Police issue advisory on school vehicles

Deputy Commissioner of Police (DCP), Naveen Singla, today issued orders regarding school vehicles. The DCP, with power vested in him under section 144 of CrPc, stated in his orders that no school vehicle violating traffic rules would be allowed to ply on city roads as a precautionary measure.

A five-year-old child had even lost his life after falling into a manhole three years ago in Basti Peer Daad.

CRPF ex-servicemen welfare association to meet PM

The All-India Central Parliamentary Force Ex-servicemen Welfare Association is soon going to meet Prime Minister Narendra Modi to submit a list of demands for which they were making efforts for years. A state-level meeting was conducted today at the CRPF Centre in Sarai Khas to finalise the face of the meeting with the Prime Minister.

Prabhjot Kaur, a student of PG diploma in Fashion Makeover, Kanya Maha Vidyalaya, has scored 901 marks out of 1,000 to secure the 3rd position in the Guru Nanak Dev University merit list. Navdeep Kaur and Parminder Kaur of the same class bagged the 6th and the 7th positions respectively by obtaining 876/1000 and 870/1000 marks. Principal Atima Sharma congratulated the faculty and wished students good luck for the future.

No glittering welcome for this golden boy

While the whole country is busy celebrating the heroic victory of the Indian hockey team over arch rival Pakistan at the Incheon Asian Games recently, the district known as the Nursery of Indian Hockey, failed to give even a glittering welcome to Gurwinder Singh ‘Chandi’ who was part of the historic team that has registered a historic win over Pakistan after 32 long years of waiting.

Last time, India had defeated Pakistan in the 1966 Asian Games held in Thailand. Although seeming to be a little dejected over the administration's apathy, the talented striker was elated at his new-found stardom.

"It is a dream come true. Since beginning, we were determined to win the game by making our best efforts. I consider myself lucky to be part of the winning team that has registered a historic win after 32 long years of waiting at the Asian Games. This win will surely bring the hockey days back in the state,” said the elated player.

He further informed that the match was a do-or-die moment for India as it held the ticket to the Rio Olympics scheduled in 2016. "We knew that it was now or never. So we played our best in those deciding minutes," said Chandi. He informed that despite receiving serious injuries during the practice session hours before the final match, the players displayed exemplary performance in front of the world.

Gurwinder made his senior debut in the Australia 4-Nation tournament in 2008 and then went on to win the silver at the 17th Sultan Azlan Shah Cup in Ipoh, Malaysia. He scored three goals in the Australia tour in 2008, where he played all the eight matches. Gurwinder was retained as a standby for the Punjab Gold Cup in 2009. He was part of the 2009 Sultan Azlan Shah Cup as well. He makes a grand return to the senior side hockey with induction into the 2011 Azlan Shah Cup squad.

When asked about district administration's failure to give a floral welcome on his return, the player informed that though the team received a floral welcome in the national capital Delhi, Punjab seems to have lost the tradition of welcoming the players for the last few years.

Also, when Jalandhar Tribune contacted Rakesh Kaushal, the District Sports Officer, he expressed ignorance about the arrival of the golden boy in the city. Now, Chandi has set his eyes on the Champions's Trophy to be held in Bhubaneswar by the end of this year. Also, he is leaving for Delhi to attend a 10-day camp scheduled to commence from October 15 for a 10-day tour of Australia in November.

20 months on, police yet to crack Reru bank robbery case

Robbery at Punjab and Sindh Bank, Reru branch, seems to have become a defunct case for the Jalandhar Police Commissionerate as its investigation is yet to see any light of the day, for the past over 20 months.

Since the occurrence of dacoity, Jalandhar Commissionerate has seen four Police Commissioners, but no one was able to take the investigation to some logical end.

No doubt, the police have done thorough investigations to get vital lead about the robbers and conducted raids at several neighbouring states but robbery is still a tremendous challenge for the city police.

Notably, on the intervening night of January 18 and January 19, 2013, robbers had struck at the Punjab and Sind Bank, Rehru village, and decamped with valuables worth several crores after opening 40 lockers with gas-cutters. The lax security arrangements aided robbers. Besides, no CCTV camera was installed on the premises. The bank's alarm system also failed to work.

To solve the case, the police had then constituted a Special Investigation Team (SIT), comprising ADCP, Special Branch Diljinder Singh Dhillon, ADCP Crime Harpreet Singh Mander, ADCP Naresh Dogra and ACP North Balkar Singh. Interestingly, apart from ADCP Mander, who is now engaged at ADCP II here, all other officers were transferred. Even Mander was also transferred then but he has recently joined here.

Senior police officials felt that frequent transfer of police officers is one of the causes that officials couldn't concentrate on the investigation seriously. Even the post of the Deputy Commissioners of Police (DCP) has also witnessed several transfers after the occurrence of that decoity, including Sarabjit Singh, Jasprit Singh, Tulsi Ram, Rahul S and Naveen Singla.

Police probe so far

SIT then formed to crack the case had worked on various theories. No doubt, SIT had conducted serious investigation into the case, but, term it a luck of robbers or the dent into the ongoing investigation due to the frequent transfers of police officers, dacoity is yet lying untraced. Police had collected the dump of around 2000 mobiles phones which were active during the intervening night of January 18 and 19, 2013. Afterwards, police had also reportedly conducted door to door verification of the mobile numbers and after finding some doubtful phone numbers, police had also rounded up some suspects for questioning, but unfortunately police couldn't get any clue. Then raids were also conducted at neighbouring states like Himachal, Delhi, Uttarakhand and Rajasthan to inquire about the suspects, but to no avail.

When contacted ADCP (Crime), J Elanchazhian, he told The Tribune that the police was reviewing all the past crimes, be it robberies, murders or any other heinous crime, to crack the same. "All unsolved crimes are on our priority, inquiries are on to get lead," he said.

Even Police Commissioner Yurinder Singh Hayer had also said that the police was paying special attention to solve the pending burglaries and was making efforts to prevent the occurrence of such incidents in future.

Four Police Commissioners in less than a year, investigation suffers

As the dacoity was reported in January, 2013, ever since the Jalandhar police commissionerate has seen four new police commissioners, but investigation into the high-profile robbery is where it was in the past. Interestingly, two of the police commissioners were given a stint of just a little over two months.

Since the commissionerate system was introduced, Gaurav Yadav had the longest tenure of three years, six months and eight days. After Yadav's transfer on August 23, 2013, Ram Singh became the Commissioner of Police. He stayed on the post only for two months and 26 days. The next to replace him was Ishwar Singh, who remained on the post for six months and 11 days. On May 29, Ishwar was replaced with Kunwar Vijay Pratap Singh. After a stint of 70 days, Pratap was also shifted. He was replaced by Yurinder Singh Hayre, who also served as SSP rural and DCP in the Police Commissionerate in the past. "When the government keeps on transferring police officers, investigation will obviously suffer. When any officer is already conducting a probe, and he gets transferred, the new incumbent officer in their position will surely have to start the investigation from the zero level," a senior police official requesting anonymity said.

Dog bite death: BJP leader’s father arrested by police

Harkishan Singh Toor, father of BJP leader Harkirat Singh Toor, was arrested today after the pet Bull Mastiff of the leader mauled an eight-year-old to death. Notorious for having attacked various other children in the area, the leader's father became the first person in the city to have been arrested after his pet mauled someone.

While there have been various deaths owing to bites by dogs in the city previously, this is the first involving a pet.

The pressure in the case was especially built after over 2,000 people of the Ashok Vihar area thronged the streets to demand justice for the parents of the child Dikhush who was going to a religious function with other children on the locality.

Father of labourer Sanjay Paswan, Dilkhush, who had just been admitted to a local school, has two younger sisters.

Meanwhile, Harkishan Singh Toor was arrested after being booked under sections 304 and 299 of the IPC last night. He shall stay that way until October 19, the next hearing in the case.

Notably, unless the mob had reacted, probably this would have been another incident which would have gone unnoticed. While protest by residents has set a precedent in this case, this, however is not the first case where children have been mauled by animals in the city.

The incidence of death of dog bite - most of the incidents involve death due to being bitten by rabid strays — has gone up dramatically in the past some time.

In the past few months, this is the fourth or fifth incident where a person has lost his life to being bitten by a dog. In June, two children of a man were bitten by rabid dogs and about a month ago, a youth lost his life to rabies (he had been bitten by a dog about a month prior to his death), there have been other incidents where dogs have mauled small children.

Even as this is a case of being bitten by a domestic dog, it certainly adds to the count of a number of incidents which have still not spurred the administration to take any stringent measures to counter the population of stray dogs in the district.

In the absence of a government-run dog facility in the district, the district administration is currently in a dilemma over what to do with the Bull Mastiff, which is still in their custody.

Experts and NGOs have cited the total stray dog population in the city at about 20,000. The stray dog sterilisation project of the MC stopped in 2006. While sources say in all — even during the project — only a total of 500 to 600 dogs might have been sterilised, the lack of experienced hands caused the death of many. The MC also sterilised animals indiscriminately without any plan. Animals picked up from any area were brought and the right treatment and care needed after sterilisation was also not provided.

FACT FILE: The number of dog bite cases reported at the Civil Hospital is at least 20 to 30 per day. About 30 to 40 injections (including old cases - because each bite requires a schedule of three injections) are being administered daily.

Swachh Bharat Campaign yet to take off at city bus stand

Paan-stained walls, paper and plastic litter, smelly corners and dirty platforms refused to leave their mark at the city bus stand named after Shaheed-e-Azam Sardaar Bhagat Singh.

Just like the city railway station, the Swachh Bharat Campaign failed drastically to even make a mark at the city bus stand also. Add to this, the menace of beggars and auto drivers chasing visitors constantly, and the bus stand, is sure to disappoint the people visiting the city for the first time.

On The Tribune team's visit to the city bus stand on Sunday, the parking area for the buses were found to be littered with empty water bottles and canes, juice packets and even left over cigarette and bidi ‘butts’. Also, stench from toilets that have no doors, no buckets, no flush and with defunct washbasins were adding to the agony of the waiting commuters.

"Where should we throw the litter? There are no dustbins in the common area. Although, the shopkeepers have dustbins, they have installed them inside their shops only and do not allow us to use it. Also, the open garbage area near the police station is causing a lot of inconvenience to the passengers," said Amrit Bedi, a passenger. The condition of bus-stands and railway stations is a direct reflection of national attitude towards cleanliness and it seems that the public is not at all concerned about the seriousness of the 'Swachh Bharat' campaign launched by Prime Minsiter Narendra Modi to clean the country.

Although, the roads inside the bus stand were found to be little clean, the other places including the waiting, parking and shopping area was found to be littered badly by the passengers.

"Maintaining public places like the bus stand is a challenging job," says VK Sharma, senior manager from Welspun, the company operating the bus stand.

"First, there is high traffic all the time and the footfall goes up during public holidays and festival days. Unlike other places/sectors, it is difficult to follow a fixed schedule for cleaning the bus stands. The janitors have to work round-the-clock to maintain the premises. If the terminus is not clean, we are answerable not only to the government officials and press but also to the public," said Sharma. He also informed that although the company is trying its best to maintain inside the bus stand area, it will take some time to make the public aware about it.

Police issue advisory on school vehicles

Deputy Commissioner of Police (DCP), Naveen Singla, today issued orders regarding school vehicles. The DCP, with power vested in him under section 144 of CrPc, stated in his orders that no school vehicle violating traffic rules would be allowed to ply on city roads as a precautionary measure.

Under his orders, he specifically mentioned that in the jurisdiction of Police Commissionerate, all school authorities should note that no overloaded school bus, van, school auto-rickshaw would be allowed to run on city roads. Even those school vehicles which don't have any road permit would also not be allowed to ply on city roads.

All school vehicles which run on LPG without any permit would also be taken to task, the DCP’s orders makes it clear.

The orders further stated that all those school drivers, who are not trained or don't have the mandatory driving licence, are also barred from driving school vehicles. The order mentioned that school principals or school chiefs will be held responsible for implementing these orders in letter and spirit.

Master cadre moved from grade A to C
Teachers threaten agitation if not moved to former grade

The Master Cadre Union Punjab held a meeting here under state president Gurpreet Singh Riar opposing being moved from grade A to C as per a recent notification by the state government. The union threatened an agitation if the government did not take back the decision. State members and district presidents participated in huge numbers in the meeting, which was held to oppose the letter released by the personnel department to the state government on September 29 2014.

The union condemned the changes made in the classifications of various teachers categories in the state and the move to change the category of the Master cadre Union from category A to C.

The members of the union termed the changes made in the latter an attack on the status of master cadre in the state and they declared they shall be holding an agitation to oppose the move.

Demanding that the status accorded to 74 categories in the state on December 1, 2012 be re-implemented, the union members condemned the recent notification and termed it an attack on the cadre by the officials of the state.

Various leaders of the union while speaking on the occasion issued warnings to the government said the government had upset the peace of the cadre by playing with the former status of the union that it had gotten after a lot of struggle previously as well.

They demanded the master cadre be allowed to remain a part of the Rs 5,000 grade pay category A status failing which the teachers of the cadre will be forced to take to take to the streets against the decision.

The union demanded that the letter be taken back by the government otherwise the union along with other affected teacher categories shall hold a meeting in Jalandhar to map out the course of their future agitation on the issue.

The union said it will keep taking up the issue on district and later state level meets and agitations until the government relents.

Washington Singh (general secretary), Baldev Singh Buttar, Jagjit Singh Ludhiana among others were part of the meeting held at the Ambedkar Bhawan here today.

Better jalandhar: Problem of OPEN MANHOLES — I
MC turns a blind eye to open manholes, a lurking danger

Lax attitude of the Municipal Corporation authorities in dealing with the frequent incidents of children falling into open manholes is perhaps leading to aggravation of the situation. While two children had fallen into open manholes in the recent past in the city, they were miraculously saved by the timely help offered by the onlookers. A five-year-old child had even lost his life after falling into a manhole three years ago in Basti Peer Daad.

However, in none of the cases, the Municipal Corporation has got an FIR lodged against the erring staff or contractors. The issue is left to settle down till another tragedy shakes them up all over again.

Each time such an incident happens, the O&M staff of the MC expedites its patrolling in different areas led by its JEs and SDOs, pulling up contractors and ordering an inquiry only to forget it later.

None of the contractors who have got the Rs 3.5 lakh maintenance contract in each ward have ever been blacklisted and officials also tend to pass the buck down to the lowest rank staff, including sewermen, for the mishap.

There is a complaint regarding open manholes received at the MC complaint centre almost every other day from various colonies. Even today, the Tribune team could find an open manhole by the roadside of the busy Sodal Road.

Five-yr-old boy dies in November 2011

A five-year-old Nepalese child, Sagar, had died after falling into an open manhole at the Kutcha Kot locality on the Basti Peer Dad road here on November 25, 2011.

The child was walking past the manhole with his parents and siblings after visiting a durgah, when he accidentally fell into it. Since it was dark around 7 pm, the child failed to notice the uncovered manhole and fell into it. Fire tenders and sewermen were pressed into service. Enraged residents started a protest at the site.

A sewerman finally managed to fish out the boy's body but he was declared brought dead at the Civil Hospital. Chief Vigilance Officer (CVO) had held an inquiry. While the MC paid ex-gratia to the family, no heads rolled.

The CVO had then suggested preventive measures — the MC will start zone-wise patrolling in different areas of the city to ensure that no manhole is left uncovered and the civic body will circulate phone numbers of all junior engineers and SDOs of the eight zones and even the SE of the O&M wing so that residents can inform about the missing or broken manholes. But all actions were confined to papers.

Action only in name

Deputy Mayor Arvinder Kaur Oberoi said he would not let the issue die an easy death. "I will ensure strictest action against the contractor for not paying any heed despite my repeated warnings. When the incident happened in my area in Sheikhan Bazaar, I had asked the JE concerned to lodge a complaint against the contractor at police station Division Number 4, which he did. No FIR has been lodged and I have learnt that the contractor has been putting pressure on the staff to withdraw the complaint. But I won’t let it happen," he said.

Oberoi said he had summoned the contractor and the JE to get a new cover for the broken manhole, a day before.

"They came and the JE asked the contractor to get the cover from him. I kept calling the contractor till the next morning. He ignored my warnings and the boy fell the same day. It was by sheer chance that a passerby gave the trapped child a rod and the child being a teenager did not slip in too deep. Anything could have happened. I have seen a child dying after falling in an open manhole in Urban Estate six-seven years ago. I cannot forget the scene when his body was fished out," he said. "I will definitely shake up the officers all over again when the MC office opens on coming Tuesday", he added.

MC Commissioner Manpreet Singh Chattwal had also ordered an inquiry to the SE (O&M) and SE (B&R) but the outcome has yet not been reported.

Vehicles damaged

On September 15, an Alto car got badly damaged as it bumped on an uneven road, adjoining a manhole near Narinder Cinema on Monday afternoon. The front windowpane of the car was completely smashed.

On September 29, a huge truck that had come, perhaps, to supply cement at the Civil Hospital got stuck on the road in the Shaheed Udham Singh Nagar locality for over 24 hours.

The truck, weighing 40 tonnes, usually meant for ferrying goods to warehouses and godowns, caused the manhole cover to cave in.

A tyre of the truck sunk into it. It was after a huge crane was pressed into service that the tyre was taken out the next afternoon.

RECENT INCIDENTS

September 14: A 13-year-old boy fell into an open manhole in Sheikhan Bazaar market but was pulled out timely by the onlookers. The victim, Chetan Kalyan, of Ali Mohalla was the son of the MCJ Drivers Union president Arun Kalyan. The road of the market had been lying dug up then and the manhole there, too, had been lying uncovered when the boy passing by slipped into it. He had gone to fetch some articles from the market for home. The child was immediately passed on a rod, to which he clung and was pulled out.

August 1: A 10-year-boy had fallen in an open manhole at Sheetal Nagar. The child was taken out of the 25-foot-deep sewer line as it was yet to be connected with the main line and there was no sullage flowing through it. The boy had fallen while playing with his friends in the area and had even suffered minor injuries.

What councillors say

No JE and SDO should be spared for such a negligent attitude. FIRs must be lodged against them and the contractors so that it becomes a lesson for the other staff as they would see their colleagues running around for 10 years for fighting the case. It is the people who approach us for a broken manhole and we try to get the covers fitted in shortest possible time. Otherwise, no employee has ever paid heed. No patrolling is done. None bothers to attend to the complaints registered through the complaint cell. — Sushil Rinku

There is so much risk involved in open manhole. Whenever I find one or anyone complains to me about a broken manhole, I make sure that the cover is replaced within an hour or so. Earlier, there used to be iron covers but these would often get stolen. Now they have cement covers. And these get broken whenever a heavy vehicle passes over them or there is a problem in levelling of the road around the manhole. — Reena Kaur

“The NRIs, since long, are contributing to the development of the state. Some of them have already created world-class sports infrastructure in many villages. Now, many of them have shown interest in improving the education infrastructure of the state, and have asked us to send them proposals for the same. We have written to the state Education Department showing the willingness of our members in adopting various government educational institutes, including newly built 11 Adarsh Schools,” said Jasveer Singh Gill, president NRI Sabha Punjab.

“As the first step, the sabha has recognised the efforts of the teachers and has organised the felicitation ceremony for them, for the first time, on the International Teacher’s Day,” added Jasveer.

Lauding the efforts of the sabha, the teachers slammed the state government for ignoring them for the last many years.

“Despite the state having more than 400 national awardee teachers, the department has no data pertaining to them. We have been demanding to put our details on the department’s website, but in the absence of any data, the authorities concerned are unable to do so,” said one of the teachers from Patiala. “Though it’s International Teacher’s Day today, the department has failed to hold any felicitation ceremony for the teachers in the state,” the teacher said.

CRPF ex-servicemen welfare association to meet PM

The All-India Central Parliamentary Force Ex-servicemen Welfare Association is soon going to meet Prime Minister Narendra Modi to submit a list of demands for which they were making efforts for years. A state-level meeting was conducted today at the CRPF Centre in Sarai Khas to finalise the face of the meeting with the Prime Minister.

Surinder Singh Kandi, state president of the CRPF Ex-Men Welfare Association said, “The association has been fighting for their demands for the last many years. The central body of the association is likely to meet the Prime Minister within a week and submit a memorandum of demands in this regards. One member each from the state-level bodies will also accompany the delegation of central body.”

Kandi said their demands included one rank pension scheme to the pensioners of the CRPF, empanelment of various local hospitals with the CGHS for specialised cashless treatment, CGHS facilities should be provided in all states, exemption of the payment of the VAT/sales tax at the Central Police Canteen (CPC), exemption for paying property tax to the CRPF personnel (serving or retired), increase in recruitment quota in various states, reservation of seats in educational institutions for the wards of the CRPF personnel, first priority appointment for the dependent of personnel killed in action, special fast track court facilities for the settlement of court cases of the CRPF men and full pension to the widows of ex-servicemen like it is done in the Army.

PG diploma results

Prabhjot Kaur, a student of PG diploma in Fashion Makeover, Kanya Maha Vidyalaya, has scored 901 marks out of 1,000 to secure the 3rd position in the Guru Nanak Dev University merit list. Navdeep Kaur and Parminder Kaur of the same class bagged the 6th and the 7th positions respectively by obtaining 876/1000 and 870/1000 marks. Principal Atima Sharma congratulated the faculty and wished students good luck for the future.

Analytical techniques

A week-long workshop on ‘Analytical Techniques for Research’ organised by the Department of Commerce of Apeejay College of Fine Arts, in collaboration with the Global Network of Business Research (GNBR) concluded here on Sunday. The workshop was attended by 42 delegates hailing from different colleges of the region. The aim of the workshop was to teach the researchers various techniques of research analysis through conceptual and hands on training and close interface with the latest research-based softwares. Principal Dr Sucharita said education was not only concerned with imparting information, it should channelise the energy of the students in the right direction. Dr Ravinder Vinayak, Dean, Academic, MDU, Rohtak, was the chief guest at the valedictory function.
