Srinagar, October 20 “In 2013, till August, 578 auto-rickshaw drivers in the state were challaned for plying their rickshaws without meters,” the report said. It added that in some cases the fare meters in the auto-rickshaws were without calibrations. Of the booked auto-rickshaws, 100 were from the Kashmir division, while 66 belonged to the Jammu division, the report mentioned. It, however, said circular instructions had been issued by the Transport Department, impressing upon the field agencies to conduct regular checking of auto-rickshaws and report the ones violating the norms of the Motor Vehicles Act. “The instructions laid down stipulate that the route permits of auto-rickshaws, which are not fitted with functional meters, shall not be renewed and that no fitness certificate shall be issued unless the rickshaws are fitted with the meters, authorised by the Legal Metrology Department,” the report said. The state government has directed all the Regional Transport Officers (RTOs), Assistant Regional Transport Officers to organise regular drives aimed at checking auto-rickshaws, especially near bus-stands, railway stations, etc. to avoid overcharging of users by the rickshaw drivers. “Special drives are being launched at regular intervals to curb the menace of over charging of commuters by auto-rickshaw drivers. The traffic police has also enhanced the regulation system to check this menace. Surprise checks are being carried out by the special squads to exercise strict vigil on each route and vulnerable areas to serve as deterrent to the violators,” the home department report stated. Qasba said the SMC enforcement team would remove all the footpath vendors and should keep a tight vigil on encroachments, illegal constructions and violations of the master plan. He said an extensive anti-polythene drive would also be launched during the week. He directed authorities concerned to clear all backlog on account of building permissions, birth and death certifications, issuance of licences, and collection of municipal dues, user charges, sanitation fees, taxes and licence fee during the week. “A defacement drive shall also be launched during the week for white washing wall paintings and removal of banners and hoardings in the city. All the defunct streetlights and traffic signals shall be repaired and made functional where ever necessary particularly the traffic signal at the Nowgam Chowk,” the Commissioner said. The SMC commissioner will hear public grievances on October 23 for which the citizens have been requested to come forward at the SMC office from 11 am to 3 pm. The SMC Joint Commissioner and the SMC secretary are scheduled to address the grievances put forth by an employee fraternity on October 24. |

Srinagar, October 20 “The citizens should have the confidence that their cases will be heard in even headed and honest fashion, according to the rule of law and not as per the whims and fancies of those dispensing justice,” he said. Justice Chauhan said the common man feels empowered when the rule of law prevails in a country. He called upon judges to perform a “proactive role” to fast track delivery of justice to the people. Describing the three-day Judicial Conference as an intellectual feast, senior Supreme Court judge Justice TS Thakur said: “The subject of ‘Rule of Law’ is well known and forms the part of our constitutional creed.” “This subject has many dimensions, yet the manner in which it was addressed with such clarity and passion by eminent and distinguished judicial luminaries has made the conference a memorable one for all of us,” he said while addressing the valedictory function. Earlier, Chief Justice J&K High Court Justice MM Kumar said such type of conferences, particularly in this region are rare, adding that such intellectual interactions are enriching for all especially for the students, who are hungry for knowledge. He said the presence of distinguished judges brought sanctity to the proceedings of the conference, entrenched in the minds of every participant. In his welcome address, J&K High Court judge, Justice Mansoor Ahmad Mir, hailed the efforts of the Chief Justice for holding the Judicial Conference and thanked Director, National Judicial Academy of India (Bhopal), Dr (Prof) Balram K Gupta for bringing together eminent personalities of the field. He said the conference has added to the knowledge and perceptions have widened on the concept of the ‘Rule of Law’. Mementos were also presented to the dignitaries on the occasion. ReZs allege discrimination in regularisation, threaten hunger strike
Jammu, October 20 Speaking on the occasion, Dr Surinder Radotra, president, Jammu and Kashmir Agriculture Technocrats Association (JKATA), alleged that the regularisation policy announced by the state government turned out to be discriminatory as it has left all those who spent more than seven years in the department. He further alleged that every time an honorarium is released, the technocrats have to provide a declaration certificate from the court (bond paper) to their respective officers which should stop as it is very humiliating for them. Expressing anguish over the negligent attitude of the state government for not taking serious steps for the regularisation of the ReZ, Dr Rajiv Singh Chib, provisional general secretary, said demanding justice was their right and agitation was the only way to get their rights. It is pertinent to mention here that after a six-month-long agitation in 2011, the government had constituted a high-level committee, headed by Finance Minister Abdul Rahim Rather, to prepare a comprehensive proposal for the absorption of unemployed agriculture technocrats, which was later cleared by the Finance Department, Planning Department and then by the Cabinet on August 4, 2011. Under the plan, the state government has decided to start the regularisation of the eligible, selected Rehabar-e-Zirat (ReZ) candidates from April 1, 2014, (Phase -I), April 1, 2015 (Phase-II) and April 1, 2016 (Phase III). However, those engaged in the ReZ have opposed the process, saying that it was very slow and till then most of those engaged in the department would cross the age bar. They have asked the state government to begin the regularisation process as early as possible. |

KU Vice-Chancellor Talat Ahmad said the Shaikh-ul-Aalam (RA) Chair had now been converted into the Centre for Shaikh-ul-Aalam Studies where nine scholars for MPhil and PhD programme had been registered so far. He said the university would provide extra fellowships to the Centre for Shaikh-ul-Aalam Studies in near future. The setting up of a Shaikh-ul-Aalam (RA) International Centre was also under consideration for which the DDC Srinagar had identified 4 kanals of land near Zakura in the vicinity of the university, he added. (Reshinama) on poetry of Shaikh-ul-Aalam (RA) compiled by Baba Naseeb-u-din Ghazi. He said the government had acquired about 20 Kanals of land adjacent to upcoming Degree College Complex at Charar-i-Sharief for construction of a state of art Shaikh-ul Aalam (RA) Auditorium. He asked the authorities concerned and all other stake holders to suggest how better this asset could be utilised for research and propagation of the teachings of Hazrat

OBCs demand separate sub-plan
Rajouri, October 20 “The scheduled caste and scheduled tribe communities have been given special sub-plan, but the OBC people have been ignored,” district president,
OBCs, Abdul Majeed Qureshi said during a district body meeting of the community at Kote Ranka here. He demanded sanction of an extensive sub-plan for the overall development of the OBC community.
Qureshi further asked for enhancement of reservation for the community in jobs and admissions in Jammu and Kashmir at par with other states. “According to the caste based census of 1931, the population of OBCs was more than 35 per cent, but only 2 per cent reservation was given to them by the state government on the nomenclature of other social castes. This is a great injustice and the community needs to be given reservation at par with the Central Government, which has reserved 27 per cent for the
OBCs,” he added. Qureshi also demanded reservation in both the Houses of the state legislature. “There is no representation of the OBCs in either of the Houses in the state legislature. Although they constitute more than one-fourth of the total population of Jammu and Kashmir,” he said, adding that the state should implement the Mandal Commission report and increase the reservation for the OBCs to 27 per cent. “Implement Mandal Commission Report, increase reservation to 27 per cent,” Qureshi said. He lamented that the government has provided reservation to the SC, ST and women in the Municipal Corporations, Municipal Councils, and the Municipal Committees of the state and in the

Srinagar, October 20 Shakir was the lone goal scorer for the Ithad FC. The tournament is being organised by the Jammu and Kashmir Football Association. Meanwhile, in the Super Division, J&K State Road Transport Corporation (JKSRTC) beat Rahim Green Solina FC 3-0 to advance to the next stage of the tournament. Both the teams played some aggressive football, as the first half ended 0-0. But it was the Transport Corporation which held on to its nerves in the second half and converted the every possible chance they got to pip their rivals. The first goal for the J&K State Road Transport Corporation came through Raman Salatia in the 55th minute. The team then extended its lead in the 70th minute with Sameer finding the back of the net. First batch of Haj pilgrims to return today
Srinagar, October 20 The first flight carrying the Haj aspirants had left from here on September 7, while last flight took off on September 23. An official meeting to take stock of the arrangements to welcome the Hajis took place yesterday. The meeting was chaired by Deputy Commissioner,
Budgam, Khurshid Ahmed Shah. The meeting was informed that a special area had been reserved at the airport for the
Hajis. As many as 15 volunteers from the Home Guards will be provided by the District Police,
Budgam, to welcome the pilgrims. Besides, light refreshment sponsored by the J&K Bank will also be made available to the Hajis at the airport, the meeting was informed. It was also told that Zum-Zum (the holy water) would be handed over to the Hajis after their arrival. Haj is among the five fundamentals of Islam and every believing Muslim aspires to perform the pilgrimage at least once in his or her lifetime. |

After four days, restrictions lifted from Palhalan village
Srinagar, October 20 The restrictions in volatile Palhalan, some 30 km from here, were imposed on October 16 after a police driver, Kanwal Nain Singh, was killed during a stone-pelting incident after the Eid prayers. Soon after the driver succumbed to his injuries, the restrictions were imposed in the Palhalan village. Dozens of police and paramilitary troops of the Central Reserve Police Force
(CRPF) were deployed in the area. They sealed all entry and exit points leading to the area. “As a precautionary measure, the restrictions were imposed in the area soon after the incident, however, they have been lifted today, said a police official. The police did not allow the local villagers to move out and work in their fields. The police had been harassing them since the death of a police driver, locals alleged. They said the driver was killed after his vehicle collided with a tree. The police has registered a case and started investigations into the incident, but so far no arrest has been made, the official said. |

Forest fire in Kupwara
Kupwara, October 20 “I am thankful to the locals who helped forest officials in containing the fire. The fire affected bushes and old stumps of trees in the forests, said the DFO. The fire was almost brought under control yesterday, but strong winds in the night had spread some flames at a few places. “With the help of locals, we drew almost 1000 feet long and 60 feet wide fire line and managed to control the fire. We used equipment such as fire beaters, helmets and ploughs to douse the flames at high altitude. Some employees’ of the department are still in the affected area and we are closely monitoring the situation,” said the DFO. The fire may have been caused due to coal formation in the forests by some locals, the official said. |

2 women killed in road accidents
Srinagar, October 20 The driver of the vehicle managed to run away from the spot. The police has registered a case and seized the vehicle, the spokesman said. In Anantnag district, a motorcyclist hit and injured Fatima (70), a resident of Seer Hamdan, at Mattan Chowk, the spokesman said. The injured was admitted to the District Hospital Anantnag. Meanwhile, a car collided with a motorcycle here, injuring the motorcyclist. The injured has been identified as Imtiyaz Ahmed Misgar, a resident of Ahmed Nagar. He has been admitted to the Sher-i-Kashmir Institute of Medical Sciences hospital, the spokesman said. |

BGM concerned over ceasefire violation
Jammu, October 20 “Continuous ceasefire violations from the last more than a year has taken its toll on the border residents, especially the Gujjars who in large numbers reside along the border,” Gujjar Mahasabha president Eshfaq-ur-Rehman Poswal said in a statement here today. Such incidents of firing from across the border have sent a wave of fear among the border residents. Poswal, however, hoped that the situation will ease out after Union Home Minister Sushil Kumar Shinde’s visit to the border areas of the state on October 22. |
