Leaf roller hits paddy crop in two districts

The leaf roller infestation has hit large areas of the paddy crop in the state, causing concern among farmers. Paddy growers in Sirsa and Fatehabad are feeling the brunt of the infestation. Paddy has been planted on nearly 75,000 hectares in Fatehabad and over 55,000 hectares in Sirsa so far.

“Crops on large areas have been attacked by leaf roller this year. The pest is damaging leaves, making those roll like a pipe. This will affect production adversely,” said Jarnail Singh of Darsul Kalan in Fatehabad.

Gurjeet Singh Mann, a progressive farmer at Kirpal Patti in Sirsa, said the attack had been more severe on particular varieties. He said the infestation, witnessed almost every year, was ahead of schedule and more pronounced this year.

The agricultural authorities maintained that farmers should not worry much as the infestation was manageable with regular pesticide sprays.

Rakesh Kumar, technical assistant in Fatehabad, said a good spell of rain would wash out the insects and insects falling down would not able to get back to the leaves. He said humidity was conducive to the growth of these insects and the pest had hit the paddy crop early this year due to early rain.

Leaf roller, also called leaf folder, attacks leaves as its larvae suck juice from leaves. It folds leaf blades together and creates longitudinal white and transparent streaks on leaves. The damage to leaves, considered the food factory of plants, eventually damages the plant if corrective measures are not taken in time.

Chief Parliamentary Secretary Sharda Rathore presided over the monthly meeting of the District Grievances Committee organised here today.

An unpleasant scene was witnessed at the meeting as a non-official member directly accused the Gurgaon HUDA Administrator of taking “monthly” from builders during discussion on the complaints of razing selective constructions from HUDA land in Wazirabad village.

Taking offence, HUDA Administrator Praveen Kumar stood up and took on the member. CPS Sharda Rathore pacified the Administrator and asked the member to maintain decorum. Gurgaon DC PC Meena also asked the members not to use unsavory language.

The meeting remained disrupted for quite some time. Eventually, the non-official members regretted the episode and normalcy was restored.

Acting on a complaint of a builder demanding black money for booking a flat in a licensed group housing society under Affordable Home Scheme, Rathore directed the officials concerned to take action as per the inquiry report of Dr Satender Duhan, SDM (Gurgaon-North).

The SDM's inquiry report maintained that this was not a stray incident as numerous such incidents had been reported.

It was alleged that when the complainant went to book a flat in the general category and another reserved category in a group housing society located in Sector 37-C, the builder representing Apex Buildwell allegedly asked him to contact a person known to him and purchase the flat from him. That person, in turn, demanded Rs 8 lakh in black.

The case of a woman resident of Hari Nagar alleging that a mobile tower had been installed in her neighbourhood illegally also came up for hearing.

Veena Hooda,Joint Commissioner of the Municipal Corporation, Gurgaon, who had been asked to probe the matter, said the MC had declared the mobile tower illegal and proceedings had been initiated for its removal or sealing. She said Reliance Infratel had sought approval for the tower but the company’s appeal had been rejected.

The police has registered a case of abduction and rape against Jitender, an Indian Reserve Battalion (IRB) constable residing in Dabri village, near here. Efforts are on to arrest him.

The 21-year-old victim belongs to Chichhroli village in Mahendergarh district. She was medically examined at the Civil Hospital here yesterday. Her statement was recorded at a local court today.

She said Jitender had promised to wed her and told her to come her to a hotel on the pretext of wedding modalities, where he raped her.

She said when she came to know that Jitender was scheduled to wed another girl , she and her family came to Rewari yesterday and lodged the complaint.

2 held for raping minor

Sonepat: Chand of Nangal Kheri village and Deepak of Paniwala village, both in Panipat district, were held for the gang rape of a minor residing at Sector 23. DSP Ajit Singh said the accused were arrested near Badwasni village and the car used in the crime was impounded.

The girl’s father reported that his younger daughter, a class VIII student, was going to school with her elder sister on Wednesday when the duo, known to the family, offered her a lift, claiming that her parents had told her to return home.

Man held for raping daughter

The police today arrested Shyam Lal of Kawali village on the charge of raping his minor daughter for around six months in the presence of his wife and younger son.

The police said the 17-year-old victim lodged a complaint at the Kharkhoda police station yesterday against her father, alleging that he was a truck driver and a habitual drunkard. She reported that he had raped her a number of times under the influence of liquor and last raped her on June 24. She said he used to threaten her and her mother with dire consequences if they disclosed the crime.

The police arrested the accused and the girl was handed over to her family after her medical examination and the recording of her statement before a magistrate.

Killing of black bucks
NPCIL starts removing fence

Bowing to pressure from animal rights activists, Nuclear Power Corporation of India Limited (NPCIL) today started removing its fencing from the site of residential colony at Badopal in Fatehabad.

TR Arora, Project Director, Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP), said the fencing was being removed temporarily so as to save black bucks chased by stray dogs from getting trapped in it till the NPCIL puts in place an alternative way of enclosure suggested by the district administration.

“The district administration has advised us to cover the fencing with the red tarpaulin sheets to enable the black bucks notice it and also to leave gaps in it to facilitate the escape of animals to the other side in the case of danger,” he said.

The land is a part of the 500-odd acres of natural habitat of black bucks, neelgais and several other wildlife species.

When the NPCIL started setting up fencing with a metal net along its boundary, it became a death trap for black bucks.

After the killing of six black bucks in five days, activists of the All-India Bishnoi Jeev Raksha Samiti and Maneka Gandhi’s People for Animals (PFA) had moved criminal complaints against NPCIL officials. They had also threatened to remove the fencing themselves in case the NPCIL did not do it .

Meanwhile, on the intervention of the Ministry of Environment and Forests (MoEF), a team of scientists from the Wildlife Institute of India (WII), Dehradun, is coming to Fatehabad on July 23 for a reconnaissance survey for the preparation of a conservation plan for black bucks in the region.

The management of Haryana Power Generation Corporation Limited (HPGCL) today heaved a sigh of relief after Chinese engineers found that rotor of 300-MW unit no. 2 of the Deen Bandhu Chhotu Ram Thermal Power Project, Yamunanagar, was intact and the damage had been restricted only to the turbine bearings.

The unit, which broke down on June 3 had been revived in March after it remained out of operations for more than one-and-half year. It had suffered a breakdown on September 25, 2011.

During the first breakdown, the turbine rotor had been found to be damaged and the HPGCL had to spend Rs 5 crore 
on its repairs, which were carried out at the Baroda workshop of the Siemens Company.

There were apprehensions that the turbine rotor had again suffered damage and the HPGCL had ordered transfer of the chief engineer, suspension of three officials and framing of charge sheets against nine engineers after the June 3 breakdown.

The HPGCL engineers now hope to revive the unit by mid August.

The 300 MW unit no. 2 had tripped on June 3 following abnormal 
increase in temperature of turbine bearings.

The temperature rose as the lubrication system was not functioning properly and the officials failed to notice the problem.

The HPGCL had called the Chinese engineers to investigate and oversee repair for the forced closure of 300-MW thermal unit at Yamunanagar.

On inspecting the unit, the Chinese engineers found that only turbine bearings had been damaged while the rotor was intact. It was learnt, that the unit no. 1 at the plant was also under forced shut down due to boiler leakage.

However, there was no dearth of electricity to meet the state's power demands even as the demand had picked up after yesterday's load crash following rains in several part of the state.

Despite shutting down two units, one 600-MW unit at Khedar and one 250-MW unit at Panipat, in view of reducing demand, the power utilities supplied 1,423 lakh units of power to the state consumers.

The state's own generation was recorded at around 1,682 MW and it received more than 1,500 MW from the Adani's Mundra Plant in Gujarat placing the utilities in a comfortable position to meet the power demand.

Wedding of two minor girls averted in Fatehabad

An anonymous telephone call to the Child Marriage Prohibition Officer saved two minor girls from wedlock at Khumber village in the district today.

One girl was scheduled to wed on Saturday and the other on Sunday. Rekha Agarwal, the officer at Fatehabad, said she received a call about the two impending weddings.

She went to the village with a police party today and told the girls’ parents to produce proof of their age.

It was found that Bimla was born on August 20, 1998, and Jaspreet on April 21, 1999.

She said she served notices on the two families and restrained them from solemnising the weddings, which would have been considered illegal.

Councillors refuse to move in MC building

Newly elected councillors have refuse to sit in the dilapidated Karnal Municipal Corporation building as the building could collapse.

The old Municipal Council building has been given to the Municipal Corporation without any renovations and repairs. The leaking roof and cracking walls could pose endanger the lives of those occupying the building, councillors said.

With electric wires hanging, the building constructed during British rule has been flooded several times during rain.

Sources said the building, earlier housing the Municipal Council, has been crying for attention for the past three years but nothing has been done to give it a facelift.

Inclusion of Bhiwani, Mahendragarh in NCR

The tug-of-war for taking credit for the inclusion of Bhiwani and Mahendragarh in the National Capital Region is not yet over even after the Chief Minister's statement on the issue.

“It is entirely due to Shruti Choudhry's efforts that Bhiwani and Mahendragarh could be included in the NCR,” said Bhiwani MP's mother and Haryana minister Kiran Choudhry. She was addressing villagers in her Tosham Assembly constituency of Bhiwani today.

The minister laid the foundation stone of a Rs 1.11 crore water works project at Rajpura Kharkari village. She said Rs 1.75 crore would be spent on the repair of Rajpura minor so that water could reach all farmers.

“Shruti’s grandfather Bansi Lal and father Surender Singh had a plan to include South Haryana in the NCR. However, they could not do it. Now, she has fulfilled the dreams of her grandfather and father,” Kiran said. She assured villagers that after the inclusion of Bhiwani- Mahendragarh in the NCR, they would see the Metro coming up to Bhiwani.

Over Rs 8 cr given under DBT scheme in Ambala, Sonepat districts

Over Rs 8 crore has been given to beneficiaries under the Centre's direct benefit transfer (DBT) scheme in Ambala and Sonepat districts of Haryana

An official spokesman said here that Rs 4.52 crore had been given in Ambala district and Rs 3.5 crore in Sonepat district. The enrolment of beneficiaries in Ambala and Sonepat till date was 95.8 per cent and 84.6 per cent, respectively. Subsidy on LPG refills would also be given in the two districts from October 1.

He said under the scheme, nine of the 34 identified central sectors and central schemes were being implemented in these two districts.

Illicit relations behind murder, says police

The murder of Anil of Nandnaur village last Saturday was reportedly committed due to illicit relations of his wife with the main accused, Pramod of Asan village in Rohtak district. The police arrested Pramod and his accomplice Naresh of Subhash Nagar in Rohtak. DSP Ajit Singh said Anil’s body was recovered from fields near Baba Kali Ram Kuti on the Murthal-Mukimpur road.

The police suspected the involvement of Pramod, who was the victim’s cousin, and took him in custody. Pramod confessed during interrogation his involvement in the murder and an affair with the victim’s wife.

Pramod confessed that he requested Anil to come to Rohtak on July 5 and they consumed liquor with Naresh there. Pramod admitted that sleeping pills were mixed in the liquor offered to Anil, who fell unconscious.

Anil’s head was severed with a sharp-edged weapon and his body and head were wrapped separately. The case was being investigated and the victim’s wife would be arrested soon.

Fatehabad, July 12
An IPS officer’s husband was killed in a road accident when his Toyota car rammed into a tree near the Police Lines here today.

The accident occurred when Naveen Pilania (29) of Ganganagar was returning home after dropping his wife, Pratiksha Godara, an IPS probationer, at the IGI Airport, where she was to take a flight for Hyderabad to attend training.

The car rammed into a tree near Soma Township.

Passersby extricated the victim out of the vehicle and rushed him to General Hospital at Fatehabad, where the doctors declared him brought dead. Fatehabad SP Vikas Dhankhar said it had appeared that the car skidded before hitting the tree. The victim’s wife had been informed of the incident.

Order blacklisting SBI Life Insurance revoked

The order blacklisting the SBI Life Insurance Company for the distribution of annuity to landowners under the resettlement and rehabilitation policy of the state government has been revoked.

The revoking of the December 24, 2012, blacklisting order has been ordered by the Finance Department against the backdrop of the company paying a compounding fee of about Rs 3.45 crore for the blacklisting period of three years, sources said here.

On December 24 last year, the government had blacklisted the company and cancelled the bid awarded to it for "delaying the entire process of distribution of annuity among landowners."

A letter of intent (LoI) was issued to SBI Life Insurance on September 6, 2011, for making payment of annuity under the resettlement and rehabilitation policy. The LoI was also issued on specific stipulation that the LoI would be subject to execution of a service level agreement (SLA).

Subsequently, as part of its obligation under the LoI, the state government advanced payment to the company towards 50 per cent purchase consideration and allocated area of operation, sources said.

On January 4, 2012, the government forwarded the approved SLA asking the company to sign it .However, despite repeated reminders, SBI Life failed to execute the SLA for the "frivolous" reasons of non-deletion of the clause relating to the collection and validation of data.

Ensure regular monitoring of govt schools, says Bhukkal

Education Minister Geeta Bhukkal has directed the District Education Officers (DEOs) to ensure regular monitoring of government schools at district level so that their performance could be improved.

Bhukkal was presiding over a meeting of the DEOs at Panchkula near here yesterday. Expressing concern over the poor results of government schools, Bhukkal said the primary reason for it was the lack of efficient monitoring. She said it was the responsibility of the DEOs to improve the monitoring system to achieve excellent results in future. Being a part of child-centric department, it was their duty to remain vigilant and to give best results. She said the DEOs would be held responsible for the poor results and disciplinary action would be taken against them.

Taking a cue from the Kerala Police, the Hisar police is considering to replicate in the district a student-cadet project. The project is a school-based initiative implemented by the police and the Education Department in Kerala three years ago.

Under the project, the Hisar police will teach and train school students on obeying the law, practising discipline and civic sense and helping vulnerable sections of society.

Interacting with mediapersons here today, the Superintendent of Police said they would implement the project on an experimental basis.

Kurukshetra University today declared the results of Bachelor of Computer Applications (BCA) 6th semester and MSc bio-chemistry (4th semester) exams held in May.

Hukam Singh, Controller of Examinations, said 1,433 students had appeared in the BCA examination, of which 977 had passed. Similarly, 53 students had appeared in the MSc bio-chemistry examination, of which 50 had passed.
