Six youths hurt in group clash
Fought over the trivial matter of choosing invitees for a religious function
Tribune News Service

Jalandhar, October 11
Six youths from two politically warring groups of the Jalandhar (North) constituency were injured in a clash over a trivial matter of choosing invitees for a religious congregation tonight, in the Kishanpura area here this afternoon.

The groups, supported by Chief Parliamentary Secretary of the BJP KD Bhandari and his archrival and former Congress minister from the same constituency Avtar Henry, first clashed in the locality and then even outside the Civil Hospital, after which a heavy posse of police was deployed there.

The point of conflict was that while the president of a religious committee, Ramesh Sabharwal, wanted to invite Congress leaders Avtar Henry, Jalandhar MP Chaudhary Santokh Singh and District Congress president Rajinder Beri, the chairman of the same committee, Ravinder Vicky, wanted to extend an invite to Bhandari. There was an exchange of arguments between the supporters of the rival groups after which an attack ensued.

As Vicky had got to invite Bhandari, the other group reportedly attempted to attack his son Mohit and friend Rahul in a shop, leaving them injured. When the supporters of the BJP group, who had come to get the injured admitted to hospital, another youth Shubham was attacked.

Minutes later, Sabharwal pointed out that Vicky and his supporters had injured his sons Sunny and Honey after a verbal duel at the meeting. He alleged that as his acquaintances were going to get his sons admitted to Civil Hospital, Vicky’s supporters damaged the Swift car owned by Chandan, a resident of the same colony. Sabharwal alleged that Chandan also got injured in the process.

SHO Division Number 3 said the incident of damaging of the car had been recorded in the CCTV which his team was checking. He said as of now, none of the groups was ready to get any counter-action initiated against one another, as they wanted the religious function to be held tonight peacefully. He, however, said that proper deployment of cops had been done in the locality to check any untoward incident.

NRIs ‘shying’ away from Punjab

Tribune News Service

Jalandhar, October 11
Senior Congress leader and Kapurthala MLA Rana Gurjeet Singh today blamed the Akali-BJP government in Punjab for its failure to win the trust and confidence of investors like big corporate houses and the NRIs.

He said that during his recent visit to some foreign countries with a potential for NRI investment, he was shocked to learn that they had no faith in the Punjab government but were willing to invest in other states like Gujarat and Madhya Pradesh.

Rana Gurjeet, who recently returned from a three week tour of the European countries, disclosed in a statement here today that the NRIs were keen to invest in Punjab but had no faith and confidence in the Punjab government that prevented them from investing here.

He said the same was the case with big corporate houses like the Ambanis, Adanis and Tatas, who were generously investing in states like Gujarat and Maharashtra but were not prepared to spend a penny in Punjab.

"So much so that even the local corporate groups from Punjab were either shifting or diversifying in states like Madhya Pradesh, Chhattisgarh and Jharkhand," he pointed out.

Rana said that there are thousands of cash-rich Punjabi NRIs who have money and interest in Punjab but no confidence in the government here. Rana Gurjit said after speaking to the Punjabi NRIs, he was shocked to learn that they were prepared to invest in other states across the country but not in Punjab as they did not trust the government here.

He asked the government to spell out as to what investment has been promised and delivered during the regular NRI summits held by Punjab government every year.

The Kapurthala MLA also referred to the investors' meet held by the Punjab government where much investment was promised but none in the manufacturing sector that actually creates jobs and moves the economy. "Not a penny of even whatever had been committed has come so far," he disclosed.

Paddy procurement
Truckers want tendering process to begin

Jalandhar, October 11
Members of the All Punjab Truck Operator Union today said that even as the procurement agencies of the state had started purchasing paddy from across nearly 2,500 mandis in the state, they were yet to float tenders for the lifting of the grain by the truckers.

Union president Happy Sandhu said online tenders were to be issued but the software made for the purpose had failed owing to the delay in the tendering work. He said the truckers had been awaiting directions for the lifting of the paddy by the managements of Pungrain, Punsup, Markfed, FCI, Punjab Agro and Punjab Warehousing Corporation but none of the agencies had so far tied up with them.

Chairman Jagtar Singh Grewal said, “When the arrival of paddy would become too much, we would be brought under pressure to get the grain lifted in a hurry. In the process, he said even illegal tractor-trolleys would be deployed, showing urgency.” He said any move of using trolleys for the purpose would be opposed as they had already knocked the door of court against such a practice of the government.

GGS Avenue
Enhancement charges likely to be raised
Tribune News Service

Jalandhar, October 11
There seems to be more trouble coming for the residents of 680 plots in Guru Gobind Singh Avenue, as the amount of enhancement charges of Rs 8,000 per marla, to be levied from each one of them, is likely to be raised further. The development comes as the Jalandhar Improvement Trust (JIT) is yet to add the interest amount to be given to the farmers who have won their compensation case in the Supreme Court (SC).

The residents of the 16-year-old 94.5 acre scheme, who are already up in arms against the JIT, have already been protesting against the Rs 8,000 per marla demand, saying that the Trust should pay the compensation to the farmers from its own funds rather than penalise the residents such a long time after the allotment.

Even as there are reports that the amount could multiply and go up three times, JIT chairman Vinay Bublani said a calculation was still being done by the staff. “We are not sure as to how many years of interest we are to add. My staff is still in the process of making any calculation. I think we would be pretty clear about the amount by Monday,” he said.

The JIT had last month got an appeal filed against the decision of excess compensation to be paid to the farmers from whom the land was acquired for the scheme, which was dismissed in the SC.

The president of the Guru Gobind Singh Avenue Welfare Society, Rajan Gupta, has been saying that he might move the court against any such decision to burden the residents at this stage.

“The Trust has earned crores of rupees by selling properties in the scheme. Now, the Trust should itself pay the compensation to the farmers from its own funds,” he maintained.

He said he had already met former JIT chairman and Local Bodies Department officials in this regard.

Auto-rickshaw drivers get uniform, ID cards

Jalandhar, October 11
In a move initiated by the traffic cops of the Jalandhar Police Commissionerate, the auto-rickshaw drivers were today told to put on their uniforms and wear ID cards around the neck while carrying passengers in the city.

ADCP (Traffic) Baljit Singh Dhillon and ACP (Traffic) Dalbir Singh Buttar said one of the auto unions - United Auto-rickshaw Union with its president Ravi Sabharwal - had agreed to their suggestion to introduce navy blue shirt as uniform, ID card and copper badges to be tied on the arms. He said the ID cards and copper badges would carry the unique serial number of each driver, union name and logo. In addition, the ID card would also bear the driver’s name and phone number, adding that the orders for making copper badges had been given and this would take some time.

The ADCP said about 130 auto-rickshaw drivers, who were part of a union, participated in today’s activity. He said he had managed to convince other unions as well who, too, would participate in the same drive in the coming days. He said he had asked the union leaders to ensure that their drivers had all the required documents for auto-rickshaw, driving licence and a permit from the Municipal Corporation (MC) for a particular route, which they would not violate.

Dhillon said the attempt had been made to ensure that there were no unauthorised auto-rickshaw drivers in the city. The passengers who commute on an auto-rickshaw can be sure about the driver’s identity. He said while 130 drivers participated today, the union had 500 registered members who, too, would get the uniforms, ID cards and copper badges in future.

Even as the traffic police had earlier made it mandatory for the auto-rickshaw drivers to put up stickers on their screens with the name of the driver, owner of the driver and phone number of the driver which the passengers could keep with themselves while sitting and report to the police in the event of any untoward incident. He said there could be any mishap like purse snatching or any document or valuable that a passenger might forget in the auto, at which the person would be able to call back the auto-driver or even inform the police.

The ADCP said while the stickers were made compulsory, the uniform had not been made mandatory. “It is just part of our own initiative to check unscrupulous elements. The unions also agreed as they, too, want to get rid of unregistered persons in their profession,” he added.

Mehr Chand only Punjab college to be selected for UK visit under exchange programme
Tribune News Service

Jalandhar, October 11
The Mehr Chand Polythechnic College has become the only college in Punjab to be selected by the British Council and Department of Technical Education, Punjab, for a reputed exchange programme. Selected under the British Council's institutional capacity building, the project shall be run under the United Kingdom India Education and Research Initiative (UKIERI).

The Hackney Community College in the United Kingdom has been selected as a training partner for the programme between the two community colleges. Notably, the project is the preliminary project of the Ministry for Human Resource Development wherein 200 colleges (Mehr Chand being one of them) in India have been selected as a pilot project.

Of these, only 72 are polytechnic colleges (the rest are UGC run) and Mehr Chand is the only Punjab College to be shortlisted under the UKIERI.

Rakesh Kumar Verma, Principal Secretary, Technical Education, Punjab and B Purushartha, Director, Technical Education, Punjab, will also be a part of the delegation visiting the UK under the project.

While a grant of Rs 31 lakh has been sanctioned by the Brtish Council for the project, Rs 21.79 lakh has already been received by the Mehr Chand Polytechnic.

Specifically, the two colleges will work jointly to provide quality training to the students working in Mehr Chand Polytechnic in the auto electrician and software development courses.

Jagroop Singh, principal, Mehr Chand Polytechnic College, said, "The two top community colleges will jointly work for the project entitled 'Community College for Skill Development in Punjab'. A team from Hackney, London, lead by Ian Ashman, principal, also visited Mehr Chand Polytechnic in May this year. Faculty exchange programme between the two will include exchange of experience and study of the latest technology as well as the new teaching methodology to benefit students from quality education."

The team from Mehr Chand shall be visiting the Hackney Community College from October 19 to October 26. After two visits, a joint research publication will also be carried and the sustainability of the project in this field shall further be explored.

  • In September 2013, an Indian team went to various countries to look into the Community College projects run at various colleges. The 200 colleges selected this year have been started as a pilot project to bring in the West's expertise in community college programmes to India. A polytechnic college from Bathinda has also been selected but it isn't under the UKIERI project.
  • While Hackney has 1,200 community courses, the community college system in the UK has been prevalent for over 40 years. In India, the concept has only been introduced four to five years ago. The project thus intends to borrow from the Western expertise and apply it to India to empower the students.
  • The community college system is different from the traditional system of education wherein education is imparted at seven levels and passouts right from the 10th standard can also opt for courses and diplomas. The education thus imparted is cost- effective. After a few years, these students can also become a part of the mainstream - which translates into inclusiveness in education and better job opportunities.

Three children bitten by stray dogs
Ashok Kaura

Phagwara, October 11
The panic created by stray dogs continued in Phagwara and its surrounding villages as three children were bitten by stray dog in Phagwara and village Hardasspur yesterday.

Though the injured Ramanpreet Kaur(17) of village Hardasspur, Vishal (12) of Satnampura, and Madhav (11) of Patel Nagar were admitted to the local Civil Hospital, child specialist Dr Punit Galhotra said non-availability of an injection of immunoglobin (meant for instant relief from dog bite), created inconvenience among the people who killed the dog. Civil Surgeon, Kapurthala, Dr Balbir Singh said though all anti-rabies injections are available in the stock, a costly injection like immunoglobin is not available easily.

It may be mentioned that panic has struck the residents of Phagwara sub-division due to the presence of stray dogs in different groups in the town including the posh locality of Hargobind Nagar. No steps could be taken either by the civil administration, Health Department, Animal Husbandry Department or the Municipal Corporation despite such repeated incidents. Municipal Commissioner Sukhwinder Paul Singh Marar said today that he has raised the issue at several state-level meetings of the department, but the Animal Husbandry Department is not co-operating and the veterinary doctors are not visiting the town despite repeated letters written to the department for early sterilisation of stray dogs.

It was learnt that more than 1,000 stray dogs are roaming in the sub-division.
