Confusion over admission to MBBS, BDS courses continue

A week after the admission process for all post-graduate degree and diploma course in government and private medical colleges in Punjab was entangled in legal intricacies with claims and counter claims by PCMS doctors, rural medical officers (RMOs) and fresh graduates (MBBS) over their share of seats, the admission scene for MBBS and BDS seats is getting even more confusing.

Baba Farid University of Health Sciences (BFUHS) started counselling on August 2 to fill 810 MBBS seats in government and private medical colleges in Punjab on the basis of the National Eligibility Entrance Test (NEET). The controversy started when some students from other states also started appearing in the counselling for seats in medical colleges of Punjab.

As per the rules, every Punjab domicile candidate is eligible to appear in the counselling.

It is alleged that on the basis of fake admissions in some schools in Punjab, some students from other states are also taking the benefit of being domicile candidates. The rules say every student who completes his Class XI or XII from any school of Punjab can claim bonafide domicile of the state.

It is learnt that besides claiming to have bonafide domicile in Punjab, some of these students also claim domicile benefit in their parent states.

Moreover, many of these candidates were neither the students of any school in Punjab nor in any other state. They are on fake rolls in Punjab schools.

Actually, these aspirant doctors were students of coaching institutes in Kota, Delhi, Chandigarh and Bathinda, said SS Gill, vice chancellor, BFUHS.

Aware of this practice, the Health Department in Punjab passed a notification on June 5 and as per Clause 18 of this notification, no candidate can attend counselling in more than one state for admission. So, it was mandatory for every candidate and his parents to give an undertaking that their child did not attend the counselling in any other state.

But as there are some candidates whose names figure in the counselling list of Punjab as well as Haryana, it led to strong protest by the parents of many candidates in Punjab who accused the BFUHS of not paying attention to their complaint.

The vice-chancellor of BFUHS said the university was facing a tough time in dealing with this confusion as barring any student with state domicile from appearing in the counselling was not practicable. "We are approaching the state government to annul this notification," said Dr SS Gill, the vice-chancellor.

But some parents have already decided to knock the door of the Punjab and Haryana High Court and they have already sent legal notices to the BFUHS for violating the notification issued by the state government.

Ferozepur block samiti chief elected unanimously

In the election held for the post of chairman, Block Samiti, Ferozepur, Balwant Singh and Amarjeet Kaur were unanimously elected as chairman and vice-chairman, respectively.

Kamal Sharma, president BJP(Punjab), Sukhpal Singh Nannu, former Chief Parliamentary Secretary, Joginder Singh, MLA, Jugraj Singh, district president of the BJP besides other SAD-BJP leader were present on the occasion.

Out of a total of 19 Block Samiti members, 18 including 10 from BJP, 6 from SAD and 2 independents gave their consent in favour of the two candidates.

In Block Samiti Ghal Kurd, Lakhwinder Singh Dhindsa and Bhajan Singh were elected as the chairman and vice-chairman, respectively.

Talking to media persons on the occasion, Kamal Sharma said no efforts will be spared for the development of this border district.

Sharma said all the pending demands, including setting up of a government college besides a revamp of the sanitation system, have been approved and the state government will soon release the funds for the purpose.

He said the SAD-BJP candidates will win with a thumping majority from all the parliamentary constituencies in the state in the next Lok Sabha elections.

Rubbishing reports about any sort of discrimination against Sikh farmers in Gujarat, Sharma said the Gujarat Government was providing all possible help to the farmers irrespective of their caste, creed and culture.

Kamal Sharma further said the e-TRIP system was a part of the government’s agenda to bring administrative reforms, adding that it was a process aimed at streamlining the entire tax mechanism.

MLA Jain’s son likely to be declared PO

Moga MLA Joginder Pal Jain, who switched his loyalty from the Congress to the ruling SAD and got himself re-elected to the state assembly early this year, again seems to be in trouble.

In a case registered against all the five members of the Jain family including the MLA, his wife, two sons and daughter on August 26, 2007, under the Punjab Apartment and Property Regulation Act, 1995, at the Mehna police station in Moga district on the charge of raising an unauthorised residential colony, the local judicial court of Suman Agnihotri, JMIC, has decided to continue with the process of declaring the MLA’s elder son Puneet Jain a proclaimed offender (PO) in the case.

The court has fixed August 19 as the next date of hearing in the case.

The PO proceedings against Puneet Jain were initiated by the court of Madan Lal, JMIC, Faridkot on May 31 this year.

In the meantime, the Jain family filed a petition in the Punjab and Haryana High Court seeking transfer of the case from Faridkot to Moga district.

Taking up the matter on May 24 this year, Justice MMS Bedi asserted, “The court is of the opinion that no prejudice will be caused to the prosecution agency in case the trial is transferred from Faridkot court to a court of the competent jurisdiction in the sessions division at Moga.”

After the transfer of this case at Moga, recently, the court of Suman Agnihotri, JMIC, found that the proclamation against Puneet Jain was not issued by the concerned ‘ahlmad’ and while taking a serious note of this ‘lapse’, fresh orders were issued that the “same be issued in terms of orders dated May 31, 2013 by the court of Madan Lal, JMIC, Faridkot for August 19, 2013”.

Residents of two villages keep officials on toes

The drainage of accumulated rainwater in the fields today became a bone of contention between the residents of adjoining Udekaran and Bura Gujjar villages.

As soon as the drainage department officials started digging the land for the construction of a water channel to drain the accumulated rainwater from the fields of Udekaran on to the panchayat land at the adjoining Bura Gujjar village, the residents of Bura Gujjar village blocked the Muktsar-Ferozepur road after pitching a tent this morning.

Kabul Singh, sarpanch of Bura Gujjar, said the water would enter their fields from the panchayati land of Udekaran. “We will not allow the administration or the villagers to drain the water in our village,” said Kabul Singh.

When the protesters refused to budge from their stand, ADC (G) NS Bath, Sub-divisional Magistrate VPS Bajwa and SP (H) NPS Sidhu went to pacify them.

But as soon as they lifted their dharna, the residents of Udekaran village blocked the Muktsar-Kotkapura road at around 3 pm in protest against the administration for its failure to drain the rainwater from their fields, which has accumulated for the last four days.

Till late this evening, their protest continued.

But later, after the assurance of a joint meeting between the residents of both villages and the Deputy Commissioner tomorrow, the road was opened for vehicular movement.

It may be mentioned here that yesterday, Member of Parliamant (MP) from Ferozepur Sher Singh Ghubaya and Deputy Commissioner Parmjit Singh had visited Udekaran village and ordered the drainage department to immediately start draining out the accumulated water from the fields.

Villagers hold protest, seek bridge over canal

Hundreds of farmers of more than half a dozen villages blocked the National Highway today demanding construction of a concrete bridge on Southern Canal near Shajrana village of Fazilka district.

A temporary bridge has been raised on the canal by laying pipes. As a result, the flow of water slowed down and it does not reach at the tail end to its optimum capacity. A large number of villagers belonging to village Hiranwali, Khui Khera, Kabulshah Khuban, Ramkot, Kheowali Dhab, Bareka, Roopnagar, Bakainwala blocked the National Highway on Fazilka-Abohar road. Most of these villages are situated at the tail end of the canal. They pleaded that due to temporary bridge the villagers at tail end did not get required water.

“We have raised the issue with the authorities several times but to no avail. We were left with no other alternative but to stage a protest”, said farmers Surinder Kumar and Hardip Kumar.

On the other hand, some villagers belonging to village Shajrana and its four dhanis falling across the bridge also reached the site in a panic under the apprehension that the temporary bridge is being removed and the road link to their villages would be snapped. Tension mounted between both groups. Additional Deputy Commissioner, Charandev Singh Maan intervened and pacified both the groups. Now they are demanding construction of a concrete bridge to get rid of the problems being faced by them.

Ferozepur Intercity from Aug 9

The new Ferozepur-Delhi Intercity Express will start chugging from August 9 via Bathinda, Jakhal and Rohtak. The news has brought cheers for the residents of this border town, especially the traders, who had been clamouring for the sanction of a new train between these two stations for some time.

Though, two express trains including the Punjab Mail and Janta Express besides another passenger train ply between Ferozepur and Delhi, given the rush of passengers and the timings of these existing trains, another superfast train was being demanded by the residents.

Naresh Chander Goyal, Divisional Railways Manager (DRM), Ferozepur Division, said the new train (number 14626) will start from Ferozepur at 4:30 am and will reach Delhi Sarai Rohilla station at 11:45 am via Faridkot, Kotkapura, Bathinda, Mansa, Jakhal, Narwana, Jind and Rohtak. On its return journey, the train will begin its run at 6:45 am and reach Ferozepur at 2:45 pm.

Goyal said another Intercity will also start from Fazilka on the same day and it will further connect with the existing Bathinda-Delhi Intercity.

Earlier, the announcement regarding the introduction of this train had been made during the Rail Budget this year by the then Railways Minister Pawan Kumar Bansal. Though the residents had been demanding the introduction of a new Shatabdi train between these two stations, an Intercity train had been sanctioned.

The DRM said the new train will have 15 coaches including two AC, 5 sleepers, 6 general coach besides two brake vans.

In the Rail Budget, the minister had also given green signal to the much awaited Ferozepur-Patti rail link besides Delhi-Hoshiarpur Express (weekly), Bhatinda-Jammu Tawi ( weekly) via Patiala and Tarn Taran-Goindwal DEMU service for the Ferozepur division.

Venue for oath ceremony shifted to Malout

The district administration today changed the venue of the oath administering ceremony of panches and sarpanches, to be held on August 9, from Muktsar to the new grain market in Malout.

Deputy Commissioner, Muktsar, Parmjit Singh said the earlier decided venue was less convenient to some elected representatives.

"Malout is almost in the centre of the district. So, the venue has been changed. As many as 2,295 panches and sarpanches would be administered oath by Deputy Chief Minister Sukhbir Singh Badal on August 9 at 10:30 am in Malout," said Parmjit Singh.

Meanwhile, preparations to give a fresh look to the Guru Gobind Singh Stadium in Muktsar were halted. — TNS
