Karnal, June 7
The Bhupinder Singh Hooda government came under attack at the 'Dalit awareness sammelan' here today as Union minister Selja and All-India Congress Committee (AICC) general secretary Chaudhary Birender Singh made a veiled attack on the government.

They charged the government with oppression of Dalits and tardy implementation of policies and programmes of the Centre for the uplift of Dalits.

The rift in the Congress came to the fore again as Karnal MP Arvind Sharma and Haryana Mahila Congress president Sumita Singh, also the local legislator, stayed away from the 'sammelan' organised by Rajya Sabha member Ishwar Singh to create awareness among Dalits.

Addressing the gathering, Union Minister for Social Justice and Empowerment Selja expressed concern over increasing atrocities against Dalits and said the Centre would soon enact a stringent law to protect the interests of Dalits.

State governments had been urged to enact effective laws to stop atrocities and crimes against Dalits, she added. Firing a salvo at the state government, she said the poor and backward were deprived of the benefits of Central policies due to faulty implementation and non-issuance of below poverty line ration cards to Dalits.

Expressing apprehensions over implementation of the 'Priyadarshani Awas Yojna', Selja said it might not meet the same fate as did the other schemes and asked why the state government did not acquire land for giving 100 square metre plots to the poor.

She said the Union Social Justice and Empowerment Ministry had convened a meeting of states for discussing provisions for a stringent law to curb atrocities against Dalits, but no representative of the Haryana government attended it.

The Union minister expressed concern over the low pass percentage of government schools in the class X Haryana board examination as a majority of students at those schools were from poor and Dalit families.

"If the Dalits are not provided better opportunities for studies, how will they come into the mainstream," she asked. She said there was a huge backlog in vacancies for Dalits and weaker sections in government jobs and the state government had not constituted the Scheduled Caste commission.

Chaudhary Birender Singh called for a change in the mindset for the socio-economic uplift of Dalits and weaker sections. He said mere reservation in jobs was not the answer as they had to be made partners in national resources. He demanded 20 per cent reservation for Dalits in plots in HUDA sectors.

Attacking Narendra Modi, Chaudhary claimed that the Gujrat Chief Minister was an oppressor and his mentality was anti-Dalit and anti-poor. The leaders asserted that the 'sammelan' would strengthen the Congress. Ishwar Singh raised the demand for reservation in jobs for Dalits in the private sector.

Mango growers bear brunt of freak weather

Yamunanagar/Ambala, June 7
Mango growers bore the brunt of unseasonal rain and storm last evening. The crop was at various stages of harvesting. Mango is cultivated on 5,419 hectares in Yamunanagar district and 1,257 hectares in Ambala district. The districts recorded an average of rainfall of around 40 mm, but the strong winds led to the dropping of the unripe crop, resulting in huge losses.

It was learnt that mango growers in Manuja Khamban, Adoya and Shahzadpur segments of Ambala and Chhachhrauli and Sadhaura segments of Yamunanagar suffered the damage.

According to Gian Chauhan, who along with her husband Prithvi had a 35-acre mango orchard at Adoya, the rain and strong winds shattered their hopes of a good harvest at the crucial second phase of picking fruit. She said the sudden change in weather had resulted in major damage to the crop.

“Last year we had a good crop which translated into profits of around Rs 10 lakh. This time the crop has been destroyed by the winds,” she said. She added that state government should come to the aid of mango growers.

Krishan Rana, who owns a 12-acre mango orchard in the Shahzadpur area, said the unpredictable weather wreaked havoc. He said mangoes had not ripened enough for plucking and a few days more could have helped the fruit firm up.

Growers in the region had been expecting a good mango crop this season, but the weather dashed their hopes. A total of 950 hectares are under mango cultivation in Panchkula, 629 hectares in Karnal and 430 hectares in Kurukshetra.

As per government figures, the area under mango cultivation had increased from 3,553 hectares in 1990-91 to 9,125 hectares last year. Mango production had registered a rise from 19,900 tonnes in 1990-91 to over 65,000 tonnes last year. An additional 250 hectares were brought under mango cultivation in the last two years.
