Jalandhar, October 27 Cable operators of the three cities have formed 11-member committees to represent thousands of cable operators of three districts in the court. In the days to come, they are set to initiate legal proceedings to challenge the notices of the service tax. After the department issued notices to the cable operators, asking for details of the tax deposited along with the copies of their income tax returns since 2009, the cable operators are on protest path. They alleged that by levying such a huge amount of service tax, the department was hell bent on devastating the cable operators. The cable operators have been giving the plea that they had paid the service tax to the Fastway Citizen Cable Network (P) Ltd company for the abovesaid period and it was illogical that now the department was asking cable operators to bear the brunt. Kanwaljit Singh Arora, owner of Rainbow Cables, and a member of an 11-member committee, said in the show-cause notices, the department had told them to pay 12.36 per cent service tax for the entire income cable operators earned in the past five years. How can a cable operator with a meagre income pay such a huge amount? We all cable operators, in fact, have been paying service tax to the company even before 2009. Although all cable operators have no official record of the same, it is injustice that the department was forcing us to pay the tax for all the period, he added. The department has asked us to provide copies of income tax returns, balance-sheets, profit and loss accounts, including computation of income for the financial year from 2009-10, 2010-11, 2011-12, 2012-13 and 2013-14 with month-wise details of the amount received on account of such services as well, a cable operator said. Cable operators said before 2012, the cable business was unorganised as analogue signals were there, but after 2012, digital signals were launched with set-top boxes and the cable business became organised. Since 2013, we have the record of each and every amount we paid to the Fastway company that, too, with service tax. We are ready to submit the record for the same and even ready to pay nominal tax for this period. But it is unfair if the department will force service tax on us for the past five years, a cable operator asserted. The cable operators also alleged that they had been paying full tax to the company irrespective of the fact that many parent cable connections exist on which operators charges only Rs 180 per month than Rs 260 per month from the subscriber. They also alleged that the company was also charging fee on the some deactivated digital boxes from the operators and as a result, it was adding the burden of service tax on them as well. |

Jalandhar, October 27 The Congress leaders said the condition of A majority of the roads in the city had become worse. “The sewage system is in a mess. No new streetlight point has been installed. If no development has taken place, where has so much amount gone?” Beri questioned. The councillors said an amount of Rs 19 crore, spent on the patchwork of roads and Rs 36 crore spent on road relaying, was already under question and by giving a statement of having spent Rs 175 crore on the city’s development, the Mayor had further made them sceptical about the use of the funds. Former Congress councilor Harkrishan Bawa said anyone crossing the bus stand road gets a feeling that even the countryside roads are better than those in the city. “Had the Mayor said that Rs 1.75 crore or even Rs 17.5 crore had been spent since his tenure, we would have still believed him. I think he has made a mistake in pointing out decimals,” said the councillors. Raja said for the same reason, the Mayor was not able to even call a House meeting. There has been no meeting of the MC House since January 24. “The Mayor is well aware of the fact that there are fissures within his own alliance. His bad equation with Senior Deputy Mayor Kamaljit Singh Bhatia is known to everyone. He is also well aware of the fact that he would not be able to face difficult questions from us,” they said. They added that even discussions would have helped at the time of financial crunch as the works could have been prioritised. “But with no meeting and no development, everyone has become completely helpless,” they said. |
Statistics show downward trend in air irritants in city this Diwali
Jalandhar, October 27 Statistics also reveal a similar but marginal downward slide in the extent of noise pollution on Diwali day compared to previous years. While at the state level, the noise pollution levels in the residential areas are one of the most striking – with complaints pouring in from various quarters and cops mostly at the beck and call of residents in various areas complaining of party animals or religious events in the night stealing their sleep with their loudspeakers, Jalandhar still remains only the sixth most polluted district in the state in terms of noise pollution. The amount of respirable suspended particulate matter (RSPM) saw a marginal decline compared to last year’s in all the areas of the district. In all commercial, sensitive and residential areas of the district, there has been a decline in the RSPM in the air. In commercial areas, the RSPM this year on Diwali night was 261 µg/m3, while last year it was 270 µg/m3 and in 2012 it was 294 µg/m3. In residential areas, the RSPM was 285 µg/m3 this year, while it was 305 µg/m3 last year and 285 in 2012. In sensitive areas on Diwali night, the RSPM saw a slight increase from last year with the levels reaching 201 µg/m3 this year, they were 196 µg/m3 last year and 215 µg/m3 in 2012. The levels of SO2 (sulphur dioxides) also witnessed a similar trend this year. While in commercial areas, SO2 was 20 µg/m3 this year, in 2013 they were 21 µg/m3 and in 2012 they were 24 µg/m3. In residential areas the SO2 levels in the air on Diwali day dipped by four µg/m3 compared to last year. They were 26 µg/m3 this year, 30 µg/m3 last year and at 26 µg/m3 in 2012. Meanwhile, commercial areas saw SO2 levels at 19 µg/m3 this year, 20 µg/m3 in 2013 and they were at 22 µg/m3 in 2012 on Diwali night. Oxides of Nitrogen (NOx), which are irritants especially notorious for causing problems of the brain, also saw a decrease of a couple of micrograms from the previous years. The NOx in commercial areas on Diwali night this year remained at 33 µg/m3 this year, even as they were 34 µg/m3 last year and 35 µg/m3 in 2012. In residential areas, the NOx saw a slight increase. They were recorded at 36 µg/m3 this year, a two microgram (per cubic metre) rise from last year when it was 34 µg/m3, in 2012 it was 33 µg/m3. Lastly, the sensitive areas in the city also saw a slight reduction in NOx on Diwali night this year with it being recorded at 30 µg/m3 this Diwali. Last Diwali, it was recorded to be 32 µg/m3 and in 2012 it was recorded to be 33 µg/m3. All the areas of the district also saw a substantial rise in the amount of irritants suspended in the air on Diwali compared to the pre-Diwali days this year. The increase in RSPM by 94 µg/m3 since it reached 262 µg/m3 on Diwali night compared to the 167 µg/m3 before. Meanwhile, in levels of noise pollution, Jalandhar’s residential areas were the noisiest of all the areas – the noise levels in these being recorded at 71 dB(A) Leq on Diwali night (they were 72 dB (A) Leq in 2013) in them compared to pre-Diwali noise levels of 55 dB (A) Leq. Noise levels in sensitive areas were recorded at 48 dB (A) Leq on Diwali night (they were 51 dB (A) Leq in 2013), while in commercial areas they were recorded at 65 dB (A) Leq on Diwali night (they were 66 dB (A) Leq in 2013). dB is decibel and Leq stands for equivalent continuous noise level. |

The ‘Jhande Da Geet’ play penned by Amolak Singh will be performed by over 100 participants on the occasion. Plays directed by Kewal Dhaliwal (Pulsi Raat penned by Dr Swarajvir), Shahidi Khuh Di Rachna (written by Amolak Singh), Aa Galvakri Pa Sajna ( written by Dr Sahib Singh) and Russian play Maa directed by Sangeeta Gupta will be staged on the night of November 1. On the evening of October 30, documentary film scenes from Kamagatamaru, Baba Bhakna De Bol, Hum Mazdoor Hain and Hawa Vich Mombattiyan will be screened. On the evening of October 31, plays “Jitthe Kavita Khatm Hundi Hai”, “Jail Break”, “Chann Jadon Roti Lagda Hai” by Dr Ankur Sharma, Neeraj Kaushik and Suman Lata will be staged. Singing, quiz and painting contests will be held on the first day of the event. A book fair will also be held on all three days. Marriage palaces bane for residents
Jalandhar, October 27 The residents said they had been pursuing the matter with the district administration since January last year but to no avail. With the marriage season approaching, they are looking at troubling time ahead. Tarlok Singh, a Model Town resident and convener of the Aam Aadmi Party, said he, along with the area representatives, had lodged a complaint with the then Deputy Commissioner Alaknanada Dyal against Milan Palace and Resorts and Shehnai Palace. The palaces have no parking facility of their own and the vehicles are parked on the road. They have made the life of the public a hell by violating the guidelines of the Punjab and Haryana High Court as the palaces cannot open their gates on the national highway and scheduled roads.” “The residents are bearing with around the noise pollution. DJ and speakers add to our trouble. There are senior citizens and students who are the worst hit,” Tarlok Singh said. The residents said they had lodged a complaint to DC Daljit Singh Mangat, SSP, area SHO, DGP, Chief Secretary and CM Parkash Singh Badal but no action was taken against the palaces. Deputy Commissioner DS Mangat said he would again ask the SDM concerned and police officials to do the needful. |

Inter-zonal youth festival begins at GND varsity
Amritsar, October 27 Dr Sawrajbir Singh IPS, IG, Central Industrial Security Force (CISF), was the guest of honour. Dr Jagjit Kaur, Director, Youth Welfare, welcomed the chief guest and others. Man gets 7-year jail for rape
Jalandhar, October 27 Last year, Vicky had forcibly taken a minor girl along and kept her in a house for long. He raped the girl, which was later confirmed medically. Apart from Vicky, two more persons Bharat Kumar and a woman Gudi were also arrested by the police for orchestrating criminal conspiracy. However, Bharat and Gudi were acquitted by court. The court also fined the convict Rs 9,000 and if he failed to pay the same, he will undergo one more year of imprisonment. |
