Quality of newly built waterworks in Muktsar village draws ire
Muktsar, July 29 Kuldeep Singh, Gurlal Singh, Jaspal Singh, Sukhpreet Singh, Balraj Singh and Kulwant Singh, all residents of Mann village, demanded a probe, alleging a fraud of the private contractor and the officials of the Water Supply and Sanitation Department. The villagers said the existing water reservoir was only renovated, but the funds had arrived for the construction of a new reservoir. "If the condition of a waterworks built in the Chief Minister's constituency Lambi that also next to his native village, is pathetic, then the condition in other parts of the state can well be imagined," said a resident of Mann village. He further said that the condition of the nearly two decade-old waterworks is better than the newly built waterworks in the village. Parmod Kumar, Executive Engineer, Malout, Water Supply and Sanitation Department, said, "The waterworks was constructed recently. If there is any seepage, it would be repaired soon." However, the villagers demanded that the payment of the private contractor, who had constructed this waterworks, must be stopped.

PG courses: RMOs can compete for vacant quota seats, says HC
Chandigarh, July 29 The Bench clarified that there would be no disturbance of the already allocated seats in the general category. But whatever seats remain vacant and/or spill over from the 60 per cent seats reserved for in-service doctors, the RMOs would also compete. The High Court has already made it clear that rural medical officers, working with zila parishads in Punjab, cannot be equated with PCMS in-service doctors. The Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih observed that the cadre was different for both posts and the rural medical officers would be given benefit of the rural service rendered by them under zila parishads after their selection in the PCMS. Similar findings were earlier given by a Single Judge. The ruling is significant as the RMOs are, as such, not entitled to be considered for 60 per cent seats in post-graduate degree/diploma courses in the health sciences institutions. These seats are to be filled from among eligible in-service doctors. The ruling by Justice Rameshwar Singh Malik came on a bunch of six petitions filed by Dr Manu Gupta and others against the state of Punjab and others. Their counsel had said: “Since the petitioners were serving as rural medial officers under zila parishads, they were entitled to be treated on a par with PCMS doctors for the purpose of admission to post-graduate courses in question”.

BJP seeks special package to bail Abohar out of neglect
Abohar, July 29 Notably, BJP candidate Vijay Laxmi Bhadoo lost her security deposit in the Vidhan Sabha elections last year as people expressed anguish over the “malfunctioning” of the “A” class municipal council run by the saffron party. Since the council may go to polls within the next three months, the BJP leadership has impressed upon the CM the need to solve most of the problems concerning civic amenities here on priority basis. District BJP president Sita Ram Sharma, who submitted a charter of demands to the CM at his residence, confirmed over the phone that Lok Sabha member Sher Singh Ghubaya, Minister for Forests Surjit Kumar Jyani and Social Welfare Board chairperson Vijay Laxmi Bhadoo were also present at the meeting held to discuss the development schemes in the sub-division. The BJP said the outlived sewerage system has virtually collapsed in Abohar. The schemes, submitted to the Punjab Water Supply and Sewerage Board (PWSSB), estimated to cost Rs 66.65 crore, need to be cleared immediately. There is also the need to prepare a master plan for the expansion of the sewerage system to utilise 60 acres available near the main disposal works, the party said. Over 1.75 lakh residents are deprived of potable water for drinking. The PWSSB had planned to link the old water works with the new water works besides expanding the latter but the tenders hang in limbo. The outlived tanks in the old water works have choked. The deputation is learnt to have told the CM that the Punjab Mandi Board had supplied two fire tenders to the Abohar Municipal Council in 1985. Both the vehicles have now been grounded as expenses on their repair exceed their basic value. The CM has agreed to sanction funds for new vehicles, Sita Ram Sharma claimed. To solve the traffic problem, the BJP suggested creating parking zones in the old grain market area. Funds for renovating parks and stadiums have also been sought. The CM has been requested to a sanction government college in the old town and government senior secondary schools for girls in Nai Abadi. The demands are likely to be discussed this week with the principal secretaries of the departments concerned, sources said.

NRI medical students can appear for
counselling, says HC

Sullar, NRI student Simran Hayer and other petitioners had sought directions to the State of Punjab and the university to consider them for admission to MBBS and
BDS, without appearing in the national eligibility-cum-entrance test
(NEET-2013). Sullar said the petitioners were aggrieved by the notification dated June 5, as it “eclipsed their right to take admission”. Going into the background of the controversy, he contended that the admission to MBBS and BDS courses in Punjab colleges were earlier
being conducted on the basis of pre-medical entrance, as prescribed through notification dated March 31, 2008. As per the notification, 15 per cent seats were earmarked for
NRIs. The candidates for NRI seats were to be admitted on merit, determined on the basis of marks obtained in the qualifying examination; and they were not required to take the entrance test. But, they were not even considered for admission to
MBBS/BDS course “on the pretext that they had not appeared in the national eligibility-cum-entrance test, as stipulated in the notification dated June
5. Sullar said the notification was issued on June 5, while NEET had taken place on May 5. As such, it was virtually impossible for the petitioners to appear in the examination. He said till the holding of NEET 2013, the respondent State of Punjab had not issued notice for adopting the June 2013 notification for regulating the procedure for filling seats falling in the NRI category. Poor sanitary conditions plague Moga city
Moga, July 29 Although the Executive Officer of the MC, KS Brar claimed that a private company has been hired for door-to-door collection of garbage, it was learnt that most areas in the city lack garbage collection bins. Therefore, people are forced to dump waste on the roadsides or in vacant plots. The employees of the private company hardly reach the people to collect garbage in time. As a result, sanitary conditions have worsened in the city. Vijay Sathi, a senior Congress leader, who lives in the heart if the city, alleged that the MC lacks a systematic garbage disposal system. “The city needs a solid waste management plant for garbage disposal,” he said. The former president of the local body, Barjinder Singh Brar, claimed that he started a multi-crore project to upgrade the existing sewerage system in the city but despite most of the work having been completed, it has not been commissioned so far. “I had installed many pumps to suck water from the sewerage lines during rains to prevent its overflowing, but I have hardly seen these pumps working to the expectations of the people,” he said. District Magistrate Arshdip Singh Thind has already invoked the Epidemic Diseases Act throughout the district but no particular directions have so far been issued to any department to keep a check on open garbage dumps. Locals say open garbage dumps should be cleared daily and insecticides should be sprayed to prevent the breeding of flies and mosquitoes. It was also found that many drainage pipes were leaking at various places in the city. The waste water released in the industrial area falling under the municipal limits was also being discharged in the low-lying areas along the national highway causing a foul smell at the entrance of the city. Around 85 tonnes of solid waste is generated in the city per day. District Magistrate Arshdip Singh Thind, who is also the municipal commissioner, has quite a task on hand to prevent the outbreak of health hazards in the city.

State team gauges tourism potential in Fazilka
Fazilka, July 29 The team visited the area following a proposal sent by the general secretary, Graduate Welfare Association, Fazilka, (GWAF), Navdeep Asija. Deputy Inspector General (DIG), Border Security Force (BSF), AK Sharma also accompanied the team. The team first visited the sensitive border village of Mohar Jamsher, which is known for its different topography as it is surrounded on three sides by Pakistan and is cut off by the Sutlej river on the Indian side. The team members were surprised to see the antique pieces lying at the century-old Goal Kothi (Virasat Bhawan) which was constructed for the recreation of British women in 1913. They also visited the Asafwala War Memorial and the Sadiqi joint check-post The team members also collected the statistics and met the activists of NGOs who are engaged in spreading the message of rich culture of this belt. The leader of the team, Vidya B Kumar, said that there was potential for tourism in this border

Mystery shrouds man’s death
Moga, July 29 The police initiated inquest proceedings under section 174 of the CrPC into the incident. Further investigations would continue as per the law after the chemical examination report of the viscera taken from his body to ascertain the exact cause of the death. Meanwhile, Karamjit Kaur, wife of the deceased, alleged that her husband, who was working as a car repair mechanic, often used to visit a woman’s house for over six years. On Saturday, he went there carrying Rs 1.10 lakh. “He was supposed to buy a vehicle from the car bazaar on Sunday,” the wife revealed to the police. “I got a call from the woman at about 2 am on Sunday that my husband had died of electrocution and I should immediately reach her house. I along with my relatives went there and found that my husband was lying dead,” the wife said. The woman who has three daughters and a son, also alleged that the police has not registered a criminal case of murder and instead initiated inquest proceedings into the incident. “The police is trying to dilute the case of murder,” she alleged.

Worms found in mid-day meal
Abohar, July 29 Distribution of meals, that contained worms, was stopped immediately. Sona Singh and Manjit Singh, headmasters of the two schools, informed the chairmen of the local managing committee, Ramesh Kumar and Surjit Singh. The latter brought the matter to the notice of the block education primary officer and block development and panchayat officer at Khuyiansarwer. A complaint was lodged with the block officials. The officials said a report recommending action against the contractor has been dispatched to the district education officer. Heads of all government and government aided schools have been advised to check the mid-day meal carefully, before serving it to the students.
