Uttarakhand Cabinet gives nod to SC, ST sub-plan Act
Dehradun, May 21 Briefing mediapersons today, Chief Secretary Subash Kumar said for the past few years, spending under the SC and ST sub-plan for which the total outlay is 21 per cent (18 per cent for the SC and 3 per cent for the ST) had stood at a dismal 30 per cent. “To bring greater accountability in the allocation and spending under the sub-plan, a binding instrument in the form of a legislation was today approved by the Cabinet,” said Kumar. He said the Act has made provisions for spending where there are individual beneficiaries and families for whom 100 per cent funds have to be spent, for SC and ST villages with 100 per cent SC or ST population, the non-majority SC and ST villages and for indivisible population for which a state committee would decide on the notional spending under the sub-plan. In a move to bring relief to the APL cardholders, the Uttarakhand Cabinet approved allocation of 5 kg subsidised rice at Rs 8.45 per kg to 20 lakh APL cardholders in the state. “The state government has decided to contribute 4 kg of subsidised rice. Together with 1 kg rice being given by the central government, the APL cardholders would now be entitled to receive 5 kg rice,” said Kumar. The provision of no work, no pay in place for diploma engineers, Class IV employees and review officers would no longer be in place for the period of strike. Instead, this period would be deemed as earned leave. The Uttarakhand Government also gave nod for fixing of the minimum eligibility criteria for higher judiciary services. Candidates belonging to the general category who score a minimum of 40 per cent marks in the subjects opted for the written examination and a minimum of 50 per cent in the aggregate would be called for interview. For the candidates belonging to the SC and ST categories, the minimum marks required in the written examination are 30 per cent and aggregate marks 40 per cent. The PCS officers promoted to the IAS cadre would continue to receive the grade pay of their previous posts until such time they reach a particular level in terms of seniority. The Cabinet gave approval for enhancing the grade pay of junior engineers working in all state departments from Rs 4,200 to Rs 4,600 and bus allowance from Rs 450 to Rs 1,200. It also approved regularisation of the services of 38 visiting lectures working on a contractual basis at different degree colleges in the state. Approval was also given for the absorption of 30 girl students from Arya Girls Kanya Inter College and 12 staff members to Kumaon University.

Over 700 people of 140 families of several hamlets of gram panchayat Bungakhali in Champawat district have threatened to launch an agitation at the district headquarters as these villages are still living in dark and waiting for electricity since Independence, despite a 10 kv capacity micro hydroproject situated only at stone's throw from these
villages. Kimota, Thakklana and Saipatia villagers have appealed to the District Magistrate to supply power to their areas at the earliest. If he failed to do so, the villagers would launch an agitation at his office. “We have several times informed that we be given direct light from the 10 kv capacity Sapteswar

Pithoragarh, May 21 “Use your right to vote judiciously. Elect untainted people who can deliver and do not run after political parties. Then alone can you build a corruption-free India of your dreams,” Hazare said while addressing a public meeting at Kausani in Bageshwar district. Noting that party-based politics has caused the biggest damage to the country’s political system, he said the vision enshrined in the Constitution is that of people’s rule and not that of a system encroached upon by political parties. “The Indian Constitution has no room for political parties. The vision enshrined in the Constitution is just that of a ‘Gantantra’. But post-Independence political parties encroached upon the system and made the country a hub of their power quest,” Hazare said. The Gandhian, who reached Anashakti Ashram at Kausani, where Mahatma Ghandhi stayed and wrote his views about Bhagvad Gita in 1929, said by forming political parties to capture power “shrewd politicians of the country have cheated the people. Till the phenomenon of ruling and opposition parties stays in the country, corruption will not end.” Hazare said, “The concepts of Gram Sabha and Gram Swarajya are at the core of the spirit of the constitution. While the concept of Vidhan Sabha and Lok Sabha are secondary as they have been crested by Gram Sabhas and Gram Panchayats to help in Gram Swarajya.” “The politicians of the country have neutralised even these basic institutions for their vested interests,” he alleged. Later Hazare retired to the same room where Mahatma Gandhi had lived during his visit to the ashram. “Anna will take part in the routine prayer, which was initiated by the Mahatma, at the Ashram at 7 pm, as he has willed for it,” said Radha Behn, well-known Gandhian, who organised the public meeting.

Uttarakhand, UP to jointly build Jamrani dam at Haldwani
Dehradun, May 21 Within three days, the Uttarakhand Irrigation Department will resolve the objections of the Central Water Authority and by June 7, a new DPR for the project will be prepared. In one month’s time ,the forest clearance for the first phase will be obtained and by July ,the clearance for the second phase will be obtained. It was decided that Uttarakhand and Uttar Pradesh will jointly build the dam and will decide how the expense and water will be shared between the two states. If there is any dispute, the Central Water Authority will intervene. It was decided that Uttarakhand and UP
governments will request the Central Government to declare the dam as a national project and bear 90 per cent of the cost.The remaining 10 per cent cost will be shared by the two states. A new agreement will be signed between Uttarakhand and Uttar Pradesh on how the expense and benefits of the dam will be shared. The Chief Secretary said he would be reviewing the progress of the project every month. Present at the meeting were PCCF's RBS Rawat, Principal Secretary (Industry) Rakesh Sharma, Principal Secretary (Forests) S.Ramaswamy ,Secretary (Irrigation) Kunal Sharma and officials of UP Irrigation Department.

Residents to continue stir against proposed Coke plant
Dehradun, May 21 He said over 1 lakh trees belonging would be cut to make way for the plant, thus leading to the destruction of the entire green belt developed by farmers. He said the plant would also have an adverse impact on water availability in the region. Rumi Ram said a total of 28 organisations working in the social sector had extended support to their agitation. He said they had given May 28 deadline to the Chief Minister to act on the matter, otherwise they would hold a protest march on May 29, signalling the beginning of a massive agitation. He also warned forces trying to thwart the agitation. “A few days ago, some people went to meet Chief Minister Vijay Bahuguna identifying themselves as Chharba villagers. This is not true as none of the members of the Chharba Gram Panchayat was among them”, he said. He said their demand for the withdrawal of the proposed Coca Cola plant from Chharba was final and there was no going back. Rumi Ram said the villagers, under the ages of the Jangule Jameen Bachao Samiti, Chharba, were ready to launch a long-drawn agitation against Coca Cola. Bhumi Singh, Mohar Singh and other members of the Chharba Gram Panchayat were present at the press conference.

BJP appoints TS Rawat as
co-in charge of UP
Dehradun, May 21 Just when the two former CMs Khanduri and Nishank had managed to get their choice of leaders entrusted with the important posts in the state working committee, and it appeared that Koshiyari had been left high and dry, the national party leadership has sought to assuage this camp and yesterday announced the appointment of Trivender Singh Rawat as the co-in charge of Uttar Pradesh. Rawat would be in the company of Amit Shah, a close confidant of Chief Minister Narinder Modi, who has been made state in charge of Uttar Pradesh. After Teerath Singh Rawat emerged as a choice of Khanduri and Nishank for the post of president of Uttarakhand BJP over former Cabinet Minister Trivender Singh Rawat, who had the support of BS Koshiyari, the BJP central leadership appointed him national secretary. Now his appointment as co-in charge, Uttar Pradesh, yesterday is aimed at maintaining the balance of power between the three leaders in the state. Further, another senior BJP leader Mohan Singh Gaunwasi, too, has been made national coordinator of Panchayat Raj Cell. On the other hand among the changes announced last night, former Bihar party chief Radha Mohan Singh has been made state in charge of Uttarakhand. Panwar continues dharna, seeks eviction of expelled leaders
Dehradun, May 21 Panwar sat on dharna on the premises and demanded eviction of expelled leaders from the party office. A notice was issued to both warring leaders, Aeri as well
Panwar, by the district administration. According to the notice, the district administration is pondering over enforcing Section 145 to seize the controversial UKD premises, fearing law and order problem cropping up here time and again. Both the leaders have been asked to meet Additional District Magistrate Harak Singh Rawat tomorrow and give their response on the
notice. Panwar today dissolved four district units by terming them unconstitutional. These are units of
Didihaat, Pithoragarh, Nainital and Bagheshwar. He said the members of these units participated in the convention called by expelled leaders of the party. He said these units had attended the convention by going against the party’s directive and hence broke the party discipline. Soon, announcement with regard to new conveners of these units would be made and the units would be constituted once again. Panwar also carried on his demonstration on his demand to evict the expelled leaders from the party office and hand over control of the premises to his
party. Aeri came in the morning at the party premises today. He met party members and mediapersons as well. The members of opposite factions were there. Barring some heated exchanges between members of both factions, nothing much happened today. Aeri said that he hoped better sense would prevail in the Panwar group.
Panwar, however, ruled out any possibility of joining hands with the expelled leaders.

He has been Pro Vice-Chancellor of Kurukshetra University, Haryana, and Head of the Department of Chemistry, Punjabi University. A felicitation function was organised by Gurukul Kangri University, where the Vice-Chancellor, Prof Swatantra Kumar, welcomed him. Swatantra Kumar apprised the Chancellor about the educational, financial, infrastructural and other aspects. After taking part in hawan-yagna, Shastri said that he would discuss the major issues concerning the university. "A definite change in the work culture and the overall system in the university needs to be done, if we have to match with other educational institutions. While the traditional courses will be retained, professional-technological-career oriented courses will also be inducted," said Dr Shastri. On the land disputes involving Gurukul Kangri, the Chancellor said the legal route will be adhered so to retain the Gurukul property. He said Arya Samaj proponents Swami Dayanand and Swami Shraddhanand opted for the gurukul mode of education as without moral teaching, every education was incomplete. The students' union of Gurkul Kangri University also held a felicitation function to welcome the Chancellor at the university auditorium. |

DM proposes one-year scheme for roads

He directed them to bring road maps in the next meeting where issues regarding the location and length of roads to be built by respective departments will be discussed. BTC teachers march to
CM’s house
Dehradun, May 21 The protesters gathered at the Old Raipur bus stand and from there proceeded towards the Chief Minister’s residence. The march passed through Subhash Road, Ashley Hall and the Rajpur road before it was stopped at Hathibarkala by the police. After a minor scuffle with the police, the protesters subsequently staged a dharna at the very spot and resorted to sloganeering against the state government. Several protesters who tried to scale barricades were also detained, but later let off by the police. Meanwhile, a fast by BTC trained at the Old Raipur bus stand entered its the ninth day today.

Man arrested with bear’s gall bladder
Dehradun, May 21 On interrogation, the arrested person was identified as RS Bhandari, a resident of Chamoli district. He had allegedly brought the gall bladder from Chamoli was trying to sell it in Haridwar. The gall bladder is supposed to be that of a Himalayan black bear. A wildlife conservation NGO, the Endangered Flora and Fauna on Earth Conservation Team (EFFECT), tipped off the Rajaji authorities regarding the case, following which he was arrested by the
authorities.
