Ladakh to have most modern telescope

CHANDIGARH, Sept 26 — One of the world’s most advanced telescopes is being set up in Ladakh in Jammu and Kashmir.

The telescope that will enable astronomers to see uptill the edge of the universe is to be ready for operation by October next year, disclosed Prof Ramnath Cowshik, Director, Indian Institute of Astrophysics, Bangalore, while talking to mediapersons here.

Prof Cowshik was in town to deliver a lecture on ‘‘Dark matters in the universe perspectives and prospects’’ organised by the CSIO today.

Talking about the telescope, Prof Cowshik, said it is being set up in Hanlee in Ladakh near the Indo-Tibetan border at a height of 15,300 feet above the sea level. It will be operated through satellites from a remote control centre based in Bangalore, he said.

The reason for choosing Ladakh was the thin and clear atmosphere available there which enables very clear quality of images. The scarcity of rain was also one of the main reasons for the choice, he added.

The telescope will cost around Rs 10 crore and is being imported from Tuscon, Arizona , USA. Similar quality of telescopes that enable such clear quality are installed on the east coast of Australia and Canary Islands in the western hemisphere.

The use of the telescope will be allowed to Indian and foreign astronomers.

Earlier during his lecture, Prof Cowshik said that universe was fast expanding. He explained that the galaxies were moving away, thus the universe once a homogeneous mass was now fast expanding. Astrophysics had proof of such an expansion, he informed.

His lecture had been organised by the CSIO as part of the foundation day celebrations of the Council for Scientific and Industrial Research (CSIR). An open house for general public was organised in the morning.

In connection with the foundation day, an essay writing competition for the wards of CSIO employees was organised.

The results of essay writing competition in the order of merit is as follows: Category I (upto V class): Priya Mehla and Tarun Chhabra. Category II (from class VI to VIII): Nitish Garg and Nivedita. Category III (from class IX to XII): Arushi Sharma and Rajat Gupta.

A quiz competition for employees of the CSIO was also organised. Five teams of three members each took part. The results in the order of merit are: Team I: Dr M.H.M Reddy, Dr Sunita Mishra and Mr C. Ghanshyam. Team II: Mr Vinay Kumar, Mr R.R. Sarwan Kumar and Mr Malkiat Singh.Top

 

Pay Rs 500 as costs, power board told

PANCHKULA, Sept 26 — A Kalka-based consumer has been compensated by the local consumer court for being harassed by the Haryana Vidyut Prasaran Nigam (HVPN) on account of an inflated electricity bill and then disconnecting his power connection.

Holding the HVPN responsible for deficiency in services the forum has awarded a compensation of Rs 2000 to the consumer.

The order was passed by the president, Mr R.C. Taneja, and Mr V.V. Aditya and Ms Rekha Sharma, both members of the District Consumer Disputes Redressal Forum on the basis of a complaint lodged by Mr Krishan Kumar Aggarwal, a resident of main bazaar in Kalka.

Mr Aggarwal in complaint maintained that he was running a consultancy services from a chamber in house No. 600 in main Kalka bazaar. He alleged that his sitting in the office was usually for two to three hours and that, too, twice in a week for the past 10 years.

The average consumption of electricity was between 10 to 12 units a month. But in June, 1997, the HVPN, called HSEB at the time of filing of the complaint, sent him bills calculated on the basis of average consumption and shown as 354 units.

The complainant in a letter dated June 28, 1997, objected to the excessive amount charged by the board. Instead of being listened to he was again sent an electricity bill on the basis of average reading and later his power connection was cut without notice.

The board on being noticed maintained that the complainant was served a bill with a meter reading of up to 515 kwh in the month of April, 1997, and the payment of the same was made. Then in June, 1997, the premises of the complainant was found locked and so a bill for 354 units was raised.

The complainant then submitted an application for verification of the meter reading. The reading was 496.98 units. The board maintained that as it was a three digit meter the meter cycle was completed in between April, 1997, and June, 1997, which being the final reading on the bill raised during April 1997. Again in August and October the computer issued a bill on an average basis of 354 units but the payment was not made by the consumer following which the connection was cut.

The board maintained that as electricity was being used for running consultancy services, as such the charges should be calculated on a commercial basis.

The forum in its orders observed that the board had not followed the procedure as laid down in their sales manual in case of locked-up premises. It said that by issuing an inflated bill twice and without giving any consideration to the representation of the complainant the board had indulged in deficiency in service.

It ordered the HVPN to pay Rs 500 to the consumer as costs of the proceedings of the case.Top

 

Forum orders refund to consumer

CHANDIGARH, Sept 26 — The UT Consumer Disputes Redressal Forum (II) has ordered a Delhi-based coir products company and its local dealer to refund Rs 4960 to a consumer who was supplied a defective pair of mattresses.

Mr R.P. Bajaj, president, and Mr H.S. Walia and Mrs Kamlesh Gupta, both members passed the order on a written complaint filed by Mr Pawan Tewari, a resident of Sector 40.

Mr Tewari in his complaint alleged that he bought a pair of mattresses from Haryana Coir Products, a private company, through its local dealer based at Madanpura chowk in October, 1995. The mattresses got out of shape within the warranty period.

After going through details, the forum allowed the complaint and ordered a refund of Rs 4,960 with 12 per cent interest from June, 1996.

Mr Tewari will also receive Rs 550 as costs. The amount is payable within a month of receipt of the copy of the order.Top

CHANDIGARH, Sept 26 — What is happening in Jammu and Kashmir is only a fraction of what is going on in the North East . Lack of urgency in dealing with the situation arises out of lack of awareness on part of the decision makers as well as the masses.

These remarks were made by Mr B.P. Singhal, executive vice president of the Sanskritik Gaurav Sansthan, while addressing a press conference here today. The news conference was in connection with a seminar on "Terrorism or undeclared war of attrition" scheduled to be held at DAV College tomorrow.

The seminar will be addressed by Mr Jagmohan, a member of Parliament and a former Governor of Jammu and Kashmir, and Mr Ved Marwaha , a former DGP. Mr P.C. Dogra, DGP of Punjab and Dr Shiva Subramanya, a former scientist at NASA, will chair two sessions.

Mr Singhal who is also a member of Parliament, said NGOs in the North-East had siphoned off crores of rupees meant for the masses. This had only led to a growing alienation.

Highlighting aims of the Sansthan, Mr Singhal said people had an inflated notion of the rights. "They have to realise that no right flows without duty fulfilled".

Mr Subramanya said the Sansthan aimed to thwart a systematic campaign of anti-India forces which were working to see its disintegration. He made special reference to "planned media strategy which spread misinformation regarding India".

Justice D.V. Sehgal, president of the Chandigarh circle, said there were no effective militants left in the valley. The movement was in control of trained mercenaries financed by Pakistan.

The seminar will dwell on various aspects of the problem, he added.Top

 

SAD leader, six others released

CHANDIGARH, Sept 26 — The Chief Judicial Magistrate, Mr Sant Prakash, today ordered the release of Manjit Singh Barkandi, president of the Muktsar unit of the SAD, and six others on bail.

Mr Sant Prakash directed them to furnish a personal bond of Rs 10,000 each and a surety of the like amount.

All these persons were arrested by the local police in connection with the firing incident at the Chandigarh district courts.

After keeping them in police custody for a day, they were sent to judicial lock-up.Top

 

Suit filed against phone rental hike

CHANDIGARH, Sept 26 — The Judicial Magistrate, Mr Jasbir Singh, today issued notice to the Secretary, Department of Telecommunication, and the Principal General Manager, Chandigarh Telecommunication Circle, on a suit jointly filed by Mr N.K. Nanda and Mr Mehnga Singh, seeking injunction against the hike in phone rentals with effect from August 15.

In their suit they stated that the hike in the phone rental was unjustified, unreasonable, and disproportionate to all norms of normal increase.

They added that the steep hike in the rentals would be a burden on the middle class subscribers, old and retired people and would hit hard the common man, especially because prices of all essential commodities had skyrocketed.

The applicants urged the court that the Telecommunication ministry should be restrained from charging the enhanced rate of telephone rentals till a final decision on their suit was taken.Top

 

New housing scheme by PUDA

SAS NAGAR, Sept 26 — More than 220 plots for allotment in Sector 68 here have been identified by PUDA.

The scheme for the allotments will be floated tentatively in November.

Mrs Seema Jain, Additional Chief Administrator, PUDA, said yesterday that roads had been built in the area and sewerage and other works were in progress.

She said there were 72 plots in the six marla category, 93 in the eight marla and 52 in the 10 marla categories. These figures include the plots in the reserved category.Top

 

Production warrants for Sharma

CHANDIGARH, Sept 26 — The Judicial Magistrate, Mr Jasbir Singh, today issued production warrants of K.B. Sharma, Superintending Engineer with the Chandigarh Municipal Corporation for tomorrow.

Sharma had surrendered in the court of Mr Jasbir Singh yesterday after the rejection of plea for anticipatory bail by the Supreme Court.

The magistrate had remanded him in judicial custody for 14 days without giving notice to the Administration.

The Public Prosecutor had immediately moved an application before the magistrate, saying that the viewpoint of the Administration ought to have been heard before remanding Sharma in judicial lock-up.

He also urged the court that the next date of hearing might be advanced and the Administration's request for Sharma's police remand might be considered.

It was for this reason that the magistrate ordered the production warrants of Sharma for Sunday.

The Special Judicial Duty Magistrate, who will be on duty will hear arguments on the application of the Administration.Top

 

UT to host PR meet in February

CHANDIGARH, Sept 26 — Chandigarh will host the national public relations conference in February '99, an official press note of the society said here today.

Announcing this, Mr Charanjit Singh, regional vice-president, said the decision was taken following evaluation and consideration of bids by the Hyderabad and Thiruvananthapuram chapters. The city will play host to over 600 delegates.

Prior to the meeting, Mr Sewa Singh Sekhwan, Minister of State for Information and Public Relations, Punjab, while addressing members of the society said PR professionals were an awakened lot who could contribute immensely towards government policy making.

The state government had set up public relations committees at district and subdivisional levels to ascertain public response. He assured government help for educational and training programmes of the society.

Mr R.K. Saboo, an eminent Rotarian, in his key note address said PR men should maintain their credibility.

CHANDIGARH, Sept 26 — Mr Baldev Singh Baluana, President of the World Sikh Intellectual Council, has appreciated the decision of the President of India with regard to Bihar.

He said that Article 356 of the constitution should not be misused by the ruling party at the Centre. He has appealed to the Prime Minister not to succumb to the pressure of the vested interests with regard to the removing of the Bihar Government. DC Model School tops in contest

PANCHKULA, Sept 26 — As many as 150 students of local government and private schools took part in a national group song competition organised by the local unit of the Bharat Vikas Parishad at Parishad Bhavan in Sector 12-A here today.

Among the 13 school teams which participated in the competition, DC Model School in Sector 7 won the first position in the senior and junior categories. The second prize in the senior category was bagged by Chaman Lal DAV School in Sector 11. In the junior category, Army School, Chandimandir, took the second position.

Mr Kailash Sharma, Deputy Chairman of the Planning Board, Haryana, was chief guest.

A parishad spokesman said the winning teams in the competition would participate in a state-level song competition to be organised at Sonepat on October 11.Top

 

Depositors' plea to Adviser

CHANDIGARH, Sept 26 — People who had deposited money with Kamal Financiers Private Ltd and Rajbir Finvest have jointly written to the Adviser to the UT Administrator, urging him to get a case registered against the directors of the company.

In a signed statement released to the media, the aggrieved persons have said that the directors of the company had duped them to the tune of Rs 2 crore and the police was yet to register a case.Top

Two officials in dock over child's death

CHANDIGARH, Sept 26 — The police has registered a criminal case against an SDO and JE of the UT Public Health Department for causing death due to negligence of duty.

An eight-year-old boy Gaurav had died after he fell into an open gutter around three years ago. The boy, a resident of Sector 39, had fallen into the gutter while playing near his house.

The duo have been booked under Sections 336 and 304 of the IPC.

The area where the child died fell under their jurisdiction.

Arrested: A resident of Colony no. 5, Kalu Ram, was arrested with eight bottles of country liquor. He had purchased liquor for further sale in an unauthorised manner.

A case under Section 61, 1 and 14 of the Excise Act has been registered.

Vehicle stolen: A Tata Sumo (DL-2C-H-3584) owned by Mr Rajiv Pal Singh, a resident of Sector 23 was stolen from his house, the police said on Saturday.

A case under Section 379 of the IPC has been registered.

Meanwhile in a separate incident a person employed as a driver in a Sector 28 house has allegedly stolen three spare tyres, including two new ones from the car of Mr Rajesh Kumar Aggarwal.

Six injured: Six persons, including a girl, have been injured in five separate accidents in the city and its surrounding areas since Friday night. Two youth, Anand and Sunil, were riding a motor cycle when they collided with a Maruti car near the traffic lights at the Sectors 15 and 16, intersection.

In a separate accident at the same place, a cyclist, Hoshiar Singh, a resident of of Khuda Lahora , was injured when he collided with a scooter. Just a 100 metres away from the same traffic lights in Sector 16, Kamal a resident of Phase IX in SAS Nagar was hurt when his scooter rammed into the pavement.

Meanwhile in an accident in SAS Nagar, Rajan a resident of Phase VII was injured when his scooter rammed into a stray animal. Preeti of Moradabad was hit by Maruti near Zirakpur. All the injured have been admitted to the PGI.

Youths booked: Three youths of Dabkori village near here have been booked by the police for alleged rape of a minor girl after abducting her from the village on Wednesday.

The father of the girl, Arjun in a complaint lodged with the police alleged that his daughter, aged 16, had gone to their fields in the village with her mother, when the youth — Alamgir, Taju and Najid — abducted her.

Initially the police had registered a case of kidnapping but after the statement of the victim and on the basis of her medical examination the section of rape had been added.

The girl reached home the next day following which the complaint was lodged with the police.

The police has registered a case under Section 363, 366 and 376 of the IPC.

Two of the suspects, Alamgir and Taju have been arrested.

 


Variety hallmark of Sapru's photographs

CHANDIGARH: A pin-up board in one corner seems to be a permanent feature at Pro-Colour; Sector 35. No, it is not used to display notices but to display pictures of artists interested in photography. One artist can exhibit his works for a full month. This facility is extended with the idea of encouraging these people. It is Subhash Sapru who has put up his snaps for public viewing this time.

Subhash Sapru, it seems has made good use of his visit to Brahmasarovar, Kurukshetra. The select 11 pictures titled ‘In Quest of Salvation’ have been clicked here. Each photograph has a different mood. Though in most of them the subject is the same i.e. a hermit, there seems to be a variety.

In one picture there are two boys with long "tikkas" on their forehead in sadhus' clothes sitting on the ground having a good laugh. In another, a hermit with his long tresses open is taking a closer look at his skin in the mirror. In another, a black bearded face is peeping through the barbed wire. The next one shows him readying for a jump in the "sarovar" for a quick bath. The following one shows a scripture being read, and besides this one can have a look at the sage doing his rosary with his head covered with a "pitambar".

Rest of the pictures depict a long shot of the place thronged with people and the devotees eating at a "langar". The most interesting frame of the whole lot is the one which has the backside of the head with a "bodi". Care has been taken to include the curve of the neck to make it complete.
