Heavy rainfall expected in Uttarkashi, Nainital
Dehradun, July 25 This was revealed in the Dehradun Met Office forecast for the region. The met office in its forecast for July 26 and July 27 has also forecast light to moderate rain or thunderstorm at many places in Uttarakhand apart from rather heavy rainfall at isolated places, especially in Uttarkashi, Dehradun, Nainital and Almora districts. On the other hand, most of the roads in the hill areas of the state were open for traffic. Both key Rishikesh-Badrinath highway and Rishikesh- Kedarnath highway were open for traffic movement. However, a car met with a mishap near Narayanbagad on Karanprayag-Dewal road in Chamoli district at around 9.20 am today. All the three inmates who were injured were admitted at the Karanprayag hospital for treatment. Meanwhile, capital city of Dehradun experienced another day of rain today. The rains also made weather pleasant bringing down the rising temperatures.

New transfer policy for doctors in offing
Dehradun, July 25 With around 13,000 vacancies existing in the Provincial Medical and Health Services (PMHS) cadre against the requirement of 25,000 government doctors, Uttarakhand has been facing a huge deficit of doctors. Matters have worsened by the doctors’ aversion for postings in the hill districts, where the ill remain untended and unattended. Political interference, wherein every key posting is alerted after a visit to the minister concerned, has distorted the hills versus plains ratio of doctors in favour of the plain areas. A prospective solution to the malady came in the form of a transfer policy brought out by the erstwhile BJP government under former Chief Minister BC Khanduri, but the Act was repealed after fierce opposition by doctors and government employees. This led to the Directorate of Health drafting its own transfer policy, which too has not seen the light of the day. Now, the Directorate and the Department of Health have again started working on the policy that is expected to be on the lines of the transfer policy drafted by Himachal Pradesh. “The policy will make provisions for offering extra allowances to doctors who opt to work in the health facilities located in the hills for a considerable time. We will
first examine the policy in force in Himachal. However, it has been our experience that whenever such allowances are offered, rest of the government employees too start making the demand,” said a senior doctor.

State asked to implement Clinical Establishment Act
Dehradun, July 25 Since the last two years the state government has been sitting on the Act after the Indian Medical Association (IMA), a body for private and government doctors, expressed it’s unwillingness to implement the provisions. The IMA also received political patronage, as a result the Uttarakhand Health department could not adopt the Central Act according to it’s requirements. The IMA is opposed to the provisions in the Act that calls for hiring certified paramedicas and has asked the hospitals and clinics to display rates for different procedures, reduce the amount of penalty to be imposed on hospitals and other provisions. All these provisions are aimed at giving relief to the common man who usually gets fleeced in the name of treatment at the hands of private doctors and hospitals. While the Uttarakhand government has been given time to implement the Act, in case the Central Government follows it’s threat, the Department of Health is expected to lose an annual Central assistance of Rs 300 crore. |

Dehradun, July 25 The activists have threatened to intensify their agitation if the Centre does not take action against Vichare. The protesters, led by Dr Almas, said the act had hurt the religious sentiments of the Muslim community. They demanded that Vichare should be socially boycotted. The protesters said they would soon submit a memorandum to the President.

Drinking water shortage hits Doon
Dehradun, July 25 Residents protested at Jal Sansthan and Peyjal Nigam offices against acute shortage of potable water in different colonies of Dehradun. The situation is equally bad in the mountainous areas where supply of potable water has been disrupted owing to breaking of pipelines. The problem of shortage of drinking water coupled with supply of contaminated water has become a perennial problem in Dehradun. The supply of contaminated potable water has become a cause of worry for residents and the situation is the worst in the district’s remote areas. Chukhu Mohalla, Neshvilla Road, DL Road, Sewak Ashram Road, Patel Nagar, Indira Colony, Sahastradhara Road, Madrassi Colony, Sapera Basti, Khurbura, Kanwali Road, Badripur, Nathanpur, Garhwali Colony, Nawada, Premnagar, Mannu Ganj, Kalidas Road and Gandhigram are among the areas worst affected by the drinking water shortage. The contaminated water supply has become a cause of concern for residents. The incensed residents have registered complaints with higher officials many times, but steps to address their grievances are still awaited. |

Angry contractual teachers resort to begging
Dehradun, July 25 Continuing their agitation on the third day, members of the Uttarakhand Polytechnic Contractual Teachers Society said the lackadaisical attitude of the state government would lead to serious consequences. The teachers are staging a demonstration at the old bus stand. The agitators passed through roads of Tibet Market, Paltan Bazaar, Clock Tower and Raipur Road with a begging bowl seeking alms from the public. Addressing protesters, president of the society Sarvesh Chowdhary said the state government was not concerned about the welfare of agitating contractual teachers. “It is giving mental and physical stress to protesters. With each passing day, it is becoming difficult for jobless teachers to make their both ends meet. While Chief Minister Harish Rawat is making the ‘June disaster’ an excuse for burdening the state exchequer, his ministers are wasting the public funds openly,” he added. Those who were part of the demonstration included Khagendra Awasthi, Narender Pathak, Ashish Semwal, Mahesh Pal and Swati along with several others. |

Cong sweeps Assembly bypoll
Dehradun, July 25 Harish Rawat won the Dharchula seat by defeating his rival BD Joshi of the BJP by 20,604 votes. Rawat polled 31,214 votes against Joshi, who garnered 10,610 votes. Harish Rawat has now fulfilled the constitutional requirement of entering the state Assembly as an MLA. At present, he is recovering from a neck injury. Harish Rawat took an early lead over his rival in the first round itself and continued to maintain the tempo right through the 10th and the final round. Soon after the party’s triumph, he thanked the people of Dharchula for reposing faith in him as well as the party and promised to meet their expectations. On the other hand, BJP’s heavyweight candidate Trivender Singh Rawat lost the Doiwala seat to Hira Singh Bisht of the Congress. Bisht won the Doiwala seat by a margin of 6,512 votes. Bisht polled 35,980 votes while Trivender Singh Rawat garnered 29,468 votes. The Doiwala seat was a stronghold of the BJP. Ramesh Pokhriyal Nishank had won the seat in the 2012 Assembly elections. However, Nishank vacated the seat after winning the Haridwar parliamentary seat in May this year. In Someshwar (SC), Rekha Arya of the Congress defeated Mohan Ram Arya of the BJP by a margin of 1,00,045 votes. She polled 23,241 votes while Mohan Ram Arya got 13,196 votes. In Dharchula, a total of 1,028 candidates pressed the NOTA button. In the Doiwala segment, 542 candidates exercised the NOTA option and in Someshwar, 630 candidates pressed the NOTA button. The bypoll outcome has dealt a massive blow to the BJP, which was optimistic of repeating its Lok Sabha polls performance in the state. “The Congress misused the government machinery in Dharchula and Someshwar and used both money and muscle power to win the three seats,” alleged Ajay Bhatt, Leader of the Opposition in the Uttarakhand Assembly. |

Dehradun, July 25 The party allowed the Congress to achieve the majority, while its own numbers have dwindled to 28. As it is, the Doiwala and Someshwar Assembly seats were in the party’s kitty, but these seats were vacated by the party MLAs who went on to fight the Parliamentary elections, thereby triggering the bypolls. Now, with these seats gone, the BJP leaders may be repenting their decision, allowing the sitting MLAs to contest the Parliamentary elections. In May, the BJP seemed unsurpassable as it had won all the five Parliamentary seats. Now, two months down the line, the party seems to have lost its groove. Miscalculations and ineptness in handling rebellion has hurt the BJP’s prospects in these byelections. The party suffered a jolt when Rekha Arya, a strong contender for the Someshwar Assembly seat, crossed into the Congress camp. She made a point by comfortably winning the seat for the Congress. All along, the party’s focus was on unsettling Chief Minister Harish Rawat in Dharchula. In Doiwala, difference of opinion among various factions on the choice of Trivender Singh Rawat as BJP candidate harmed the party’s prospects. “The senior leaders were at their old game, pitching for their candidates, that led to resentment in the party cadre,” said a senior
BJP leader. Questions are being raised over the leadership of Uttarakhand BJP president Teerath Singh Rawat, who was busy meeting senior BJP leaders in New Delhi and had little time to galvanise the party for the

Dehradun, July 25 He said the victory was a blessing for him. “People of the state have reposed faith in my government,” he said, adding that it was his responsibility to see that they were not let down. Rawat said the success in the Assembly bypoll was a beginning of revival of the Congress in the country. He also thanked party workers, his Cabinet colleagues and alliance partner Progressive Democratic Front members for their support in the bypoll. Meanwhile, crediting the general public for the one-sided victory of Congress, Harish Rawat said that it has infused a new lease of life in the party and Cabinet. Dehradun, July 25 Addressing a press conference here shortly after announcement of bypolls’ results, Kapoor said the BJP led by Narendra Modi came to power at the Centre by befooling the people during the Lok Sabha elections. The people of Uttarakhand have now understood their gameplan and given them a befitting reply, he stated. “Uttarakhand has sent the entire country a message that the NDA Government has betrayed the people as it has failed to check rising prices,” said Kapoor. The Congress leader said while the railway fare had been substantially raised, prices of other essential commodities like vegetables had also risen sharply. This amply indicated that the government at the Centre was the least concerned about the common man’s welfare, he said. Complimenting the recently appointed Uttarakhand Congress president Kishore Upadhyay, Sanjay Kapoor said Kishore Upadhyay’s elevation to the post of the state party president had resulted in big victories for the Congress in the bypolls. 2.15 cr Kanwariyas fetched Ganga jal
Haridwar, July 25 Last year, due to flash floods, a dip in number of Kanwariyas was witnessed in comparison to previous years. This year, a new record has been made, breaking the 2012 mark of 2 crore Kanwariyas. Without any specific budget provided by the Central or state government for the Kanwar fair, the Haridwar administration succeeded in organising a peaceful and almost traffic jam-free Kanwar fair this year. SSP Dr Sadanand Datte attributed the peaceful completion of the fair to the efforts of the mela police personnel who have been giving fair duty for 15 hours for the past few days. Datte acknowledged the support of locals and cooperation from Kanwariyas during the fair, which commenced on July 13. Last night, heavy traffic movement on the stretch of NH-58 (Mana Badri Nath-Ghaziabad) falling in Haridwar district was cleared as more than 50,000 heavy vehicles of Kanwariyas had arrived in Haridwar from Uttar Pradesh, Haryana and National Capital Region yesterday. Compared to previous years, this year, minimal traffic jam was witnessed on this highway, as round-the-clock monitoring and change in traffic plans came about as soon as the rush of Kanwariyas increased. According to Indian Red Cross secretary Dr Naresh Chaudhari, 24,138 Kanwariyas were provided medical aid at mela health camps in Haridwar free of cost. The health team comprised of Dr Kapil Dev Sharma, Dr Saket, Dr Jay Shri Tripathi, pharmacist Ajay Veer Singh Negi, Kamal Singh Rana, Ambika Hayanki, Tanuja Rana and Rashmi Negi. Five companies of paramilitary forces comprising RAF, PAC and SSB have been relieved of the Kanwar fair duty along with the Uttarakhand police personnel who were called in from other districts of the state. The Haridwar SSP will soon felicitate police and paramilitary personnel who excelled during their Kanwar fair duty.

Devotees litter city; MC to hire staff to dispose of garbage
Haridwar, July 25 The Mayor and the MNA agreed on pitching in additional contractual and temporary workers on a daily basis for the next few days till the garbage is disposed of. The initial focus will be to clean Ganga ghats and the garbage accumulated near residential colonies. The second phase will cover the base camps for Kanwariyas at Bairagi camp, Rodibelwala and Pantdeep. A heap of garbage is lying at the core mela zone of Har-Ki-Pauri, Subash, Malviya, Gau ghat, Kangra ghat, CCR tower and along the Kanwar track. Teerth Maryada Raksha Samiti president Sanjay Chopra said the present state does not present a good picture of the world renowned pilgrim city and the work should be completed at the earliest. Meanwhile, samiti members handed over a memorandum to MNA Vipra Trivedi. It was stated that besides local residents, pilgrims and tourists coming from different parts of the country were irked over the accumulated garbage and should be disposed of immediately. Civic body sanitation in charge Bal Ram said for the Kanwar fair, adequate sanitation workers were deployed at the core mela zone in a 12-hour shift. Since the influx of Kanwariyas increased in the past two days, particularly due to Dak Kanwar, sanitation employees faced problem in carrying out their duty effectively. MNA Vipra Trivedi said the situation would be brought back to normal in the coming days as the corporation had decided to increase the number of sanitation workers. Ward councillors Kankhaya Lal Khewaria and Anil Mishra said the civic body should increase its sanitation workers and induct contractual workers during mega fairs to restore the civic condition in the city. |

Dehradun, July 25 Addressing the valedictory session, FRI director Dr PP Bhojvaid said he was hopeful that trainees after undergoing the interactive course would be benefitted and work for sustainable conservation of natural resources. Centre yet to give funds for nursing colleges
Dehradun, July 25 These nursing colleges were sanctioned by the UPA government under the 13th Finance Commission, but the previous BJP government failed to present the projects to the Centre on time, delaying their construction. After the Congress government came to power in the state in 2012, it submitted proposals to the Centre. “We have submitted projects for the five nursing colleges at Tehri, Chamoli, Almora, Pithoragarh and Pauri, but the money has not been released,” said a senior official at the Directorate of Medical Education. The state government is expected to receive Rs 20 crore for each nursing college. — TNS

Nominations filed for block pramukh poll
Pithoragarh, July 25 According to the panchayat election officers of Champawat and Pithoragarh districts, Pusha Lamgaris, Bharat Farswan and Narendrs Rawat are likely to be elected block pramukh unanimously from Pati, Garur and Munsiyari, respectively. While in most of the blocks, the contest is between the BJP and Congress candidates, in some blocks Independent candidates have also filed nomination papers. “While only two candidates have filed nomination papers in the Berinag, Kanalichina, Bin and Moonakot blocks, more than two candidates have filed papers in the Dharchula, Gangolihat and Didihat blocks,” said the panchayat election officer, Pithoragarh. In four blocks of Champawat district, two candidates each have filed nomination papers for the posts of block pramukh in the Champawat and Lohaghat blocks, while three have filed the papers in the Barakot block. Pushpa Lamgaria is likely to be elected unanimously from the Pati block. The last date of withdrawal of nomination papers is July 26. |

Kedarnath yatra remains suspended
Dehradun, July 25 Though the Rishikesh-Kedarnath highway is open for both small and big vehicles till Sonprayag, the Guptkashi-Kalimath route continues to be blocked due to landslide. Meanwhile, the Rishikesh-Badrinath National Highway was blocked after boulders fell on it between Marvari and Govind ghat at Tayia pul in the afternoon. “Seeing the condition of the routes and the weather, the pilgrimage to Badrinath and Hemkunt Sahib was halted today,” said Piyush Rautela, Executive Director, Emergency Response Centre. Eighteen rural roads in Rudraprayag, 37 in Chamoli, 59 in Pauri Garhwal are blocked.

Social activist’s native village a victim of govt apathy
Mussoorie, July 25 The policemen arrived at the village and were aghast to find wild shrubs growing around the memorial of Sridev Suman. They themselves started clearing the shrubs and placed a floral wreath at the statue of the martyr who is revered by the people of the region. They also planted over 12 saplings of oak and other trees as a mark of respect. Schoolchildren recited poems and prose based on Suman’s life on the occasion. Suman’s relatives shed light on his life and said the the role played by him to end the feudal structure in Tehri would always be remembered. Police station officer (SO), Chamba, KC Bhatt and social activist Vijay Jadhdari said Suman was born on May 25, 1916, in Jaul Gaon of Bamund Patti in Tehri Garhwal. He lost his father Vaid Hari Dutt Badoni at an early age. He completed his primary education from Chamba and later studied in Dehradun. Suman had a keen interest in Hindi and was a novelist, signs of which were evident when while studying he published a book titled “Hindi Bodh”. Later, he wrote several books in Hindi and one in Garhwali language. At the tender age of 14 in 1930, Suman joined started the Salt movement started by Mahatma Gandhi. He was arrested and sent to jail for two weeks. However, he was released due to his tender age. Impressed by Gandhi’s mantra of non-violence, Suman tried to inspire feelings of nationalism and patriotism in the people of the hills. He established “Gaddesh Seva” movement for the uplift of people of Garhwal hills residing outside their native places. Suman, who led an 85-day chain fast against the then tyrant Tehri Garhwal dynasty, died in the Chamba prison in 1944. The speakers on the occasion were irked at the neglect of Sridev Suman’s Memorial in his village by the government. They said it was sad that the government had forgotten a person who sacrificed his life for the common people. They demanded that Suman’s stories should be incorporated in school textbooks so that children could learn from his sacrifices. Meanwhile, students of Nirmala Inter College at Mussoorie planted saplings in Suman’s memory. School principal Brother Anthony KJ, besides Brother Carol, Manager of St. George’s College, Brother Dominic and others were present. |

every possible measure to honour Sridev Suman’s sacrifices. He was speaking
at a function organised to mark the 71th death anniversary of Sridev Suman here
today. The Chief Minister said it was important that our youth should
remember Suman’s sacrifices for the independence of erstwhile Tehri state. He
urged the people to come forward to contribute to the development of the state. Rawat
released a poetry book written by Neelam Prabha Verma at the function. Former
MP Paripurnanand Painyuli said the state government had done a commendable work
by organising the symposium on Suman’s death anniversary. He requested the
government to start various beneficiary schemes in Suman’s memory. Painyuli
said the role played by Suman was commendable. Dehradun, July 25 He added that against an estimated hydro energy potential of 27,000 MW, 3,600 MW has been realised. This offers enormous investment opportunity by way of joint ventures, BOOT, small hydroprojects and renovation contracts, he stated. Dr Panwar also shared investment opportunities in tourism infrastructure like prefab buildings, roads, bridges and ropeways. He shared details about the various ropeway projects being conceived and Tehri Lake project with investments of Rs 5,000 crore in the next five years. Dr R Rajesh Kumar, additional secretary, Industry & Managing Director, SIDCUL, Government of Uttarakhand, talked about the state’s industrial growth at an average growth rate of over 11% consistently since 2008–09, providing employment to 0.26 million people. Dr Kumar shared salient features of the Mega Industrial & Investment Policy 2014, covering investments over Rs 75 crore and incentives like 25% exemption on land premium, 50% exemption on stamp duty, 1% CST etc. He also discussed CONCOR – SIDCUL Logistics Hub, IIE, Sitarganj, IIE, Kashipur and Integrated Textile Park, Kashipur. Manu Kochhar, chairman, CII Uttarakhand State Council, moderated the session and shared the journey of the state’s growth and development in the past one decade. Kochhar talked about development from almost a zero industry base to investments of over Rs 35,000 crore. He opined that this interface between the industry and government would bring rich dividends for the state, driving investment and growth. BB Gupta, president, JBM Group, shared their experience of investing in Uttarakhand. He was all praise for an ecosystem enabling investors and expansion in the state. GB Patel, Managing Director, UJVN Ltd, mentioned that the estimated investment potential in the hydel sector in the state is of Rs 21,000 crore. Uttarakhand has the best Resettlement & Rehabilitation (R&R) policy, he added. A delegation of senior officials from Government of Uttarakhand and members of CII met some potential investors. Waverly Convent clinch top spot in inter-school biz competition
Mussoorie, July 25 The overall winners were Waverly Convent while Ecole Globale was adjudged second and Hilton’s School stood third. Hilton’s School Dehradun stood first in the Business Simulation Round while Guru Nanak Fifth Centenary School (GNFC) bagged the second place and Ecole Globale Dehradun stood third. Aryan School emerged the winner, with Summer Valley and Carman School finishing second and third respectively in a stimulating round of the Business Quiz. Waverly Convent School Mussoorie wowed the audience with their quick and creative thinking in the entertaining advertisement round where Ecole Globale and Hilton’s School were adjudged second and third. Chief guest Kartik Taneja, head channel sales, Google and an alumnus of the school, commended the efforts of the host school and appreciated the initiative, a brainchild of Amit Roy Chowdhury. He said such competitions are a platform for budding entrepreneurs to apply their knowledge in creating feasible plans to boost the economy.
