Jalandhar, July 9 Succumbing to tremendous pressure from the SAD as well as Congress councillors, the Mayor, who had already taken a U-turn yesterday, announced that the agenda item, which included the sale of Commissioner residence be kept pending. The opposition councillors had even brought along models of houses of Mayor and Commissioner to demonstrate on the issue in the event of Mayor not succumbing to their pressure. Officials at receiving end? The officials of all departments, especially those from the Building Branch and O&M Department remained at the receiving end as councillors from both ruling as well as opposition parties left no opportunity to grill them for various reasons. Leader of the Opposition Jagdish Raj Raja began the attack by producing copies of replies procured by him through the RTI Act from the Building Branch regarding a payment of Rs 3.5 crore received by officials as the Change of Land Use (CLU) charges of sites in the city without due approval from the government or a committee headed by the Commissioner. He said the officials had made a mockery of the system by replying that the applicants had made the payment on their own. He asked, “Is this branch some religious place that someone pays up such a huge amount and you accept it as donation?” Mayor said a committee would look into the matter and report in the next meeting. Raja did not stop there and called up Municipal Town Planner Tejpreet Singh asking him, “What is the name of your branch?” As he in a feeble voice replied “Town Planning”, he was counter-questioned, “How many schemes have you planned for the city?” Since the answer was none, he was left fumbling for words. Next came the turn of O&M officials. At this Executive Engineer Lakhwinder Singh was asked, “What is required, as a part of the agreement, from the streetlight contractors before they produce their bills?” The Executive Engineer replied, “They were given two months to make an inventory of the items”. He was further thrown a volley of questions, “Do you have a figure on number of poles in each ward? Has the numbering been done by the contractor? When was the agreement signed?” At this the officer replied “January 7, 2013” and he too stood dumb. Since Raja seemed to have done a lot of homework and study before coming to the meeting and got along each document to prove his point, even the ruling party councillors stood by him and supported him as he was allowed to speak nonstop for over 45 minutes. At this, the Mayor asked councillors of all wards to hold a monthly meeting with the SDOs concerned so that they further push the contractors into doing their work. What councillors did to have their say? The councillors of the Opposition party were at their creative best as they had brought along various props to put their point, attract the attention of the cameramen and manage to get their turn to make a point in the zero hour. Other than the models of Mayor and Commissioner houses, Gullu had brought along a placard with a message that attention be paid towards the Transport Nagar area falling in Sushil Rinku had especially got a banner printed highlighting ugly face of the city and wild growth at all entry points. Leader of Opposition Jagdish Raj Raja grabbed attention by flashing pictures of potholes on the roads dug up by Reliance company staff for laying of 4G spectrum cables in the city. Opposition councillor Des Raj Jassal stood up on his chair when he was not being given time to put up his questions. Independent councillor Darshan Lal enjoyed himself being photographed as he got up from his seat in the back and presented a slip regarding issues of his ward to the Mayor. Who said what? The issue pertaining to waterlogging, wear and tear of roads and no patching being done remained in the limelight in the monsoon meeting of the House. The councillors used various metaphors to express the matter. SAD councillor Pritam Singh said he felt that his Mithu Basti area, especially along the Bist Doab Canal, was the most affected, perhaps even more than Kedarnath Temple. “The residents of the area have had three to four feet water entering into their houses. I demand that the storm water sewerage be laid on priority basis in my area or else I will bring residents to gherao the officials concerned,” he threatened.BJP councillor Manjit Kaur said while the MC had coined such an endearing name for the road from BSF Chowk towards Alaska Chowk as Ladowali Road, it had not been maintained with as much care. She also raised her voice over pitiable condition of Guru Nanak Pura Road. Independent councillor Raminder Kaur Dhindsa said a deep crater had formed on the road in front of house number 18 in Defence Colony after rains. “Repair work be done on priority as the crater filled with water could invite some tragedy,” she said. Congress councillor Balraj Thakur sought probe into missing signboards at important intersections and chowks. Senior Deputy Mayor Kamaljit Singh Bhatia raised the issue of corruption prevalent in the Building Branch, which had been allowing construction without sanctioning plans. He said FIRs be lodged against officials found indulging in misdeeds. He demanded that DPRs for laying of storm water sewerage system should be given priority, while all major projects, including sports hub, should be taken up at a later stage. Leader of Opposition Jagdish Raj Raja also raised the issue that he had been informed through the RTI Act that there were 16 out of 31 fountains in working condition in the city, which he felt was a wrongly filed reply. He sought inspection of the sites by the B&R staff in 15 days to which the Mayor agreed. He said an amount of Rs 4.6 lakh was being annually paid by the MC as electricity bills for operating fountains, which he alleged he had never seen in working condition. |

Jalandhar, July 9 Owing to rain for the past three days, the staff plying vehicles on the road to the site have claimed that there was muck all along the road and it be got cleared on priority. Since it rained today, the garbage, which had not been lifted, got mixed with the stagnant water causing much trouble for the residents as there was stink all around. The safai karamcharis appealed to Municipal Commissioner Vinay Bublani to get the passage cleared. Municipal Commissioner Vinay Bublanion gave them assurance of clearing the passage. |
DC takes just one monthly meeting in 7 months!
Jalandhar, July 9 The only meeting which she has convened was on April 23, after which she has held no such meeting with the officials. With no review of works by the top administrator of the district, the various officials concerned seem to have been on a rather easy mode since there is no one to pull them up or make them accountable for any lapses. While no such meeting was planned at all in May, a meeting was convened last month, but it was cancelled owing to non-availability of the Deputy Commissioner. Since the DC did not authorise Additional Deputy Commissioner (ADC) Praneet Bhardwaj to convene a meeting as she did earlier on March 21, it could not be held later. With panchayat elections announced in the meantime, it was postponed with no next date announced. With elections now over, the DC is on leave till July 21. She has reportedly gone the USA four days back. Amritsar Deputy Commissioner Rajat Aggarwal has now been given additional charge of Jalandhar till she is back. While Aggarwal had yesterday attended the office here and taken a meeting on flood control, he is unlikely to take any monthly meeting. Officials of various departments, including health, revenue and education, BDPOs, PWD, Municipal Corporation, PUDA and Improvement Trust are called in for a meeting every month to assess their functioning, know the problems being faced by them and to suggest improvements. The DC has also so far failed to put in place a committee for the Grievances Cell. |

Jalandhar, July 9 The visitors were seen coming either on rickshaws or walking through half feet deep water carrying their footwear. All stamp vendors and form vendors had to quickly vacate the temporary sheds and took shelter under verandahs where scores of people had been waiting for rain to stop and water level to recede. As the rain was accompanied by strong winds, all corridors of the offices of SDM-II and DTO on the first floor also got filled with water. Puneet Singh, a visitor to the complex, said, “No wonder why all plans of the administration to control flood fail when the officials cannot check water logging in their own compounds”. Another visitor commented, “The officials themselves move via VIP gate on the backside which is clear of waterlogging”. |
Consumer forum divested of powers by apex court
Jalandhar, July 9 The court set aside nine judgements passed by the National Commission for Consumers and has said any complaint such as those pertaining to unauthorized use of electricity€¯ by a person do not come within the meaning of service€¯ as defined under section 2(1)(o) or €complaint€¯ as defined under section 2(1)(c) of the Consumer Protection Act, 1986. In its orders passed a week ago, the apex court has said Consumer Forum do not have the power to redress any dispute with the Power Corporation other than those pertaining to unfair trade practice€¯ or €restrictive trade practice€¯ or €deficiency in service€¯ or €when service provider has charged a price in excess of the price fixed by or under any law€¯. In 2009, the Supreme Court had said section 7-B of the Indian Telegraph Act, 1885 provided that a dispute between a telegraph authority and a service user can only be resolved through arbitration and consumer forum do not have the jurisdiction to hear such matters. Earlier, the Supreme Court had also restrained consumer forum from issuing notices to doctors for any alleged medical negligence without seeking an opinion from experts. A bench of the court assigned a reason that the number of frivolous complaints against the doctors had increased by leaps and bounds ever since the medical profession had been placed under the purview of the Consumer Protection Act. |

The DAV Institute of Engineering and Technology, conducted a three-day placement drive for the students of 2009-2013 batch in which five leading companies visited the institute. Total 63 students of the institute bagged jobs in this drive on an average package of Rs 2.8 lakh per annum.
