Heavy rain lashed many parts of the Kashmir valley today, bringing residents a much-needed respite from the prolonged heat wave conditions. While the day temperature here had usually been hovering over the 30 degrees mark for a few weeks, the mercury significantly dropped after the incessant rain.

He said detailed discussions were held regarding the preparation of the draft biological diversity rules and their notification, constitution of district and block level bio-diversity management committees and documentation of biological diversity.

Army flags off farmers’ awareness tour

A tour for the farmers from north Kashmir has been flagged off from the Baramulla district by the Army. The tour was flagged off from Uplona on the outskirts of Baramulla yesterday. “The farmers will visit Amritsar, Ludhiana, Ambala and Jammu,” a defence spokesperson said, adding that farmers from various villages of Baramulla district are part of the tour.

Man kills brother over land in Srinagar
Srinagar, August 13
One person was killed in a clash over land in Anantnag district. A police spokesperson said the clash broke out between two brothers-- Ghulam Mohammad Wani and Abdul Razaq Wani-- residents of Hatigam village. During the clash, Abdul Razaq attacked and critically injured his brother with a stick, the spokesperson said. Ghulam Mohammad was shifted to hospital where he succumbed to his injuries. The body was handed over to his relatives for last rites. The police has registered a case under section 302 of the RPC, the spokesperson added. — TNS

PDP suspends Reasi district vice-president
Srinagar, August 13
The Peoples Democratic Party (PDP) today suspended its Reasi district vice-president, Subhan Din, for indulging in anti-party activities. Din was issued a show- cause notice by the party top brass a month back which he failed to respond, triggering his suspension. “Master Subhan Din was served a show-cause notice against his involvement in anti-party activities a month ago and he has failed to answer the same,” a PDP spokesperson said in a statement. “Taking strong notice of this, the party has decided to suspend his membership forthwith,” he added. — TNS

Srinagar city records a dip of 11.4 degrees in day temperature; waterlogged roads give a hard time to residents

Heavy rain lashed many parts of the Kashmir valley today, bringing residents a much-needed respite from the prolonged heat wave conditions. While the day temperature here had usually been hovering over the 30 degrees mark for a few weeks, the mercury significantly dropped after the incessant rain. The summer capital had last month recorded the hottest day temperature in seven years at 35.4 degrees Celsius.

Even as Srinagar had recorded 31.9 degrees Celsius maximum temperature yesterday, the city today saw a high of 20.5 degrees as per an official of the Meteorological Department.

Day temperatures dropped in other parts of the Valley as well. Qazigund, the gateway town to Kashmir, recorded 22.5 degrees Celsius maximum temperature, while the border town of Kupwara saw a high of 20.3 degrees. Similarly, Pahalgam recorded 19.9 degrees Celsius maximum temperature.

Kupwara received the maximum rainfall (43.1 mm) during the day, while Srinagar recorded 21.2 mm rainfall. Qazigund and Pahalgam, as per the Met Department, received 23.4 mm and 12.2 mm rainfall, respectively.

Srinagar, Qazigund, Kupwara and Pahalgam recorded 17.9, 19.0, 19.2 and 15.4 degrees Celsius minimum temperatures, respectively.

The weatherman has forecast light to moderate rainfall across the Valley in the next 24 hours. Moreover, heavy rainfall is expected at a few places in the Jammu region.

Meanwhile, the incessant rain led to waterlogged roads and caused traffic jams. Traffic was seen moving at a snail’s pace at several main junctions of the city, especially the Rambagh and Jehangir Chowk areas.

The waterlogged roads also caused inconvenience to the pedestrians and shopkeepers at several areas were seen closing their shops early. “I closed my shop at 2 pm as no customers were coming after the area around the shop got inundated by rain water,” said Abdul Rashid, a shopkeeper at the Magarmal Bagh chowk.

Mirwaiz urges India, Pak to end hostility along LoC

Welcoming the statement of UN Secretary General Ban Ki Moon, urging India and Pakistan to end hostility on the LoC in Kashmir, the moderate faction of the Hurriyat Conference has urged both the countries to normalise their relations and end hostility along the border.

Hurriyat Chairperson (M) Mirwaiz Umar Farooq, while speaking during a seminar here, said the political scenario of the world was changing where talks were replacing wars to solve political disputes, a Hurriyat spokesperson stated.

“Welcoming the recent statement of the UN Secretary General, where he has asked India and Pakistan to end hostility on the LoC, Mirwaiz said though various resolutions had been passed over Kashmir in the UN, not a single resolution had been implemented by the world body,” he said.

“Stressing both India and Pakistan to normalise relations, Mirwaiz said there had been ceasefire violations from both sides on the LoC, despite the ceasefire agreement of 2003. It had claimed more than 60 lives on both sides,” he said.

“But the way the present border tension has converted into a war-mongering campaign, it is evident that it has been a planned move. War and peace cannot go hand-in-hand,” the spokesperson quoted Mirwaiz.

Mirwaiz said the Prime Ministers of both the countries should be encouraged to meet on the sidelines of the UN summit to take steps to normalise relation and take steps to solve the dispute.

Kichloo being made a scapegoat to save Cong vote bank: AIP chief

Awami Ittihaad Party (AIP) president and Langate MLA Engineer Rashid today claimed that Sajjad Kichloo, who resigned as MoS, Home, was being made a scapegoat by the government following the communal clashes in the Jammu region.

Addressing a press conference here, Rashid said Kichloo was made a scapegoat following ‘pressure’ from the Congress. He said Kichloo was made to resign to ‘save the Congress vote bank and please New Delhi’.

Kichloo had resigned yesterday after several quarters, especially the BJP, had upped the ante for his resignation. He had been accused by the BJP of being a ‘mute spectator’ after the communal clashes erupted in Kishtwar on the first day of Eid-ul-Fitr on August 9, which later snowballed to other parts of the Jammu region.

Questioning why nobody had resigned after the killings of civilians during the 2010 summer unrest in the Valley, Rashid asked why no resignations had been tendered after the recent killings of four civilians in the alleged BSF firing at Gool, Ramban.

As Rashid had visited Kishtwar yesterday, he censured the government for disallowing him to visit the interiors of the area. He alleged he was ‘harassed’ by the police and the Army and deported forcibly from Kishtwar.

He also flayed the Congress and BJP for ‘fighting its war’ in the Valley.

Rashid accused the BJP of instigating ‘communal violence intentionally in order to gain political mileage for the upcoming Assembly elections at the cost of peoples’ lives’. However, he welcomed the statement of BJP senior leader Arun Jaitely that ‘Jammu and Kashmir is not a private property of one family.’

“Yesterday in Parliament, the BJP had finally validated the claims of the people of Jammu and Kashmir that the instrument of accession was between the Abdullah family and New Delhi and not between the people of the state and New Delhi,” he said.

Reiterating his demand for disbanding of the Village Defense Committees (VDCs), he said he would file a PIL in the high court in this regard. He also said the VDCs were a blot on the Indian democracy.

The resignation

Kichloo had resigned on Monday after several quarters, especially the BJP, had upped the ante. He had been accused by the BJP of being a ‘mute spectator’ after communal clashes erupted in Kishtwar on the first day of Eid-ul-Fitr, which later spread to other parts of the Jammu region.

Taj visits Bakshi Stadium
Takes stock of the ongoing renovation work

Minister for Medical Education, Youth Services and Sports, Taj Mohi-ud-Din, today visited the Bakshi Stadium here and took stock of the renovation work being carried out at the complex.

An official statement said that the minister visited various pavilions and visitors galleries and inspected the upgraded seating equipment installed there.

Taj, during his visit, also visited the Sher-i-Kashmir Indoor Stadium and reviewed the ongoing renovation work there.

He directed the authorities to create extra space at the stadium, so that more and more indoor games could be played at a time, the statement said.

Taj also called for utilisation of space for landscaping and creating the local aesthetic ambiance within the sporting area of the stadium.

The minister further directed the officials to create more facilities for players at the stadium.

“The government has embarked on an ambitious programme of strengthening sports infrastructure in the state and a beginning has already been made in this regard with the laying of the foundation of the ~18 crore sports complex at Baramulla last month,” Taj said.

He informed that the government has decided to construct sports complex at every block and sports field in every panchayat halqa.

Taj, meanwhile, said an Astroturf was being laid at TRC grounds and Azadgunj, Baramulla, the statement added.

Lawyers visit police stations, get 55 youths
released from custody

To hold peace meetings, rallies to restore normalcy

After the police launched a crackdown on troublemakers and detained over 100 youths following violent protests in Jammu district, the J&K High Court Bar Association, Jammu, today visited various police stations and got around 55 youths released.

The Bar Association also decided to constitute various teams of advocates to hold peace meetings and marches in various parts of Jammu to restore normalcy, peace and calm in the wake of the prevailing tension following clashes between two communities in Kishtwar town on August 9.

“We visited various police stations in Jammu city and managed to release around 55 youths who were detained by the police as preventive measures. We have also requested the Inspector General of Police (IGP), Jammu, to release all youths picked up by the police,” said Ranjeet Singh, general secretary of the J&K High Court Bar Association.

Yesterday, state Home Secretary Suresh Kumar had disclosed that the police had arrested over 100 youths from Jammu following violent protests. Kumar had said a total of 11 people were arrested in connection with August 9 Kishtwar violence.

Singh said they had suggested to the Jammu IGP not to keep youths in custody for a longer period as it would further flare up the situation.

“The Jammu IGP has assured the Bar members that all detained youths would be released by today evening,” Singh said.

DGP asked to present report on erring police official

The State Vigilance Commission has asked Director General of Police Ashok Prasad to present a report on the abuse of power by the Deputy Superintendent of Police (DSP). An official spokesperson said the State Vigilance Commission had issued orders asking Prasad to present the report involving the complaint regarding the abuse of official position by a police officer through a senior officer to be deputed by him.

The officer deputed will remain present before the commission on the next hearing scheduled for August 23 in Jammu, the spokesperson said.

The case, titled Master Balbir Singh versus DSP Riyaz Ahmad Tantray, was received by the State Vigilance Commission from the State Accountability Commission.

The DGP was asked for the report, following the previous court hearing of the State Vigilance Commission held on June 24, the spokesperson said.

The complainant had alleged Tantray, by abusing his official position, had created false evidences against him and had also indulged in corruption in the process.

Urs of Hazrat Balkhi from August 19

Annual Urs of Hazrat Syed Ali Aali Balkhi (RA) will commence from August 19 at Pakherpora in Budgam district. An official statement said final touches were given to the arrangements during a meeting chaired by Minister for Finance and Ladakh Affairs Abdul Rahim Rather.

“As per the programme, chaddar (PoshakBandi) at the mausoleum will offered on August 19, whereas ‘shab khwani’ will be performed on August 21. The Urs celebrations will continue till August 30,” the statement said.

The minister directed the heads of various departments to make foolproof arrangements in their respective fields at Pakherpora during the Urs, so that pilgrims do not face any inconvenience. The Transport Department was also asked to arrange adequate number of vehicles for the pilgrims.

The Chief Medical Officer, at the meeting, assured that besides making medicare services available at the Pakherpora primary health centre, four first-aid centres would be set up enroute Charar-e-Sharief to Pakherpora at Zinpanchal, Kanidajan, Pakherpora and Charari-Pora.

Khandey chairs meeting on bio-diversity

Chief Secretary, Mohammad Iqbal Khandey, today chaired the meeting of the JK State Bio-Diversity Board here, an official spokesman said. He said detailed discussions were held regarding the preparation of the draft biological diversity rules and their notification, constitution of district and block level bio-diversity management committees and documentation of biological diversity.

Khandey called for inviting comments on the draft rules from experts and also asked the concerned officials to consult the Law Department in this regard, the spokesman said.

“When the rules are notified, the Forest Department will ensure that bio-diversity management committees across the state are formed at the earliest,” Khandey said.

“These committees will do the documentation of the biological diversity, including preservation of habitats, conservation of land races, domesticated stocks and breeds of animals and micro-organism and chronicling of knowledge related to biological diversity,” the Chief Secretary added.

Commissioner Secretary, Forests, Sheikh Ejaz Iqbal, Commissioner Secretary, Agriculture, Asgar Samoon, and Principal Chief Conservator of Forests were among many other officials present in the mee[ting.

Army flags off farmers’ awareness tour

Srinagar, August 13
A tour for the farmers from north Kashmir has been flagged off from the Baramulla district by the Army. The tour was flagged off from Uplona on the outskirts of Baramulla yesterday. “The farmers will visit Amritsar, Ludhiana, Ambala and Jammu,” a defence spokesperson said, adding that farmers from various villages of Baramulla district are part of the tour.

The spokesperson said the aim of the tour was to expose the farmers to the benefits of peace and development outside the valley and to give them an insight into the farming activities and methodology being adopted by the farmers of the agriculturally rich states of Punjab and Haryana.

The tour also aims at bringing the farmers into the mainstream and educate them about the latest techniques in the field of agriculture and dairy. The tour will also give them a chance to interacte with scientists and professors from agriculture universities, the spokesperson said. — TNS

Mir reviews regularisation of ReZ workers

Minister for Agriculture, Ghulam Hassan Mir, today chaired a meeting to review the progress of regularisation of Rehbar-e-Zirat (ReZ). An official statement said a threadbare discussion was held regarding the regularisation of Rehbar-e-Zirat in accordance with the cabinet decision of 2011.

“As per the cabinet decision, 2,642 Rehbar-e-Zirat candidates, who are already registered with the department, were to be regularised as Village Agriculture Extension Assistants in three phases,” the statement said.

Mir was informed that in the first phase, 881 ReZ will be regularised, with effect from, April 1, 2014, while in the second phase from April 1, 2015, another batch of 881 ReZ will be confirmed.

The remaining of the 880 ReZ will be regularised, with effect from April 1, 2016, the statement added.

Minister of State for Agriculture, Nazir Ahmad Gurezi, was also present on the occasion.

Chief Secretary, Mohammad Iqbal Khandey, today released the Jammu and Kashmir Prisons News Letter in presence of Director General of Prisons, K Rajendra Kumar, here.

On the occasion, DG Prisons informed Khandey about various reformative and rehabilitation measures taken by the Prisons Department for the welfare of the inmates.

“The education programmes, vocational and skill development training and other sports and cultural activities, besides facilities of grievance redressal are being provided to the inmates,” Kumar told the Chief Secretary. He also informed Khandey about the measures taken by his department to improve the skills of the prison staff and incorporate the best prison practises.
