DC orders survey of Panipat village
Panipat, July 4 The Khukhrana villagers located in the vicinity of the Panipat thermal plant have been suffering due to air, water and land pollution caused from the Panipat thermal power plant and facing health problems. Initially, the fly ash generated from the plant did not worry villagers, but in course of time it increased from two to eight units, increasing toxicity to a limit, which was hard to bear. The situation aggravated to such a level that every household in the village had a member who contracted some chronic aliment caused due to pollution and the underground water of the village also reportedly got contaminated, rendering it unfit for human consumption. The villagers joined hands and formed the Khukhrana Sudhar Samiti and moved to the HC in 2007 seeking shifting of the entire village population and asserting their right to toxic-free existence. The DC has asked ADC RS Verma, SDM Ashwani Malik, District Revenue Officer, District Development and Panchayat Officer, Tehsildar, Executive Engineer and other officials concerned to conduct the survey, inform the people about the elaborate rehabilitation and relocation prepared by the government and persuade them to give their consent for the acquisition of land so that the plan could be executed. The DC said every effort was being made for rehabilitation of Khukrana villagers and asked the representative of the villagers Sat Pal to mentally prepare the villagers for shifting them to other location, which was just 4 km away. He assured the villagers that facilities like school, park, hospital, wide roads, adequate water supply and clean environment would be provided at the new location and the survey team would take care of these aspects. He said regular fortnightly meetings would be held with villagers to execute the rehabilitation plans and the next meeting with the villagers would be held on July 22. |
Hooda-backed councillor elected Panchkula Mayor
Panchkula, July 4 While Ahluwalia owes allegiance to Chief Minister Bhupinder Singh Hooda, Lamba was backed by Union Minister Kumari Selja. Division Commissioner YS Khyalia administered the oath of office to all newly elected councillors of the Panchkula Municipal Corporation. Ahluwalia, the richest councillor of the Panchkula MC, said, “I will live up to the expectations of the people of Panchkula. The development of the city has been suffering ever since the status of the municipal council and corporation was hanging in the balance.” After the elections, a procession was taken out by supporters of Ahluwalia. Surprisingly, Kalka MLA Pradeep Chaudhary said the INLD’s support also went to Ahluwalia. Panchkula MLA DK Bansal said, “We are happy that a candidate from our group won the elections.” The elections to the Panchkula MC were held on June 2. As many as 14 Congress-backed candidates won the elections, while three seats each went to the BJP and INLD. |

Chandigarh, July 4 In Karnal, however, ‘over-confident’ leaders failed to get their act together and ‘help’ came too late to save the party-backed candidate’s fortunes as an Independent backed by the HJC walked away with the honours. Sources said factionalism cost the party leaders dear in Karnal and came as a major embarrassment, especially for sitting MLA Sumita Singh and Gharaunda MLA and Speaker Kuldeep Sharma as the Congress-backed Krishan Goel lost to HJC-supported Renu Bala. Sources said Renu Bala’s husband, Brij Gupta, a former Congressman, was once a close aide to Sumita Singh. However, he parted ways sometime back. In this election, Gupta fielded his wife who not only won from her ward but even occupied the chair of Mayor with support from all parties, including Congress-backed candidates, some of whom cross-voted in her favour. Sources said Sumita Singh and Sharma joined hands to support Kailash Goel even as another Congress candidate was convinced to withdraw from the contest. The leaders were very confident of their ‘clout’ among the party-backed councillors. Sources said even on the day of election, PWD minister Randeep Singh Surjewala met the councillors before voting where local leaders claimed that ‘things were under control’. It was only post-election that the split within their ‘camp’ came out when they realised that Renu Bala, the dark horse in the contest, had not only secured the votes of all opposition councillors but also a few Congress-backed councilors. Smarting under this defeat, the Congress was not willing to take any chances in the Panipat election in which the Sources said all councilors were kept together in Chandigarh while a meeting of Panipat local leaders was organised with Chief Minister Bhupinder Singh Hooda to arrive at a consensus. Later, along with Surjewala, leaders and the councillors drove to Panipat on election day. Hisar saw a battle between Savitri Jindal-supported Shakuntla Rajliwal and former minister Hari Singh Saini’s daughter-in-law, Rekha Saini. Sources said that given the clout of the Jindals in that area and Saini’s influence, the election would have been a tough call, especially since Saini was being offered support by opposition councillors. However, sources said the state leadership as also the Jindals convinced him to opt out of the contest. Similarly, it was a direct battle for the post in Panchkula between Upender Walia and Krishan Lamba, both Congress-supported candidates backed by different camps within the party. In Ambala, too, local MLA Venod Sharma’s first choice for Mayor was Swaran Kaur. However, the cantonment and city divide split local leaders after which Sharma-backed Ramesh Mal was finally elected. Elections in Rohtak, the Chief Minister's home district, and Yamunanagar, however, passed off without much fuss. |
INLD extends support to Sant Gopal Dass
Sonepat, July 4 Before addressing the meeting here, Chautala drove to HUDA Ground, Sector-15, where Sant Gopal Dass and Ravinder Jatheri had been staging indefinite hunger strike for the past 56 days and 46 days, respectively. He interacted with Sant Gopal Dass and other activists for 15 minutes. Chautala said it was the highhandedness of the government not to accept the legitimate demand of the activists. He alleged that some influential person in the government had illegally occupied the Gau Charan land in the villages. He announced that if the INLD came into power, all these demands would be accepted and implemented. “Even the government will not hesitate to register cases against those who have taken possession of the Gau Charan land illegally,” he said and appealed to him to end his fast and visit the villages to make the people aware about the movement. Later, Sant Gopal Dass said there was no political agenda behind the agitation, but support for agitation from any quarter was welcomed. He reiterated that he was committed to take Jal Samadhi, if his demands were not accepted. “But this time, I will not make prior announcement for taking Jal Samadhi,” he added. |

Sirsa, July 4 The complainant alleged that Bunty, who worked at a barber’s shop, used to frequent to his house. He alleged that on June 28, Bunty came to sleep at his house in the night and after drugging him, enticed away his wife. He alleged that Bunty and his accomplice took his wife to Bhuranpura village in Rajasthan on a motorcycle and on the way, he allegedly raped her. The police said a case had been registered on the complaint of the victim’s husband and the woman was taken to a hospital for the medical examination. |
Villagers block Karnal-Kaithal road for 9 hours
Karnal, July 4 The villagers, who blocked the road at 9 am, alleged that the attitude of the administration was indifferent and negligent in tracing the youth identified as Bharat Bhushan whose bike was spotted near the Habri branch. The protesters forced the administration to stop water in the canal and lifted the blockade at 5.30 pm after an assurance given by representative of the administration Hari Om Atri. Long queues of vehicles were seen on both sides of the road. However, the body of the youth was recovered from the canal near Habri village after an hour of the blockade was lifted and sent for a post-mortem examination. |
Lure of easy money turned MBA topper into cyber criminal
Gurgaon, July 4 However, in 2008 the company shifted its base to Kolkata and Amit left his job. Subsequently, he got attracted to cyber frauds to make quick and easy money. On May 27, Sugato Debgupta, a resident of Malibu town in Gurgaon, complained that somebody had fraudulently withdrawn an amount of Rs 1 lakh from his HDFC Bank account through netbanking. After investigating the matter, the Cyber Crime Branch of the Gurgaon Police rounded up Vijay Sahni alias Vijay Chugh, from Delhi to whose account the amount had been transferred. Vijay told the police that he was not aware of the matter. He, however, conceded that he had been employed by a man at Rs 6,000 per month, who took his voter identity card. Further investigations revealed that Amit Sabharwal had employed Sahni and took his voter identity card. He somehow got Vijay Sahni’s name changed to Vijay Chugh on the I-card and opened a couple of bank accounts in his name. Then, Sabharwal got information about Debgupta’s netbanking account from an online site through the Internet. He, thus, got to know Debgupta’s mobile phone number and got a duplicate SIM card issued on the basis of a fake letterhead. The original Debgupta’s SIM card got blocked automatically. “The accused also hacked Debgupta’s e-mail id and also made changes in Debgupta’s accounts and changed the mobile number of SMS alert,” Inspector Suresh Kumar, in charge of the cyber-crime cell. Then, posing as Debgupta, he requested the bank’s customer care division to re-issue the netbanking password. He was informed that the password would be sent through a courier service. He approached the courier delivery man and got the letter posing as Debgupta. Soon after that he transferred Rs 1 lakh from Debgupta’s account to the bank accounts of Vijay Chugh through netbanking. Gurgaon Police Commissioner Alok Mittal said Sabharwal had also duped another man Raghav Bhalla of Pathankot in Punjab of more than Rs 3 lakh. Mittal appreciated the efforts of the cyber crime cell and said Inspector Suresh Kumar would be honoured with a commendation certificate and a cash reward. |
Five held for forcing girls into prostitution
Hisar, July 4 The police said Mahipal, Pratap, Lata Ram, Sonu and Suman were arrested from a house at Durjanpur Chowk in a raid. The accused were produced in the court and remanded in three-day police custody. A police spokesman said they were selling girls from other states in Haryana and selling them off in the garb of marriage. A 12-year-old girl was recovered from Pratap's house while two other girls, aged 22, were found at Mahipal's. |
Minor girl dies, father injured in suicide bid
Barara (Ambala), July 4 The police said Jujhar Singh, a resident of Gurdev Mohala, was upset after his wife deserted him two days ago. He along with his little daughter went to the Barara railway station late last night and laid down on the trail track. Soon, a passenger train came and crushed the girl to death, while Jujhar sustained seriously injures. Those present at the station immediately rushed him to a local hospital from where he was referred to the PGI, Chandigarh. His condition was stated to be critical. The body of the girl was shifted to the mortuary of the civil hospital here. Meanwhile, case was registered against Jujhar Singh at the GRP police station, Ambala. |
Hisar officials prevent marriage of 3 minor sisters
Hisar, July 4 While the youngest girl is a Class IV student, her elder sisters - aged 13 and 15 - are school dropouts. A team led by district child marriage prohibition officer Babita Chaudhary raided on the premises of Roop Ram, a daily wager belonging to the Scheduled Caste community of Bhatla village yesterday, and forced him to stop the wedding ceremony. The girls were set to tie the knot with three brothers of another village when the team reached the venue. Chaudhary said, "When we reached at the venue, most of the guests were drunk and nobody was ready to listen to us. However, a former village sarpanch and a relative of the girls came to our support. Finally, with the help of the police, we persuaded the father of girls, Roop Ram, to cancel the marriage and took an undertaking to not to marry off the girls before they attain marriageable age", she said. Roop Ram told the officials that he had organised the marriage of his three daughters in a single ceremony to avoid the expenses of organising multiple wedding functions. |
Karnal school shocker: 71 of 72 students flunk Class X exam
Karnal, July 4 Agitated parents have pinned blame on teachers for this shocking result and alleged that there was hardly any teaching activity in the school. Students were asked to do errands like bringing tea/lassi and other edibles for the staff, they claimed. “Teachers are disinterested in their job. Students have no interest in studies and the school is reeling under acute staff crunch. No basic facilities in school are lacking,” they alleged. The villagers now want the entire staff of the school transferred. The villagers said when they asked the teachers to explain the reason for the poor show, they passed the buck on to the government and its policy. “The teachers have never come to school on time. On several occasions they come drunk to the school,” claimed a local resident Pawan Kumar. A student Gaurav said the lone girl who passed the examination just managed to get the passing marks. Sompal, son of the village sarpanch, said on numerous occasions, the gram panchayat had asked the teachers to do their job, but no one paid heed. Asha Munjal, district education officer, said she had come to know about result of the school and promised necessary action against those responsible for it. |
Abdul Kalam to interact with Sirsa students tomorrow
Sirsa, July 4 A spokesperson for the district administration said Kalam would be treated as a state guest on his visit. As per the programme, the former President will arrive in the Faculty House of Chaudhary Devi Lal University at 11am and attend his first function in the CMK National PG College for Women, where he will interact with nearly 1,000 students from different schools and colleges of Sirsa. “As many as 750 students from various government senior secondary schools of Sirsa -- five boys and five girls from each school, 50 students each from the DAV Senior Secondary School, Saint Xaviers School and CMK National PG College for Women and 125 children from The Sirsa School will interact with the former President,” said Deputy Commissioner J Ganesan, who is looking after the arrangements. After this programme, Kalam will address the first convocation of JCD Memorial College of Engineering at Sirsa. College principal Gurcharan Dass said 800 students would get degrees in the function. |
Delhi High Court extends Chautala’s bail till July 22
New Delhi, July 4 On May 21, the HC had granted six-week interim bail to Chautala to enable him to have a pacemaker implanted. The bail was to expire today. Chautala has been sentenced to a 10-year jail term for cheating and forgery in the appointment of 3,032 JBT teachers in 1999-2000 when he was the Chief Minister. A CBI court here also sentenced his son, Ajay, to 10-year imprisonment in the case on January 22 following which they were lodged in Tihar jail. In all, the CBI court had convicted and sentenced 55 accused in the case, including Vidya Dhar, the then OSD to Chautala, and Sher Singh Badshami, the then political adviser to Chautala and a sitting MLA at present. In his plea, Chautala contended that the doctors who conducted the surgery on June 3 had advised him to undergo regular checkups for three months. He said he continued to be in a fragile state of health, besides being severely handicapped by various disabilities. Chautala has challenged the verdict in the high court, contending that the false and fictitious case had political overtones and his continued incarceration would be against the interest of justice. |

Cop’s son among four held for eve-teasing
Hisar, July 4 Bishnoi disclosed the names of three others -- Rajat, Gautam and Sandeep Singh, who is the son of a policeman. Sources said the accused used to hound the girls on their way to school everyday and pass lewd remarks on them. One of the girls took her father along with them today and when the youths started teasing the girls, the father chased the youths and managed to overpower one of them. The police registered a case of harassment and eve-teasing under the Prevention of Children from Sexual Offences Act and arrested them. |

Gurgaon, July 4 The father-son duo has been convicted by a court and, in the given circumstances, will not be able to contest elections in future. Both of them as well as Chautala’s younger son Abhay are also set to be convicted and jailed in the matter pertaining to their assets disproportionate to their known sources of income,” he said. Bishnoi, who was addressing a press conference here today, said in view of the situation, the Chautalas should quit politics, which would be good for them as well the residents of Haryana. Lambasting the Bhupinder Singh Hooda-led Congress government in the state, Bishnoi alleged that the rampant corruption prevailing in Haryana had frustrated the state residents, especially the youth. “The people will teach a lesson to the Hooda brigade in the coming elections to the Lok Sabha as well as state Assembly,” he said. In response to a question, the HJC chief said their party’s alliance with the BJP was rock-solid and unshakable. On being asked to comment on the possibility of a tie-up between the BJP and the INLD, he said the INLD leaders were floating such rumours to keep their cadres intact. |

Jind, July 4 “The ongoing probe may not be able to reach to the core as the network is reported to be quite strong with the direct and indirect involvement of employee of the department concerned,” said an employee of the district administration. He said the latest scam was unearthed by SDM Amrita Singh which highlighted that the previous cases had not died down and were quite active. A few years ago, the police had arrested Ram Niwas when he was allegedly preparing fake Registration Certificates in a mobile van in Jind and another person was arrested from the RTO office at Safidon subdivision. In January this year, a district court had awarded a three-year jail term to a former HCS officer in a similar scam that took place in the Narwana subdivision of the district in 2007. The convicted official JP Thamman has already retired. |

Notices
for mining in 8 dists quashed Chandigarh, July 4 It today quashed notices for auction of major and minor minerals in eight districts of Haryana, including Mahendragarh. The report, as a result of the order, will now have to be sought by the state and not the contractors. The notices were issued about 10 months ago, but were stayed by the high court on petitions filed by some contractors. They had claimed that the notices were issued in violation of the norms, which required the state government to seek a report from the ministry concerned. Clearance from the Ministry of Environment and Forests is mandatory as per orders passed by the Supreme Court. According to the orders, the state was required to obtain clearance from the State Environment Impact Assessment Authority (SEIAA) to continue the mining operations. The Supreme Court had, rather, made it clear in Deepak Kumar versus Haryana case that leases of minor mineral, including their renewal for an area of less than five hectares be granted by the states/Union Territories only after getting environmental clearance from the Ministry of Environment and Forest. In the case decided on February 27 last year, Additional Solicitor-General Mohan Jain had submitted the grant or allotment of mining lease of smaller plots of less than five hectares should not be encouraged from the environmental point of view. |
