Transfer rakes up controversy
By Yoginder Gupta
Tribune News Service

CHANDIGARH, Nov 20 — The sudden transfer of the Excise and Taxation Commissioner of Haryana, Mr R.N. Prashar, three days ago has raked up a controversy in the department as well as in political circles of the State.

After the murder of an Excise and Taxation Officer, Mr Lachhman Ram, at Faridabad on November 1 allegedly after he, and his colleagues dared to check tax evasion by a goods carrier company, Mr Prashar is alleged to be the second casualty in the department at the hands of the powerful transport lobby in Haryana.

According to sources in the department, instructions were received from the Chief Minister's secretariat that special campaigns should be launched to check evasion of passenger tax by maxi-cabs and other passenger vehicles. The instructions were issued after it was detected that the recovery of passenger tax in the fund-starved State was low.

The sources say about 50 buses had been plying illegally in Bhiwani district for the past two years under political patronage. In view of the instructions from the Chief Minister's secretariat, two officials of the Rohtak Enforcement Circle conducted a surprise check a few days ago. During the checking they found that several vehicles had neither chassis number nor engine number. Obviously, there was no question of registration certificates with them under the circumstances.

The matter was reported by the inspecting officials to the Deputy Excise and Taxation Officer (Enforcement), Rohtak. It is alleged by the departmental sources that certain vehicle owners reached the Rohtak office of the department and used threatening and abusive language against the officers, including a senior woman officer, for checking their vehicles.

The sources say that Mr Prashar personally visited Rohtak on November 15 and constituted special teams which checked vehicles in the Tosham-Bond-Dadri-Meham areas. Ten jeeps and 16 buses were impounded for violation of the Passenger Tax Act.

Two days later Mr Prashar was given the marching orders. The department officials allege that Mr Prashar was transferred because he stepped on too may political toes together.

The sources say the department officials have resolved not to conduct roadside checking to prevent tax evasion in protest against Mr Prashar's transfer as well as to press their demand for a proper security cover.

Official sources on the other hand say that after the Rohtak Enforcement Circle officials detected the irregularities being committed by certain bus operators of that area, Mr Prashar brought the matter to the notice of the Chief Minister, Mr Bansi Lal, who gave him the signal to take action against offenders, irrespective of their political positions.

However, they allege that during the special checking conducted on November 15, Mr Prashar "exceeded his brief". They allege that Mr Prashar did not take the D.C. and the S.P. of Bhiwani into confidence, though he had taken the help of the Rohtak police.

The official sources also allege that the checking parties went to villages and seized parked vehicles and challaned them, something which, they say, is not sanctioned by law.

They say when the matter was again brought to the notice of the Chief Minister, Mr Bansi Lal told the concerned authorities to take action against the offenders as per law. But he also expressed his displeasure over the alleged excesses committed during the special checking.

Mr Prashar was not available for comments.

Meanwhile, Mr Chander Mohan, Congress MLA from Kalka and the elder son of the former Chief Minister, Mr Bhajan Lal, has demanded a CBI inquiry into the episode, including the murder of the Faridabad Excise and Taxation Officer. In a statement issued here today Mr Chander Mohan accused the State Government of demoralising senior honest officers instead of protecting them.

Criticising Mr Prashar's transfer, the MLA said the officer had done a yeoman's service to the State by increasing its revenue and punishing the defaulters. He alleged that the only fault of Mr Prashar was that he checked the buses being illegally plied by certain close relatives of Prof Chhattar Singh Chauhan, Speaker of the Haryana Vidhan Sabha, and Mr Bansi Lal.

The Speaker could not be contacted for his reply to the allegations levelled by Mr Chander Mohan. Telephonic enquiries at his official residence here revealed that he would come to Chandigarh only on Tuesday next.Top

State to get more power
From D.N. Chaturvedi
Tribune News Service

FARIDABAD, Nov 20 — Mr P.R. Kumaramangalam, Union Power Minister, today declared 200 MW of additional electricity would be provided to Haryana from January next year.

Addressing a function after laying the foundation stone of the power grid's transmission system at Samaipur village, 15 km from here, he said the transmission system would be installed by March well before the completion of the 143-MW first unit of the gas-based Mujeri plant of the NTPC.

Mr Kumaramangalam also announced that with the proposed setting up of the national power grid by the year 2000 an additional power of 3,000 MW would be available in the next five years. Out of this, 500 to 600 MW would be released to Haryana. This would meet the demand of the Chief Minister, Mr Bansi Lal, for more power.

He advised the state government to sell power at commercial rates and minimise subsidy on electricity. He also suggested improvement in the recovery of the amount pending with the consumers. He felt the present rate of recovery in Haryana was not satisfactory.

The minister said to make the power sector viable electricity had to be sold at commercial rates.

Earlier, welcoming Mr Kumaramangalam, Mr Bansi Lal wanted that Haryana should be given special attention to meet its power needs. He asked engineers of the NTPC to advance the date of commissioning of the second unit of the Mujeri project.Top

How cane prices are fixed
By U K Bhanot
Tribune News Service

CHANDIGARH, Nov 20 — The sugarcane prices — which are fixed more out of political compulsions and less for realistic considerations — have come in for severe criticism as the farmers expected the new prices to be at least in three figures.

The government machinery has to maintain a delicate balance between the interests of the farmers, millers and last of all the consumers. This is why there is a wide gap between the statutory prices of sugarcane fixed by the Government of India and the State Governments. Perhaps, the statutory price does not come under consideration while fixing the current prices of Rs 95, Rs 93 and Rs 91 for early, mid and late varieties of sugarcane in Haryana.

The statutory price of sugarcane is Rs 45.50 per quintal which is binding for all State Governments/Union Territories in the country wherever sugarcane is grown. The statutory price has been linked to the recovery of sugar at 8.5 per cent. Any extra recovery means higher premium for each decimal rise in the recovery production.

It is surprising that the real cost of inputs like diesel, fertiliser and power tariff is generally relegated to the background. Thus the cost of production is worked out keeping in view the intentions of the leaders running the governments and the prices fixed by the neighbouring governments to avoid unrest.

Thus whatever the prices fixed by the State Government has to be criticised by opposition leaders who suddenly become "extraordinary friends of farmers" and start demanding higher prices on the same grounds which they ignore when they come to power and become decision makers, says an official.

While the HVP-BJP Government in Haryana has given Rs 13 higher than the last year's sugarcane price of Rs 82 for the early variety, the Congress leaders, including the Haryana Pradesh Congress President, Mr Bhupinder Singh Hooda have demanded a minimum of Rs 125 for the early variety to compensate the farmers for the high cost of inputs and the losses they have suffered on account of unseasonal rains which damaged the cotton, bajra, and paddy crops in the state to the extent of 25 per cent to 30 per cent.Top

Kurukshetra gets set for Gita jayanti
From K.G. Dutt
Tribune News Service

KURUKSHETRA: For the first time the Gita jayanti celebrations have been given a national perspective. Thanks to the efforts of the Haryana Governor, Mr Mahavir Prasad, Gita jayanti has already been recognised as a state festival. In addition, the Union Government has recognised Kurukshetra as India's 21st heritage city. For this purpose, the Union Government has decided to provide Rs 50 lakh during this year and another Rs 50 lakh next year for creating suitable infrastructure.

The Gita jayanti celebrations would be held from November 21 to 30. In the earlier days, the state government and the district administration participated in the festival only for the first two days. Afterwards, it was left to social and religious organisations to finish the show. But this year, the programme has been so chalked out that it ensures the state government's participation till the concluding day. The programme has drawn up to include items which have a socio-religious, cultural and educational bearing. It has been decided to organise a two-day cultural week along with the cultural evenings on every day for a week. This includes a live broadcast by All India Radio stations at Rohtak and Kurukshetra on the first two days of the celebration. This is being arranged for the first time.

The cultural evenings will include — a bhajan evening, nritya natika on Mahabharata by Saras Institute (Delhi) a cultural evening by Kurukshetra University, a drama by a Kashmir Government troupe and a magic show by Shankar Samrat. Besides, children of local schools stage a performance on one day.

Mr Ashok Yadav, Executive Officer of the Kurukshetra Development Board, which is organising the festival, told TNS that the evening of bhajans would be conducted by the famous Sharma Bandhus, while the other bhajan sandhya would be conducted by Pt. Kishor Chaturvedi of Lucknow. He further disclosed that a ballet on Mahabharata from the North-Central Zone Cultural Centre, Bhopal, would be presented on the occasion.

Mr Yadav stated that it was for the first time that another innovation has been introduced. It relates to a photo exhibition of 108 temples which existed in the traditional and legendary "48 kos" periphery of the Mahabharata wars. He maintained that all the temples still existed and the board was meeting their maintenance costs.

Dilating on the innovative programmes, he stated that a three-day national seminar on Bhagvadgita which would be inaugurated by Shankracharya of Badrika Peeth would be held. The concluding session of the seminar would be presided over by the Haryana Governor. Thirty scholars from Calcutta, Ahmedabad, Pune and Mumbai etc. have sent their consent to participate at the seminar which would have its theme on "Concept of religion and science as propounded in Bhagvadgita". From this year onwards, the seminar would be a permanent feature of the celebrations. The deliberations of the seminar would be published in the form of a book by the Gita Kendra of the Kurukshetra Development Board, he maintained.

Besides this, a state-level debate and declamation contest as well as a state-level quiz for college boys and shloka recitation for school boys would also form part of the week-long celebrations. The topic for the debate would be: "Are religion and science opposed to each other?" A running trophy after the name of Ved-Vyasa, a writer of Vedas, and Lord Krishna has been instituted.

An attraction to the festival is that 30-metre high mask lights would be erected both at Sannihat and Brahm Sarovars. The Sannihat Sarovar is believed to be the permanent abode of Lord Vishnu, according to the Hindu mythology. The board has also decided to erect a "surya dwar at Sannihat Sarovar, which would suit the sarovar surroundings.

Mr Ashok Yadav stated that the Principal Secretary, Mr L.M. Jain, who was deputed by the Governor to suggest ways and means for further providing a heritage look to Kurukshetra, has sanctioned a sum of Rs 1 crore for drainage and dewatering of the mela area. The Chuttang nullah frequently floods the mela area. Floodwaters can be seen even now on about 100 acres of the mela area. The scheme which is being taken in hand by the Kurukshetra Development Board, would not only free the mela area from floodwaters, but would also enhance the water circulation in both sarovars. To further develop and preserve the old periphery of Kurukshetra, Mr Manik Sonewane, Secretary to the Governor, has directed the board to erect "Yaksha" statues on all four corners which demarcate the "48 kos" area of the Mahabharata war.

Various schemes chalked out by the board along with the state government indicate that the Gita jayanti celebrations would be a befitting show during the years to come.Top

Village with a difference
From Vimal Sumbly
Tribune News Service

CHARNAUND (HISAR), Nov 20 — This little hamlet of Hisar district is an ideal case of the success of Panchayati Raj. The village is a complete democracy in itself.

As of now, none of the 1,200 persons from the village has ever approached the police or any court of law for the redressal of any grievance. Dispute is referred to the panchayat.

According to the Sarpanch of the Charnaund panchayat, all panches (the panchayat members) work with a consensual approach. The contentious issues are also resolved with mutual agreement.

In fact, the panchayat has been a reflection of the general brotherhood and amity prevailing among the people of the village. The village does not have people from anyone particular community. People belonging to various castes have been living here for generations. Their caste identities may differ but not the approach to problems and other issues.

The panches were elected unopposed during the last panchayati elections. The sarpanch was also elected through consensus. Rajinder Kumar claims the mutual trust and understanding among people prevails from "the top to the bottom". It is reflected in every social and political aspect.

It is not that the people here subscribe to any single particular political ideology. But they restrict their political inclinations to themselves only. Thus, there is no political influence in the working of the panchayat either.

According to Ram Swarup, an elderly person of the village, people have inherited their brotherhood. He claims that, unlike other places in Haryana, people here are not known by their caste, but by their name alone. "We have so many castes here. If we start identifying ourselves in this manner, we may not live like we are living now" he explains.

The entire village is dependent on agriculture. Every family possesses enough land to make both ends meet. The main crops include cotton, wheat and rice. The people have also a lot of spare time. Playing cards and sitting over hookah is a common pastime.

The roads and lanes are relatively better managed than other villages. Recently, the panchayat was granted Rs 10 lakh from the rural development fund for construction of roads and lanes.

During last two years, the panchayat has spent about Rs 32 lakh on various developmental works. The money was spent on the local school, the dispensary and construction of small drains. The panchayat has also been allocated an additional grant of Rs 25 lakh by the rural development agency under the watershed scheme.

The literacy rate in the village is much higher. Almost every child of the village goes to the school. Most of the men this reporter talked to were able to spell their names in English. The same is not true about women, who still remain behind the veil. But girl children are sent to school.Top
