Transport details given
234 schools in dist have so far given details to edu dept

Every time an accident happens here, the administration sits up and begins doing the work which had been lying pending for ages. A few months down the line, things are forgotten. For a change, the administration has pursued a task all the way through in this instance.

The district education department has submitted the complete details of all the schools which arrived with it after a schoolboy was crushed beneath his own school bus in the city about two months ago.

While there are over 1,400 schools in the district (counting government schools as well), the transport details of about 234 schools have arrived with the district education department so far, all of which have been submitted to the district transport department.

While these are all big schools which have a big fleet of buses and other transport, the details are yet to include the account of small schools or those without any transport – who have a number of students travelling via public or private transport not owned by the school.

Talking to The Tribune, district guidance councillor Surjit Lal said, “The details hitherto collected are pretty substantial and shall throw light on the kind of arrangements available at schools. The education department has submitted the details to the DTO office. For our part, we are now holding various sessions and spreading awareness among students through assemblies and seminars.”

“The DTO office shall shortly begin training sessions wherein one driver of various schools will be called to a single session and then all the drivers will be trained turn by turn,” he added.

Speaking about whether any school with improper licences, vehicles or drivers lacking proper licences has been found in the list available with the department so far, Lal said, “The transport department is going through all these details and we believe soon the findings shall be revealed.”

Meanwhile, the transport department also confirmed that the transport details were being looked into.

District Transport Officer RP Singh said, “We have received the details of most of the schools and the administration is very serious about nailing any offenders as far as school vehicles are concerned. After the aggressive drive carried out by the department recently, schools have become much more serious about using and maintaining proper transport. We had challaned as many as 25 school buses.”

Speaking about whether any violations have been found in the transport list being submitted to them by the education department, the DTO said, “We are still looking at the lists. Due to the auto challaning drives in full swing right now, a comprehensive study of the school transport details haven’t been made so far. But once this is over, school transport shall be the first thing we will be looking into by the first week of October. The culprits won’t be spared and all details will be scrutinised.”

Speaking on the schools which have been left out of the list’s ambit so far, the DTO said, “The responsibility of all students travelling from schools lies on school principals. They have to ensure that the students use safe transport. The administration is very clear about that. Once the auto drive is over, school transport shall be on agenda and even as compliance has already improved, we hope it will get better. We shall also be laying nakas in various parts in the city as well.”

  • Undertaking not to ply any school vehicles during school timings

  • Undertaking that if any other vehicle is being used, responsibility will lie with school

F&CC meeting of MC postponed to October 7

The Finance and Contracts Committee (F&CC) meeting of the Municipal Corporation (MC), which was to be held today, was postponed at the eleventh hour, with Mayor Sunil Jyoti announcing that he had to rush to Meerut for a personal family matter.

With the mayor facing a lot of confrontation from not just the opposition but also from within the ruling alliance, the possibility of a smooth conduct of the meeting was already ruled out.

As the Mayor had begun the “Swachh Bharat” campaign in front of his office two days ago, over 300 Congress leaders and workers at the spot had confronted him strongly, holding him responsible for making the city from bad to worse.

He and Senior Deputy Mayor Kamaljit Singh Bhatia had already got involved in a verbal duel sometime back in the office during a pre-F&CC meeting.

Bhatia has been openly accusing him of shielding corrupt officials and not taking any action against them. He has even taken the matter pertaining to an alleged Rs 13-crore scam in the patchwork of roads with the Vigilance Bureau.

More recently, even the MLAs had started expressing their dissatisfaction with the working of the Mayor. Jalandhar (Central) legislator and former Local Bodies Minister Manoranjan Kalia and Cabinet Minister Bhagat Chunni Lal have been saying that the Mayor had not been allocating an equal amount for funds for development in all constituencies.

They have been alleging that the Mayor had been diverting more funds for Jalandhar (North), represented by KD Bhandari.

The Mayor is said to have yesterday even visited Kalia and Chunni Lal to placate them, taking their view-point and giving his side of the story, but the talks have so far not helped him improve his situation, after which the Mayor, perhaps, decided to put off the meeting for the time-being.

The Mayor’s staff said the meeting had now been scheduled for October 7.

Modi’s announcements in New York enthuse NRIs

The sops for the Indian diaspora announced by Prime Minister Narendra Modi at Madison Square in New York city yesterday have come as a big reprieve for the huge NRI community from the region, who have said that they were pleasantly surprised to hear that their long-pending demands were being considered on a priority basis.

The announcements like the merging of the persons of Indian origin (PIOs) with the overseas citizenship of India (OCIs), issuing life-time visas to PIOs, relaxation from visiting nearby police stations in the event of more than 180 days of their stay and even the relaxation of restrictions to the foreign national spouses of the OCIs have been the most sought-after demands of the expats and their families staying back here.

Chairman of the NRI Sabha Jasvir Singh Gill said he had been putting up these demands before the Central Government in writing for long so that the people who had moved from here could connect back with their country. He said it were such restrictions only which had been stopping the NRIs from making any investments in India.

Gill, however, said that there still was some ambiguity on who all could get life-time visa. “It may be only for those with nativity certificate, getting which is already a Herculean task. Most of these people cannot submit the long check-list of documents which are required for getting the certificate We are also demanding that there should be no visa fee levied from these people as they are just returning to their own homeland,” he said.

NRI Sabha member Pritam Singh Narangpuri, too, said, “The announcements made by the PM have gone down very well with the Indian community settled across the world. The efforts will boost the dissociated younger generation of the NRIs to reconnect with the land from where their parents and grandparents hailed. It will also encourage investment. Another step that needs to be taken at this stage is removing another glitch imposed by the RBI regarding the denial of the purchase of land for agriculture purpose to the NRIs. The NRIs are allowed to purchase land for setting up an industrial plant under the FDI, but cannot set up an agricultural farm here.”

Former NRI Sabha chairman Kamaljit Singh Hayre, too, expressed much excitement at Modi’s statements. “Punjab had been trying to woo the NRIs by launching various schemes, including those in 25:75 partnership between NRIs and the government, but there has been hardly any applicant for the past two years. With promises of red tape and bureaucratic hurdles going, there is a hope for a better response from them in future. Things, however, will be clear only when the government issues notifications with regard to these announcements,” he said.

BSF IG releases book on ‘Challenges to Internal Security of India’

BSF Inspector General, Punjab Frontier, Ashok Kumar today released his book called 'Challenges to Internal Security of India' at the BSF headquarters here. When asked what factors drove him to write a book on this issue, the IG replied, "The idea of writing this book came to my mind when some aspirants appearing for the civil services examination approached me for guidance regarding the topics on internal security and disaster management in the new syllabus framed by the UPSC for the main examination. When I saw the syllabus, I realised that it may be quite cumbersome for someone who has not dealt with the topic at all."

The IG further reiterated that the syllabus covers not only the important aspects of the emerging challenges of internal security that India faces today, but also uses a highly technical language.

One needs to have a deep understanding of the complex issues related to national security to get a grip on the syllabus, Ashok Kumar added.

He further said that when he discussed the syllabus with these young aspirants, he was surprised about the perception they had about the new syllabus. "I found that the syllabus had not been interpreted in proper perspective by the aspirants and many a time, the focus was diverted from the real issues. This motivated me to write this book to help the young aspirants, so that they would not be misguided by the various coaching institutes and would also be spared the trouble of spending hours surfing the internet," he informed.

"I am sure this book will not only help the UPSC aspirants in their general studies paper of the main examination but also in the essay paper as it will give a clear insight into the issues so that the candidates can plan and organize their essays related to such topics in a better way," he revealed.

Saying that the book will be useful even for the general public, IG Ashok Kumar said, "The country is facing challenges to its internal security on various fronts. I have a strong belief that the country's development process is hindered by these obstacles to internal security. Therefore, it is in the interest of everyone that we should be aware of all these threats from various corners, whether it is terrorism, naxalism, communalism or the new threat of cyber warfare."

Vehicles sans HSRPs not to be challaned

Clearing the confusion over the issuing of challans to the vehicles without the high security registration plates (HSRPs), Assistant Commissioner Police, (ACP), Traffic, Dalbir Singh Buttar, said no such directions had been issued as yet by the District Transport Office.

Speaking to Jalandhar Tribune, the ACP, Traffic, said they had not received any such verbal or non-verbal directions to issue challans to the vehicles that had not got HSRPs yet.

He said a meeting in this regard had already taken place on September 18 between the DTO and the traffic police, where it was decided that challans would not be issued to such vehicles until directions were be issued by the DTO.

There has been confusion among residents that the traffic police had started issuing challans to vehicles with no HSRPs with them. Some news reports had suggested in the recent past that the process to issue challan to such vehicles had started.

Arjun Singh Angral, zonal operations manager, Agros Impex (I) Private Limited, the company that has the contract to install HSRPs, said there were around 7.5 lakh vehicles in Jalandhar and around 2.25 lakh vehicles out these had been installed with HSRPs so far. The rest were yet to get the same installed.

He said to help district residents in installing the HSRPs, the District Transport Office had set up payment counters and fitment centres at all sub-divisions in Jalandhar.

Former Chief of Army Staff and union minister Gen (retd) VK Singh today told the students of Lovely Professional University (LPU) that the image of India being a NATO country --- No Action, Talk Only country, is set to change with Prime Minister Narendra Modi meaning business wherever he is visiting.

In fact, almost the entire speech and conversation with the students that ensued during the lecture series, 'Seminar on role of youth in nation development' hovered around NaMo.

Replying to a query on the foreign policy of the country, Gen Singh said the scenario is set to change. "Our PM has been going around and trying to strengthen India's relationship with the neighbouring countries. India has reaffirmed its relationship with Nepal and Bangladesh. Modi has been making efforts to foster ties with China. He has extended a hand to Pakistan as well though it is a different matter that Pak accepts that hand or not," Singh said.

Singh, who is the Minister of State for Development of North East and External Affairs, laid stress on the fact that India had 65 per cent youth population below 35 years of age which could bring about a big change in the scenario. He urged the students to come forward and play an active part in politics and change the lives of the citizens for the better.

The former Army chief said all plans in the armed forces, including the rescue of flood victims in Uttarakhand and Kashmir valley, were executed meticulously primarily because everyone pitched in without bothering about the caste, creed, religion or any other differences.

As Singh was saying this, a student got up to ask as to why the reservation system in India was based on caste system even 67 years after independence and why the country was yet to switch over to reservation on economic basis. To this, Gen Singh replied, "That is why I said that we need people like you to take an active part in politics."

An awareness campaign must be launched to educate the people about the benefits of walking, they said. They also blamed the Jalandhar Municipal Corporation (JMC) for failing to provide a healthy environment to the pedestrians. Something constructive really needs to be done in this regard, they added.

Cover roadsides with trees

Pedestrians seem to have lost their identity in the city. There is no place in any market for them to walk. They are forced to walk on the roads that sometimes lead to fatal accidents. The footpaths are either illegally occupied by the shopkeepers or the vendors. The JMC must enforce law and order strictly, without any show of bias. I think the local body is not serious about providing a healthy environment to the pedestrians in the city. Footpaths should be made available for the pedestrians to provide them with some respite. Apart from this, roadsides should be covered with shady trees.

Follow Chandigarh pattern

Like in Chandigarh which is a planned city, the JMC must provide similar facilities to the pedestrians. I have seen many other big cities where the pedestrians have a separate place to walk. It not only keeps them fit but also reduces carbon emission and traffic commotion. However, in Jalandhar, the footpaths are occupied by the vendors, shopkeepers and garbage whereas the roads are occupied by the reckless drivers. There is a clear fault in the working and planning of the JMC. No doubt the roads have been widened and elevators have been installed. Yet the pedestrians are forced to walk on the road. The authorities concerned must plan something to provide a place to the pedestrians.

Launch proper campaign

I have heard that pedestrians are given priority in the West. In many countries, the scenario is such that drivers stop their cars to let the pedestrians go first. Yet in cities like Jalandhar, there is no such respect for the pedestrians. The pedestrians are considered to be second class citizens. Other than this, it has become a status symbol to use cars and motorbikes even for travelling short distances. I believe a proper campaign should be launch to educate the people about the benefits of walking and to encourage the pedestrians. Besides, the authorities concerned must provide a healthy environment to the pedestrians.

NGOs must come forward

Jalandhar is one of the most crowded cities in India where there is least respect for the pedestrians. I have not seen any road in the city where zebra crossing or pedestrian crossing is provided. Apart from this, footpaths have been terribly encroached upon. I think it is a badly planned city of Punjab. The local body must do something to ensure the safety of pedestrians since most accident victims are those who walk on the road. Apart from this, the people must understand what their rights and responsibilities are. They must also start raising their voice to get what they deserve. Some NGOs must come forward to launch an awareness campaign in this regard.

Construct zebra crossings

There is apparently no room for pedestrians in the city. I always have an awful experience while walking on the road. The footpaths are terribly encroached upon by the vendors and shopkeepers. The pedestrians are forced to walk on the road among the irresponsible drivers. The government must do something to ensure the safety of the pedestrians. The local body seems to have failed to provide a place to the pedestrians. They must act strictly to get the footpaths cleared. Zebra crossings and pedestrian crossings must also be constructed.

Remove encroachments

The Jalandhar Municipal Corporation (JMC) has failed to remove illegal encroachments by the street vendors and their extended shops. I have raised the issue with Deputy Chief Minister, Sukhbir Singh Badal. I have raised the issue in the House several times. Unfortunately, nothing has been done so far. Shopkeepers must understand their moral responsibilities and remove their stuff from the footpath. People have been dying in accidents as they are unable to use the footpath. Apart from this, a proper campaign needs to be initiated to make the people aware of the benefits of walking. I will raise the issue in the House and launch a campaign to encourage the pedestrians. The situation is really awful for the pedestrians and needs to be improved.

JEWELLER’S MURDER

ACP Avneet Kondal said the police had also nabbed another accused Jaspal Singh, alias Raju. He was arrested on a tip-off by the police. “One remaining accused Rakesh Kumar, alias Tony, has still been escaping arrest and police teams have been conducting raids at the suspected hideouts of the accused.

The body of Vinod Kumar, alias Vicky, son of Ashok Kumar, a resident of Mahindru Mohalla, was recovered from the open ground of Old Central Mill on the Railway Road yesterday. The victim, who was a BJP secretary of Ward No. 27, was reportedly close to Chief Parliamentary Secretary K D Bhandari.

The police said Vicky, along with RPF jawan Jasmel Singh, deployed at the city railway station, Rakesh Kumar, alias Tony of Makhdumpura, and Raju, was gambling on platform No. 1. They reportedly had a fight over some issue during the play. Vicky left the game in a haste, while others started following him. After they cornered Vicky on the Railway Road, they slit his throat and he died, the police added.

Tourism Day

Week-long celebrations of Tourism Day were held at the CT Institute of Hotel Management (CTIHM), Maqsudan campus. Destination selling contest of various places of tourism importance was organised. Jonathan from Mizoram bagged the first prize. Students were seen wearing dresses of different states.The last day of the event was marked by pledge taking for being a responsible tourist and other cultural activities. Rohit Sarin, principal, CTIHM said the flow of tourists was increasing every year in the country and by 2025 the country will have 10 per cent increase in the flow of tourists.

National group song competition

Eight students of Emm Aar International School participated in the National Group Song Competition which was held on Sunday. The event was conducted by Bharat Vikas Parishad. It was prepared by Ashish Sahota and accompanied by Monika Sharma. Emm Aar International School’s student got 2nd position in National group song and 3rd position in Sanskriti National group song. Chairman Sarav Mohan Tandon, Director Simmi Tandon, Principal Navdeep Vashista and vice-principal Rakesh Chandel congratulated the students.

Freshers’ party

Innocent Hearts Group Institutions organised a freshers’ party “Aagman-2014” at Loharan Campus. There was cultural depiction of various folk dances including Punjabi , Himachali and Rajasthani and solo performances on baby doll. The memorable performance was modelling on ‘Barbie girl’ and ‘bhangra’ performed by freshers and old students. Baljinder was selected Mr Fresher and Anjubala was selected Ms Fresher. Vishwas and Harshsharma were adjudged Mr Talented and Ms Talented. Sahil and Jasdeep got the title of Mr Handsome and Ms Charming . Dr Anup Bowry, secretary, Bowry Memorial Educational and Medical Trust, welcomed the students and said a good start signifies a great end. He also wished good luck to students.

Zonal youth festival

Ramgarhia College of Education, Phagwara, won the overall second runners-up trophy in the Zonal Youth Festival held at GND University, Amritsar. About 25 teams from various colleges of education affiliated to the GNDU participated in the festival. Bharpur Singh Bhogal, chairman-cum-president, Ramgarhia Educational Council, congratulated the principal Surinder Jit Kaur, the staff and students of the college for their hard work. Manpreet Kaur Bhogal, principal, Ramgarhia Girls Senior Secondary School, Dr Vyoma Bhogal Dhatt, Director, Ramgarhia Educational Institutions, executive members, Pritpal Singh Bhogal and Gurpal Singh Chana also graced the occasion. — TNS
