It being a national holiday on account of the Independence Day function and the next two days being again off owing to weekend, the staff of most government offices wore a deserted look today.

As on availing a leave today, the government staff could get four days' break, most employees, including clerks and officials, remained off duty today, with visitors unable to get their work done.

The top administrative brass was either off or away on meetings. Deputy Commissioner Shruti Singh was on leave today. Additional Deputy Commissioner (G) Praneet Bhardwaj was away for a meeting on election preparedness at Chandigarh. ADC (D) Harminder Singh was busy with a seminar on biodiversity.

Even the office of District Transport Officer Dalwinder Jit Singh, which often remains abuzz with activity, was without visitors. The rooms of the DTO and the Additional DTO remained locked. Six of the eight counters were off today. The staff said while the DTO was in Chandigarh for a meeting, four clerks were away to courts and two were off.

Rain throws life out of gear as water accumulates on roads
Tribune News Service

Jalandhar, August 16
Incessant heavy rain in and around Jalandhar today threw normal life out of gear, as several feet rainwater accumulated on almost every road due to poor drainage system.

According to the meteorological department, 16 mm of rainfall was recorded in the city till Friday evening. The rain brought down the temperature. The minimum and maximum temperature was recorded as 25.7 degree Celsius and 30.1 degree Celsius, respectively.

The meteorological department made forecast of rain with thundery conditions even on Saturday, as the sky is likely to remain cloudy.

Normal life was hit due to the poor drainage system, as a majority of the city roads were inundated with several feet high water. So much so that rainwater also entered a number of houses located in several low-lying localities, including Basti areas, Kishan Pura, Gopal Nagar and Globe Colony.

Meanwhile, a majority of the roads, including Basti areas, Neelamahal, Gopal Nagar, Preet Nagar on Sodal Road, Domoria Pull, Ikahari Pulli, Makhdum Pura, Nakodar Road, Kacheheri Road, Gujja Peer Road and Sodal Road were inundated with several feet high water due to heavy rain.

The condition of roads, which was already very bad it further became worse with the accumulation of rainwater. The already existing pits and potholes have further widened, increasing the chances of mishaps. Scattered gravel on various areas is also giving an open invitation to mishaps.

Atul of Gopal Nagar said, “Though the roads can not be reconstructed during the monsoon, the municipal corporation Jalandhar (MCJ) should at least remove scattered gravel and fill the pits and potholes to avoid mishaps.”

While the commuters passing through the inner city roads were affected with the accumulation of rainwater, the passengers passing through the Jalandhar-Amritsar national highway also faced a lot of inconvenience as traffic remained jammed at the highway as water accumulated, especially near Chugitti, PAP and Ramamandi Chowks on the highway. Traffic remained jammed on various inner roads and highway for several hours due to the rain.

Irked at MC inaction, traffic police fills up potholes itself
Aparna Banerji
Tribune News Service

Jalandhar, August 16
“Work will begin after rains stop.” While this remains the official MC reaction on any kind of trouble faced by commuters on any city road during the monsoons, things have now come to a point that the traffic police has resorted to filling potholes in the city.

Sick of traffic jams and serious inconvenience faced by commuters in various areas, traffic police officials themselves had to arrange for trolleys of stones to fill up potholes today.

Sick of the MC inaction, an irate ACP (Traffic) said it’s high time, the MC acted.

In one of its worst traffic days in recent times, areas throughout the city faced hour-long traffic jams due to potholes - deep enough to make buses and trucks tilt to a side - and flooded roads (it rained constantly through the day), slowing down the pace of traffic at bottlenecks, intersections and chowks across the city.

Serpentine queues of vehicles were witnessed at Rama Mandi, PAP Chowk, BSF Chowk, Chugitti Chowk, Nakodar Chowk, Guru Ravi Dass Chowk and many bazaar areas, along with other areas across the city - at places the jams extended to over an hour.

The deep potholes have been a pain for commuters for months (in some areas for years), as they cause accidents and hamper the normal flow of traffic. In many places in the city, they are inches deep and make passing of even heavy vehicles difficult.

There are plenty of areas in the city which are gaining increased notoriety for the constant overturning of vehicles, which include four-wheelers and two-wheelers.

One of the worst hit, the Rama Mandi to BSF Chowk stretch today witnessed such a traffic congestion that commuters reported "traffic froze" for hours. Vehicles stood rooted in kilometre-long queues with engines switched off because the traffic won’t budge.

ACP (Traffic) Mahinder Singh said, “We are short of solutions to this problem. We have to arrange cranes, pick up vehicles. Two-wheelers getting overturned is becoming a regular thing. Today, I, along with 15 to 20 of my officers (ASIs, inspectors), have been present at the spot since morning.”

“We have asked them (MC) time and again to get the potholes filled. Today, we ourselves had to arrange for eight trolleys of stones to get the potholes filled. This is not ouR job. We made a request regarding the same today as well. The only reaction is that action will be taken.”

MC Commissioner Vinay Bublani, said, “Due to the rains, it is very difficult to get the work done. However, we are getting the potholes on the PAP to BSF Chowk stretch filled up tonight itself. We are also getting the water of the area pumped out.”

“Other affected areas of the city will also follow in due course of time,” he added.

MC needs to act fast

Notably, roads in many areas of the city seem like they are eroding. Especially during rains, deep potholes, which are a scary challenge for commuters, have developed in areas like PAP, Transport Nagar, Chugitti, Domoriah Bridge, Garha Road, Basti Areas, Kapurthala Road, Nakodar Road, Maqsoodan, Ladowali Road, Gurunanakpura, Bazaar areas. A majority of the city areas have been hit adversely, leading to accidents and traffic jams. While rains might be a roadblock to speedy work, the inconvenience to commuters and frequency of accidents and increasing jams call for some swift action by the MC.

Local hospitals flout rules
Bipin Bhardwaj
Tribune News Service

Jalandhar, August 16
The local civil body seems to have turned a blind eye towards the city based healthcare institutions that are using their basements for commercial activities than parking purpose.

Though the Joint Commissioner of the Jalandhar MC, Anupam Kaler, claims to have issued notices for various violations under the Punjab Municipal Act to over seven hospitals asking them to remove the violations within four months yet the ground realities are different.

Talking to the Tribune, Kaler claimed to have taken stock of the situation and asked the chief town planner to initiate necessary action.

Kaler, said “I am not aware of the exact number of hospitals that are running from basements instead of using the place for parking purpose.”

Taking a serious note of public interest litigation, the Punjab and Haryana High Court had directed the MC for taking action against all the hospitals running from basements within three months.

The MC further gave four months time to the violators instead to taking any action.

It was alleged in the petition that seven private hospitals - Tagore Hospital and BBC Heart Care Centre, Chhabra Hospital and Maternity Home, Satyam Hospital, Patel Hospital, Bowry Medical Centre, Joshi Hospital and Vasal Hospital - functioning in residential areas had created problems for the residents.

The petitioner said at least four of these hospitals have opened clinics, patient wards and laboratories in the basements, in violation of the bye-laws under which the basements can used only for parking purpose. The vehicle of doctors, other staff and patients are therefore, parked on the streets or on the main roads create traffic problems.

These hospitals have also encroached upon footpaths thus putting the pedestrians in a great hardship. Sources in the MC revealed that the civil body officials are having a soft corner towards the violators who are financially sound and politically well connected.

Another reason of going soft on the violators is that a majority of the officials are locals in Jalandhar and have developed friendly relations with the violators.
