Expert: Need to educate public on natural disasters
Dehradun, June 11 Inaugurating a two-day workshop on “Modern Perspectives in Himalayan Geosciences” at Wadia Institute of Himalayan Geology (WIHG), Dehradun, today, Harsh Gupta said public awareness linked to disasters was very poor and a lot needs to be done in this respect. He said while laws were there to ensure better precautionary measures against natural disasters, their proper implementation was still under a question mark. He reminded that while there was a law that prohibits any construction at a distance of half km from high tide line of seas but that law again is not followed. Harsh K Gupta pointed out that it was strange that a large amount of money is spent as ex-gratia after disaster hits a region. If the same amount was utilised first in the precautionary measures, it would have saved the invaluable life of individuals. Referring to Uttarakhand, National Disaster Management Authority’s member Harsh K Gupta said Uttarakhand faced natural disasters like earthquakes and landslides and asserted that the authority from time to time undertook specific awareness campaigns. Earlier, Director, WIHG, Anil K. Gupta, said the works aims to provide platform to the Himalayan geoscientists to deliberate upon the new developments in the geoscience of this organic belt. He said the focus of the workshop will be on recent geophysical and geological researches in understanding Himalayan evolution. President, Indian Geophysical Union, Prof Mrinal Sen, and Director, National Geophysical Research, VP Dimri, were prominent speakers at the inaugural session. The two-day workshop is being organised as part of the celebration of the golden jubilee year of Indian Geophysical Union. |

Nephrologist from Doon presents paper in Hong Kong
Dehradun, June 11 Dr Alok presented his paper on “Ill effects of extremely High Blood Pressure on Kidney Patients”. In his paper, Dr Alok made the base on the examination and treatment of 74 special patients having very high blood pressure (malignant hypertension) who had come to Shri Mahant Indresh Hospital for treatment. These serious patients, besides high blood pressure also had the symptoms of heart failure, paralysis and headache. By means of this topic, Dr Alok tried to explain that the high blood pressure patients must seek the advice of a kidney specialist at the right time. Otherwise, it can prove to be life threatening. Dr Alok Kumar said high blood pressure acts like a ‘silent killer’ in the human body. “Only if the patient is aware about it and receives correct treatment at the right time, he can defeat it.” Dr Alok spoke about various measures to control high blood pressure, including the daily routine of a patient, a balanced diet and other measures. He said if a patient took timely treatment, the capacity of his kidneys to function well could be recovered and he would not need dialysis. This World Congress of Nephrology meets once in two years. It was held in Hong Kong this year. |

ITBP points to damaged Kailash yatra track routes
Pithoragarh, June 11 The ITBP battalion, assigned to take care of this year's Kailash Mansarowar pilgrimage, sent an inspection team to these routes last week, which has submitted it’s report on the condition of the routes. “We have sent the report to the ministry, besides the district administration,” said Kedar Singh Rawat, an ITBP officer. According to ITBP sources, due to heavy snowfall on the route this year during winter, the track route beyond Gala camp at Malpa, Lakhanpur, Kalapani and Nabhidhang area has gone missing due to the snowfall in winter, and all temporary bridges on six rivulets on the way have been damaged due to rain. “We have cautioned the district administration in the letter sent on June 8 that if the route was not be repaired in time, the pilgrimage on this part of track route could be disrupted,” said Kedar Singh Rawat, Commandant of 7th battalion of ITBP. “We have seen big boulders on the track route on the 8 km long patch between Bindrakoti and Malpa camps of the yatra,” said the ITBP officer. The ITBP inspection team has also found formation of temporary glaciers at three places between Nabhidhang and Lipulekh pass, where the force has identified the route by erecting red flags on both sides of the 3 feet wide route. Pithoragarh District Magistrate Neeraj Khairwal has denied having received any such letter from the ITBP. “We have not received any letter from ITBP and our report on the condition of the track route is being prepared by PWD engineers,” said the DM. ITBP has also exprssed concern over the lack of specialised disaster management force on the route this year as, according to sources, the disaster management team deputed during the yatra last year was not being deputed this year. “This year we will have to take extra care of the pilgrims as PWD team has not yet reached the spot where the route is damaged,” said the ITBP source. |

Stricter norms for scholarship beneficiaries
Dehradun, June 11 For this the Department of Welfare of Minorities is working towards preparing proper guidelines for the scheme so that physical verification of the beneficiaries is carried out which would help plug loopholes. The department officials have been a worried lot as the beneficiaries under the state scheme continue to increase every year. The number has been static under the Central Government scheme. As a means to ensure better utilisation of funds the Department of Minorities had suggested doing away with the state government-sponsored scheme but the proposal did not find favour with the political leadership. Now between the state and Central Government sponsored schemes, the number of beneficiaries is in the range of 10,000 to 11,000, whereas the number of beneficiaries under the state government scheme continues to run in lakhs, which forced the department to monitor the scheme closely. “Along with mismatch of beneficiaries for the state and the Central Government sponsored scheme, there is duplication of the scheme as well. For the Central Government scheme the contribution of funds is in the ratio of 75:25 (Centre:state), whereas the state is providing 100 per cent funds for the scheme. Clearly the government is being stretched,” said the official. Further along with tighter norms the Central Government sponsored scheme is giving better rates for the beneficiaries. For example under the state-sponsored scheme the admission fee rate for students of class 6-8 is Rs 80 per month, and for class 9-10, it is Rs 120. On the contrary, under the Central Government scheme the beneficiaries of class 6- 10 receive Rs 500 per month as admission fee. Clearly, the amount is much higher under the Central Government scheme. The officials of Department of Minorities say that as the norms are not strict there are possibilities of funds not reaching the beneficiaries for this reason. The department is keen for strict verification of the beneficiaries. ''We may be able to get realistic numbers. During this financial year we will have to adjust the beneficiaries of 2012-2013 and have to disburse a backlog amount of Rs 10 crore among the beneficiaries,” said a senior official. |

UJKD demands Gairsain as permanent capital
Dehradun, June 11 The UJKD workers led by their president BD Raturi sat on a dharna. They alleged that the respective state governments had tried to mislead the people on the question of the permanent capital of the state. They said the capital of the state should be located in the hills as per the aspirations of the statehood agitators. The UJKD leaders said the previous BJP government formed a commission to look for a suitable place for the permanent capital but never made its findings public. They added that the present Congress government had also been trying to hoodwink the people by having two Assembly buildings: One at Raipur in Dehradun and another at Gairsain in Chamoli district. The protesters demanded that the state government should immediately scrap its plan for an Assembly building at Raipur and declare Gairsain as the permanent capital of the state. The party also submitted a memorandum addressed to Governor Aziz Qureshi in the District Magistrate’s office. |
