks installed in the village by the Public Health Department had always been inadequate and erratic. This had caused great inconvenience to the entire population of the village, particularly women, who had to fetch water from distant places.

Representatives of various organisations as well as the gram panchayat then decided to install a tubewell in the village by raising donations.

The residents now await financial assistance from INLD MP Kishan Singh Sangwan to install another tubewell.Top


 

11-yr-old dies in mishap

KAITHAL, April 23 — Two persons were killed in two separate road accidents during the past 24 hours in the district.

According to a report, an 11-year-old boy, Tarsem, was killed when he was hit by a Haryana Roadways bus near Guhna village yesterday. The police registered a case against the bus driver on a complaint lodged by the father of the victim.

In second incident, a youth Vikram, son of Gian Chand a wholesale chemist, here was killed when he was hit by a vehicle near the Titram crossing while coming to Kaithal town on his scooter.Top


 

Complaint filed against minister

AMBALA, April 23 — A Congress Sewa Dal leader Mr Ramesh Joshi, today filed a criminal complaint against a Haryana Minister in a court here. Mr Joshi in his complaint has alleged that he had been assaulted by the minister and his supporters on April 18. He said that he had been threatened with dire consequences.

Mr Joshi said that the minister was annoyed with him as he had demanded an inquiry into the wealth acquired by the latter. Mr Joshi has also alleged that the minister had defamed him by addressing him as a so-called leader whereas in fact he was an organising secretary of the Congress Sewa Dal.

He has sought the registration of a criminal case against the minister under Sections 323, 506 and Section 500 of the IPC. The court has fixed June as the next date of hearing in the case.Top


 

Woman, 3 children die in fire

ROHTAK, April 23 — An ex-serviceman allegedly set ablaze his wife along with his three minor children by pouring kerosene over them at Sauladha village in Bahadurgarh subdivision today.

While Ms Santosh Devi (30, wife) succumbed to her burns Poonam (8), Titu (4) and Mohit (1.5) are battling for a life at the Postgraduate Institute of Medical Sciences here. They have received 65 per cent to 90 per cent burns according to medical authorities.

However, Mr Arun Kumar, Deputy Commissioner, Jhajjar, said the fire started from a room where dry fodder was stored and the victims were caught by the fire during sleep.Top
