DGSE order on diversion of funds leaves parents, teachers sulking

Days after the 1,352 high and secondary schools in Punjab received Rs 67.95 crore from the Ministry of Human Resource Development, New Delhi, to strengthen the existing art, craft and cultural activities in the schools under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programme, now all District Education Officers (DEOs) are transferring these funds into the account of Punjab School Education Board (PSEB) as per the directions of the Director General of School Education (DGSE), Punjab.

To bridge the growing gap between the educational success of the government primary schools and private schools, Faridkot district has taken a new initiative in 10 government primary schools and 30 Anganwari centres in the district by providing game-changing support for the young students. Anganwari is a government sponsored child-care centre in the rural areas. It caters to children in the age-group of 0-6 years.

Taking flood control measures, the district administration has decided to clean all 756-km long drains in the district before the arrival of the rainy season. The irrigation and drainage department has even declared 83 villages as sensitive in the district.

DGSE order on diversion of funds leaves parents, teachers sulking

Days after the 1,352 high and secondary schools in Punjab received Rs 67.95 crore from the Ministry of Human Resource Development, New Delhi, to strengthen the existing art, craft and cultural activities in the schools under the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) programme, now all District Education Officers (DEOs) are transferring these funds into the account of Punjab School Education Board (PSEB) as per the directions of the Director General of School Education (DGSE), Punjab.

In a communiqué to all DEOs, the DGSE said as the amount involved is huge, so instead of handing over these funds to the school management committees (SMCs), the PSEB will spend these funds itself.

On March 26, these funds were sent to all DEOs but on April 15, there were directions from the DGSE to all DEOs to transfer the amount to the PSEB account.

But the decision has left the parents and teachers sulking as in the last four years, after the start of RMSA programme, all such funds received by the schools under the RMSA programme are spent by the SMCs.

The parents of students in government schools are the main constituent of the SMCs. So, it is believed that there is no siphoning of funds under the supervision of the SMCs. Rather, many a time, the villagers provide free of cost labour for construction work in the schools under the supervision of SMCs. But this time, there is a departure from this practice.

Kahan Singh Pannu, DGSE, Punjab, said as the amount to be spent in the schools is huge, the PSEB decided that its building and construction wing will take care of the construction work in the schools.

Dr Tejinder Kaur Dhaliwal, chairperson, PSEB, said as there is need to construct new art/craft/culture rooms in the schools and the SMC members lack skilled knowledge about it, so the PSEB decided to execute the work.

However, sources revealed that in a large number of high and secondary schools in Punjab, the posts of art and craft teachers were lying vacant and it was never a priority of the education department to fill these posts, relegating the subject to a low grade bracket.

Even in PSEB, there is only one adviser for art and craft. Therefore, the PSEB also lack skills for the proper supervision of art and craft related developments in the schools. However, Dr Tejinder Kaur Dhaliwal said the PSEB is working in tandem with a private agency for the construction of the rooms.

Anganwari centres to compete with playway schools

To bridge the growing gap between the educational success of the government primary schools and private schools, Faridkot district has taken a new initiative in 10 government primary schools and 30 Anganwari centres in the district by providing game-changing support for the young students. Anganwari is a government sponsored child-care centre in the rural areas. It caters to children in the age-group of 0-6 years.

As far as innovation in education and child care is concerned, Faridkot is the first district in the state where the Central Government's Innovative Funds have been invested in ten primary schools and 30 Anganwari centres to provide LCDs, matching sound system, DVDs and other helpful ways to improve the reading, writing and speaking ability of the small children and young students.

"We know that the average socio-economic background of the students who attend privately managed schools is better than those who attend government schools," said Ravi Bhagat, Deputy Commissioner, Faridkot.

"With the help of the Innovative Funds, we have attempted to make child nurturing and academic atmosphere at these Anganwari centres and schools more coherent with the changing times and hope it will bring some positive results," he said.

Besides developing a coherent focus on teaching and learning in primary schools, the investment in new gadgets and changed surroundings in the classrooms with new fabulous paintings on walls and new arrangement for seating students will promote many other skills and extra-curricular activities among the students, said the DC, while participating in a meeting with the teachers of a primary school in Chahal village.

"We hope that the changed atmosphere in schools will promote other young and poor students to join the schools, he said.

"There is no doubt that the work in schools is becoming more complex and demanding but the organization of government schools remains, for the most part, static and rigid. So, we want to bring a bit of flexibility by adding joy to the learning," said Dharambir Singh, Deputy District Education Officer.

Suwidha Centre out of stock of driving licence, SC certificate forms

Application forms for various services including driving licence and scheduled caste certificate are out of stock at Suwidha Centre here for past few days, which have been giving a tough time to the public.

When one goes at the Suwidha Centre building seeking these forms, he/she gets a refusal from the officials sitting there, because they are not having the stock. In such a situation, one has to go out to private document writers, who reportedly charge some extra amount.

Not only this, even the printing orders have not been placed for these forms as yet.

A local resident Sumit Narang, said, “I had gone to the District Administrative Complex (DAC) yesterday to apply for the driving license but came to know that the forms were out of stock and thereafter I had to go to a private document writer sitting outside the DAC to apply for the same.”

Similarly, Darshan Singh, a resident of Thandewala village, said, “My son has to get admission in BSc and for this purpose he needs scheduled caste certificate to apply for the seats reserved for SC category. But, here the forms are running out of stock. I have even approached some private dealers to get a photocopy of the form, but they don’t even possess. The administration must immediately arrange the forms, so that the public must be saved from any further harassment.”

When spoke to a document writer, sitting outside the DAC, said, “The situation has turned worse for the past few days. The residents are facing problems, but the administration has yet to pay any attention towards this issue.”

Rajeev Gupta, incharge, Suwidha Centre, admitted that the application forms of driving licence and scheduled caste certificate were out of stock. “The advertisement in this regard seeking tender has been published twice in the newspapers, but the interested parties are yet to apply for the same. So, the orders have not yet been placed. But, we are hopeful that the forms will be printed within a very short period.”

It may be mentioned here that earlier the forms for applying birth certificates were out of stock.

Dera followers take out protest march

Hundreds of villagers most of them Dera Sacha Sauda followers took out a protest march in the town and staged a demonstration before the office of Deputy Commissioner demanding “justice” to a dera follower who was allegedly sold a shop at the local Gaushalla road in alleged “fraudulent” manner by five persons last year.

As per a memorandum submitted to Additional Deputy Commissioner, Fazilka, four property dealers allegedly persuaded Sunil Kumar, a Dera Sacha Sauda follower and a resident of Sabuana village to purchase a shop measuring 10’x30’ (30 sq ft) at the Gaushalla road.

Sunil purchased the shop and got the sale deed registered with Sub-Registrar, Fazilka on August 6, 2012 in favour of his mother Raj Rani after paying Rs 18.40 lakh.

When Sunil Kumar started the construction, Ram Krishan of Dabwala Kalan village appeared at the venue and claimed that he was the “real” owner of the shop and said the shop sold to him (Sunil) was illegal as a owner could not sold a property twice.

Sunil approached the police and demanded action against property dealers, councilor and the seller, but nothing was done. Upon which Sunil knocked the door of the Punjab and Haryana High Court.

The court directed SSP, Fazilka, to investigate the matter and take necessary action.

But to their surprise, Sunil and his mother Raj Rani were booked under Sections 420 of the IPC on February 28, 2013, by the Fazilka police, on charges of getting the sale deed registered in a fraudulent manner by producing a “fake” owner of the shop and tried to encroach upon the same.

“Sunil and his mother have been trapped in a false case which should be cancelled immediately. Possession of the shop should also be handed over to them for which he has already paid the cost,” demanded Jatinder Singh, president, District Fazilka Action Committee of the Dera Sacha Sauda.

They warned that if their demands were not accepted by June 10, they will intensify the agitation.

Drains to be cleaned before June 30 in Muktsar

Taking flood control measures, the district administration has decided to clean all 756-km long drains in the district before the arrival of the rainy season. The irrigation and drainage department has even declared 83 villages as sensitive in the district.

A whopping amount of Rs 12.21 crore would be spent for this purpose and the work is likely to be completed before June 30. Machines for de-silting and cleaning the drains have started arriving to begin the work on a large scale.

Giving details, Deputy Commissioner Paramjit Singh said, "The administration has identified 47 villages in Malout block, 21 villages in Muktsar block and 15 villages in Gidderbaha block, which get affected the most during the rainy season."

"Since several areas are prone to floods, all arrangements will be made in advance to protect the people during the rainy season so that they do not suffer any loss to life or property," the DC added.

Last year, the irrigation department had spent Rs 36 crore in the state and of these, nearly Rs 10 crore were spent in Muktsar district alone. "The de-silting and cleaning process has to be followed every year in the areas affected by waterlogging, which otherwise, may cause huge losses," said Gulshan Nagpal, Executive Engineer, Gidderbaha Drainage circle.

The officials of the drainage department said link drains of Fatehpur Mania, Abul Khurana, Lalbai, Gurusar Thehri, Lundewala, Fakkarsar, Ghumiarkhera, Kothe Surgapuria, Husnar-Babania, Malout town and village Jandwala, Sarawa Bodla, Aspala, Sotha-Bhundar, Karniwala, Giljewala, Sherewala, Fidde Kalan, Sarainaga, Charewan, Fattanwala, Lubanianwali, Sangrana, Kotli Devan, Warring and Ratta Tibba would be cleaned under the project.

The officials of the drainage department also said that efforts were on to make the area free from waterlogging.

It may be mentioned that in 2011, the monsoon rains had caused huge losses in the district. Luckily, the situation had remained under control last year when Chief Minister Parkash Singh Badal had himself inspected the cleaning work of drains after touring the villages. Even the Chief Engineer, Drainage, Vinod Chaudhary, had to visit Muktsar to ensure that the cleaning work was completed on schedule.
