Fake degrees: 48 ASI candidates face probe

ROHTAK, Dec 26 — The Haryana Government has reportedly ordered a high-level inquiry into the alleged forgery of degree of dozens of applicants who had applied for the posts of assistant sub-inspector a few months ago.

According to sources the Haryana Public Service Commission has started verification of degrees of 48 applicants against whom complaints were registered. The commission has directed such applicants to appear personally at its office and produce their academic certificates in original till December 30.

In the preliminary inquiry the commission has found that the degrees of graduation of these candidates were fake and therefore it has asked for their detailed marks sheets, registration card, degree and name of the examination centre in original.

The commission has delivered registered letters to such applicants warning them that ex-parte action would be taken against them if they failed to appear at the office within the stipulated period.

It is learnt that commission sent the 'suspect' degrees to the concerned universities for verification where the result branches of the respective universities confirmed that they were bogus. The government has now given the applicants a chance to prove the genuineness of their degrees by appearing personally at its office.

The government is also reportedly contemplating registering criminal cases against 'defaulters.

To look for jobs on the basis of fake degrees is not a new phenomenon here.

Earlier several students had got admissions to various post-graduate courses in Maharshi Dayanand University by producing bogus degrees about three years ago. Most of these students had possessed a graduation degree of Magdh University. But on verification the degrees were found bogus.

The then vice-chancellor had cancelled the admissions of such students and registered cases against them at the civil lines police station. However, no action has been taken against such students even after nearly three years. Most of these students belonged to Gurgaon. The university administration had also terminated the services of certain employees who had got employment on the basis of fake degrees.

Similar complaints were also registered in the recent recruitments of constables. The appointment of a candidate was cancelled and a case registered against him when his educational certificate was found bogus in Jhajjar.

Earlier, nearly four dozen engineers of the Irrigation Department had obtained promotion on the basis of forged degrees. Later, finding the degrees bogus during a probe, the government imposed a ban on promotion of such degree holders.

Meanwhile, worried over this 'contemporary trend', the government has directed various departments to verify educational certificates degrees from the concerned board/university prior to the appointments.

Maharshi Dayanand University has also directed its various teaching departments to ensure the genuineness of degrees of candidates seeking admission to different P.G. courses.Top

 

Village tense over felling of trees

ROHTAK, Dec 26 — Tension prevails in Garnavathi village of the district over the issue of the alleged illegal felling of trees on the panchayati land by a contractor who had been authorised to cut down a certain number of trees. The Sarpanch and several members of the village panchayat have threatened to resign in protest if the authorities failed to stop the illegal felling within 24 hours.

The Sarpanch of the village, Ms Chotti Devi, has sent complaints to the Chief Minister, the Deputy Commissioner and the SSP, demanding a stop to the felling of additional trees located on the panchayati land. She claimed that while the contract allotted authorised the contractor to fell only 1911 trees, he had cut nearly 2100 trees and was continuing with the illegal felling.

When stopped by her other members of the panchayat, she said the men of the contractor threatened them. She claimed that while she had met the senior district officers, including the DC, ADC and SSP, the illegal felling had not stopped till now.

She said the contract was bagged by a close relative of the former MLA in November this year. She said there were several thousand trees worth about Rs 50 lakh spread over 400 acres.

It is learnt that the Panchayat yesterday decided to resign if the illegal felling was not immediately stopped by the authorities.

The Additional Deputy Commissioner, Mr Anand M. Sharan, said that the illegal felling of trees had been stopped and an inquiry ordered at the block level to find out how many extra trees had cut down.Top

 

Govt takes over Jat society colleges

ROHTAK, Dec 26 — The State Government has taken over the management of three educational institutions run by the local Jat Education Society.

These institutes are the All-India Jat Heroes Memorial College, Maharani Kishori Devi Jat Girls College and the C.R. College of Education. The Additional Deputy Commissioner, Mr Anand Mohan Sharan, has been appointed administrator of these institutes for one year.

The Government invoked Section 3 (I) of the Haryana Private Colleges (Taking Over of Management) Act, 1978, as the society failed to hold biannual elections before the expiry of the term of the managing committees on December 24.

The notification issued by the Government around midnight on December 24, however, is silent about the management of the other institutions run by the society. These are C.R. Polytechnic, Jat High School and Jat Public School.

The society had earlier fixed December 23 for holding elections of the managing committees of the various institutes run by it. But its General Secretary, Mr Gulab Singh Dimana, postponed the elections, citing "law and order situation" as the only reason.

Mr Sharan took over control of these institutions on December 25 and he may conduct elections to the society and managing committees of its educational institutes before the expiry of his term on December 24, 1999.Top

 

2000 cr plan to fight water-logging

HISAR, Dec 26 — The Haryana Government has prepared a masterplan to tackle the problem of waterlogging in the state at a cost of about Rs 2,000 crore.

A committee constituted for the purpose which recently submitted its report to Chief Minister Bansi Lal, who had expressed serious concern on the issue.

The committee, set up in 1997 was headed by the Vice-Chancellor of Haryana Agricultural University Prof J.B. Chowdhury including members from different departments including agriculture, irrigation, forestry, HSMITC and soil experts from HAU.

The plan was discussed during the Chief Minister's recent visit to Hisar and the government is reported to be exploring various possibilities of considering the huge financial outlay. The report is currently being circulated among various departments seeking their comments.

The problem of water-logging is acute in the districts of Rohtak, Jind, Hisar, Sirsa, Fatehabad and Sonepat with about 50 per cent of the total area of these districts affected.

The committee has identified two reasons for the problem; over-irrigation and seepage from canals. The waterlogging problem is often accompanied by soil salinisation as salts under the soil come to the surface.

The report pointed out that during the past three decades the water table in Haryana has been rising at an alarming rate of ten to thirty centimetres per year. The water table in about ten per cent of the area has already crossed the critical depth, of three metres.

The report has cautioned that if the problem is not tackled at the earliest it will definitely affect the sustainability of agriculture.

The report has suggested some cheap and eco-friendly preventive and curative measures emphasising involvement of farmers.

The preventive measures include propagating judicious water management practices like sprinkler drip and furrow irrigation. The report also suggests reducing supply of water in canals to around 25 per cent during the months of July, August, September, December, January and February and constant lining and repair of canals to prevent seepage.

The farmers have been advised to sow tolerant and semi-tolerant (to brackish water) crops like barley, cotton, mustard, wheat, bajra, sorghum and maize in waterlogged areas.

Among the curative measures the committee has suggested building up of a surface and sub-surface drainage systems and maximising use of saline water along with canal water in the absence of natural drainage.

In the first phase it has identified a 14,000 square kilometre area where a surface drainage system should be constructed with the Hisar-Ghaghar drain and Rangoi drain as the two major drains.

Sub-surface drainage includes horizontal and vertical drainage systems. While the former includes laying of underground pipes to drain excess water below the surface of the soil, the latter involves construction of tubewells.

While 47,000 hectares of land will be covered by the horizontal drainage system, 24,000 hectares will be covered under vertical drainage system.

The committee has also emphasised the need for tree plantation along canal banks and in the waterlogged areas to aid evaporation.

The experts are of the opinion that in the long term the only alternative to tackle the problem is diverting the excess water to the sea through the Rann of Kutch. Top

GHARAUNDA (Karnal) Dec 26 — The Chief Minister, Mr Bansi Lal, today launched a tirade against the Opposition leaders for their misinformation campaign aimed at misleading the people of the state on issues like the reform programme in power sector, grant to Maharaja Agarsen Medical College at Agroha, imposition of taxes and pre-poll promises.

The Chief Minister, who was addressing a public meeting here said most of the promises made by the HVP and the BJP had already been fulfilled and the remaining, whether made by the HVP or BJP, would also be fulfilled soon.

While detailing out the various steps taken by the government to ensure round-the-clock supply of power in the state, he said apart from the ongoing projects at Panipat and Faridabad, the tenders invited to set up a 500 MW power plant at Yamunanagar would be finalised within two months and tenders would be invited within next seven months to set up another 500 MW power plant at Hisar.

He denied the charge levelled by the Opposition leaders that taxes of about Rs 1000 to 3000 crore had been imposed to make up for the loss incurred due to prohibition and added that implementation of recommendations of the Fifth Pay Commission had put a burden of Rs 650 crore per annum on the state exchequer.

While referring various demands of the local MLA and Chairman of the Haryana and Education Board, Mr Ramesh Kashyap, the CM said that Rs 27 crore would be spent on power projects in the District and three schools in Gharaunda constituency would be upgraded and a college would be set up provided the people of the area construct its building and quarters staff. He also announced a grant of Rs 50 lakh for the construction of chaupals for the Scheduled Castes and backward classes and bricklining of the streets.

The state Minister Mr Shashi Pal Mehta and Mr Bhim Sain Mehta; the Chairman of the Haryana Agricultural Marketing Board, Mr Ved Pal; the Chairman of HARCO Bank, Mr Om Prakash Jain and the Chairman of the Haryana Agro Industries Corporation, Mr Bijinder Kadyan and various office bearers of the HVP and BJP also spoke on the occasion.Top

 

Drive to nab criminals

PANIPAT, Dec 26 — The police has launched a campaign to nab criminals and arrested an inter-state gang of criminals involved in theft, dacoity and murder. It has also recovered stolen goods worth lakhs of rupees.

District police chief Manoj Yadav, today said the CIA staff of the police here had arrested five members of an inter-state gang — Dharamvir, Kirpal, Rajinder, Bhira and Rambhaj — and recovered one Maruti car, stolen from Bahadurgarh, two country-made pistols, three knives, two cartridges and other stolen goods worth lakh of rupees. They were arrested when they were allegedly planning a dacoity in HUDA sector, Chandni Bagh police station area. The gang had recently looted and seriously injured an army jawan. These culprits admitted that they had stolen two-wheelers in Rohtak district.

Mr Yadav also said that under this campaign eight criminals Babu, Haroo, Suleman, Shabbir, Shiraj, Mahseen, Sultan and Chhota of Bijnor and Muradabad districts (UP) had been nabbed and five country-made pistols, four live cartridges seized from them. The gang admitted stealing TV, VCR, jewellery and clothes from a house located at Sanoli road, here. They also admitted stealing clothes worth Rs 15,000 from a tailoring shop and bed sheets worth of Rs 50,000 from a handloom factory at Sanoli road.

The police had also nabbed three persons — Sikandar, alias Satpal, Madan and Dharambir of Ghulkana village, and seized two country-made pistols and some live cartridges from them. This gang was also involved in the murder of an ex-serviceman Tara Chand.Top

 

Plan to improve power position

HISAR, Dec 26 — The Haryana Vidyut Prasaran Nigam plans to spend Rs 63 crore to strengthen power transmission and distribution system in Hisar and Fatehabad districts.

It was disclosed by Mr Mani Ram Godara, Home Minister, Haryana, today at Ratia after inaugurating second phase of 132 kv Sub-Station of HVPN, constructed at a cost of Rs 75 lakh.

He said that the HVPN would construct 10 new sub-stations and augment capacity of 10 existing sub-station. The new sub-stations include 220 kv sub-station at Fatehabad, 132 kv sub-stations at Hisar and Arya Nagar and 33 kv sub-station at Dariyapur, Ganda (Ajit Nagar), Hansi, Umra, Sisai and HUDA complex, Hisar.

He said Rs 37.58 crore would be spent in Fatehabad district only. Commissioning of 220 kv sub-station at Fatehabad at a cost of Rs 20 crore would benefit consumers in almost whole of the district. Twenty power-distribution feeders, which are longer and over-loaded, would be refurbished and 303 over-loaded distribution transformers would be replaced with the transformers of higher capacity.

Mr Godara said that with the assistance of second instalment of the World Bank loan, the Haryana Government would construct 53 new sub-station and augment the capacity of 89 existing sub-stations during next two years. During last two years, the government had constructed 26 sub-stations of various levels and augmented capacity of 126 existing sub-stations. Strengthening of transmission and distribution system was being given top priority under the Power Sector Reformation Programme.

Speaking on the occasion, Mr Ram Saroop Rama, State Minister for Sports, said that with the commissioning of second phase of 132 kv sub-station, 15,000 consumers of 24 villages would be benefited, directly, by way of increased voltage and regular power supply, while consumers of 36 other villages would be benefited indirectly due to load decrease on first phase of that sub-station as well as 132 kv sub-station, Fatehabad.Top

 

Corruption case disposed of

AMBALA, Dec 26 — A case under Prevention of Corruption Act against a well-known industrialist Mr B.L. Dalima (since dead) and others was disposed of yesterday by Mr P.P. Chhabra, Special Judge of the CBI, here yesterday, after a trial of about 16 years.

According to the prosecution, a company under the name of Ms Keeran Vegetable Products Ltd was incorporated in 1970 with its registered office and factory at Bhiwani with Mr B.L. Dalima and some others as directors. The Central Bank of India, Bhiwani, advanced a huge amount to the company after some officials of the bank and company functionaries hatched a criminal conspiracy to inflate stock figures.

The money was advanced against the cash credit account with a total limit of Rs 50 lakh on the basis of hypothecation of stock statements and pledge forms or storage orders containing highly inflated figures of raw oil and stock in process.

A case under Section 120 B of the IPC read with Sections 420,477-A and Section 5 (1) (D) read with Section 5 (2) of the Prevention of Corruption Act and Section 109 of the IPC was registered by the CBI against Mr B.L. Dalima, Mr M.K. Kapila, Mr Madan Lal Bholotia, Mr R.C. Jha, Mr S.R. Dalima and Mr Ram Niwas Gupta.

The judge held all of them guilty. However, in view of their age along with the fact that the amount had already been recovered from them, he released Mr Jha, Mr Kapila, Mr Ram Niwas and Mr S.R. Dalima, on furnishing bonds of Rs 20,000 each under Section 4 of the Probation of Offenders' Act.

Two other accused in the case, Mr B.L. Dalima and Mr Bholotia, have since died. Top

 

1 held for making fake cassettes

SONEPAT, Dec 26 (PTI) — The city police has arrested Rajesh, of Kalan Mohalla here, on a charge of allegedly manufacturing duplicate cassettes of a reputed company and selling them.

The SP, K. Selvraj, told mediapersons here today that the police had conducted a raid on the shop of the accused and seized 211 duplicate cassettes, 164 CDs (English) and two VCRs.

The police action followed a report lodged by Mr JP Sharma, an office-bearer of the Motion Pictures Association here.

The police has registered a case under the Copyrights Act.

Meanwhile, CIA staff of the police department today claimed to have solved the case of an alleged murder of a sadhu, whose body was found at Raipur village in the district on December 4 last.

A spokesman told mediapersons here that the victim had been identified as Fateh Singh, alias Fateha, of Parmana village under the Kharkhauda police station of this district.

The police had arrested Baljit a resident of Jourassi Khalsa village in Panipat district, in this connection.

The sadhu, had reportedly teased the wife of the suspect and this had resulted in a quarrel between the two.Top

GURGAON, Dec 26 — Chief Minister Bansi Lal has ordered an inquiry into allotment of work and construction of traffic control system near Lal Masjid on Sohna Chowk here.

The control system, constructed about three years back, failed to work even for a day causing traffic jams.

The inquiry was reportedly ordered on a complaint by the Chairman, Bureau of Public Enterprise, Mr Sita Ram Singhala.

He said the project was allotted during the Congress regime without adopting a proper procedure. After the system failed to work the file concerning the allotment to an unidentified contractor was also not traceable, he alleged.Top

Speaking on the occasion, Mr Chander Mohan, an MLA from Kalka constituency, called upon the young generation to actively participate in social welfare activities and respect the elders.

Senior Project Advisor of the North Zone HelpAge India, Mr Ajayab Singh, said that Rs 110 crore had been spent on 13000 projects for the aged. Sixty thousand eye operations had been performed and 16,000 aged had been adopted so far, he added.

The chief guest, Mr Sardeep Singh Ghaggha, member of the National Safai Karamchari Commission also urged the young generation to participate in the programmes being organised for the aged.Top

 

3 die as jeep hits bus

FATEHABAD, Dec 26 — Three persons were killed and 10 injured five of them seriously, when the jeep in which they were travelling collided with a bus at the Bhirdana 'T' point on Chandigarh road.

According to reports the driver of the jeep, which was coming from Bhirdana village could not see the bus on reaching the road. The driver of the jeep, Hans Raj and two women were killed on the spot. Top

 

Protest against police inaction

FARIDABAD, Dec 26 — Scores of people held a demonstration outside the police station in Ballabhgarh today to protest against the delay in the arrest of persons responsible for the death of Rajbir.

Rajbir was injured seriously on December 23 by some persons over a land dispute.

The demonstrators, later, marched towards the national highway to block traffic but were dispersed by the police. A case had been registered against eight persons but they were absconding, the police said. Top

GURGAON, Dec 26 — The grim power situation here has adversely affected normal life as chilly winter continues to play havoc. Most affected are the farmers who need power for watering their rabi crops.

According to the informed sources the situation is even worse in rural areas due to lack of a definite schedule for power cuts. Unscheduled power cuts have also affected the students and the industrialists.

An industrialist lamented that the cost of production had gone up as they were using self-generated power. The smoke emitting from generators continue to create smog in Sadar Bazaar here.

The farmers are compelled to bear the consequences of power shortage and fog as they are striving hard to save their crops from fog. The pump sets available with them are not adequate which has added to their woes.Top
