Field survey done to check land status for Coke plant
Dehradun, May 24 Chharba Gram Pradhan Rumi Ram Jaiswal confirmed that forest officials today visited the village and even surveyed the land apart from interacting with villagers. Rumi Ram said forest authorities have asked them to submit a documentary proof for the status of land, which they will be submitting on Monday. He yet again asserted that it was the villagers who developed the land now being given to Coca Cola plant as green belt by planting over 50,000 trees. Citizens for Green Doon, an NGO working for conservation of greenery in Dehradun, had some days back filed a complaint with the state Forest Department seeking a survey of land earmarked for the coke bottling plant. In its letter submitted to forest authorities, Nitin Pandey, Chief Coordinator of Citizens for Green Doon, cited that in ''T.N. Godavarman Thirumulpad versus Union of India and others case on December 3, 201,'' under similar circumstances, the apex court judgment had pointed out the land in question would come under the category of "deemed forests" and, therefore, falls under the Forest Conservation Act, and thus to carry out any non-forest activity in the area, permission of the Union Ministry of Environment and Forests would be required. ''Thus in the wake of the apex court judgment, I urge the state government to re-consider it's decision to allot land for Coca Cola plant,'' Pandey observed. Beverages giant Coca Cola has recently signed a Memorandum of Understanding with the Uttarakhand government for setting up a Rs 600 crore plant at Chharba village in Vikasnagar. The company has assured jobs for the locals. But the Chharba villagers joined by several non- government organisations and Opposition parties have from the beginning been opposing the Coca Cola plant tooth and nail. Uttarakhand Chief Minister Vijay Bahuguna, too, subsequently had to assure that the final go-ahead for the plant will be given after it was confirmed that it would not have any adverse impact on the local environment. |

Delimitation proposal of DMC under government consideration
Dehradun, May 24 Mayor Vinod Chamoli said, “I have sent the proposal to the state government. Now, it is up to the government to take the final call on it. It was on the direction of the Secretary, Urban Development, that the DMC had prepared the proposal with regard to the delimitation of the corporation territory in the wake of the civic bodies’ election. A list of 38 villages was prepared but later Raipur was also added to it on December 5 last year.” But Planning Minister Dinesh Aggarwal opposed the inclusion of six villages falling in his constituency in the list and hence these villages were excluded. Thereafter, only 32 villages were in the final proposal sent to the state government on December 12 last year. Chamoli said the villages situated on the city border had undergone massive urbanisation and transformed into almost urban areas. But since these villages did not come under the domain of the DMC, the residents were not getting the facilities of road, drainage, streetlights and sanitation. “The residents of these villages are also not getting the benefit of proposals regarding drinking water and sewerage undertaken by Asian Development Bank and the Jawaharlal Nehru National Ubran Renewal Mission because these schemes could only be approved under the DMC,” he added. The Mayor said, on the other hand, it is inappropriate that any development scheme in a village was approved on the basis of its population. “There is no scheme for sanitation or disposal of garbage in these villages. People there are not getting basic facilities owing to which unbalanced development is taking place there,” he added. He sai the state government must consider these aspects while reviewing his proposal. |
Begin work on Lohia Nagar burial ground: Mayor
Dehradun, May 24 He gave direction to his staff to begin development work at burial grounds of Lohia Nagar. Chamoli said a sum of Rs 61.29 lakh would be spent from the resources of Dehradun Municipal Corporation to build a surrounding wall, connection road to the bypass and a small bridge. He said he would soon visit the burial grounds of Chandan Nagar. He said; “Since Chandan Nagar burial grounds are no longer viable to be used, DMC would provide sufficient land filling in the area to make it useful as burial ground.” Chamoli recently demanded land and funds of Rs 1 crore for each of the three burial grounds at Azad Colony bypass, Chuna Bhatta near Adhdoiwala and Sattowali Ghati on Kanwali Road for Muslim community. He also placed similar proposals for burial grounds for Hindu children at Sahastardhara Road, Dharampur, Rajpur and one in the area between Subhash Nagar to Ballupur. AMNA Sadia Khan who is also Chief Excutive Officer of Uttarakhand Wakf Board said: “The burial grounds at Kolkatta are worth aping as these are neat and clean with facilities such as a small park and sitting arrangements.” She however rued that a matter of sanctioning Rs 20 lakh for erecting a wall around a burial ground at Ram Nagar became contentious among the members of Uttarakhand Wakf Board. |

Teen Clinic lying idle
Dehradun, May 24 Realising the need to provide appropriate counseling to the teenagers in the age group between 10 and 19 years, the hospital authorities set up the clinic that was to function every Friday. It had a dedicated counsellor to provide counselling and referral service to adolescents on Friday. Instead of providing a full-time counsellor as a short-term measure, the then CMS entrusted the task to the counsellor running the Integrated Counselling and Testing Centre (ICTC). Initially the clinic attracted a lot of teenagers who were otherwise shy to approach their teachers and parents. ''The clinic proved useful as teenagers were counselled on a variety of problems. During the examination, we even advised teenagers on the ways to keep fit by keeping stress at bay. Further, our psychologist also counselled them,'' said KC Pant, nodal officer for the clinic. But mid-way with changing heads of the hospital, the clinic soon was forgotten. When the counsellor of ICTC clinic was entrusted with the job of counselling the teenagers, it was decided to pay him Rs 500 per sitting. In the beginning the hospital honoured the payment but soon these became infrequent and since early 2013 the payment was not made to the counsellor. ''After the clinic began attracting sizeable population, the Doon Hospital authorities should have made it full time but they made things difficult for the counsellor by not paying him the honorarium. He was already giving extra time but without proper monetary compensation, it would have been hard for the counsellor to continue with the counselling. The result is the clinic has become non-functional,'' said a senior doctor. Similar clinics were to be set up at other district hospitals but the fate of the clinic at Dehradun has stopped the Department of Health from replicating it. |
Stress laid on importance of medicinal plants in state
Dehradun, May 24 Initiating the deliberations, the Head Scientist of the Centre for Aromatic Plants (CAP), Selaqui, Dehradun, Dr Nripendra Chauhan, spoke at length about the potential of aromatic plants. He said wild animals did not eat the aromatic plants. They could grow even in less water and poor soil conditions and this was their biggest advantage. He said agriculture was failing due to poor soil, lack of water and attack of wild animals and because of this the cultivation of aromatic plants had tremendous scope. Chauhan said CAP had introduced the scientific method for growing aromatic plants in hilly areas as well as in barren land. He said crops like damask gulab and lemon grass fetched good prices and CAP was giving the minimum support price to the farmers for these crops. Channel Mountain Communication Managing Director Jaiprakash Panwar said Uttarakhand, as a hill state, had an edge over the plains as medicinal plants growing in mountains have more efficacy and medicinal properties. “Making Uttarakhand herbal will go a long way in conserving medicinal plants diversity and curbing migration of youth by generating livelihood opportunities”, Panwar said. J P Maithani from Agaaz, an NGO, said the cultivation of medicinal plants should benefit farmers economically. He also stressed on the creation of a database of the local medicinal plants. He appreciated the CEE for its role in creating awareness amongst several stakeholders on issues related to the conservation of medicinal plants, like their overharvesting from wild, unsustainable collection, demand in market and potential for cultivation. He said all the farmers should be trained and taught the scientific collection and methods of production of the medicinal plants. “Uttarakhand has a great scope for the cultivation of aromatic plants,” Maithani added. As many as 25 people attended today’s event. A film, 'Herbal Healers of the Himalaya' was also screened on the occasion. |
