Regularisation of illegal colonies
Camps see huge rush on last day
Megha Mann
Tribune News Service

Bathinda, October 7
The last date for receipt of applications for regularisation of illegal colonies saw an unprecedented rush at the camps held by the Municipal Corporation, Bathinda (MCB), at various places in the city.

The equally busy network across the state led to crashing of the server of the Punjab Urban Planning and Development Authority (PUDA) and its respective agencies.

All the MCB teams worked till around 8 pm in the evening accepting applications and regularising properties.

A power breakdown in the areas of Adarsh Nagar and Parasram Nagar left people standing in queue growing impatient. "We have been standing here since 4 pm, but the officials refuse to accept application on one pretext or the other," said an irate area resident, Suresh Kumar at the Parasram Nagar camp.

Till 4 pm, the MCB camps had received 255 applications and collected over Rs 67 lakh as regularisation fee.

Meanwhile, five more colonisers applied for regularisation of colonies today. Two each reported at the camps held at Adarsh Nagar and at Mansa road opposite Roshan Lal Oil Mil while one applied at the Prajapat Dharamshala camp.

For poor visibility at Prajapat Dharamshala late in the evening, the camp there was shifted to the MCB office on the Mal Godam road.

Municipal commissioner Vipul Ujwal said the MCB teams would collect applications till the last applicant was entertained. He added that by afternoon, 2,100 applications had been received during the over month-long drive and over Rs 5.20 crore had been collected.

MCB camps were on till the time of filing of the news report.

As per information available, the Bathinda Development Authority (BDA), which consists of districts of Bathinda, Faridkot, Fazilka, Mansa and Muktsar, had received as many as 3,028 applications for regularisation of properties till afternoon. Bathinda took the lead with 686 applications and a revenue collection of Rs 6.14 crore.

In Faridkot, 666 applications were received and Rs 2.5 crore in the form of revenue was collected.

In Muktsar, 783 applications were submitted and revenue amounting to Rs 1.56 crore was collected.

At Mansa, 438 applications were filed and Rs 94 lakh was collected.

Technical glitches galore

  • Areas of Adarsh Nagar and Parasram Nagar witnessed power shutdown due to transfer of load and maintenance works of transformers.
  • At around 6:45 pm, the server of the BDA, in which the entire data was being fed online, crashed thereby delaying the collection procedure.
  • At the camps in Parasram Nagar and Adarsh Nagar, applications kept pouring in till 8 pm.

Pending Demands
NRHM employees go on pen-down strike
Tribune News Service

Bathinda, October 7
The staff members of the National Rural Health Mission (NRHM) today launched a pen-down strike in protest against the state government for allegedly dilly-dallying on their demand for audience with the Chief Minister.

On September 24, members of the NRHM Employees Union had held a rally at Mohali wherein the Deputy Commissioner, Mohali, had assured them of arranging their meeting with the Chief Minister, Punjab, in a couple of days. However, 15 days have passed since the assurance came by and the government was still dilly-dallying on the issue, claimed the union members.

The union has now taken the agitation route seeking an audience with the Chief Minister.

The district president of the union, Parminder Pal Singh, said they would be forced to intensify their agitation if the CM does not give them an audience soon. They would hold protest march at all district headquarters. Besides, they would make people in villages aware of the anti-employee policies being pursued by the Punjab Government.

The union is demanding regularisation of the entire staff working under the NRHM scheme. Till the time the NRHM staff members are regularised, they should be paid on the basis of equal work, equal pay. Among the other demands of the union are facilities as per the service rules of the Punjab Government and release of the salary of two months, which was deducted in view of the union's agitation against the government.

Among those present on the occasion included Manphool, Keshav Kumar, Kulwant Singh, Rajpal Kaur, Gayitri Mahajan and Sukhwinder Kaur.

Cheating case against former DTO comes to a naught!
Gurdeep Singh Mann
Tribune News Service

Bathinda, October 7
With no further arrest or investigation done in the much-hyped cheating and forgery case involving the former District Transport Officer (DTO) and others, the case apparently has come to a naught.

The case was registered around two months ago and those arrested by the police have already managed to get bail.

The investigating officer in the case, DSP (D) Ranjeet Singh, said he had sent the case file to the office of newly appointed SP (D) Naveen Singla. The SP, when contacted, said he was yet to look into the file.

It may be mentioned that the police had arrested the former DTO, Bhupinder Mohan Singh, in August for illegally selling fancy numbers from the old series starting with PNB, PUT, PIB, PAW and PCW and pocketing huge amounts of money from buyers. Those seeking fancy numbers for new vehicles were issued registration numbers from old series despite the fact that such numbers (old series) were already issued for other vehicles.

The police had claimed to have taken the records from the office of the DTO into its possession along with some other important files. The police had arrested the accused DTO, who managed to get bail after spending a few days in jail along with a middleman.

Earlier, Senior Superintendent of Police (SSP) Ravcharan Brar claimed that in-depth investigation would be done in the case and more arrests would be made. But so far, those booked by the police are still absconding. Also, the new vehicles continue to ply on the city roads without any check.

The former DTO and an agent Rajeev Mittal were arrested while data entry operator Baljeet Singh, middleman Gaganteshwar Singh, DTO office clerk Raman Kumar were booked by the police who could not be arrested so far.

A case against them was registered at the Civil Lines police station. There was reportedly no effort initiated by the police to nab the other accused in the case.

Police sources said Gaganteshwar, a non-practising lawyer from an influential family, Raman Kumar and Baljeet are trying to get stay on their arrest by using various legal ways.

The police said ultimately, the absconding accused would have to surrender or they would be ordered by the court to join police investigations.

RC Scam fact file

  • Former Bathinda District Transport Officer Bhupinder Mohan Singh was arrested from his Sector 49-A residence in Chandigarh on August 8.
  • The officer is accused of "selling" nearly 40 VIP vehicle registration numbers, pocketing anything between Rs 50,000 and Rs 2 lakh for each number, during his one-year tenure as the DTO, Bathinda.
  • BM Singh was posted as the DTO, Bathinda, from April 2012 to May 2013.
  • The estimated money made by the DTO with the help of an office clerk, an agent, a private data entry operator and a middleman is said to be between Rs 20 lakh and Rs 80 lakh.
  • The police had registered a case against DTO office clerk Raman Kumar, agent Rajeev Mittal, data entry operator Baljeet Singh and middleman Gaganteshwar Singh besides the former DTO.
