9 Ambala tehsildars booked in power of attorney racket

Six years after the state Vigilance Bureau initiated an investigation into the multi-crore Thatipur General Power of Attorney scam, nine tehsildars, who remained posted at Ambala since 2005, have been booked by the bureau for their alleged role in the scam.

The case in this regard was registered at Ambala in 2008 after a local college professor Ashok Kumar filed a complaint alleging that he had been sold a plot on the basis of fake General Power of Attorney (GPA) prepared from a non-existing tehsil -Thatipur- in Gwalior district of Madhya Pradesh.

As the investigations into the scam started, it was revealed that some of the local property dealers, who bought the land from local farmers, sold it to investors and buyers without getting it registered in their name, causing huge losses to the state exchequer.

During the investigations, it came to light that more than 280 plots were sold in Ambala district alone on the basis of the fake GPA since 2005. Subsequently, the role of the tehsildars, during whose tenure these deeds were finalised, came under the scanner.

SP (Vigilance) Manbir Singh, without divulging the names of the tehsildars who had been booked, confirmed that the names of the tehsildars had been incorporated in the FIR which had been registered by the bureau under Sections 419, 420, 467, 471 and 120b of the IPC.

Recently, the bureau had moved a local court seeking permission to incorporate section 13A of the Prevention of Corruption Act (criminal misconduct by a public servant) in the FIR, which had been allowed by the court.

The bureau had already arrested six property dealers — Arun Kumar, Arvinder, Suresh, Gautam, Jasbir and Gurcharan — who had been instrumental in getting the land deeds registered on the basis of the fake GPA.

The signatures and stamps, which the GPA carried, were found forged and the investigations pointed towards the involvement of lawyer Manwinder Singh, who is said to be mastermind of the scam.

Sources said some of the tehsildars, who had been booked, had already approached the Punjab and Haryana High Court seeking anticipatory bail. It was also learnt that the role of around 40 property dealers was also being examined.

The authorities have already nullified the registration and mutation of around 282 plots in the district as these plots had been sold on the basis of a forged GPA.

The buyers of the plots rue that it was for the revenue officials to ascertain that the documents on the basis of which the plots had been sold to them were legal. They contended they were not at fault but lost hard-earned money because of the negligence of the tehsildars.

It was learnt that not only in Ambala, but similar modus operandi was used to sell nearly 1200 plots in the adjoining districts of Yamunanagar, Kurukshetra, Karnal and Kaithal. It was in 2007, when the then Kurukshetra tehsildar got suspicious of the Thatipur GPA and ordered a probe which confirmed that it was a fake. However, even after that, registration of land deeds using the GPA continued.
