Water supply, sewerage board reorganised
Jalandhar, October 6 The orders to fill the vacant posts of the engineering staff in the MC and technical staff of the PWSSB have also been given the nod. A notification in this regard has been issued on September 30 by the Director, Local Government, Punjab. As per the orders issued by the state government, the post of the PWSSB managing director has been abolished. Now, the PWSSB will not be headed by any officer of the same Department. Either an IAS officer or a PCS officer (18 years of experience) would head the PWSSB in the capacity of the Chief Executive Officer (CEO). “The main aim behind the move is to streamline the working of the PWSSB and to make sure that a highly competent authority handles the Board,” said a senior government official. Apart from this, nod has been given to fill the vacant post of the engineering staff. Presently, from a total of the 276 posts of engineers of various ranks, 78 posts are vacant. “In case, the posts cannot be filled through departmental promotions of the existing staff on account of the eligibility criteria, the posts would be either be filled through posting engineers on deputation or by employing the retired officers on a contractual basis,” reads the five-page notification, a copy of which is with The Tribune. Furthermore, the government has increased the posts of the Chief Engineer, PWSSB, from the existing one to four. Meanwhile, for the five Municipal Corporations of the state, now it would be the responsibility of the MC to get the new capital works done through reputed private companies through Public Private Partnership (PPP)/Engineering Procurement Construction (EPC) Model. The company that will be given the contract would be looking after the maintenance of the project for a period of 15 years. “The funds for the new capital works would be provided by the state government/ Department of Local Government to the MCs. The company maintaining the project will recover the charges from the beneficiaries (in the form of user charges), as per the rates fixed by the government,” the notification reads. The state government has also clarified that the works which are already been executed by the PWSSB would be completed by the Board only. The government has also given the nod to fill the vacant posts of the engineering staff of the O&M cell of the Ludhiana/ Bathinda/Jalandhar/Amritsar/Patiala MC. From the total of 142 posts of engineers of various ranks of O&M cell, as many as 86 posts were vacant. The priority will be to fill the vacant posts through departmental promotions. In case, there is the eligibility criteria issue, the posts will be filled through posting the officials on deputation. The last option will be to fill the posts by hiring retired officials on a contract basis. Pilot project
With a view to improving the old water supply and sewerage system, a pilot project for the repair works (O&M) cell would be started in one MC of the state. The project would be initiated in an area having population of three to five lakh. A private company would be hired to undertake the project. Based on the results of the pilot project, a decision will be taken to decide the future course of action for the rest of the municipal corporations |
BEd teachers hold protest in city
Jalandhar, October 6 While the teachers and the hall authorities took it as an infringement of their democratic rights, the administration said it wasn’t possible to allow teachers to take to the streets every other day. Teachers gathered at the hall front since early afternoon and held a demonstration in support of their rights. While they had told the administration that they wanted the administration to fix their meeting with the CM or the Education Minister, failing which they will take to the road. But when no such promise was made till about 2 pm, the teachers ventured to move out for the rally, at which time the gates of the hall were locked by the police and a chain of policemen blocked the gate as well. The move was followed by heated discussion between the administration and the teachers and DBYH committee members. The situation was only brought to control when SDM Iqbal Singh Sandhu finally managed to pacify the leaders and promised their meeting with the Education Minister on October 12. Chandershekhar, state leader of the BEd Teachers Front, said, “We were at the venue since morning and the administration knew about it. Why did they take four hours to arrange the meeting. If they had given us the assurance earlier, we wouldn’t have headed for the street march. It was only when things got heated that we were promised the meet with the Education Minister. Our rightful demands are not being met, protest is our only way out. We should be allowed at least this basic right.” Syam Lal, Office Secretary of the DBYH Committee, who had a heated discussion with police officers, after which the gate was finally opened, said, “Out of the blue, I saw the
gate locked. We hire out our place to unions and I was present there, the protest was also peaceful. The matter was between the administration and the teachers. So why lock up our gates. Without our knowledge, the police locked up the gates of a historic
institution. That is undemocratic.” SDM Iqbal Singh Sandhu, who finally pacified both the parties, said, “The teachers’ rights are a matter to be addressed by the Education Department. Asking us to arrange a meet with the CM has no meaning. But the administration has to be on its toes. Letting them take to the streets might have caused problems. The administration did what it thought was best to ensure law and order at that time. We had no option but to lock up the gate.” The matter has been resolved for the moment with the teachers having been promised a meeting with the Education Minister by the district administration. Jalandhar, October 6 Punjab Health and Family Welfare Secretary Vini Mahajan stated this in reply to a question regarding the non-availability of uninterrupted government health services at the doorstep of the poor, as doctors appointed in slum dispensaries were given additional work of night duty at the Civil Hospital in Jalandhar. Talking to The Tribune today, Vini said, “The Punjab health department is in favour of the optimum utilisation of available MBBS and specialist doctors for providing quality medical facilities to residents. That is why we decided that no specialist doctor will be given night duty. Actually, we want to keep them 24x7 available for only those patients who require their immediate speciality expertise for treatment.” To a query regarding deputing 17 specialist doctors in place of posts of as many MBBS doctors at Civil Hospital in Jalandhar and demand of dispensary doctors to shift these specialist doctors and get MBBS doctors, the Health Secretary further stated, “The 400-bedded district Civil Hospital in Jalandhar is witnessing a heavy load of patients nowadays. So there is no need to shift specialist doctors, as our aim is to ensure their availability round the clock by deputing them in two shifts at district Civil Hospital in Jalandhar. That is why there is more than one doctor in some specialities.” Vini further stated, “Even the residents residing near slum area dispensaries also come to Civil Hospital for treatment. Moreover, it is only a temporary problem as we are hopeful of getting some MBBS doctors
soon under the National Urban Health Mission (NUHM) programme initiated this year itself.” The shortage of MBBS doctors in urban areas would be lessened in urban areas by getting more manpower in urban dispensaries as expected under the NUHM, she added. Earlier dispensary doctors held a meeting at the Civil Surgeon’s office on Friday against giving them additional night duty work at Civil Hospital and they also submitted a memorandum to Civil Surgeon Dr RL Bassan and Medical Superintendent Dr JS Cheema on that day in this regard. One of the doctors posted at one such dispensary, Dr Harish Bhardwaj, who is also district president of the PCMS Association, said they would soon bring the entire matter to the notice of Health Minister Surjit Kumar Jayani and Health Secretary Vini Mahajan for withdrawing the order of entrusting additional work of night duty to them. The Tribune also carried a detailed story on Sunday whereby it highlighted the problem of over seven lakh poor persons of various slum areas who have been deprived of uninterrupted government health services at their doorstep by entrusting additional work of night duty to 25 dispensary doctors. |
Lecturer Rashi Sharma loses her battle for life in hospital
Jalandhar, October 6 Her post-mortem was conducted by a team of the specially constituted board of the Civil Hospital. She had developed serious complications while undergoing a septum removal surgery at Vardaan Hospital, after which she was taken to Johal Hospital for advanced treatment. The family has alleged that it was only informed about conducting a hysteroscopy (a process to examine the uterus) and not about the surgery. The family has also alleged that the surgery was performed by a non-qualified doctor. The Chief Medical Officer (CMO) had constituted two different medical boards at the Civil Hospital to conduct thorough investigation into the case. "One board had conducted the post-mortem and the other is investigating the matter. This board had also examined Rashi once she was alive. We would be able to actually find the real cause of her death once we get the reports from these boards," said Dr RL Bassan, Civil Surgeon, Jalandhar. The police has also started its investigation into the case, but it is also waiting for the board reports before making any formal arrests. "Since it is a case related to medical negligence, we have to take expert opinion into the matter. The CMO has constituted a medical board to conduct the post-mortem of Rashi Sharma which will submit its report within a day or two. Only after receiving the report, we will take the necessary action," said Manpreet Singh, Assistant Commissioner of Police, Punjab. Rashi was brought to Johal Hospital on Wednesday. "She was brought here with acute renal failure (kidneys damaged). Her blood pressure was also very low. We managed to raise her BP through medication to conduct dialysis on her. Her condition got better for a while after the dialysis, but then she died early morning following a sudden cardiac arrest," said Amit Jeed, medical superintendent, Johal Hospital. He also informed that a revival process was also conducted on her with the DC shock therapy, but she didn't respond to that treatment as well. Rashi's family also alleged that Dr Vareesh kumar, managing director of Vardaan Hospital, had treated Rashi without the necessary qualification. "Most of the time he used to attend and conduct scans of Rashi. We recently came to know that he does not even have an MBBS degree. For some PhD degree, he is using the prefix doctor before his name. Also, he told us that an experienced doctor from Fortis, Dr Anuradha Daver, would conduct the hysteroscopy of Rashi, whereas one of their own doctors Naveen was seen doing the surgery in the CD given to us by Vardaan Hospital," said Amit Sharma, husband of Rashi. He also alleged that to earn a quick buck, Vardaan Hospital had manipulated some surgery, as the septum was already removed by a renowned doctor a few years back. "We showed him the papers related to the septum removal surgery done by another doctor a few years back. He informed us that he would have a relook through hysteroscopy but the surgery
itself was performed without our consent," said Shashi Mohan Sharma, father-in-law of
Rashi. On the other hand, Dr Vareesh Kumar maintained that the case was not of negligence, but of a rarest of rare reaction of a common drug. "Rashi's family is confusing hysteroscopy with other surgery, whereas hysteroscopy is itself a surgery for which Rashi and her family was informed much in advance. Also, the surgery is performed by Dr Naveen, who is the chief surgeon of our hospital and is a well-qualified doctor, whereas Dr Anuradha is just her assistant. Truth will come out after the reports by the two boards would come out," said Dr Vareesh Kumar, managing director, Vardaan Hospital. Meanwhile, Dr Anuradha Daver has accepted that the septum removal surgery was performed on Rashi in which her condition deteriorated. She had a thick septum in her uterus, for which a surgery was done in July, but some part of it was left over for which she was operated on Wednesday in which she developed certain complications, said Dr Daver. Rashi was cremated at the Hadiabad crematorium in Phagwara on Sunday. With this, a woman 's heart-rending journey to have a baby came to an end. |

Computer teachers meet sad leader

Jalandhar, October 6 A delegation headed by district president of the union Pawan Sharma, vice-president Sushil Kumar Nekiti met the leader. The delegation was also joined by computer teachers who came from different schools.To address the problems faced by computer teachers, Gurpartap Singh Wadala assured teachers that the issue will be raised with the concerned department. A demand letter was also handed over to CPS Pawan Kumar Tinu in this regard on Saturday by the union. The present series started by computer teachers has been in support of their long-pending demand for regularisation which slipped out of their hands even as it had been granted by the government. While a notification was issued,the Education Department hasn’t implemented it. Two years after the issuance of the notification, the government kept silent on the issues of promotions, annual pay scales, similar treatment to vocational teachers, medical reimbursement, seniority CPF, citing the ‘policy being under consideration’. Since assurances by the CM, Deputy CM among others, the leaders have failed to ensure regularisation for the teachers despite a long wait. They are now resorting to the present series of meetings. |

60 girls detected anaemic at camp
Phagwara, October 6 A team of doctors examined 100 girls and 60 were detected anaemic. Moreover, the School Health Programme launched by the Health Department has also come under a scanner with the detection of 60 per cent of the girls of an educational institution anaemic by the experts. Under this programme, the Health Department had launched a campaign to distribute folic acid and iron pills among the school students (girls) across the state to eradicate anaemia from the girls. Civil Surgeon, Kapurthala, Balbir Singh, denied to have received such report. He, however, claimed that the club has not sought permission for any such camp and the department was not aware of the competence of the doctors who detected the anaemic girls. “I will inquire into the matter, tomorrow,” claimed the Civil Sugeon. IG inaugurates Highway Patrol Station
Phagwara, October 6 It was being speculated that the step was taken after the LeT allegedly posted a threatening letter to a priest a few days ago. After inaugurating Highway Patrol Centre near Mehtan on National Highway in Phagwara, he said though few terrorists were nabbed by the Fatehgarh Sahib and Gurdaspur police recently, there is no security threat and terrorism could not be revived in the state now. Earlier, he along with SSP Inderbir Singh and SP Gursewak Singh Brar inspected the Highway Patrol Centre and said it will be beneficial for the residents and help in maintaining normal traffic on the highway and the victims of any mishap. |
