Dehradun, May 20 it got cleared. City Magistrate also said that he had recommended the same section. He said it would be the responsibility of both the factions to substantiate their stand with evidence on the issue. At the time of this report being filed, Panwar was still sitting on dharna. Since a day before, Panwar had occupied the office and did not allow the supporters of Aeri's faction inside the premises, saying that expelled leaders had lost the right over the premises. Panwar, too, reached there with his supporters, which built up an atmosphere of tension. However, besides little provocation from here and there, nothing happened. Meanwhile, Panwar met Additional District Magistrate Harak Singh Rawat and demanded eviction of the expelled leaders. The matter heated up when garlanded Aeri after his election in the convention reached party office to celebrate his victory. Women's wing leader and Panwar's aide Promila Rawat created a scene by revolting against Aeri's election and shouting spiteful remarks on the occasion. She jostled with those who tried to hold her back. She also blamed Aeri for splitting the party one more time. When on one side this drama was taking place, on the other end, Aeri's supporters were shouting slogans on his being the leader of the party, and some were dancing on the beat of the dhol. CO city, Harish Chand Sati, asked both the factions to maintain calm and refused to throw out Aeri and his people at the behest of Panwar. Panwar and his supporters raised slogans against the police and threatened to obstruct the road. But instead he sat on the floor just outside the gate of the office premises in order to block the exit of Aeri camp. His supporters too sat there. Harak Singh Rawat talked to Aeri and collected
the documents regarding his election. He tried to reason with Panwar and told him in uncertain terms that Aeri's election was genuine,and he could not evict him. Panwar gave him Election Commission of India's documents. To this Aeri retorted that the commission had recognised the party, of which Panwar was president at that time.

While new charge has been given to two PCS officers. Nidhi Pandey holding the charge of Additional Secretary, Higher Education, and Director, ICDS, has been made the DM,
Haridwar. She replaces Sachin Kurve, who has not been assigned a new post. Additional Secretary, Horticulture, Suraj and Director, Horticulture Mission, Nitish Jha has been made the District Magistrate
of Tehri. Additional Secretary, Irrigation, Labour and Employment, Vijay Kumar Dhondiyal has been made the District Magistrate, Rudraprayag. Additional Secretary Arvind Hayanki has been made District Magistrate of Nainital. He has been divested of the charge of Suraj Corruption Jan Seva. He replaces Nidhi Mani

Hospitalised Dhami denied bail
Pithoragarh, May 20 Dhami had surrendered before a Didihat court two days ago in connection with a non-bailable warrant issued by it against him. He was shifted to the Pithoragarh district hospital last evening. Dhami’s advocate Ramesh Kapri said he had sought bail on medical grounds as the MLA was admitted to the district hospital last evening after he developed low blood pressure and imbalance in the sugar level while in judicial custody at Didihat. “Once we get a copy of the judgment, we will move the court of the District and Sessions Judge for bail for our client,” said Kapri. Meanwhile, Dhami supporters blamed the state government for the MLA’s predicament. They said the state police was out to humiliate him in a fake case. “Dhami is innocent. The police has implicated him in the case and the state government was harassing him for demanding development funds for the people of his constituency,” said Jagdish Mahar, a Dhami supporter in the Pithoragarh Congress unit. The Dhami supporters closed markets in Dharchula, Baram and Jauljibi and Munsiyari in protest.

Dehradun, May 20 The department has proposed amendments to the rules and regulations so that there is no room for misinterpretation of the Act. Differences in the interpretation of the Act had virtually brought the management of the minority schools and the department on a warpath on number of issues. “Though the unaided minorities-run schools have been exempted from the Right to Education (RTE) quota keeping in view the Act will apply subject to Articles 29 and 30 of the Constitution that provide special measures for the protection of the interests of the minorities,” said RK Kunwar, Director, SIEMAT, and additional project director of the Sarv Shiksha Abhiyan. Further, the disadvantaged group would also cover children with severe disabilities as mentioned in the Multiple Disabilities Act (1999). “Earlier the RTE Act did not cover children with severe disabilities, including autism and cerebral palsy. But now these children will be equally covered under the RTE Act. Now, children with any kind of disability will also be entitled for reservation in admission to private schools in their neighbourhood. The amendments to the Act were passed by Parliament in 2012. Also, the school management committees (SMC) that have been constituted under the RTE Act will have an advisory role in unaided schools. Earlier the government earmarked funds for these bodies as they played a crucial role in the development plan of the school. Though it has also been proposed to increase the time period for fulfilling the pupil-teacher ratio (PTR), according to the three-year yardstick, the time period has elapsed in March 2013 and the state government is awaiting directions from the Union Ministry of Human Resource Development. These amendments are likely to be brought before the forthcoming Cabinet meeting for approval. They are in consonance with the amendments to the RTE Act brought forth by the Central government last year.

Governor interacts with schoolchildren
Dehradun, May 20 The children came to Raj Bhavan, where a show of the film “Stanley ka Dabba” had been organised for them at the auditorium. They enjoyed the film and met the Governor informally. They sang patriotic songs and told him about their experience at the camp. The Governor said children who stood first, second and third in various activities and contests held in the camp would be awarded by Raj Bhavan. He said it was their collective responsibility to shape the future of these children. The Governor said such camps gave the children an opportunity to learn how to live together with other children and also express their talents. He wished them a bright future, congratulated the organisers and told the children to go back and share their experiences at their respective schools. Dr Pushpa Manas, general secretary of the Bal Kalyan Parishad, said in the camp, children learnt how to be good citizens, how to solve difficult mathematical problems, good pronunciation, general knowledge and essay writing. Children in the age group of 10-14 years from government schools participated in the camp. |

Book reading top priority for children: Ruskin Bond
Dehradun, May 20 Addressing a gathering of schoolchildren at Natraj Publishers, Dehradun, Bond said while book readers have always been a minority, the notion that children don’t read anymore was wrong as book reading was still high in priority as a hobby for the young schoolchildren. Bond also launched his new book ‘A Garland of Memories’ recalled his visits to Dehradun from Mussoorie during his childhood days. “I remember coming to the Odeon theatre to watch movies, which was next to this very Natraj Publishers shop. But while Odeon closed long back, Natraj Publishers still exists which is an encouraging sign,” Bond said. Earlier, Principal Secretary, Finance, Radha Raturi described herself as a fan of Ruskin Bond’s writing. She said reading Ruskin Bond's book was a reader's delight. “I am very hopeful that Ruskin Bond will continue to write many more books in the years to come,” Raturi said. Uttarakhand Additional Director General of Police Anil Raturi said being in Mussoorie during his school days, he often saw Ruskin Bond taking a stroll on the Mall Road. He said Ruskin has made Uttarakhand proud. Upendra Arora of Natraj Publishers said Ruskin Bond was the Big B of the literary world. He also referred to Ruskin’s long association with Natraj Publishers. Later, Ruskin Bond cut a cake as part of his 79th birthday celebrations. Large number of schoolchildren were present on the occasion. |

Tehsil revenue staff meet District Magistrate, seek shifting from complex
Dehradun, May 20 He said the tehsil complex land was situated in prime location of the city and was of great value. Just by giving one floor in the new complex, they were being deprived of the sprawling space in the tehsil premises. He complained that they were not getting ample space for staff and paraphernalia for all sections of the Tehsil Department. He, however, had no problems in building parking facilities in the tehsil complex, which he said would be created for the public welfare. The DM assured them about their shifting on a temporary basis. However, he advised them not to bother much about the tehsil land, saying that they were not owners of the land. He said they should rather make efforts for the welfare of their colleagues and other tehsil employees. He also made them realise that they should be thankful for the relocation as the tehsil building , where they were working, was in a dilapidated condition. A premises in bad condition affects the morale of those working in it, he said. He cheered them up by saying that they themselves would enjoy working and not like to move out of the new and modern multiplex building equipped with latest facilities. |

Online ticket booking for Volvo buses launched
Dehradun May 20 The minister said the facility would bring in significant revenue and save time and money of passengers. With this, opportunities for employment and tourism would also increase. This facility would be further extended to other buses also. Surender said everyday 2,000 seats would be reserved online in advance for 22 Volvo buses in the state. This way 20,000 passengers would be benefited by this facility. The minister said by making endeavors on the same lines they had been able to bring the corporation out of the red. He added that the corporation made a profit of Rs 5 crore this year. Principle Secretary, Transport, Uma Kant Panwar said the new technology had ushered in a revolution in our lifestyle and online booking was a new leaf in the history of the Transport Corporation.

Corruption biggest issue in 2014 election: Gehlot
Dehradun, May 20 “The party has kept the doors open, but if a proposal about BS Yeddyurappa is floated, the party’s central leadership will take the call,” Gehlot said. Asked if there were any chances that Yeddyurappa would return as former Chief Ministers Kalyan Singh, Madan Lal Khurana and Uma Bharti had done in the past, Gehlot said: “The issue has not come up, and in case there is any proposal, the central leadership would look into it.” Blaming the election rout suffered by the BJP more on the exit of Yedyurappa, he said that the party had taken a moral stand by asking the then Chief Minister Yeddyurappa to step down, unlike the Congress that dismissed it’s controversial ministers very late. He said that the party had even removed Nitin Gadkari from the post of president of BJP, even though no evidence had been found against him. Gehlot, whose party lost the election, pushing the BJP to suffer the ignominy of sharing the second spot with JDS in terms of the seats won (40 in the 224-member Assembly). Gehlot who was in Dehradun, said that corruption would be the biggest issue in the 2014 election. “We will launch an all-India jail bharo andolan from May 27, demanding the resignation of Prime Minister Mannohan Singh. Later a meeting of all office bearers was held chaired by Gehlot to chalk out a strategy for the upcoming agitation. |

BJP honours newly elected councillors
Dehradun, May 20 BJP national general secretary Thavar Chand Gehlot asked party workers to remain prepared for the Lok Sabha elections. He said grassroots workers were the backbone of any party and due honour should be given to them. Party leader Trivendra Singh Rawat said development activities had come to a standstill since the Congress government came to power in the state. Senior BJP MLA Harbans Kapoor and Dehradun Mayor Vinod Chamoli were also present on the occasion. |

Refrain from criticism in public, Cong tells leaders
Dehradun, May 20 Congress spokesperson Dhirendra Pratap, in a statement issued here yesterday, asked senior party leaders to refrain from criticising each other in public. Reacting on the statements issued by Independent and BSP ministers against the reported statement of the Speaker, Pratap said the Congress was fully committed to the alliance partners who had extended support to the government. He said the government, led by Vijay Bahuguna, was committed to providing a clean and corruption-free government for the welfare of the people.

SC, ST panel hears 10,000 complaints
Pithoragarh, May 20 Talking to mediapersons here, Chairman of the commission Chanar Ram said most of the problems raised by the people belonging to the Scheduled Castes and Scheduled Tribes were related to water, electricity, education and road connectivity to their villages. He said most of these problems were solved on the spot. Chanar Ram said last year, the commission had received 392 complaints and solved 221on the spot. “To solve the problems of the SC and ST communities, commission toured for 340 days,” he said.
