Industrialist, wife murdered

KARNAL, Sept 19 (PTI) — Unidentified assailants yesterday murdered an industrialist and his wife and seriously injured their two sons and a servant here late last night in Sector-13 of the urban estate.

According to Superintendent of police Ajay Singhal, dacoits believed to be five to seven in number, probably entered the house from the main gate and brutally murdered Jaswinder Suchdeva (43) and his wife Neelam Suchdeva with sharp-edged weapons in their air-conditioned bedroom.

Mr Singhal said that all the culprits were armed with sharp-edged weapons and iron rods. After killing the young couple, they entered the adjoining bedroom where their two sons Sorab (16) and Gaurav (14) were sleeping.

The injured brothers have been admitted to Apollo hospital, Delhi in a critical condition, while the servant Sushil was admitted to Karnal Civil Hospital, he added.Top



 

'Misusing' CM's name

KARNAL, Sept 19 — An instance of a politician 'misusing' the name of the Chief Minister to 'revive' and implement a scheme that had been abandoned by the government has come to light here.

According to available information, the Haryana Irrigation Department had decided to construct Amupur link drain, falling into Nising drain, in this district during 1979. The HSFCB had given sanction to provide compensation to the land owners of Brass village whose land was to be used for this purpose. Later, the state government undertook land acquisition proceedings and notified this scheme on March 12, and April 1, 1980.

Funds were deposited with the land acquisition officer and the compensation amount to be paid to the villagers was also decided upon. However, work on the project could not be started at the site due to the rivalry amongst the villagers and resistance from certain land owners of Brass village. The land owners also took the matter to court.

Later, the state government issued instructions on October 13, 1997, to the Executive Engineer that the "scheme has been reviewed and due to changed circumstances at the site, the execution of Amupur drain is not required". The Executive Engineer further conveyed the decision to drop the scheme to the Field Superintending Engineer.

In the wake of these instructions, two acres of land in Brass village was declared surplus by the Irrigation Department. It was further decided that the surplus land should be handed over to its owners since the scheme had been abandoned.

However, now Sukha Singh, a resident of Brass village, has sent a petition to the government alleging that despite instructions from the government to drop the link drain scheme, a member of the Haryana Subordinate Services Selection Board, (HSSSB), who claims to be close to the Chief Minister, Mr Bansi Lal, has got the scheme restarted.

Sukha Singh has alleged that this HSSSB member wants to wreak vengeance on him as he (Sukha Singh) had not agreed to provide passage to the fields of a relative of the politician concerned. The farmer said that if the link drain was constructed, his nine acre plot would be divided and he would be reduced to penury.

He said deputations of the Amupur, Brass and Nising panchayats had met the Chief Minister on three occasions to urge him not to allow the construction of the drain.The deputationists had also met the Irrigation Minister.

The villagers of Brass, Nising and Amupur, while talking to this correspondent, wondered that when the scheme to construct the drain, after being considered for 26 years, was dropped by the government, why was it being 'revived'. They further alleged that the funds sanctioned for the scheme were being wasted and misused by some politicians.Top


 

Steps taken to curb crime: Bansi

JIND, Sept 19 — The Chief Minister, Mr Bansi Lal, speaking at a press conference here today, admitted that there had been an increase in the number of highway robberies and kidnappings in the state. He, however, claimed that the crime rate in Haryana was much less than that in neighbouring states. Criminals from Uttar Pradesh and Delhi were responsible for most of the crimes committed in Haryana, he claimed.

The Haryana Government had taken some concrete steps to check the crime in the state and changes had also been made in the police set-up. The police chiefs of some districts had been transferred, he added.

A master plan for tackling the water-logging and floods in the state had been prepared by a committee constituted by the state government under the chairmanship of the vice-chancellor of Haryana Agricultural University, Hisar. A sum of Rs 30 crore had been spent on the desilting of drains. By desilting canals and better management of irrigation water, six lakh acres of additional agricultural land could be irrigated during the past two years, he said.

The government was exploring the possibilities of setting up a poultry market around Delhi to check the distress sale of poultry birds and products.

The power situation in the state would be much comfortable in the next couple of months and the state would be surplus in power by the turn of the century, he assured.

The Chief Minister directed the the Administration to launch an awareness campaign among the people for throwing polythene bags at proper places only as these bags choke the drainage system, resulting in unhygienic conditions and spread of dirt and disease.

Show-cause notice to HCS officer

CHANDIGARH, Sept 19 — The Punjab and Haryana High Court yesterday issued notice to Mr R.K. Chauhan, an HCS officer, now posted as SDM, Rohtak, to show cause as to why proceedings under the Contempt of the Courts Act be not initiated against him for defying the orders of the court.

The notice is returnable on October 27.

Mr Justice G.S. Singhvi and Mr Justice Iqbal Singh, who delivered this order, also slapped a fine of Rs 10,000 on Mr Chauhan. The amount of the fine, the judges ordered, would be recovered from the salary of Mr Chauhan.

As General Manager of Haryana Roadways at Jind, Mr Chauhan had compulsorily retired a driver on medical grounds whose bus was involved in an accident.

The driver had contested his compulsory retirement up to the apex court. The Supreme Court had directed that the driver should be reinstated on some other job. Mr Chauhan, however, did not comply with the orders of the apex court. The plea he had taken was that there was no vacancy.

The verification of the facts revealed that there were a number of vacancies in Haryana Roadways.

Mr Justice Singhvi and Mr Justice Iqbal Singh took serious note for placing distorted facts before the court. By doing so he tried to mislead the court. "This amounts to contempt of the court and obstruction in the dispensation of justice," observed Mr Justice Singhvi.

The driver, who sustained injuries in the accident, contended that his other colleagues who were also involved in accident were still serving Haryana Roadways. However, he was discriminated against.Top


 

126 crore to increase forest cover

CHANDIGARH, Sept 19 — The Haryana Minister of State for Forests, Mr Jagdish Yadav, today said a community forestry programme, at a cost of Rs 126 crore would be launched to increase the forest cover in the state. As many as 300 villages would be covered under afforestation.

He said five divisions had been created for the effective implementation of the programme. One of the divisions would be set up at the Jatusana assembly constituency in the Ahirwal area. A sum of Rs 25 crore would be spent on it.

He said the education sector had also been given priority in the Ahirwal area. As many as 56 schools had been upgraded, out of which 23 were in Rewari and 33 in Mahendragarh district. Twelve schools fell in the Jatusana constituency.Top

Panchayats' help sought to check crime

ROHTAK, Sept 19 — Baffled over the spurt in crime in urban areas, the district authorities have sought the help of the sarpanches and panches in nabbing criminals.

Addressing the sarpanches and panches of the Rohtak and Lakhanmajra blocks, the Deputy Commissioner, Mr Anil Kumar, said that without their cooperation the administration would not be very effective in controlling the crime.

He wanted the village leaders to provide information about the persons possessing stolen cars and other vehicles. The sarpanch or panch providing such information would be awarded Rs 1000, he offered.

The Senior Superintendent of Police, Mr K.K. Sharma, said the criminals had the latest facilities like mobile phones and other instruments as compared to the police.

The SSP held the population growth and economic prosperity mainly responsible for the spurt in the crime graph. The police force had not been expanded in proportion to the population growth, he said in an attempt to cover-up the inefficiency of the police in controlling the crime.

Both Mr Anil Kumar and Mr Sharma asked the sarpanches and panches to inform the administration about the persons who had, without any adequate sources of income, amassed wealth and acquired cars.

Meanwhile, the former Chief Minister, Mr Banarsi Dass Gupta, MP, has urged the Prime Minister to send a central team to assess the deteriorating law and order situation in Haryana. He has demanded dismissal of the Bansi Lal Government as it had failed to protect the life and property of the citizens.

Mr Gupta said that a deputation of the HPCC leaders would soon meet Mr Atal Behari Vajpayee to urge him to send the central team without any delay.Top


 

One hurt in firing during clash

SONEPAT, Sept 19 — One person sustained serious bullet injuries in a group clash at Sirsadh village in Gohana subdivision of this district yesterday.

According to preliminary reports some persons also threw stones on the houses of the rival group but none was hurt.

The police controlled the situation from worsening as a result of stoning and firing.

The injured has been identified as Puran Singh and admitted to hospital.

The police has registered a case against seven villagers.

A dispute over land is stated to be the cause of the group clash.

Reports said that there had been rivalry over 600 acres of the gram panchayat land. The present dispute is over the reaping of the jowar crop sown in three acres.

It is stated that a cousin of a panch, Daryao Singh, had taken nine acres out of the above land on lease for two years. On the other hand, the group backed by a former sarpanch claimed that Daryao Singh's brother had taken only six acres of land on lease. The remaining three acre of land was grabbed by him owing to wrong entries made by a patwari in the revenue record in favour of the brother of Daryao Singh.

It is stated that an inquiry into this matter has been completed by the authorities and a criminal case of cheating registered against the patwari concerned.

Tension still persists in the village and the police patrolling has been intensified. Further investigations were in progress. However, no arrest has been made in this connection. Villagers have demanded deployment of more police force in the village to avoid further clash.Top


 

20 lakh passbooks for farmers

CHANDIGARH, Sept 19 — The Haryana Government has decided to distribute about 20 lakh passbooks to the farmers during 1998-99 in order to help them to know actual status and position of their holdings and to facilitate them to get loans from the financial institutions.

A spokesman for the State's Revenue Department said one lakh passbooks had been printed and sent to all the districts of Ambala division.

He said the State Government had also launched a programme for the computerisation of the land records. A sum of Rs 2.75 crore had been earmarked for this purpose. As a result of a special drive to clear the pending mutations out of a total 3,56,203 cases of mutations, 3,53,288 cases had been disposed of and only 2,915 mutations remained pending till date, he added.Top


 

CM to approach Centre on crop insurance

JIND, Sept 19 — Addressing a public meeting at Dhanauri village in this district 50 kilometres from here on Saturday, Mr Bansi Lal, Chief Minister of Haryana said that Haryana would approach the Union Government for implementation of the crop insurance scheme as it would save the farmers from insecurities inflicted by the weather.

He said 22 lakh acres in the state was affected by floods in 1995 whereas this year due to the efforts of the HVP-BJP Govt. the threat of flood had been minimised and there was a negligible loss through floods.

Refuting the charges of Mr Om Parkash Chautala, leader of Opposition in Haryana Assembly of levying taxes of around Rs 3300 crore, Mr Bansi Lal said his government had levied fresh taxes of Rs 177.41 crore to offset the deficit left by the previous government. No new tax was imposed on farm sector.

Mr Bansi Lal announced the setting up of a branch of the co-op. bank in the village. He also announced upgradation of village High School to 10+2 level.Top
