Detonators belong to Army, Kapurthala police told

The Kapurthala police has confirmed that the detonators and cartridges recovered in the vicinity of the Kapurthala cantonment on Sunday were of the Army. The Army authorities, which had ordered a court of inquiry after the recovery, had yesterday written to the Kapurthala police that the detonators were of the Army.

7 yrs on, no respite for resident

Wariana Dump mired in controversy
Waste-management company threatens Municipal Corporation with legal action

The solid waste management project was mired in yet another controversy today when Punjab Grow-more Company Fertilizers Ltd, a company running a waste-to-compost processing plant at Wariana, threatened to take legal action against the Municipal Corporation (MC) for giving access to Jindal Infrastucture at Wariana to dump garbage without its permission.

According to the agreement between the MC and the company in 2002, 14 acres of land at Wariana was allotted to the company on lease rent basis for 30 years to set up a waste processing plant to produce compost.

According to Dheeraj Ghai, executive director, Punjab Grow-More Fertilizers Ltd, who has till date invested more than Rs 10 crore to set up and maintain the plant at Wariana, the MC could not intrude into their property without prior permission. “There is complete mismanagement on part of the state government. They cannot barge into anybody’s area with a huge army of policemen without informing the lease owner. Also, how can they allow any solid waste management company to begin its operation without providing it land to set up the processing plant?” said Ghai.

He said similar problems were faced by his company as well, as it took almost five years for the MC to grant him land at Wariana. “Even they kept us shuttling between Jamsher and 120 feet road and finally allocated space at Wariana,” said Ghai. While slamming the MC, he said it did not take the company into confidence before allowing the entry of Jindal Infrastructure into the Wariana dump.

Also, as the plant is running on the aerobial microbial composition technology, it could only produce compost from biodegradable waste. The company, for the past many years, has been asking for an extra land to dump the rejected waste which the MC could not allot them till date. Over and above, it has now allowed Jindal Infrastructure to dump the entire garbage lifted from secondary garbage points and big institutions to dump that at Wariana, causing further choking of the area.

GS Khehra, MC Commissioner, said he had not received any complaint from the company so far. “If they have any concern, they should approach us and we will examine the case after viewing the agreement made with them,” said Khehra. He further said that he had recently got lights installed at the dump for the night movement of garbage-loaded tippers to enter the area. Also, the work to repair the approach road was going on warfooting.

A city based auto driver has been running from pillar to post to get the electricity meter shifted in his name for the past couple of years. No one in Punjab State Power Corporation Limited (PSPCL) has till date bothered to solve his problem. His several requests to the authorities concerned have yielded no result so far.

Despite the fact that the issue is yet to be redressed by the PSPCL, he is shockingly faced with another problem in the form of a highly inflated bill. He said he was stunned to see his bill on September 3, 2014, which says he was due to pay Rs 3,74,300.

Speaking to Jalandhar Tribune, Palwinder Singh said he had never paid his power bill more than Rs 1,500 (for two months) for his 0.68 kw.

He immediately rushed to the PSPCL office at Adarsh Nagar near Chik Chik House when he got this bill. However, no one was ready to listen to him. Speaking on the name-change issue, Palwinder said he had bought the same property around five years ago from one Baldev Raj. Around two years ago, he had applied for the electricity meter (name changed) at the PSPCL office Maksoodan in Jalandhar by paying the security deposit of Rs 1,345. Even after two years, nothing has been done in this regard. The meter has not been transferred in his name.

While these two issues are pending, this month on November 2, 2014, I received electricity bill of Rs 3,00,960. I have no idea why I am being overcharged by the PSPCL, he added. Gopal Sharma, Deputy Chief Engineer, PSPCL, said he would try his best to sort out the problem as soon as possible.

District Legal Services Authority adjudged best in North India

The District Legal Services Authority (DLSA), Jalandhar, was recently adjudged the best in North India for exposing violations of norms in the management of Gandhi Vanita Ashram, an observation home for girls, in April.

Chief Justice of India HL Dattu gave away the award to District and Sessions Judge Raj Shekhar Attri , Chairman of the DLSA, and Rana Kanwardeep Kaur, Civil Judge (Senior Division)-cum-Secretary, DLSA, on November 9 at a glittering ceremony on National Legal Services Day in New Delhi. The award was conferred on them for exposing the violations of norms in the management of the ashram.

The DLSA team, led by Rana Kanwardeep Kaur, raided the ashram on April 25 and found CCTVs installed in the rooms of girl inmates living there. The team also found a huge pile-up of outdated stock of unstitched clothes, stationery items and other articles. A girl even tried to commit suicide in front of the DLSA team by sliting her wrist for the alleged harassment by the observation home staff.

According to Rana Kanwar, with over 2,20,584 people in the distict made aware about their legal rights, the DLSA had gained success in bringing awareness of legal rights at their doorstep. “Now, our focus is on the enforcement of their rights in their respective arenas,” said the 34-year-old Secretary from the PCS (Judicial) 2006 batch.

She also said that a state-of-the-art alternative dispute redressal centre (ADRC) was coming up soon at the New Courts complex with an estimated cost of around Rs 1.45 crore that will have a mediation centre, a permanent Lok Adalat room and the front office for the District Legal Services Authority where people can apply to get free legal aid. The centre will commence its operations by the end of this month.

Award winning streaks

  • On April 25, the DLSA team raided the State Observation Home for girls at Gandhi Vanita Ashram and found irregularities and mismanagement of CCTV cameras. The meal being reported to the girls was unhygienic. Outdated and unused sports kits, bed-sheets, carom boards, sanitary pads undergarments and other articles were found locked. The DLSA team made necessary undergarments available to girls inmates. Also, medical facility was made available on the premises. Also, the CCTV cameras installed in their bedrooms were installed in the common areas of the home.
  • Two mentally challenged girls were found being teased at the railway station in Jalandhar by some boys. The DLSA, Jalandhar, with the help of the police authorities, produced the girls before the Illaqa Magistrate under the Mentally Health Act and the girls were sent to Women Protective Home, Jalandhar, after proper check up from Civil Hospital. Now the condition of these girls are reported to be normal.”
  • On the eve of the annual mela of Baba Murad Shah, Nakodar, in which about 4 to 5 lakh people/ “shardalus” visit to pay their tributes to Baba Shri Murad Shah, Nakodar, an awareness camp was conducted and pamphlets were distributed among the “shardalus” so that maximum people may come to know the importance of Legal Services Authorities Act, 1987, as well as other schemes, including Victim Compensations Scheme.
  • During the visit of the DLSA team to Kand Sahbu village, a slum area on Nakodar Road, the team found that most of the children residing in the area were working as labourers in various factories and shops. On the instructions of the DLSA, about 16 children, the DEO and CDPO of the locality got registered these children in the schools for their education and now they are getting education. Similar exercise was conducted in many other slum areas in various bastis and Rama Mandi.

National Lok Adalat

The National Lok Adalat will be held on December 6 in which 19 types of cases pertaining to railway claims, electricity and water bills, sales tax/income tax and also civil cases pertaining to bank recovery, debt recovery tribunal cases will be taken up at the newly constructed ADRC at the New Courts Complex.

Detonators belong to Army, Kapurthala police told

The Kapurthala police has confirmed that the detonators and cartridges recovered in the vicinity of the Kapurthala cantonment on Sunday were of the Army. The Army authorities, which had ordered a court of inquiry after the recovery, had yesterday written to the Kapurthala police that the detonators were of the Army.

After this development, the Kapurthala police handed over the explosives to the Army authorities.

Superintendent of Police (Detective) JS Saroya said the matter had been solved as the Army authorities had owned the responsibility of the detonators.

He, however, said that the Army had not confirmed how these explosives reached the empty plot.

He said now the police had been relieved from any further investigation and it was now up to the Army authorities to investigate the matter.

The recovery of the detonators near the boundary wall of the Army area had raised many questions.

The police was also speculating that the detonators could have been dumped by some ammunition smugglers or anti-social elements.

The police had registered a case under Sections 4/5 of the Explosive Act and 25-54-59 of the Arms Act.

On November 3, three bags containing 695 detonators, 20 spent cartridges and two live cartridges had been found in an empty plot behind Little Angels School situated on the Old Cantonment road.

7 yrs on, no respite for resident

It has been seven years since a Kapurthala-based resident has been fighting out a case against the Improvement Trust pertaining to allotment rate of excess land in front of his house in Model Town but despite having won his claim in the district consumer forum, state commission and national commission, but there has been no respite for him.

While the Trust had been saying that the 81.38 sq yard excess area in front of his house would be allotted to him at the average collector rates for the last three years, complainant Tarlok Singh had been seeking that the land be allotted to him at the original allotment rates, which has been upheld.

Even a recent execution order passed by the District Consumer Disputes Redressal Forum went in his favour but he has contended that the concerned officials including the chairman and the executive officer of the Trust had failed to comply with the orders.

He said that he had even submitted a cheque of the amount of Rs 19,680 but the officials had failed to register the excess land in his name since allotment on October 9, 2007.

The complaint said that he had purchased plot number 537 in Model Town Kapurthala from original allottee Lachman Singh, who was allotted plot at the rate of Rs 1300 per marla and later an agreement of sale deed on September 14, 1981 between Lachman Singh and Improvement Trust for the plot for an amount of Rs 32,098 for an area of 1 kanal 4 marla 126 sq feet. He said that in terms of the memo of allotment, in case the area is found excess than allotted one, then the price of the same would be charged at the rate already settled at the time of the allotment.

He said that the plot was found in access by 4.01 marla allotted to Lachhman Singh. He said that he alongwith his neighbourers of plot 532 to 537, 540, 376 to 391 moved an application to the Improvement Trust dated July 20, 1993 to allot the excess area under each plot to its owners but the officials of the Trust said that it would be allotted at a price by working out average of the collector rates for the last three years.

The district forum had decided the case in his favour on May 22, 2008 and entitled him to the excess area measuring 4.01 marlas on the basis of collector rate of land of three years in terms of resolution of March 28, 1995. It had also entitled Tarlok Singh to a compensation of Rs 3000, besides Rs 1000 as cost of litigation.

The Punjab State Consumer Disputes Redressal Commission too had decided the matter in favour of the complainant on September 4, 2012 after which the National Consumer Disputes Redressal Commission also upheld the same in July 2014.

Bank staff not to work today

Hundreds of bank employees and officers under the banner of the United Forum of Bank Unions (UFBU) today held a demonstration in front of the Punjab Nation Bank at Nehru Garden Road to press upon their demand for better and early wage revision.

The employees raised slogans against Indian Bank Association (IBA) and the government.

While addressing the gathering Comrade Amrit Lal, convenor, UFBU, Jalandhar unit, said, “After two years of negotiations with the IBA, the talks have not been progressing satisfactory and the wage revision settlement, which h expired on October 31, 2012 and is due from November 1, 2012.”

He said due to steep hike in price the value of real wages has eroded and the work load has increased due to increase in volume of business. The UFBU has been demanding 25 per cent increase in the wages and the government has rather offered meager increase of 11 per cent.

He said, “It has been decided that bank employees throughout the country they will observe strike on November 12 while 300 banks branches in the city and 800 bank branches in the district will remain closed.” Comrade RK Gupta, Secretary, NCBE, Jalandhar, said: “The agitation will further intensify if the demand for wage revision is not fulfilled by the government.”

Junior engineers stage protest

The Council of Junior Engineer (PSEB) today held a protest in front of the Shakti Sadan against the management of the PSPCL, PSTCL and state government.

While addressing the gathering, JEs and AAEs state president Raj Kumar said the management has assured to fulfill their basic demands of enhancement in basic grade pay, time bound promotional scale ie Rs 5,800 after nine years. Yet nothing has been done so far. The representative of the council has threatened to intensify their protest at zonal level.

Animal fair at Kartarpur from Nov 17

Animal Husbandry Department of Jalandhar will organise an animal fair on November 17 and 18 at Kartarpur. The purpose of this event was to encourage farmers to think beyond crop cycle and to start dairy farming.

Deputy Director Animal Husbandry Dr Jaspal Singh Ghuman said animal breeding championship would be the main attraction of the event. The owner of winner animal would be awarded with cash prize. He said in this fair breeding competition of animals, including horses, buffalos, cows, goats, sheep, duck, and hens would be organised. Apart from this, expert veterinary doctor would counsel the farmers about animal husbandry and made aware of various government schemes about animal husbandry. — TNS

Workshop held on risk management

GNA University in association with the KPMG conducted workshop on enterprise risk management for MBA students on its campus today. It was a comprehensive and practical workshop that introduced participants to the concepts, principles, processes and applications of enterprise risk management.

The workshop included lectures, class discussions, articles, case studies, and exercises. Rahul Rekhi, director, advisory services, KPMG, and Nimish Malhotra, manager, risk consulting practice, KPMG, delivered the session and discussed how the regulatory framework for risk management and oversight has undergone a major overhaul in several countries. The MBA students enthusiastically learnt about the various techniques of risk management and the way global financial crisis has lead to the importance of it.

Seminar on Punjabi literature

Punjabi literature and language in the modern world was the topic of a seminar at Lyallpur Khalsa College, Jalandhar, on Tuesday. Organised by the Punjabi Sahit Sabha of the college, this seminar witnessed participation of noted Punjabi writer Manmohan Bawa and Punjabi literary critics Dr Rajnish Bahadur Singh and Dr Jas Mand. Speaking on the occasion Manmohan Bawa said in the modern world, literature was more relevant than ever and it was the responsibility of the academia to support and promote literature as language thrived on literature. In his address, principal of the college Dr GS Samra said, “Lyallpur Khalsa College is committed to serve Punjabi culture and language.” He said the present student bodies like Punjabi Sahit Sabha aimed at bringing out hidden potential of students and to ensure their exposure to the experts of the subject. The discussion in the seminar was chaired by Dr Kulwant Singh Sandhu, head of Punjabi Department, and Prof Gopal Singh Buttar, coordinator of the sabha. Vote of thanks was presented by Dr Iqbal Singh Bhoma.

Career counselling programme

Mayor World School organised a parents’ talk on career counselling on its school premises. The seminar aimed at guiding the students of Class X to choose the right career and strengthening their awareness about the job scenario. The eminent speakers on the occasion were Col Anshuman Narang, Protima Singh, Group Captain RK Bhatia and Monika Arora. Jyoti Nagranni, director, Mayor World School, was present at the seminar During the seminar, varied topics viz Army as a career, success and failures in life, awareness of career counseling, positive thinking were the spotlights of the day. As many as 75 students attended the seminar. The thought provoking seminar focused on the emerging trends and challenges relating to career planning. The speakers not only guided the students about career choices but also encouraged them to cultivate good communication skills.

Youth fest at LPU

To celebrate youth energy of all the Indian states and different continents for next four days; global open fest, YOUTH VIBE- 2014, was inaugurated at Lovely Professional University on Tuesday. Governor of Punjab Shivraj V Patil and US Governor of South Carolina Nikky Haley will be the chief guests on different days. Live concert, Coke Studio from MTV, will entertain student on the penultimate day. Popular composer and singer Ram Sampat will also perform on the occasion. — TNS
