Dehradun, July 23 In a meeting held here today, Yadav passed the instruction to stop the salaries of the Block Officer, Assistant Block Officer, members of the gram panchayat for the month of July until the task was completed. Giving the details, Yadav said that nodal officers have been appointed in every development block to look after the successful implementation of food security scheme. Later, the District Magistrate also passed an order for action against those officials who have indulged in fake reporting under the scheme. |

Most blocked roads cleared, rain continues
Dehradun, July 23 The Dehradun Met office has forecast light to moderate rain or thunderstorm at many places in the state in the next 24 hours. Most of the blocked roads were opened as the Border Roads Organisation (BRO) and the district administration have been working on a war footing in this direction. The Rishikesh-Gangtori road, however, continued to be blocked at Laldhang and Gangnani. The road to the Darma valley is also blocked at Saleta in Pithoragarh district. Meanwhile, all rivers in the state were in spate. The water level in the Kali in Pithoragarh touched the 888.40 metre mark, just 1.60 metre below the danger mark, during morning hours today. Similarly, the Saryu was flowing at the 447 metre mark, six metre below the danger mark. The water level in the Sharda in Champawat touched the 219.90 metre mark. In Bageshwar district, the water level in the Saryu and Gomti rivers were recorded at 866.20 metre and 863.10
metre, respectively. The Alaknanda was flowing at the 621.95 metre mark and the Mandikini at the 621.26 metre mark during morning hours today. The water level in the Bhagirathi in Uttarkashi touched 1,119.94 metre mark at the Tiloth bridge, around 3 metre below the danger mark.

Heavy rain disrupts life in Kumaon region
Pithoragarh, July 23 “The road linking the Barakot and Pati blocks to the district headquarters, the stretch between Sirtoli and Mangoli and the road linking the Champawat district headquarters to the remote parts of Tamli and Manch are blocked for the past five days,” said officials. Water and power supply to certain areas in the region has also affected due to the uprooting of electricity poles and damage to water pipelines. “We are unable to get even essential goods from the market,” said Satish

Two commercial helicopters have been stationed at Dharchula as the tribal festival of the Rang community is underway there. “Since the road to Gunji is damaged and not suitable for plying vehicles, we have pressed into service two choppers to help airlift people at the festival,” said Pramod Kumar,

In other parts of Pithoragarh district, more than 20 roads and nine bridges were damaged due to heavy rains in the past two days. “Most of the damaged bridges are in Dharchula and Munsiyari subdivisions,” said an official at the district disaster management office. The main bridge at Kirora, which facilitates transportation between Champawat and Pithoragarh and the Terai area has also damaged. MP threatens stir if Kailash Mansarovar yatra route changed
Pithoragarh, July 23 “I will also raise the issue in the Rajya Sabha,” said Mahra. The matter of opening an alternative route for the Kailash Mansarovar pilgrimage from Shipki La pass situated in Kinnaur district of Himachal Pradesh was discussed between Indian Prime Minister Narendra Modi and Chinese leader Zin Ping at the BRICS meeting in Brazil last week. The shifting of the route of this pilgrimage was initiated by the Indian Prime Minister on the ground that the present yatra route from Lipu Lekh pass would be tough on the pilgrims. “It will hurt the religious feelings of the Shaivites from across the nation as the present route from Kumaon is a traditional route described in Manskhand of Skanpuran and was initiated by Ayodhya King Madhata some 2,000 years ago,” claimed Mahra in a press release issue here today. The Rajya Sabha member said according to Manaskhand description, no religious gains could be had if the traditional route to reach Kailash and return from there as described in the epic are not be followed. “We see it as a conspiracy to snatch the only religious route from the people of Kumaon region as due to this pilgrimage, every year since 1981, the neglected tourist spots of the region are coming into limelight, helping tourists from across the country to come there,” said Mahra. The Kailash Mansarovar Yatra was resumed on the route in 1981 after a 22-year gap as it was closed due to the Indo-China war in 1962. “Most of the early British travellers like Charles A Sherring and the legendary Swami Pranavanand, who researched on the Kailash Mansarovar region, have described Lipulekh pass as the most congenial of all 12 passes to Tibet,” said the Congress MP. |

ABVP delegation submits memo to SSP

He was taken to Doon Hospital by the neighbors where he reportedly got 70 stitches on his head. ABVP members registered a complaint against a dozen NSUI student leaders for trying to kill Rahul
Rai. Earlier, a fight broke out between ABVP and NSUI activists during a birthday bash during one birthday party on Sunday night. Several students from both sides got injured in the fight. Both sides have registered cases against each other in the Dalanwala police station after the incident on Sunday night.

Campaign to impose ban on smoking, tobacco consumption at public places
Mussoorie, July 23 A team of medical staff visited dhabas and restaurants and caught people indulging in smoking despite a nationwide ban on smoking at public places. The drive was also carried out on the Mall Road and vendors, selling cigarettes, were asked to place placards prohibiting the sale of tobacco contents to minors. Tourists indulging in smoking activities were also penalised on the occasion. Owners of various restaurants were also fined for allowing tobacco consumption on their premises. Dehradun CMO Dr BS Jangpangi said the drive was being carried out under the District Tobacco Control Programme where focus was not only on punitive measures, but also on educating masses against the use of tobacco. He said the team was encouraging people through publicity material to give up the habit of smoking and chewing of tobacco. He said the ban on smoking in public places came into effect on October 2, 2008, under the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, 2003, which is also known as the Anti-Smoking Act. The provision said anyone found violating the ban would be fined and if the offender refused to pay, he would have to appear before the SDM. He said if anyone was found selling tobacco contents around 100 metre of school premises would face a punitive action. He said a drive would be carried out at schools where students would be administered a pledge to lead a healthy and smoke-free life so that they could be motivated to carry forward the tradition of leading a tobacco-free existence and pass it on to their children. |

Counselling council for forest dwellers
Pithoragarh, July 23 The manch volunteers held a demonstration in front of the office of the District Magistrate here today and handed over a memorandum of demand to him. “The grant of land rights to forest dwellers belonging to the tribal Raji community is getting delayed as no tribal counselling council has been constituted in the state despite the fact that a law permitting its constitution was passed on June 25, 2010,” said Mohan Seepal, organiser of the manch. The manch activists said in the absence of counselling the officials concerned were not disposing of 10 land right pattas given to the Raji families of Madanpuri and Kyta Chaurani hemlets of Khetar Kanyal village in Didihat subdivision. “The administration has not even given permission to cut heavy bushes from land allocated to these forest dwellers and there is no one to look into this negligence,” said

Training to disaster-hit youth concludes
Dehradun, July 23 During the certificate distribution, hosted by IL and FS, in association with the Institute of Corporative Management (ICM), 47 participants in retail and food and beverages trade were handed over the certificates. The programme director of Tata Relief Committee, Colonel (retd) Arun Mamgain, programme leader of Tata Relief Committee Sourav Roy and director of ICM Bhanwar Singh were present. Elephants cause panic, damage crops in Bhopalpani
Dehradun, July 23 Balbir Singh, a resident, said elephants constantly invade their village and damage standing crops. Kshetra Panchayat member Ramesh said villagers were living under constant fear of elephants. He accused the state Forest Department of doing a little to address the concerns of Bhopalpani residents. “Elephants have damaged the standing maize crop. We have to burst crackers in order to push elephants back to forests,” said Ashok, a farmer. He blamed Forest Department officials of being insensitive towards elephant menace. Villagers threatened to stage a protest in case the Forest Department fails to take necessary action.

Entomological surveillance stepped up in Haridwar
Dehradun, July 23 As part of the surveillance carried out on July 15, the integrated disease surveillance team of the Health Department found breeding of Aedes mosquito in Har Ki Pauri and Shiv Murti. “During entomological surveillance, the state unit of the integrated disease surveillance programme (IDSP) comprising Dr Avnish Kumar, an entomologist, and JKS Bampal found water tanks, coolers and flower pots kept in houses and hotels as breeding grounds for Aedes mosquito. While the larvae were destroyed on the spot, the entomological vigil has been stepped up in these areas,” said Dr GS Joshi, director, General Health. Haridwar district has been a witness to dengue outbreak in the past and continues to be on the radar of the Health Department, especially during the monsoons. Last year in Haridwar district, around 721 suspected dengue cases were reported, 401 persons had tested positive and three deaths took place. In 2012, 200 dengue cases were reported and 25 persons had tested positive in Roorkee and Rawali. While in 2010, 257 suspected dengue cases were reported and 52 persons had tested positive. One person died due to dengue in Luxar the same year. During the entomological surveillance carried out in Har ki Pauri, it was found that workers engaged in making Kanwars had stored water in tanks where breeding of Aedes mosquitoes was found. Around 25 houses were inspected and larvae of Aedes mosquito were found in eight houses. In Shiv Mutri, surveillance was carried out in hotels and houses near the railway station and bus stand. A total of 26 hotels were inspected out of which breeding of Aedes mosquito was found in six hotels. Surveillance was also carried out in the adjoining Jawalapur and 123 houses were inspected, but no larva was found. “People have been told not to store water and spray kerosene to prevent breeding of mosquito larva,” said Dr Avnish Kumar.

BJP names 7 candidates for zila panchayat poll
Dehradun, July 23 Meena Devi is wife of Magan Lal Shah, who lost the 2012 Assembly elections from Tharali. Himani Negi is the BJP candidate from Pauri. She is wife of Kesar Singh Negi, the outgoing chairman of Pauri zila panchayat. From Champawat district, the BJP has declared Sushma Fartyal, wife of BJP MLA from Lohaghat Govind Singh Fartyal as its candidate. From Tehri district, Sona Sajvan has been declared the BJP candidate. She is the niece of Matbar Singh Kandari, a senior BJP leader. In Uttarkashi district, Vimla Nautiyal has been declared official party candidate. Though she does not have any political backing, her candidature is being vociferously opposed by Yashoda Rana who has the support of Malchand, a BJP MLA. However from Bageshwar, Govind Singh Dannu is the BJP candidate, the seat is reserved for male candidates. Addressing the protesters, Sehgal said the state government had not properly implemented the food security scheme in the state. She added the beneficiaries were not getting the full quota ration.

Govt to extend legal guardianship to disabled
Dehradun, July 23 At the meeting of National Trust chaired by Chief Secretary Subhash Kumar and which was also attended by Joint Secretary and CEO of National Trust Arun Lal, it was decided to extend legal guardianship, protection and jobs to persons suffering from serious disabilities. State-level and district- level committees would be formed with persons with disabilities as members who would be part of the survey under which persons with the four disabilities would be identified. Later, the Department of Health would give them certificates that would help them in availing schemes being run by the state and Central governments. Persons who have completed 18 years of age would be given the certificates which would help them in accessing various welfare schemes such as Nirmaya insurance scheme under which premium is paid by the government and joint housing schemes.

Digital satellite phone terminals sanctioned
Dehradun, July 23 The terminals are expected to facilitate the communication links in snowbound areas and also at the time of disaster. Earlier BSNL had provided satellite connectivity in Batal-Losar-Kaza, located in high altitude area of Himachal Pradesh. An amount of Rs 38 lakh has been released by the Central Government for the terminals. The state government will chip in 90 per cent of the budget. |

Demand to eradicate casteism from society
Dehradun, July 23 Addressing mediapersons here today, Bose said a memorandum had been submitted to the Union Government to remove casteism on or before December 31, 2014. “If the Union Government fails to accede to the demand, I will take steps to eradicate
casteism,” he said. Bose said a 50-day Bharat Yatra was started from Thiruvananthapuram on June 9. The yatra will culminate in New Delhi after covering a distance of almost 14,000 km. He said every section of the society should contribute to ensure eradication of the caste system. “It is impossible to conceive that a human being can enslave another human being. These slave-holders are inhuman, cruel and criminal monsters. I do not want such a system to continue in my country,” he
added. Bose urged residents to contribute for eradication of the caste system in
India. Bose has been distributing a book “Caste Away! India, Hinduism &
Untouchability”, which he has authored. The 208-page work brought out in November 2013 is in fact a 13-month notice to the Centre for constitutional reform to eradicate the caste system from the country on or before December 31, 2014. |

College principal forcibly confined to office
Dehradun, July 23 Seeing the situation getting tensed, college authorities informed the police about it and a police team was deployed in the college to manage the protest. The police team led by inspector Anil Joshi had to use force to control the situation, which led to heated arguments between the police and students. The college students have been protesting against the college management and the merit list for the academic year 2014-15 was about to to issued on Monday but the college management decided to postpone amidst protest. Similarly, the situation is also stressed in DAV PG College over the college decision to take admissions only on the basis of merit and one company of Provincial Armed Constabulary (PAC) has been stationed inside the college to keep things under control. The admission process in the college has been suspended till further orders due to the ongoing protest by the students.

Tourism investors meet on Sept 27
Dehradun, July 23 During a meeting held here today, Chief Minister Harish Rawat reviewed the progress being made in promoting tourism and the Char Dham Yatra. The Chief Minister directed officials to ensure the promotion of local artisans, handicraft and products. “The Tourism Department should come forward to develop revenue generation sources for the unemployed youth of the state,” he said. The Chief Minister directed officials to develop Tehri as a mega tourism circuit and join it with the Char Dham Yatra circuit. “Eco-tourism should be developed in Chopatta, Gwaldham and Duggal Vitta,” he added. He said the Char Dham Yatra had not been stopped but temporarily suspended in the wake of heavy rains. “ BRO and PWD workers are repairing roads on the yatra route,” the Chief Minister added. |
