Heavy rain keeps state on high alert
Dehradun, July 28 The Char Dham Yatra has been temporarily suspended as moderate to heavy rain continued to lash different parts of the state. The incessant rain has triggered landslides along the Char Dham Yatra route. Among the worst-affected districts along the Char Dham Yatra route are Uttarkashi, Chamoli, Pauri and Champawat. The Meteorological Department has forecasted light to moderate rain or thunderstorm at different places in the state. Heavy rain is forecasted at isolated places in Uttarkashi, Dehradun, Pauri, Nainital, Pithoragarh and Champawat districts. The district administration has temporarily suspended the Kedarnath yatra till July 29. The pilgrimage to Gangotri, Yamunotri and Badrinath is badly affected due to landslides at different locations in Chamoli, Rudraprayag and Uttarkashi districts, respectively. Rivers flowing near the danger mark include Mandakini, Pindar, Bhagirathi and Alakananda. The trend of Alaknanda and Mandakini at Rudraprayag, Pindar at Karanprayag and Nandkeshri and Ganga at Haridwar is rising. The administration has already urged villagers to evacuate and shift to safer places. The incessant rain has triggered landslides and mudslides in Rudraprayag district. The Rishikesh-Kedarnath national highway (NH-108) is blocked, but small four-wheelers continue to ply on the road. The Srinagar-Khankara and Guptkashi- Kalimath routes are open to traffic. Jakholi, Ukhimath and Rudraprayag have recorded 5.5 mm, 38.75 mm and 0.4 mm rain, respectively. The vehicular movement is halted due to landslides triggered between Pagalnala and Patalganga on the Rishikesh-Badrinath national highway (NH-58) in Chamoli district. The Chamoli-Karanprayag-Tharali route and the Karanprayag-Gawaldham national highway at Narayanbagad are blocked due to landslides. Officials of the district administration informed that around 30 routes were blocked as rain triggered landslides at different areas in the district. Uttarkashi, Bhatwadi, Mori, Dunda recorded 36.04 mm, 15 mm, 68mm and 55 mm rain, respectively. The water level of Bhagirathi was 1,120.76 metre against the danger mark of 1,123 metre. The Rishikesh-Gangotri national highway (NH-108) is blocked at different locations at Netala, Ongi, Bishanpur, Malla, Chattedi and Gangnani. As many as 66 pilgrims visited the Gangotri shrine while 44 visited the Yamnotri shrine today. About 45 routes are blocked at Champawat and 37 at Pauri districts, respectively. A total of 16 routes each are reportedly blocked at Almora and Nainital districts. The meteorological department forecasted light to moderate rain or thunderstorm at many places in the state while heavy rain at isolated places in Uttarkashi, Dehradun, Pauri, Nainital, Pithoragarh and Champawat districts. Sufficient rain brightens chances of record paddy production
Pithoragarh, July 28 According to Agriculture Department sources in Udham Singh Nagar, due to the transplantation of seedlings in time and timely rains in the Terai region, which is considered as the rice bowl of the state, the paddy production is likely to be 10 per cent more than that last year. “Of the targeted 96,000 hectares under paddy transplantation this year, we have tilled over 94,000 hectares till date. The remaining targeted area is likely to be completed in a few days and the crop will be free from diseases, as sufficient rains are pouring in these days,” said PK Singh, District Agriculture Officer, Udham Singh Nagar. According to information provided by district agriculture officers of hill districts of Pithoragah, Champawat, Bageshwar and Almora districts, the targeted paddy transplantation has been completed in these districts as sufficient rains have given suitable time for paddy transplantation this year. “We are confident of maintaining last year’s paddy production of 9,560 metric tonnes in the district, as the rains have come in time in the district this year too,” said AK Upadhyaya, Chier Agricultural Officer of Champawat district. In Bhabar region of Nainital district, paddy sowing has been completed in the targeted 11,000 hectares,out of which, transplantation of paddy seedlings have been completed in over 3,000 hectares in the Bhabar region of the district. “We have three main paddy growing regions of Haldwani, Ramnagar and Kotabagh, in the district, where the paddy transplantation has been completed in time this year,”’ said Ajay Kumar, Chief Agriculture Officer of Nainital district. According to agriculture officers of Pithoragarh and Bageshwar districts, these districts are bound to grow 10 per cent more paddy this year, as the paddy transplantation has been completed in mid July, which is an appropriate time for the work. “In time rains in these districts have made this possible as the crop of paddy requires sufficient water,” said Dr RK

Heavy security to ensure peaceful Eid
Haridwar, July 28 Apart from heavy deployment of police personnel and paramilitary forces, the administration is taking help of Muslim clerics and prominent citizens to ensure antisocial elements do not take advantage of the Saharanpur riots. District magistrate D Senthyl Pendiyan,SSP Sadanand Datte,SP City Surjeet Singh Pawar, CO Sadar Rajesh Bhatt, CO City Chandra Mohan Singh Negi and City Magistrate KK Mishra are monitoring the situation closely. City Magistrate KK Mishra inspected security and other arrangements at the main road mosque along with Jwalapur Kotwali in charge Dhirendra Singh Rawat. A directive of removing encroachment has also been given by Mishra to police administration to ensure additional space for gathering of namazis in and around the mosque. Meanwhile, owing to Eid-Ul-Fitr sharp rise in milk price is being witnessed in the district. Per litre price of milk touched Rs 50-80 at various dairy outlets, while there was shortage of processed packed milk too. Many dairy owners closed their establishments in the city periphery as supply of milk got affected from rural areas of Roorkee, Lakshar, Roshanabad and Jwalapur as majority of milk suppliers are from the Muslim community. A dairy outlet manager at Chandra Charya square said that as milk supply has been affected due to milk providers themselves being busy in the festival of Eid, they have decided to close shop tomorrow. At Jwalapur, owing to prior booking, milk prices spiralled, as majority of the Eid dishes are made of milk and today due being third Monday of the auspicious Sawan month of Hindu calendar, there was acute shortage of milk and curd. Many consumers were seen bringing milk from far away villages and Gujjar colonies falling in RajaJi National Park and Haridwar forest division. Tanveer Ali, resident of Jwalapur, said that milk prices have touched an all time high as demand is quite high in comparison to supply. But still people are buying milk in the price bracket of Rs 50-80 per litre,as without milk Eid is incomplete. Congress leads over BJP in block pramukh poll
Dehradun, July 28 The elections were held in 89 blocks of 12 districts under the three tier panchayati raj. In Pithoragarh results could not be announced in one block after a tie. However, the BJP leadership is claiming that around 48 block pramukhs supported by the party have been elected, while the Congress is claiming around 61 plock pramukhs owing allegiance to the party having been elected. This would take the number of blocks to 109, whereas there are only 89 blocks. On the other hand ground reports suggest the Congress has far greater number of seats than the BJP. In Dehradun district out of the six posts of block pramukhs BJP managed to win 2, Congress 4. In Pithoragarh district out of a total of seven posts, BJP won 2, Congress 4, Independent 1. In Rudraprayag out of a total of 3 seats, Congress won 2, BJP 0 Independent 1. In Chamoli out of a total of 9 posts , Congress won 5, BJP 2 , others 2. Pithoragarh, July 28 In western districts of Kumaon region, Udham Singh Nagar and Nainital, the Congress wrested 6 out of 7 posts of Block Pramukh in Udham Singh Nagar district and 6 out of 9 seats of Block Pramukh in Nainital district. “While the Congress won the poll in Haldwani block from the BJP in Nainital district, making it a victory over the BJP in two-thirds of the seats, the latter retained the Gadarpur Block Pramukh seat, where BJP candidate Sarvjit Kaur won the election for Block Pramukh in Udham Singh Nagar district,” said Mohan Rajput, a journalist based in Rudrapur. In four hill districts of the region, the BJP made it in Champawat district where its candidates forged ahead in three blocks of Barakot, Champawat and Lohaghat. The Congress could make it only in Pati seat, where relative of Congress strongman in Pati, Laxman Singh Lamgaria’s relative, won the post. “It is gain for the BJP in Champawat as it had only one seat in the last tenure of the panchayats,” said Dinesh Pandey, a social worker and journalist in Champawat district headquarters. In Pithoragarh district, where the Congress seems to holds sway as the Chief Minister won from one of the Assembly seats a few days ago, it remained victorious only in four seats in eight blocks of the district. “The Congress wrested the lead in Munsiyari and Kanlichina from the BJP, while it lost out on the Block Pramukh’s post of headquarter block of Bin to the BJP,” said Mahendra Lunthi. He said the Congress won the Block Pramukh posts of Munsiyari, Dharchula, Kanalichina and Berinag blocks while it lost in Bin, Didihat Gangolihat and Moonakot seats. In Almora district, the Congress won in 7 blocks out of 11 in the district while the BJP made it in Hawalbagh, Dwarahat and Bhikiasain blocks, all considered Congress strongholds till the last elections. The poll in Bageshwar district also saw the Congress winning as out of three blocks in the district, the Congress won in two seats. “While the Congress gained in Bageshwar and Garur blocks, it lost to the BJP in Kapkot block, from where the Congress has its MLA,” said Ghansyam Joshi, a journalist based in Bageshwar.

CM: Govt committed to providing rations, health cover
Dehradun, July 28 “In consultation with my Cabinet colleagues and the party chief, we will prepare a road map for achieving these three goals. Restoration work after the 2013 natural disaster will continue to be our priority,” said Harish Rawat while talking to mediapersons after the taking the oath of the office of the MLA. He reiterated his government’s commitment to cover the remaining beneficiaries not covered under the Food Security Act through the state scheme already announced. Admitting that the scheme was facing problems since its launch this month, the Chief Minister said besides issuing instructions to the District Magistrates concerned, to keep an eye on the distribution of ration cards and ration, a team of ministers, too, would be assigned the task of examining the implementation of the scheme and come up with suggestions. Stressing on the need to provide minimum health cover to the residents of the state, Rawat said he was working out a plan in consultation with the minister concerned, “We are aiming to provide minimum health insurance cover of Rs 30,000 under the Sarrvbhomik Swasthya Yojana. The scheme would either be rolled on August 15 or October 2, after receiving approval from the Cabinet,” said Rawat. “The issues of marketing of produce, protecting crops from wild animals, tackling water problem and a pension scheme for farmers are some of the issues that would be taken up to revive agriculture and horticulture.” said the Chief Minister. |

Court Commissioner appointed by HC visits colleges for inspection
Dehradun, July 28 Speaking to The Tribune, DAV PG College principal Devendra Bhasin accepted that the Court Commissioner undertook the inspection in the college. He refused to reveal anything about the Court Commissioner’s meeting with the college staff over infrastructure problems in the college. “I can’t reveal the details of meeting as the matter is subjudice and the Court Commissioner will report to the court,” said Bhasin. A Public Interest Litigation (PIL) on the deteriorating condition of higher education in the colleges in the state was filed in the High Court, after which, the Nainital
High Court gave directions to the colleges to make admissions only on merit basis. The state government filed a five-year blueprint in the court for improvement in higher education. Meanwhile, the High Court appointed senior advocate Sharad Sharma as the Court Commissioner for carrying out inspection in two colleges
of Dehradun. He is supposed to file a report in the court regarding the state of affairs in
both colleges. After the High Court directions, colleges affiliated with Garhwal University have announced cutting down of admissions for 2014-15 and admissions only on
merit basis. This decision of the colleges triggered widespread protests by students, who are claiming that many stand to be deprived of the chance to pursue higher education in the wake

Polythene ban causes confusion
Dehradun, July 28 Elaborating on the ban imposed by the Dehradun Municipal Corporation, Mukhya Nagar Adhikari Harak Singh Rawat said that the ban prohibits the use of plastic bags below 40 microns. “The relaxation was given after speaking to the trader community in the city. It is not possible to completely ban the polythene in the city. Even though we would like to see a complete polythene-free city, it is still a distant dream. We have asked our officials not to challan those who have the polythene bags within the permissible limits,” he added. However, contrary to the claims the officials are sparing none, including those using permissible polythene bags. Dhanraj Sharma, a shopkeeper in the Hanuman Chowk market, said that he was challaned for keeping the polythene that was within the permissible limit. “The officials are not listening to the shopkeepers. It is not possible to given every item in a cloth or paper bags. The issue was discussed during the meeting with the MNA. I don’t know why the officials are confused so much,” he added. Saplings planted to mark World War I anniversary
Dehradun, July 28 The programme “Plant a tree for peace and non-violence campaign” was launched by Sarvodaya Mandal Dehradun. Rawat requested the convener of Sarvodaya Mandal, Kalyan Singh Rawat, to consider tree plantation in new park at Jakhan, which is going to be construct by Dehradun Municipal Corporation. Rawat gave saplings to schoolchildren of GGIC (Rajpur Road), Government Junior High School (Rajpur Road) and Government Primary School (Naya Gaon) to be planted in their respective schools. Speaking on occasion, Biju Negi, convener, Sarvodaya Mandal, Dehradun, said that the campaign will continue till January 9, 2015. He said that schoolchildren would be asked to plant saplings in their schools. Shantikunj goes solar-savvy
Haridwar, July 28 As part of the project, the IIT management will install solar geysers at its guest houses, 12 hostels and faculty departments, besides at residential colonies situated on the institute premise. Dr Arun Kumar, co coordinator, alternate hydroelectric center, IIT (Roorkee), said by installing solar equipment like solar geysers, the institute would save lakhs of rupees every year. There would be nearly 20 per cent fall in the monthly power bill. Similarly, the Akhil Bharatiya Gayatri Parivar, Shantikunj, and its flagship educational wing, Dev Sanskriti University, have already started making use of solar power energy as part of its environment conservation drive. A separate solar power centre has been set up at Shantikunj from where food for nearly 6,000 persons is cooked in vast vessels that get heated by solar panels directly. The system has been installed with the help of the Uttarakhand Alternate Power Institution and the Gujarat-based Gadiya Solar Organisation. Talking to TNS, Dr Kirtan Desai, media coordinator, Shantikunj, said Pt Shri Ram Sharma Acharya had installed a mini solar equipment and a wind mill at Shantikunj in 1985. Following in his footsteps, a complete solar panel unit had now been established at Shantikunj, which had reduced dependence on conventional fuel sources for cooking and lighting purposes. Dev Sanskriti University would also start a graduate-level course in alternate energy sources from the next academic session, said Pro-VC Pranav Pandya. “We need to focus on alternative energy resources. Coal and hydroelectric sources are adversely affecting the environment and ecology. Solar power is a clean and natural form of energy, which is easily available,” added Pandya. |

Alternate footbridge at Jwalapur on cards
Haridwar, July 28 In the past few years, more than 12 persons have lost their lives in train accidents while using the railway bridge DM D Senthyl Pendiyan told The Tribune that from the Ardh Kumbh (scheduled to be held in 2016) budget, an amount of three crore has been earmarked for constructing an alternate bridge adjacent to the Lal Pull in suburban Jwalapur, near Kanya Gurukul College. “The construction of bridge will control the accidents, as commuters use this bridge to reach either Jwalapur or National Highway 58. Crossing over the bridge is quite dangerous as around twelve trains ply over this bridge daily” said Pendiyan. Senior Citizen Social Organisation has welcomed the initiative taken by the DM. Chaudhari Charan Singh, president of the organisation said construction of alternate bridge would reduce the distance of colonies of Jwalpaur, Gadowali, Bahadrapur and Kanya Gurukul Maha Vidyalya by 500-2000 mtrs. People residing nearby use this bridge to reach the Jwalapur market and BHEL from the Delhi-Haridwar National Highway, which falls near Kanya Gurukul College. Rawat rules out severing ties with PDF
Dehradun, July 28 Since the Assembly elections in 2012, the party had been dependent on the support of the PDF comprising three BSP MLAs, a lone MLA from the Uttarakhand Kranti Dal and three independent MLAs. After the three-seat victory in the recently concluded Assembly byelections, the Congress with 35 MLAs has managed to reach close to the majority mark on its own. As a result, there were rumours about the Congress planning to give a jolt to PDF members who had been occupying plum posts in the Cabinet and adjusting Congress MLAs. Protesting contractual teachers arrested
Dehradun, July 28 On Monday, the protesters began their march from Parade Ground towards secretariat in support of their demand of regularisation of their services
but the police stopped them near Parade Ground only. This was followed by heated arguments between the protesters
and police personnel and they raised slogans against the government. CM issues instructions for Nanda Devi Yatra
Dehradun, July 28 Rawat said at a meeting that it was the responsibility of the state government to ensure a successful conduct of the yatra and the government would try its best to make the yatra a comfortable one and easy. “Since a large number of pilgrims, including foreigners, would participate in the annual pilgrimage, various departments would coordinate for the smooth conduct of the yatra. Warnings from the Weather Department would be followed strictly,” he added. The focus will be on diarrhoea control activities during the first week and on infant and young child feeding practices during the second week, to coincide with the ‘world breast feeding week.’ The disease claims several lives of children below the age of five years in the state every year. |

Protest over unavailability of rations under scheme
