With 402 patients per lakh population, it’s cancer alert for district

Jalandhar too holds high incidence of cancer cases in the state. The enforcement agencies here should strictly comply the ban on plastic products and tobacco along with other factors that cause cancer in people. This was said by SK Jiyani, Punjab Health Minister at the state-level programme on the occasion of National Cancer Awareness Day at the Civil Hospital on Friday.

Solid Waste Management project
Garbage not to be lifted from houses

The Solid Waste Management Project seems to have been again 'dumped' in the city after the Jindal Infrastructure Limited, the company given the responsibility to implement the project in the city, was directed not to lift the garbage from houses but only from the ones scattered on illegal dumping sites and roads.

KMV student commits suicide
Jalandhar, November 7
A 19-year-old girl, who was a student of KMV College, committed suicide at the hostel here today. The incident came to light when her roommates found her hanging in her hostel room at Kanya Maha Vidyalya (KMV) and raised an alarm. The reason of taking the extreme step was yet to be discovered. No suicide note was recovered from the hostel room.

Woman held for forgery

The city police have nabbed a woman for forging documents in order to transfer the ownership of a car in her name. She was nabbed on the basis of a complaint lodged by her own mother.

Thieves strike house in Basti Bawa Khel
Jalandhar, November 7
Thieves struck a house in Basti Bawa Khel last night and decamped with cash and gold ornaments. Amir Gupta, the owner of the house, said last night the family members had gone to attend some religious function and when they returned home at midnight, they found the main locks broken. “The whole house was ransacked by the thieves. After breaking open the locks of main almirah, where cash and gold was kept, miscreants decamped with more than one lakh rupees and ornaments of gold and silver,” he said. The Basti Bawa Khel police have started investigation into the case. — TNS

Nimisha is PPCC’s social welfare, education cell chief

Punjab Pradesh Congress Committee President Partap singh Bajwa (PPCC) has  appointed Nimisha Mehta as the chairperson of its newly-raised social welfare and education cell. Mehta continues to remain the party’s spokesperson in Punjab. “We will be forming wings in each district to look into the wrongdoings of the state government. Also, we will consult leading educationists to devise ways of improving education scenario in the state. Due to callous attitude of the state government, funds for the education and welfare have either lapsed or are being misused. We would ensure that such things do not take place happen,” said Mehta. Miraculous escape for 24 students

Twenty four schoolchildren had a miraculous escape after a bus they were travelling in was hit by a speeding car from the rear side. The impact of the mishap was huge but the children have not sustained any injuries. However, two elderly car-borne women have sustained minor wounds.

School bus of BST Public School was ferrying 24 schoolchildren along with the staff to Science City in Kapurthala. The moment bus reached the Science City and the driver turned the bus towards his left, a speeding Alto car collided with the bus from the rear side. The impact of the collision was so huge that car got damaged and two car-borne women sustained injuries,” said Joginder Singh, in charge, Science City police post. He said the injured women were immediately taken to the nearby hospital for treatment. The elderly women were Nachtar Kaur and Randish Kaur of Gyati Ke village in Kapurthala.

Sources said incident occurred due to the negligence of the driver who suddenly turned the bus from highway and the car driver, running behind the bus, couldn’t control the speed.

One-day-old girl found abandoned

A one-day-old girl was found abandoned in an empty plot in Bhai Ditt Singh Nagar today in the wee hours. The child had serious wounds on her body. The child was recovered at 2:30 am on Friday in the wee hours when some passersby listened to her cries. Wrapped in polythene, the new born was lying in a pile of garbage. The passersby then immediately informed the police and rushed the child to the Civil Hospital for treatment.

Doctor SS Nangal, who is treating the child, said: “She had serious wounds on her arms and back. It seemed that that girl sustained these injuries after she was thrown in the plot. We have kept the child at pediatric ward and due care is being given to her. After proper treatment, she will be sent to the child-care home.”

Doctor also suspected that the child could have sustained wounds after being attacked by stray dogs.

The police have registered a case under Section 377 of the IPC against unidentified persons.

Almost a month after the District Administration formulated a committee to ensure that transport laws are followed by auto rickshaw drivers that ferry schoolchildren, the committee is yet to carry out any effective drives to make its presence felt or check those violating norms in the district.

With special emphasis at the challaning of the auto rickshaws which ferry schools children in the district, the Traffic Police or the Transport Department have, so far, drawn a blank in terms of ensuring a crack down on overloaded schools autos or in terms of penalising school authorities which permit their students to travel via autos.

Even though there are plans afoot to begin seminars and training plans for school driving staff – including a seminar to apprise 200 drivers and conductors – next week, the challan stats are dismal by comparison.

After first announcing a crackdown on autos, the transport department, since then, has conducted challans of merely six autos (on Monday) ferrying schools children.

While the aforementioned committee had been formulated on October 13, District Transport Officer RP Singh had then said even before Diwali the transport authorities shall be conducting surprise checks at various busy intersections and initiate immediate action against erring auto rickshaws. However, after the passing of almost one month since then, there has been a lack of aggressive drives.

Interestingly, so far the Traffic Police had also not extended any special drives on this front even though Additional Commissioner of Traffic Police Dalbir Singh was a part of the committee. In addition to this, auto rickshaws in general had also been instructed recently not to ferry more than five students – however, this still goes on – both in school and other transport.

Additional Commissioner (Traffic) Dalvir Singh said, “It’s been a very busy schedule for us for the past few months due to many festivals and shobha yatras – because we have the task to regulate traffic on all these occasions. But alongside, we have also been doing our jobs and have also been challaning school vehicles. This morning as well there was a 
challaning drive from 7 to 9 am. And in the coming days the drive will only intensify.”

Sources said the Transport Department has also sent letters and requests to the traffic police regarding intensification of challaning on school vehicles.

Less than 4 months to RTE deadline

About a month ago, the District Education Officer (elementary) had talked about initiating inspections at various schools to ensure the implementation of the RTE Act. So, far no such checks have been initiated even as the deadline for the implementation of the act, March 31, 2015, looms close.

There are a total of 1,960 schools in the district which have to be monitored with a view of the RTE Act. While 833 are private schools which were granted temporary affiliations, 927 are government primary schools.

Even as there are less than six months remaining in the implementation of the deadline of the act, the education department in the district has done precious little to ensure its implementation.

The last time some closure notices were issued to RTE Act defaulting schools in the district was in April last year – when closure notices were issued to 41 schools. But since then, not a single school has been included on the list. While DEO (E) had indicated about a month ago that inspections will begin, but so far these haven’t started. However, department sources say by the end of this week, activities to monitor various schools shall begin.

With just four months to go for the implementation of the RTE Act on March 31, 2015, reports say almost half the private schools are defaulters in terms of RTE implementation.

There are no TET teachers in the schools as mandated by the act. Meanwhile, majority of the private schools also default on space and infrastructural aspects of the act as they run from little plots with small rooms in the name of class rooms.

Jalandhar too holds high incidence of cancer cases in the state. The enforcement agencies here should strictly comply the ban on plastic products and tobacco along with other factors that cause cancer in people. This was said by SK Jiyani, Punjab Health Minister at the state-level programme on the occasion of National Cancer Awareness Day at the Civil Hospital on Friday.

He said, "The situation in Jalandhar is very grim as there are around 402 cancer patients reported per lakh population in the district and due to the sedentary lifestyle of the people and the lackadaisical attitude of the enforcement agencies like the Municipal Corporation and the police that failed to strictly comply ban on plastic and tobacco products in the district."

While inaugurating the cancer screening week along with Dr Navjot kaur Sidhu, Chief Parliamentary Secretary for Health on the hospital premises, he said the Health Department has organised the camp in collaboration with 14 renowned oncologists from Tata Memorial Research Centre, Mumbai, to screen people from all over the state. While informing about the chief minister's Cancer Relief Fund, Dr Sidhu said so far 18,185 cancer patients have been given over Rs 215.50 crore for their treatment.

She said every cancer patient undergoing treatment at a government hospital gets a grant of around Rs 1.5 lakh for the treatment. According to the first ever state-wide survey of cancer victims in Punjab conducted by the Health Department recently, Muktsar tops the charts with around 136 cases per lakh followed by Mansa (134.6) and Bathinda (125.8). The report has also claimed that Jalandhar too has been recording very high cancer cases in the last few years. According to the report, there are around 402 suspected cancer cases per lakh in the district and Kapurthala recorded 347 cases per lakh.

According to Jiyani, Talwandi Sabo in Bathinda district tops the chart of cancer cases with 125.4 cancer patients behind every lakh population. He also informed that a state of the art 200 bedded Cancer Treatment Centre is soon coming up at Mohali. The department has also sent a proposal of Rs 120 crore to the Union Government to set up a State of the Art Cancer Institute at the Government Medical College, Amritsar.

High drama at Civil Hospital

  • During the visit of SK Jiyani on the National Cancer Awareness Day at the Civil Hospital here, a high drama was seen on the premises. Although hospitals have been kept under silence zones, the hospital authorities had installed a high voltage public address system on the premises. The patients, especially the ones admitted and old-age patients, had to face both mental and physical harassment due to the excessive sound and presence of the police force on the premises.
  • According to Sudha Kumari, a migratory worker with a six months old baby, she had come to the hospital to get treatment for his child suffering from diarrhea but the child was reportedly crying whole time due to loud noise.
  • When The Jalandhar tribune contacted RL Bassan, Civil Surgeon and the nodal officer for the programme, he said the PA system was installed on the hospital so that maximum people can be made aware about the disease.

The Solid Waste Management Project seems to have been again 'dumped' in the city after the Jindal Infrastructure Limited, the company given the responsibility to implement the project in the city, was directed not to lift the garbage from houses but only from the ones scattered on illegal dumping sites and roads.

While calling it a big failure of the state government, Satish Sharma, AGM, Jindal Infrastructure Limited, said the company was not made part of the discussion that took place between Deputy Chief Minister Sukhbir Singh Badal and the safai karamchari union of the Municipal Corporation on Friday.

"The government was not interested in the welfare of the people but interested to woo its secured vote bank of around 1.5 lakh people," said Sharma.

He also informed that despite spending crores to implement the project here at Jalandhar, the state government never bothered to invite the company in the meeting but were only directed to lift the garbage scattered on the roads and illegal dumping sites across the city.

He said the Municipal Corporation is not serious on making the city a clean place to live in. "The city has around 2.13 lakh houses that generate around 1.5 kg of litter per house. The city on an average generates around 500 metric tonnes of litter daily," said Sharma.

With the safai karamchari union ending its strike on Friday, the company is now unsure whether the administration would still provide police protection to the company employees or withdrew security cover hence endangering the lives of its 60 employees hired recently to implement the project at Jalandhar.

KMV student commits suicide

A 19-year-old girl, who was a student of KMV College, committed suicide at the hostel here today. The incident came to light when her roommates found her hanging in her hostel room at Kanya Maha Vidyalya (KMV) and raised an alarm. The reason of taking the extreme step was yet to be discovered. No suicide note was recovered from the hostel room.

After the news spread, mediapersons started thronging the college. Officials of the college told mediapersons that nothing had happened. Initially the in charge of the police station concerned also did not confirm the incident.

Jagdeep Kaur Jyoti was a BCom student and a resident of Jagroan in Ludhiana. She was also pursuing diploma in fashion technology. Panic gripped students as the news of suicide spread in the college. The police was called immediately by the college authorities.

ACP (north) Amneet Kondal reached the spot and started the investigations on the hostel premises.

According to the police, the deceased, Jagdeep, was living in a hostel along with her classmates. A police official said last night Jagdeep had slept along her roommates. “Today in the morning at 10 am, when her roommates left, the girl locked the room from inside and took the extreme step,” said the official.

According to the preliminary investigations, the deceased, who was alone in the hostel room last night, tried to commit suicide by slitting her wrist with a blade, but failed. Later, she hanged herself with the ceiling fan with her dupatta and committed suicide.

Sources said the body of the deceased had been taken down from the ceiling fan before the police reached the spot.

Meanwhile, girl’s family members took away the body from the college hostel. They reportedly told the police that they did not want a postmortem of the deceased or any other legal proceedings in the matter.

A few days ago, there were reports about four girl students of KMV College fleeing from the hostel. However, during inquiries, it turned out to be a rumour.

Volleyball tournament

A two-day Sahoday Inter-School Volleyball (U-19) Tournament was held at DIPS Nurmahal. In all 41 teams, comprising boys and girls, participated in the tournament. The chief guest of first day was Preetinder Kaur, vice-chairperson of the DIPS Institutions. Usha Parmar, principal, welcomed the chief guest. On the second day, the chief guest S Gurbachan Singh, chairman, DIPS Institutions and Monika Mandotra, CEO of DIPS Institutions were given floral welcome by the head boy and head girls.

The excitement in the finals was breath taking. To encourage the players various dignitaries of Nurmahal came to see the match in which RS Hundal, Ashok Sandhu, Somnath Kakkad and Jugal Kishore were prominent. In the finals, in girls category, Police DAV school defeated the teams of Cambridge Girls School Jalandhar and bagged the first position. Cambridge Girls School Jalandhar came second and Army Public school got the third position. In the final match of boys’ teams after a tough competition, Police DAV defeated the DIPS Nurmahal and become the winner of the tournament DIPS Nurmahal came second and DIPS Dhilwan got the third position. In the closing ceremony, the chairman of DIPS Institutions honoured the winning teams with trophies and medals and cash price of Rs. 5,100/- to the coach of the winning team. The Principal of DIPS Nurmahal Usha Parmar gave vote of thanks to the guests and congratulated the winners.

Classical dance

Students of PCM SD College for Women won the third position in classical dance and group dance in Zonal Youth Festival organised by the GNDU, Amritsar. Rachita got the third position in the classical dance. Nardev, Nancy, Asha, Reena, Daljeet, Anu, Diksha and Rajni participated in the group dance of Haryana. Dr Kiran Arora congratulated students for their achievements.

Drama workshop

A drama workshop was organised at Apeejay College of Fine Arts by the Department of English. The topic of the workshop was ‘How to interpret a movie and a play’. A group discussion was organised for students and faculty members on the famous play ‘All My Sons’ by Arthur Miller. A movie was also screened to discuss the various facets of journey of the play from theatre to movie. Shefali, gave a synopsis of the play. Dr Sucharita, principal, said today’s generation was more inclined towards using gadgets. Dr Sunit Kaur said healthy discussions were the need of the hour.

Blood donation camp

Government Arts and Sports College in association with the PAHAL, an NGO, and the Civil Hospital, organised a blood donation camp . As many as 60 studnets donated blood. The donors were presented mementoes by Principal Parmajit Kaur Jassal, Prof Lakhbir Singh and college medical officer Dr Sunit

Entrepreneurship awareness camp

GND University College organised a three-day ‘Entrepreneurship Awareness Camp’ under EDC (Entrepreneurship Development Centre). The motive of the camp was to make students aware of the present scenario of the business world and to provide them with effective means of coping up with challenges which may arise after completing studies. Programmes regarding entrepreneurship awareness were also organised in the last academic session. Vice-Chancellor GNDU, Amritsar, Dr Ajaib Singh Brar, inaugurated the programme. Dr Jaspal Singh Randhawa, Principal, GND University College, welcomed the VC. He said the university was making strong industry links for giving practical knowledge to the students. The guest of honour of the day was Ahsanul L Haq, president of JMA, Jalandhar. He appreciated business than job because the entrepreneurs are job givers not job seekers. Mr Balwan Singh, chief head development manager, VCO Bank, and VM Sharma, head development officer) also told about the availability of different loans in banks. Dr Bhanu Prasad, director, R&D, Kelen Technology, France, was the keynote speaker for the session. In his address, he spoke about the latest softwares and applications.

Woman held for forgery

The city police have nabbed a woman for forging documents in order to transfer the ownership of a car in her name. She was nabbed on the basis of a complaint lodged by her own mother.

The accused has been identified as Hardeep Kaur of Pholriwal. Her mother Satnam Kaur had filed a complaint at the New Baradari police station stating that her daughter Hardeep had forged documents to transfer the legal ownership of a Maruti car belonging to her deceased brother, in her name. After investigation, the role of woman was confirmed and the police arrested her today.

Complainant Satnam said her son Amardeep had not made any will before his death. As per the law, his wife Kiran was the only legal heir of his assets, she said.
