Kapurthala, July 12 Ram Partap Puri,UK-based NRI, who hails from Bhagat Singh Estate here, had reportedly come for a hearing in connection with a property dispute case. The NRI had brought along kerosene with him and had taken it out to sprinkle it on him when he was nabbed by the security personnel there. He was immediately taken to the city police station, but no case was registered against him. The SHO, Bharat Masih, said the elderly man was perhaps fed up with his case getting lingered on endlessly. The case pertained to the alleged sale of some properties on the basis of bogus deeds. While one of his properties measures 20 acres on the Subhanpur road, the other is 5-acre land on the Fattudhinga road, both having a cumulative market value of approximately Rs 20 crore. He has alleged that a renowned lawyer from the city had usurped his land in connivance with some more persons there. |

Delay in giving possession of flat costs JIT dearly
Jalandhar, July 12 Nirmal Sharma, a resident of Balwant Nagar, said an HIG super flat No 305-A was allotted to her on the second floor on December 14, 2006 at Dr BR Ambedkar Towers in Gazi Gulla. She stated in her complaint, “The JIT failed to comply with the terms and conditions of the allotment letter. We made the entire payments as per the schedule given in the allotment letter. But the JIT did not adhere to clause 7 of the letter, as per which it was supposed to complete the flats in all respect and hand over the possession to me within a period of two and a half years from June 14, 2007.” The complainant alleged that neither the construction has been completed by the JIT till date nor has it handed over the possession of the flat to her. As per the commitment, the trust was supposed to hand over the possession to her by December, 2009. She added that it amounted to breach of contract. She had paid Rs 25,21,600 to the JIT and had been deprived of the property, owing to which she was facing mental agony as well as financial loss, Sharma added. In reply, the JIT counsel submitted that the Punjab and Haryana High Court had stayed excavation and mining of sand and gravel, which continued for quite some time. Hence, the contractors engaged for construction of the project could not manage the material necessary for construction. The work got delayed for reasons beyond the control of the opposite party, the counsel said. The forum observed, “As per clause 11, the construction of the flat was to be completed within a period of two-and-a-half-years and after getting possession of the plot, the allottee was to get electricity and water connection from the concerned departments. The grievance of the complainant is that she has not been given possession till date. In its written reply, the opposite party has pleaded that the delay in construction was not on its own part, but for factors beyond its control. This version of the Trust cannot be accepted. There were no such factors which could make the construction of the flat impossible. For delay, the complainant is entitled to get compensation as she has already paid about Rs 25 lakh towards the price of the flat. The complaint is accepted and the complainant is awarded compensation by way of interest at the rate of 9 per cent per annum on the total amount paid by her towards the costs of the flat from the date of the institution (November 20, 2012) of the present complaint till the possession of the semi-finished flat is handed over to her or offer for getting possession of the flat is made by sending a registered letter. |

Jalandhar, July 12 Currently acting Mayor, Bhatia held meetings of Tehbazari and Operation and Maintenance (O&M) departments of the Municipal Corporation (MC) and directed the officials of the former to ensure making the city encroachment-free. The Senior Deputy Mayor visited several garbage dumping sites on Thursday and directed the MC staff to shift some of them to other proper places. Soon after the meeting of the Tehbazari Department, Senior Deputy Mayor Kamaljit Singh Bhatia, accompanied by Deputy Mayor Arwinder Kaur Oberoi, said the Tehbazari Department was directed to make the city encroachment-free in a gradual manner. The Tehbazari Department employees were today given the target of removing temporary encroachments from two areas of Model Town and Guru Teg Bahadur Nagar to 120-feet road. Stating that the temporary encroachments made by rehris and others are creating hindrance in smooth flow of traffic, Bhatia said councillors and leaders from all political parties should support the campaign of removing encroachments in public interest. “I have started encroachment-removing campaign from 120-feet road falling under my own ward,” he said, adding, “The campaign will start in other areas too.” To a query, he said, “If traders and residents continue to encroach upon the roads, the MC will think of taking strict action of lodging FIRs against them after consulting with Mayor Sunil Jyoti on his arrival on Monday.” Bhatia said, “The Tehbazari Department has also been directed to take action against those shopkeepers dealing in building material, who have encroached upon roads for storing their gravel, sand and other items.” |
Demarcation for acquisition of land for 120-feet road starts
Jalandhar, July 12 Officials from PUDA and the Revenue Department today went to the site near PPR Market and started the process of demarcation of land. Estate Officer, PUDA, Amarjit Singh Bains went along with Superintending Engineer and Executive Engineers. Naib Tehsildar Parveen Chhiber, kanugo and patwaris of the area, too, accompanied the officials. The Estate Officer said while 40 per cent of the acquisition work had been done, the remaining was left pending as there were no fixed structures in the site which could be taken as reference points by the revenue staff. “They need two days for more spade work, after which demarcation would resume on Monday,” he said, adding that the team also faced little resistance from the residents. Bains also pointed out that as many as 11 houses, including one complete and others partially, came in the way and would have to be removed. He said during the pending demarcation, more houses and even some commercial establishments could fall in the site to be acquired for the road. The case, which had been lying buried even 18 years after the Supreme Court had justified the award, has now been taken up by the efforts of Jalandhar Cantonment MLA Pargat Singh. “The land acquisition will come as a boon for the residents, who otherwise have to take a longer detour from PPR Market, near Mithapur Road, to move onto the Green Model Town area, near Innocent Hearts School. Once the acquisition is done, for which the office of PUDA had even issues warrants of possession in March this year, the commuters would be able to instantly reach the other side of the road,” he has been emphasising. At the site, the road abruptly ends at a huge poplar farm with boundary wall on three sides and houses at the other end. After demarcation, the Tehsildar-I will send eviction notices to the occupants. The process of land acquisition for the construction of road had begun way back on March 26, 1985. A total award of Rs 12.83 lakh per acre announced by the then Land Acquisition Office was opposed by nearly 41 persons. The matter remained in courts for about 10 years. In a Special Leave Petition (SPL) filed in 1995, titled State of Punjab vs Sharan Pal and others, the Supreme Court on December 14, 1995, had decided the matter in favour of the government justifying the amount. Even after the SC orders, the compensation amount has not been taken by the occupants. Since the amount is lying deposited in the treasury, the occupants will not even be able to get any interest for the same at this stage and the amount of award stands negligible now three decades after it was announced. |

Jalandhar, July 12 He stressed on the need for improving the way the society thought rather than killing the girl child. He said society had to move ahead of issues like dowry, lack of safety and need for a son to keep the family name going and devise ways to get rid of a social evil like female infanticide. District Family Welfare Officer Dr Shiv Dyal Malhi apprised the audience about the measures being undertaken as per the PCPNDT Act to prevent female infanticide. District Education Officer Neelam Kumari expressed the need for such programmes to be held in educational institutions so that students and staff could be A documentary film was shown to school children on the occasion. A poster making contest was also held on the theme of female infanticide. Surjit Lal, district guidance and counsellor, Dr Nirmal Singh, secretary, and Gurdial Singh Chitti, head, school management committee, were also present on the occasion. PUDA fails to get 250 illegally occupied flats vacated
Phagwara, July 12 Although a Rs 2 crore sewage treatment plant was set up in 2005, yet it became operational in 2007. Urban Estate Welfare Committee chairman RC Tandon and chief adviser GS Malwai said though PUDA had reportedly signed a contract with a Pune -based firm for its maintenance and was paying Rs 56,250 monthly and Rs 6.75 lakh yearly since its installation, yet nothing could be done for the proper drainage of the treated water till now. The treated water was being drained into nearby closed canal or into the nearby pits. Despite the Punjab and Haryana High Court orders instructing the government agencies to get the illegal encroachments cleared, PUDA could not initiate any action to get the illegally occupied flats vacated from more than 250 persons, who are also using ‘kundi connections’ to get free power supply right under the nose of Chief Parliamentary Secretary( Local Bodies) Som Parkash, who himself is a resident of Urban Estate. Some of the illegal occupants of the flats have reportedly sublet the premises to other known persons on rent. After getting instructions from the high court, PUDA employess pasted notices on the walls of several flats informing the illegal occupants to vacate them. But the PUDA and the power corporation officials seem to be helpless due to the undue political pressure exerted on them by the politicians belonging to ruling parties, including the CPS Som Parkash. When Punjab was facing the problem of terrorism, the CRPF used Urban Estate as its local headquarter to combat the menace. After the CRPF officials left the Urban Estate, many persons illegally occupied flats of different categories taking undue advantage of the silence of official machinery. |

The NSS unit of the Hans Raj Mahila Maha Vidyalaya organised an awareness programme on ‘World Population Day’ in collaboration with the Health Department of Civil Hospital, Jalandhar. Dr RL Bassan, Civil Surgeon, Jalandhar was the chief guest on the occasion. College principal Rekha Kalia Bhardwaj gave a floral welcome to the guests and addressed the students. She motivated them to understand that population control is important for progress and development. While chief guest Dr Bassan said increasing population was a big obstacle in the progress of the nation. He said it was necessary to have a control over population. Dr Shiv Dayal Mali from District Family Welfare also presented his views on the need to check population. Meanwhile, PAHAL, an NGO, observed ‘World Population Day’ at Labour Bhawan, Bhagat Singh Colony, Jalandhar. Inderjit Singh, project director of the NCLP, said uncontrolled population was the reason behind many problems of our country adding that these years adolescent girls were more prone to health hazards. As revealed by the UNDP, there are about 16 million girls under age of 18, who give birth each year. Another 3.2 million undergo unsafe abortions. The vast majority - 90 per cent - of the pregnant adolescents in the developing world are married. But for too many of these girls, pregnancy has little to do with informed choice. Often it is a consequence of discrimination, rights violations (including child marriage), inadequate education or sexual coercion. Prof Lakhbir Singh, president, PAHAL, said involvement of young population in creative and constructive activities was necessary. Saplings of ‘chakkreshia’ were planted with the help of the Forest Department, Jalandhar. Yogacharia Shwetank Anand performed different Yog Asanas during the function. Council general secretary Anoop Vatts, in his address, highlighted the fact that limited population as compared to the available resources was the chief reason of progress made by the developed countries of the world. Teachers of government-aided schools to start protest
Jalandhar, July 12 The aided school teachers in the district have not received their salaries for the past five months. They said their repeated requests to various departments were met with dilly-dallying tactics. A proposal was passed during the meeting in which it was decided to start week-long black badge protests and dharnas outside the houses of area MPs or MLAs as it was the only way out from the present crisis. The union also decided to issue warnings to DP, education secretary, finance secretary and possibly also hold dharnas outside their offices as grade pay letters had not been issued so far. The teachers said estimates for the year 2013-14 should not be sent till the grade pay letter of the entire cadre was released. It further proposed to pressurise the government since the BT share of working employees before December 3, 2012, had not been received. On July 14, teachers will present their opinion to the state cadre of the aided school teachers union. All the union members unanimously agreed upon the proposals. |
Ivy World sets up football development centre
Jalandhar, July 12 The Ivy World School, in collaboration with KOOH Sports, is setting up a ‘Sports Football Development Centre’, where students will train for the sport and learn early lessons in agility and athletics. The reputed KOOH Sports collaboration is bound to be a great asset for students since they will be trained by a firm which has reputed partnerships, experience in providing sports training to students across the nation and state of the art infrastructure to be provided to students. The development centre will get fully-functional shortly. Meanwhile, the school has begun a football skill clinic for students which will go on till July 17. Starting on July 12, the 6-day camp will see students from across the district get lessons in physical education and football from expert foreign coaches. The clinic, which is the second of its kind started by KOOH (first being a cricket), will be providing lessons to as many as 60 students. While 40 students are from the school, 20 are from outside. However, authorities say numbers are expected to rise dramatically once the football centre starts functioning. School principal Sanjeev Chauhan, while talking to The Tribune, said: “We are glad that our students are able to avail this opportunity. The initiative will see the students being coached by experts in possibly one of the best sporting environments that can be provided in a school. Our sprawling grounds and KOOH’s foreign experts are sure to give them an experience in physical wellness and sporting which will aim at nothing short of excellence.” Sahil Sharma, general manager, Sports Developing Centre, KOOH Sports, said: “The clinic is open for all students and is free of cost. The same pattern will continue once the training at the centre begins. We train students from 3.30 to 5.30 pm. While our association with Ivy is two-year long, we aim at structured physical education for not just sports enthusiasts but all students.” “Our prime motive will be to ensure all children get sufficient exposure to physical education. We shall provide scientific training to students as per our established game intelligence methodology. With focus on athletic development of the child, the process also adds in the enhancement of creative skills,” he added. Sahil said: “The training will be provided by international coaches (master strikers from the UK and Malaysia have been roped in for the purpose), who will work with domestic coaches.” “Top infrastructure will be provided to students on a 1:1 basis. Every child will have his own equipment,” he added. Speaking on KOOH Sports choosing football as the prime game to train students in, Sahil said football had fascinated growing up children. Moreover, it was easy to shift to any other sport from football, hence, the choice. KOOH Sports has trained over 50,000 children across the country.
