Badal’s photo on 108 ambulance Says the controversy is unnecessary; opposes a cut of 20 per cent in Central aid for project Megha Mann Tribune News Service
Bathinda, July 10 Speaking to mediapersons during his visit to Bathinda as part of a state-wide tour, Mittal said the recent furore over the Chief Minister’s photo on ambulances was an unnecessary controversy. “Such petty things do not suit to the stature of the minister for state. Chaudhary should concentrate more on national politics than worrying about a simple photograph,” said Mittal. Mittal said the SAD-BJP government would not allow any cut (20 per cent) in the aid provided by the Central government to the project. “Just eight months are left for the next Lok Sabha elections and Santosh Chaudhary should focus on development issues in the health sector,” he said. Mittal claimed that the revisions in rates of user charges at government-run hospitals, de-addiction centres and blood banks were justified. “The revision is minimal and it was the need of the hour,” he said. Mittal said with the induction of 300 selected MBBS doctors into the health services, the specialists doctors would not be deputed on the emergency duty. “As many as 300 selected doctors are undergoing training and soon will be posted at government-run health institutions. These will relieve specialists form the additional burden and strengthen the health services,” he said. Meeting with health officers He later conducted a meeting with the district health officers wherein he sought reports of the health centres that require staff and infrastructure. An emphasis was laid upon the centres which have been identified amongst 100 health institutions that to be strengthened across the state. He directed the health officials to regularly collect food samples and ensure that unadulterated food is served to people. Demands presented A delegation of the NRHM Employees Union met the minister presenting their pending demands. They demanded that teachers under the Sarv Shiksha Abhiyaan (SSA), which is also a central sponsored scheme like National Rural Health Mission (NRHM), should be paid according to the Centre Government scale. They said women should get maternity leave of six months instead of three months as per the Punjab civil services rules. “The government promotes the policy of breast feeding for a period of first six months of a child’s life. How can a working mother do justice to this policy? The government should revise its policy to fit into what it preaches,” said Narinder Kumar, convener of the NRHM Employees Union. Members of the union also demanded that their salaries, which were deducted while they on a strike, should be paid as soon as possible on the same terms as the government had promised before. Rollback of revised blood unit rates Delegations of the Bathinda Association of NGOs (BANGO) met the Health Minister demanding that the revised rates of blood units be rolled back. Chief coordinator Ramnik Walia, coordinator Rakesh Narula, Dr AP Grover, Sonu Maheshwari, Rajan Singla, Darshan Jaura said the voluntary blood donation movement had been hit because of the hike in rates. Mittal asserted them of looking into the matter. POET MITTAL Mittal in a poetic mood, said, “Badal Sahab taan saddhe dil vich ne, photo di ki lod hai. (CM Badal is in our hearts and we don’t need his pictures).” However, when suggested that why not the photos be removed if the CM was in the hearts of the people, Mittal chose to remain silent. |

DGSE issues letter to remind schools to demolish unsafe rooms, buildings
Bathinda, July 10
The letter also mentions that the schools had been directed before the summer vacation to ensure that students are not seated inside the unsafe buildings and demolish the unsafe structures before the monsoon sets in and that it has come to the notice of the department that some of the schools are yet to follow the orders. Reports say, a total of 182 rooms in government primary and senior secondary schools in the district had been listed as unsafe. Out of these, 125 rooms are located on the premises of 30 secondary schools, the remaining 57 rooms are located on the premises of primary schools. Interestingly, last week the DGSE sent a directive barring the schools from demolishing structures which were built before 1947. The department also told the school heads to seek a no objection certificate from the Punjab government before demolishing the structures built before 1947 otherwise action will be taken against them. As per the directions of the Tourism Department of the Punjab Government, before demolishing such structures, the authorities concerned will have to take the permission from the department. Records show that there are several schools in the district which are either being run out of old buildings or have old structures on the premises. The building of Government High School, Nathana, dates back to 1931 and the building of Government High School, Lehra Dhoorkot, was built in 1935. Government schools located in several other villages are running from old dilapidated buildings. Timeline
April 27: School heads asked to compile a list of the rooms and buildings on their school premises declared unsafe by the Buildings & Roads (B&R) Department. May 6: The DGSE releases a notification reminding the defaulting schools to send in the details by May 7.
May 7: The DGSE asks the schools to fall in line and initiate the process of demolition so that new rooms could be built before the onset of monsoon. July 2: The DGSE asks the schools to seek NOCs before demolishing structures built before 1947. |

Property dealers seek rate revision
Bathinda, July 10 The exercise was a part of the state-wide campaign under which property dealers across the state submitted a memorandum at the offices of the respective deputy commissioners. Led by Sunil Singla, the members of the property dealers' delegation told the ADC that the heavy rates will affect more than 50 per cent of the population in the state. "Keeping in view this policy, if we take the example of Ludhiana, its population was 20 lakhs in 1997-98 which has now grown more than 40 lakhs. In view of this, at least 50 per cent of the people in Ludhiana will get affected and so would the people in the state," said Sukhdev Singh Mahnikehra. They reasoned that the land is costly within urban limits and cheap in rural pockets and demanded that the revised rates should be in tune with the fact. The property dealers said that those colonizers, who have sold plots in colonies till 2013 as well as plot holders in these colonies besides the farmers who have sold their land in these colonies, should be given complete exemption from paying developmental charges. "In such cases, the plots have been sold and the colonizers have moved out. So on whom will the government impose developmental charges? The common man should not be punished," they said. They also demanded that the terms and conditions of the colonies developed till April 15, 2011, should be lenient and proposed that the government can earn revenue by imposing charges on the agreement and title deed of property. They added that the future framework for the colonizers should have single window facility, simpler policies and the project should be passed with a month's time. "This will not only deter the coming up of illegal colonies, but also help in taking stern action against those who indulge in unlawful activity," he said. Property dealers who presented the memorandum included Kultar Singh Jogi, Shivshankar Mittal, Prem Kumar, Harpreet Singh, Malkit Singh, Boha Singh and others. |
