DC pulls up staff for lapses in recovery
Jalandhar, December 20 “Barring Tehsildar-2, there has been no recovery made on this account in the entire month by any other staff member. Such a large recoverable amount is lying blocked. Though I know that the sum is huge and cannot be recovered in three months, I want each one of you to at least make a 10 per cent recovery under Section 47 of the Stamp Act by next month and report to me,” said the DC. On the issue of the partition of properties, holding a report in his hand, the DC said, “I told each one of you to at least do partition of six properties in a month. The government has even authorised naib tehsildars for the
same to clear the backlog and speed up the process. Not a single demarcation has been done in Jalandhar-2 and
Nakodar. Only one partition of common properties has been done in Phillaur and Jalandhar-1.” The DC pointed out that 43 applications for partition in Nakodar, 31 in Jalandhar-1 and 27 in Jalandhar-2 were pending with the department. He said, “There are 15 such applications in Nakodar, which have been lying pending for the past one year.” Tehsildars concerned came up with an array of excuses like a party in some cases was of the NRI, who was not available locally or they were suffering due to shortage of staff, including readers and registry clerks. With the DC pulling them up, tehsildars were also quick enough to blame their patwaris for not cooperating with them most of the times. “They do not provide us plans of the area for months together,” they said. The DC also sought information regarding the updation of land records on the PLRS website. According to officials of the Revenue Department, the record pertaining to Shiekhe village had been digitised after which data of 17 villages of Jalandhar 1, 138 of Adampur, seven of Jalandhar-2, two of Nurmahal and one each of Nakodar and Lohian was left pending. The issue of as many as 3,161 pending mutations was also slated to be another reason for the delay of pending work by the Deputy Director of Land Records. Postal intkal yet to be started During his last monthly meeting, the DC had announced that a new service of sending updated fard to the people by post and getting their registries done, be started. The DC asked tehsildars whether the service had been started to which they replied in the negative. He then checked the minutes of the meeting held in November and found that the proceeding had not been recorded last month. The clerical staff got a reprimand for this lapse. The DC asked the tehsildars to ensure that applicants of registries submit a self-addressed stamped envelope in which the new fard in their name could be sent after getting the intkal done. He instructed the staff to make sure that people were saved from the inconvenience of visiting the office time and again for a new fard issued in their name. Rs 1.98 cr collected as revenue The revenue report mentioned that the department has been able to earn an additional income of Rs 1.98 crore for generating 2,10,746 computerised fards at various e-fard centres.

Health Minister visits Civil Hospital
Jalandhar, December 20 The Health Director has been asked to hold a meeting with doctors and submit a report to the minister about various aspects on which work was needed to be done. Unlike his predecessor, the minister brought a team of doctors with him to review arrangements, interacted with patients and asked them whether they were satisfied with the state of affairs. Peeved to see very little staff at majority of wards in the Civil Hospital, the minister said more doctors would be recruited soon to make up for the shortage at hospitals. Seeing patients buying medicines from outside the hospital at exorbitant prices and being charged for a majority of medicines at the hospital as well, he announced the constitution of a five-member committee, including the drug inspector, to review and ensure the supply of medicines free of cost or at subsidised rates. Jiyani also asked the authorities to ensure repairs for a number of hospital wings found to be in a bad condition. He said this was a much liberal first check conducted by him. More checks would be considered a month later and doctors found guilty of dereliction of duty would be strictly dealt with , he added. He said major reforms would be brought in the working of the hospitals in the coming months. The health minister’s visit to the city was a part of his series of visits to various Civil Hospitals - at Pathankot, Hoshiarpur and Kapurthala - to take stock of medical facilities being offered to patients. |
Suwidha Centre employees end strike
Jalandhar, December 20 The decision has come as a big relief for the administration as well as thousands of residents, who have been waiting to apply for various services. The centre remained partly open today. Applicants, whose SC/BC certificates, residence certificates and marriage certificates were ready, were given a call by the DC office staff to collect their papers. The Suwidha Centre landline was flooded with phone calls from the frantic applicants, who wanted to know about the status of the strike. Fresh applicants, however, had to return as their papers were not accepted today. A newly-wed woman, Monika, who intends to leave for Italy, said she wanted to get her name deleted in the ration card at her old address and get it added at her in-laws address in Kartarpur. “Since the staff is not accepting any new application, I have been asked to enquire tomorrow and come again,” she said. Tarminder Singh, an applicant for Canada immigration, said most of his required formalities with the embassy had been cleared. “Their last requirement is an affidavit for business registration. The embassy clears only those affidavits which bear a hologram of the Suwidha Centre. My work is time bound and has got stuck up. Since Monday, I have been making rounds here just to check if my work can be done,” he rued. However, the decision to suspend the strike, announced by union members late in the evening, brought relief to many people. |
NHAI mulls PAP to Rama Mandi road
Jalandhar, December 20 This task will be a part of the ongoing six-lane project from Panipat to Amritsar. It will commence only after the Supreme Court verdict on the ongoing legal battle between Soma Isolux and the NHAI over termination of the contract. The apex court has reserved its decision and is likely to announce it after the winter holidays are over in January. “The commuters are facing lot of difficulty on the congested PAP to Rama Mandi road stretch. We are exploring the possibility to construct an elevated road on this busy stretch, which will not only felicitate the entry of commuters inside the cantonment area, but will also ease out the traffic congestion. The project although is in its initial stage, but is likely to materialise with the support of the defence and the railway establishments, located on both sides of the road,” said Vipin Sharma, Project Director and General Manager, NHAI. He said the drawings of the aforesaid project were near completion and further possibilities were being explored. He said the NHAI had already bought 10 acres of land from the defence and now talks with the Railway authorities were on to widen the road from the other side. |
Police fail to help MC in removal of illegal kiosks
Jalandhar, December 20 “We have sent numerous requests to the police commissionerate to depute a duty magistrate along with police force to remove these encroachers, who have been mushrooming all around the city bus stand. But whenever we approach them with a fresh request, they always respond back with an excuse,” said Anupam Kler, Joint Commissioner, Municipal Corporation. She said the corporation was suffering huge revenue loss as the encroached place had a huge revenue earning potential and could actually turn around the financial condition of the A meeting was held at the corporation office on October 4 this year in which the SHO of police station, Division 7, along with others was also present. It was decided in the meeting that the anti- encroachment drive for the specified area would be announced on October 11 followed by a personal hearing on October 14. In the absence of any preventive measures taken by the encroachers, the demolition drive would finally be held on October 21. Following this meeting, the corporation through a letter No 1393/TBS, had written to the Police Commissioner to depute a duty magistrate along with required force to carry out the demolition drive. “We waited but didn’t even receive any communication from the Police Commissionerate. The duty magistrate along with the force didn’t turn up despite sending a written request to the Police Commissioner,” said Kler. On contacting police station No 7, Inspector Sukhdev Singh confirmed that no order was received from the police headquarters. “I have neither received any orders from the police headquarters nor from the municipal corporation to provide any police force for the demolition drive. Moreover, I have to provide police force to the duty magistrate deputed by the Police Headquarter and not to the MC directly,” said Sukhdev. Rachpal Singh, General Manager of the Punjab Roadways, Depot 2, also came out in support of the much awaited demolition drive. He said, “Due to these illegal kiosks, we are a harassed lot. We have even written to the corporation to remove them at the earliest as they have encroached upon the entire boundary wall of our depot by supporting their roofs on it. They have even turned our outside wall into a public urinal, which is very irksome to all male and female employees of the depot.” Rachpal said they were facing difficulty as more than 100 buses came to the workshop situated inside the complex everyday. Due to huge rush of commuters on these illegal kiosks, chances of accidents on the congested Garha Road had increased manifolds, he added. Presently, the Punjab Roadways Workshop on the Garha road has a single gate for the entry and exit of buses. The department has planned a separate exit gate provided the police felicitates the municipal corporation in demolition of illegal kiosks. |

Fraudsters cheat shop employee
Jalandhar, December 20 Working at a shop in Partap Bagh, Sunny said he had gone to the bank this morning and was waiting for the branch to open when two men came and started talking to him. They said they had come to deposit Rs 2 lakh at the bank but they did not even have an account. The twosome told Sunny to take their Rs 2 lakh cash which they said was wrapped in a handkerchief and instead took away his Rs 70,000. "He returned to the shop and told his owner about the incident. There, when he opened the handkerchief, he found strips of plain paper packed to the size of currency notes," said SHO Jatinder Pal Singh. A case has been registered against two unknown persons under Section 420 of the IPC. — TNS |
Construction work spells trouble for students
Jalandhar, December 20 As the new building is expected to be complete by 2015, the students will be attending classes in two hall rooms and four other small makeshift classrooms in the gymnasium While many have questioned the shifting of the college building to a small gymnasium instead of some other bigger complex with proper facilities, the staff say they will make things work with the present infrastructure. The library and the computer labs have been shifted to the low-ceilinged rooms without windows. Of the 46 sports students at the college, 25 are in athletics, four in swimming, four in wrestling, four are in gymnastics and nine are in the volleyball team. Since their erstwhile hostel is now the college premises, the 35 hostel students have moved to the staff quarters. When asked where and how the students will manage to practise with the vicinity of major grounds being rendered dusty and rubble-ridden, physical education lecturer Dr Ramneek said, "Since there is no construction work going on the tracks or grounds, we do not think there will be any problem with practice sessions. To ensure easy access to the grounds during the construction work, alternate roads and paths will be created. By July next year, the sports school complex is expected to be ready so trials will take place on those grounds. Till 2015, the building will also be ready." While Principal Paramjit Kaur Jassal had begun work on clearing the grounds and gymnasium premises of dirt and obstructions on the war footing , her office corridor serves as a makeshift store. "The ongoing construction is for our own good. A little bit of inconvenience for a year or so will make way for much better infrastructure and opportunities for our students. We have only managed to bring in and stack our furniture in this building for now. The furniture stacks in the corridors and stores will be cleared in the coming days," she said. On any plan to shift to bigger premises, the principal said, "We can not afforded to shift to another campus. Even if shift from here, we would not be able to move with all the material." |
Traders' protest enters Day 8
Jalandhar, December 20 Meanwhile, a local Congress leader Sudesh Vij said the shops from Madan Flour Mill Chowk to Jalandhar city Railway Station would observe bandh tomorrow. Responding to the proposal of the government of decreasing property tax on rented commercial buildings, an active member of the JAC, Ravindra Dhir, said the property tax on all the commercial buildings should be reduced and charged at par with industrial buildings. Earlier, hundreds of shopkeepers, led by their representatives Som Nath, Bodh Raj Pappu, Ashok Sobti and Ashish Gulati observed half-day strike in support of their demand of rationalising and simplifying property tax on commercial buildings. The shopkeepers of these markets kept their shops closed from 9 am to 12 noon, staged one-hour dharna from 11 am and held a protest rally in support of their demand. Addressing the rally, JAC members Gursharan Singh (president of Industrial and Traders Association), Ravindra Dhir (state chief of Vayapar Sena), Raj Kumar Sharma (chief of Jalandhar Traders and Manufacturers Association) flayed the Akali-BJP government for imposing too high property tax on commercial buildings. |

Christmas celebrations Tiny tots of Pre-Primary wing of the Police DAV Public School, Jalandhar, celebrated Christmas. They presented glimpses from the life of Jesus Christ. Carols were also sung by the tiny tots. The Penguin dance left everyone mesmerised. In the end cake was distributed. Medical camp KMV’s NSS team and Gandhian Studies Centre organised a special talk of Dr Deepali, a famous Gynaecologist from Chawla Nursing Home. The talk was carried out in two sessions. In the first session Dr Deepali discussed various gynae problems with the women of Gandhian Studies Centre and answered their queries. In the second session an interaction was held between Dr Deepali and the students of KMV. She clarified the doubts of the students very patiently regarding different health problems. Principal Atima Sharma thanked Dr Deepali for sparing her precious time for the students. During this camp beautification of botanical garden was also carried out simultaneously. On this occasion making of flower bed was organised wherein different saplings were planted. |
