KAITHAL, Aug 4 — Villagers gheraoed Siwan police station, 10 km from here this morning and kept the Kaithal-Patiala road blocked for about three hours. Trouble started when the Guhla MLA Mr Dillu Ram, and hundreds of people from nearby villages gathered at the police station to know about the action taken against a person suspected to be a member of the "kale kachhewale" gang, who was caught by people last night in a village of the subdivision. He was later handed over to a patrolling party of the police for interrogation.

The in-charge of the police post at Siwan, Mr Raj Kumar, Sub-Inspector, told the crowd the man was not in a proper frame of mind and had received injuries when he was overpowered by the villagers. He had been admitted to the civil hospital at Kaithal.

As the suspect was not present in the police station and the villagers doubted the explanation offered by the SHO, they thought he had been let off. The crowd started raising slogans. It gheraoed the police station and did not allow the movement of traffic on the Kaithal-Patiala road.

Meanwhile, more people started arriving at the police station from nearby villages after hearing the news about a suspected "kale kachhewala" being caught. As the crowd became restless and indulged in slogan-shouting, certain miscreants reportedly broke the lights of the police jeep. Tension rose as a result of this. Welfare Inspector, Mr Badan Singh was sent from Kaithal to Siwan. He tried to placate the crowd but his efforts failed to elicit any positive response.

The Deputy Commissioner, Ms Jaiwanti Sheokand, deputed Mr K.K. Mahajan, SDM, Kaithal, to defuse the situation. The DSP, Guhla, Mr J.S. Lamba, also reached there and joined the parleys. The crowd now wanted an assurance from the administration that the Siwan SHO would be transferred. They also wanted to see the suspect.

Mr Mahajan asked the crowd to send their representatives to see the suspect, who was admitted in the civil hospital at Kaithal. The SDM reportedly also assured the crowd that suitable action would be taken against the SHO after consultations with the higher authorities. The crowd then dispersed and the dharna was lifted at about 12 noon. Normal traffic resumed on the Kaithal-Patiala road.

According to reports received from Guhla subdivision, the villagers have started patrolling at night, especially in the areas bordering Punjab, to keep a watch on the activities of the "kale kachhewale" gang. Many people from these villages said they were living under constant fear and passing sleepless nights, apprehending trouble by members of this gang.

Though no major incident has been reported from anywhere in this district, but keeping in view the sentiments of the people Ms Sheokand has called a meeting of sarpanches, panches, lambardars, the area MLA, former MLAs and representatives of all political parties to discuss the action to be taken about the reported activities of this gang and infuse confidence among the people.Top

 

HPCC withdraws notice to Tayyab Hussain

GURGAON, Aug 4 — The Haryana Pradesh Congress Committee (HPCC) has withdrawn the notice issued to the former state Home Minister, Mr Tayyab Hussain, Mr Hussain is, at present a Congress MLA from Rajasthan.

A spokesperson for the HPCC, Mr Suresh Gupta, confirmed that the notice had been withdrawn, but refused to go into the details.

Well placed sources in the Haryana Congress say that the soft stand towards Mr Hussain, a prominent Meo leader, is at the behest of the central leadership of the party. The development is interpreted as the Congress high command’s move to effect unity among the leaders of the Meo community before the assembly elections in the BJP ruled state of Rajasthan.

The show cause notice was issued to Mr Hussain by the HPCC immediately after the last parliamentary elections. The notice was served on him following a complaint by a Congress MLA from Nuh, Mr Khursheed Ahmed, who was the party nominee from the Faridabad Lok Sabha constituency. Mr Khursheed Ahmed, considered to an arch rival of Mr Hussain in the politics related to the Mewat region, alleged that his opponent had worked against him in the elections.

The soft stand of the Congress high command is understandable. Bharatpur and Alwar districts in Rajasthan, accounting for more than dozen assembly seats in the state, have preponderance of the Meo community. While the community decides the poll results in the Kamma Nagar, Lakshamangarh, Ramgarh, Tizara and Khertal assembly constituencies, it influences results in Alwar, Mandewar, Rajgarh, Kathumar and Deeg. In the last five assembly constituencies, the population of the Meos range between 10,000 and 30,000. According to Congress calculations, the infighting among the Meo leaders of Haryana could have a negative impact on its poll prospects in Rajasthan.

Mr Tayyab Hussain is considered to have a strong hold on the Mewat region of Haryana and Rajasthan. It is learnt that the fact Mr Hussain was annointed "Choudhri" by the All India Mewati Panchayat — a body claimed to be the representative of people of all communities and castes associated with the Mewat region in 1970 after the demise of his father Choudhri Yasin Khan also weighed with the party high command to adopt a soft approach towards him. The late Khan was a revered figure in the Mewat regions of Haryana and Rajasthan.Top

Bansi retracted on promises: Sampat

FATEHABAD, Aug 4 — Former Haryana Home Minister and HLD (R) legislator Sampat Singh has charged Haryana Chief Minister Bansi Lal with retracting on the promises made before the last byelection to the people of Fatehabad.

Talking to mediapersons here today, Mr Sampat Singh said the intentions of the government had been made clear after the presentation of the state Budget in which no provision had been made for most of the pre-poll promises made by the Chief Minister. Elaborating on this, the HLD (R) leader said no provision had been made for a judicial complex in the state Budget though the Chief Minister had promised the same for Fatehabad.

The Chief Minister had also promised some new power substations and revamp of the sewerage in the town but the Budget presented by the government showed no provision for any of these projects. No funds had been provided for the completion of Rangoi drain. Though there was a provision of Rs 24.5 crore for controlling floods in the district, this was for establishment expenses and no funds had been provided for the actual flood control works.

The only development work in the district for which there was a provision in the Budget, he said, was for the construction of the mini secretariat which was already under progress.

Regarding lacunae in the Budget about state-level projects, Mr Sampat Singh alleged though the government had been claiming the power situation had improved in the state no provision had been made for this in the Budget of this year. He alleged the government had not been able to utilise the Rs 1800 crore loan taken from the World Bank for water management. He said except for the Budget for the Hathnikund barrage only 20 per cent of the loan had been utilised and the rest was likely to lapse.

He accused the government of providing figures regarding the areas of the state affected by waterlogging. He alleged at least 15,000 acres of agricultural land in this district alone was hit by waterlogging, while the government was putting the figure at 5,500 acres. He said farmers of these areas, who had shifted from cotton cultivation to paddy this year, were facing an acute shortage of power in the absence of sufficient rain.

The HLD (R) leader said the government was making a false claim that it had been supplying 400-500 lakh units of power daily. People were facing frequent power cuts.Top

 

DETC appointments objected to

AMBALA, Aug 4 — The appointments made recently by the office of the Deputy Excise and Taxation Commissioner (DETC) here have been objected to by the divisional employment office here on the ground that these had been made in violation of the rules and regulations.

The DETC appointed two peons, Mr Som Pal and Mr Sanjeev Wadhwa, and one clerk, Pankaj, in June. The employment office has pointed that the DETC should have sought the names of the candidates from the employment exchange. Instead it directly invited applications through a local newspaper.

The Divisional Employment Officer, Mr Hawa Singh Dhull, said that the Haryana Chief Secretary had written to all departments on May 25, that as per the Supreme Court observations, it should be mandatory for the requisitioning authority or establishment to intimate the employment exchange which should sponsor the names of the candidates for selection. In addition, the department should advertise in newspapers with wide circulation and radio, television and employment news bulletins. The Chief Secretary said that in the light of the aforesaid judgement, it had been decided that in future the orders of the apex court should be strictly complied with in making all such appointments.

The employment office has conveyed its objection to the manner in which these appointments have been made.

Mr A.L. Khurana, DETC, who is due for retirement on August 31, said he had acted as per the directions received from his department. He claimed that the advertisement in the local newspaper had received a good response and the selections were made on merit. He claimed that as per the department directives, he had an option of not seeking names from the employment exchange. Mr Khurana said he had yet to reply to the letter sent by the employment exchange. He, however, denied that any appointment had been made on the basis of "recommendations" of a senior officer.Top

 

Hooda ridicules CM’s claim on law and order

CHANDIGARH, Aug 4 — Mr Bhupinder Singh Hooda, President of the Haryana Congress, has expressed anguish and dismay over the alarmingly deteriorating law and order situation in the State, "rendering the people of Haryana at the mercy of antisocial elements, who strike at their will and leave the law enforcing agencies fully exposed."

In a statement issued to the press here today, Mr Hooda said that the police authorities of the State appeared to have abdicated their responsibilities of providing security and safety to the people of the State and the people were aghast at the apathy of the government as a whole.

Mr Hooda said that the latest example of the total failure of law and order machinery in the State was the five-hour nightmare experienced by the family of veteran journalist, Mr Tribhuvan Nath, when armed robbers entered his house in Sector 21, Panchkula two days ago and mercilessly beat up the hapless family members of Mr Nath besides looting and ransacking the premises and decamping with valuable household goods including cash and jewellery. Mr Hooda ridiculed the loud claims being made by the State government and the Chief Minister, Mr Bansi Lal regarding the law and order situation.

Mr Hooda listed a few more instances of lawlessness in the State during the past one week.

The president of the Panchkula District Congress Committee, Mr R.S. Chauhan, said the incident at the house of Mr Tribhuvan Nath had once again exposed the inadequacy of the police force in the fast growing town of Panchkula. He said the State Government should immediately increase the strength of the police force in the town with the adequate logistic support, Mr Chauhan said a dog squad and a team of forensic experts should be stationed at the district headquarter.

Capt Ajay Singh, Congress MLA, also expressed shock over the incident and said it was a sad reflection of the government's ability to protect life and property of the citizens.Top

 

Rs 274 crore for afforestation schemes

CHANDIGARH, Aug 4 — The Haryana Government will spend over Rs 274 crore on various afforestation schemes during the Ninth Five Year Plan in the State.

Stating this here today, the Minister of State for Forests, Mr Jagdish Yadav, said that 1,06,682 hectares of land would be brought under afforestation. He said that over Rs 51 crore would be spent on forestry and soil conservation programmes to achieve the target of 18,000 hectares of land to be afforestated during the current financial year.

He said that under the special component plan for Scheduled Castes persons, four lakh poplar plants would be raised and two lakh grafted fruit plants would be purchased or raised for supply to the persons belonging to this category during the current financial year for plantation in their farm lands. He said that under this plan, Rs 19.67 lakh had been spent during the year 1997-98 on supplying grafted fruit plants to the persons belonging to Scheduled Castes. He said that as a result of the afforestation activity, 43.68 lakh man days of labour employment had been generated during the last financial year. Top

 

Two killed in road mishap

HISAR, Aug 4 — Two persons were killed when the moped on which they were travelling was involved in an accident with a truck on the Hisar-Delhi national highway near Hansi, about 20 km from here, last night.

The victims have been identified as Nunia Mal and Krishan, both of Mayyar village. The police has impounded the truck.Top

 

Breast feeding week in Haryana

CHANDIGARH, Aug 4 — The Haryana Woman and Child Development Department is observing breast feeding week up to August 7.

Stating this here today, the Social Welfare Minister, Dr Kamla Verma, said the main aim of celebrating this week was to increase public awareness on the importance of breast feeding and discourage infant milk, substitutes and feeding with bottles.

She said the cost of artificially feeding a child for the first six months worked out to about Rs 1100 per month. This was equivalent to about 43 per cent of the minimum wages of a skilled worker.Top

 

Police reunites couple

SONEPAT, Aug 4 — A couple of Rohna village in this district was reunited today after a 16-year-long separation following intervention by the Station House Officer of the women's police station here and prominent residents of Rohna and Chhara villages and Kharkhauda town.

The SP, Mr K. Selvraj, giving the background of the strained relations between the couple, told mediapersons here today that Mr Krishan Kumar, a resident of Rohna village, had filed a complaint with the police, alleging that his wife, Mrs Suresh Kumari, and her sister, Mrs Sessian Kaur, had hatched a conspiracy to kidnap and kill him. He had further alleged that the character of his wife was not good and this was the main cause of the strained relations between them.

Mrs Suresh Kumari had also levelled allegations against her husband, saying that he was a ‘drunkard’ and ‘addict’. The allegations and counter-allegations have led to their separation, following which Mr Krishan Kumar had started living in a temple, Mr Selvraj added.

The SP said the police swung into action on the complaint of Mr Krishan Kumar and finally succeeded in bringing about a compromise between the couple and other members of their family.Top

 

Canal cuts worry authorities

SONEPAT, Aug 4 — The Irrigation Department authorities are worried over the increasing cases of canal cuts in the region and they are making concerted efforts to check the incidence of canal cuts by unscrupulous farmers. However, no police help is stated to be available to them.

According to official sources, the shortage of power supply in the rural areas and the scanty rainfall during the current monsoon season, have led to the unprecedented increase in the demand of canal water in the paddy-growing belt of the district. Although almost all canals, minors and distributaries are running to capacity, the incidents of canal cuts are on the rise.

A majority of paddy growers depend mainly on the rain and canal water for irrigation and for the effective germination of the crop.

The sources said the farmers had made a cut in the Rajpura distributary near Kaubru village and another cut in the Rai distributary near Thana Kalan village today. However, the patrolling parties plugged the gaps and got cases registered with the police.

Mr M.K. Lamba, Executive Engineer, of the Rai water service division told this correspondent here today that the department had got 40 cases registered against the farmers for unauthorised irrigation in the past few days. The department, he said, had intensified its drive against the farmers who pilfered the canal water.Top

 

Bansi asks DCs to destroy congress grass

FARIDABAD, Aug 4 — Haryana Chief Minister Bansi Lal has directed the Deputy Commissioners of the state to immediately destroy congress grass (parthenium hysterophorus) which has become a menace.

The grass has infested large tracts of land along the highways, railway tracks, pastures and vacant plots of land. The noxious weed is a serious threat to humans, cattle and crops. According to a doctor, the grass causes respiratory diseases like asthma, breathing trouble and skin problems.

The Chief Minister said the weed should be eliminated on a war footing by involving government machinery, general public, panchayats, students and voluntary organisations. Manually, the weed could be uprooted and burnt. Chemically, it could be controlled with the application of glyphosate in June and July when the plants attain peak growth. Within 20 days after the spray, the plants become black and dry up and do not regenerate thereafter.

It is surprising that although the Chief Minister wanted eradication of congress grass to begin in June-July his letter to the Deputy Commissioner of Faridabad was despatched from Chandigarh on July 22 and received here on July 27.

Agricultural experts are of the opinion that the campaign in August would not be of much benefit as the ripened seed of the grass had begun falling on the ground and parthenium would grow again.Top

CHANDIGARH, Aug 4 — The Chairman of the All-India Congress Committee Legal Cell, Mr H.R. Bhardwaj, has reconstituted the Legal Cell of the Haryana Congress.

While Mr Bijender Singh Thakur has been appointed Chairman of the cell, Mr K.C. Bhatia (Karnal) has been made its Convener.

Mr R.S. Mamli, Mr Jaivir Yadav, Mr V.B. Aggarwal and Mrs Daya Chaudhary have been appointed Vice-Chairmen. The cell will have five General Secretaries — Mr Kuldeep Godara, Mr R.N. Sharma, Mr Sarwan Kumar Gupta, Mr S.P. Singh and Mr Ramesh Hooda.

The other office-bearers are: Organising Secretaries — Mr S.K. Rishi, Mr Kuldeep Pawar and Mr Bachan Singh Arora, Cashier — Mr S.S Gill, Joint Secretaries — Mr Kuldeep Singh, Mr R.S. Longia, Mr Ravinder Singh, Mr Ashok Singh and Mr Kulbir Singh Narwal, and special invitees — Mr Randeep Singh Surjewala, MLA, Mr S.S. Dinarpur, Mr Darshan Singh Bishnoi and Mr J.C. Manjhu.

Mr Bhardwaj has also nominated Mr Virender Singh Thakur of Karnal as a member of the National Executive Committee of the AICC Legal Cell.Top
