Doubts raised on viability
Jalandhar, December 19 Even as every meritorious school, coming up across six districts in the state, promises to enlist 1,000 meritorious students (500 girls and as many boys) - covering 6,000 across the state - the number of meritorious students in the state last year is almost half the number the scheme promises to enlist. While across the state, only 3,300 government school students scored over 80 per cent marks, in the district the number of students scoring above 80 per cent marks last year was just 183. On the face of it, the government seems to chasing unrealistic targets. Officials lauding the scheme are themselves unsure about how the 1,000 student target will be met. Conservative projections say even after including meritorious students from the neighbouring districts, many seats will remain vacant, which will be a waste of infrastructure. DEO Neelam Kumari said, “We had 183 meritorious class X students last year, but more might be added from neighbouring districts like Kapurthala, Hoshiarpur etc. While exact specifics about the working of the schools are yet to be received, it is clear that by the implementation phase, the numbers will be fulfilled.” Another education department official said, “The numbers at the face of it don’t seem to add up but probably they will also include students presently studying in class XI right now in the first phase. Things will be clearer after the schools start.” Education minister Sikander Singh Maluka, however, said the target had been arrived at after a lot of thoughtful considerations. The education minister said, “The merit school projects will be completed by July 2014. It’s true that last year there were 3,300 meritorious students, but we have devised the present targets after a lot of deliberations and the targets are expected to rise by then. We are hoping for a lot of enrolments in the schools which will be a boon for underprivileged students.” When questioned, the minster denied the possibility of a relaxation of the merit target to less than 80 per cent, even if as many students do not make it to merit. Speaking on the staff recruitment (which will be independent of other government recruitment), the minister said the special committee (which has the DGSE, DPI (S) and education secretary as its members) constituted for the purpose was in the process of making these and the staff would be finalised soon. In the first phase of the project, the meritorious schools are expected to come up in Jalandhar, Amritsar, Ludhiana, Bathinda, Mohali and Patiala. Fact file

Paramjit Singh, an NRI from Shahkot, said he had applied for arms licence for which additional documents had been sought. “After the strike by the Suwidha Centre employees, I was told to directly go to the arms licencing branch, but my work could not be done there.
