Four yrs later, construction of library resumes at Govt Rajindra College

The construction of the library in Government Rajindra College here has finally resumed. The construction had started with a grant of Rs 30 lakh in 2008. However, the work had to be stopped in March/April 2009 as the entire grant had been spent. The fate of the library had since been hanging in balance. The Education Minister, Sikandar Singh Maluka, had assured the college authorities in February that the government would release grants for the college.

Stable gold price continues to attract customers

An almost stagnant price of gold is alluring a large number of customers who are purchasing the yellow metal for investment, marriage or other purposes. City jewellers told Bathinda Tribune that the maximum quantity of gold was purchased for the purpose of making gains during the initial days of the fall in its price. They said people even purchased gold worth Rs 5 lakh to Rs 20 lakh.
Amreek Singh, a city-based jeweller, said gold prices never witnessed a fall of more than 30 per cent during the past several years and the past six months saw a fall of 20 per cent.

Rajasthan resident booked for rash driving

Police has registered a case against a Rajasthan resident for driving his truck rashly and breaking an electricity pole near the bus stand. ASI Nirmal Singh, deployed at the Civil Lines police station, lodged a complaint in this regard against Mangi Lal, a resident of Bikaner in Rajasthan. The complainant said the truck driven by Mangi was at high speed and it rammed into a pole and broke it. A case under sections 279, 283 and 427 of the IPC has been registered against the accused at the Civil Lines police station. The accused driver was later released on bail.

538 polling booths declared sensitive in Bathinda district

For the panchayat samiti and zila parishad elections scheduled for May 19, 538 polling booths in the district have been declared sensitive.

A total of 791 polling booths have been set up in the district wherein around 4000 polling staff will be deployed.

The district police has divided the polling booths into two categories only - sensitive and the ordinary. During the assembly elections, highly-sensitive polling booths were also categorised.

At the sensitive polling booths, cops would be deployed in double the strength at the ordinary polling booths. There will be two cops per ordinary polling booth, while four policemen would be deployed at each sensitive polling booth.

The district police has deployed around 2,152 cops on the election duty and demanded 300 more cops from the Punjab Government. However, the ADGP (elections) has agreed to spare only 85 more cops.

As per the need, the newly recruited female cops can also be deputed on the polling duty.

The district police will have to bear the expenses on polling on its own following the directions of the Election Commission, Punjab.

Sources said the district administration, Bathinda, has been given Rs 20 lakh to conduct the elections. The amount is less than what is required. Rs 4.84 lakh had been sought for returning officers while Rs 2.37 lakh was demanded to conduct rehearsals.

Two polling rehearsals are being conducted and the cost of each rehearsal per polling booth is around Rs 300.

The district administration will also bear the expenses of poll observer.

If any candidate wants polling to be videographed, he or she can seek permission for the same. He would have to pay for the videography of polling booth from outside. So far, only one candidate has applied for it.

The District Election Officer has not received any complaint of violation of the election code of conduct yet.

In Bathinda (rural), the Sanjha Morcha and the Congress have joined hands.

150 buses to ferry polling staff

150 buses will be transporting the polling staff to their respective places of duty.

The expenses on each bus on per day basis would be Rs 3,750. To hire buses for two days, Rs 11.25 lakh would be required.

SAD, BJP leaders meet to resolve differences ahead of ZP poll

Chief Parliamentary Secretary Sarup Chand Singla and the newly-appointed district president of the BJP Parminder Goyal met here today to discuss steps for better coordination between the two parties.

Their meeting is considered significant amidst reports of strains between the two parties at some places in the ongoing zila parishad and panchayat samiti elections.

The election for the prestigious Bathinda Municipal Corporation is also due in the near future and both the parties have resolved to fight the Congress unitedly and retain their hold over the corporation.

According to Sunil Singla, in-charge of the media cell of the BJP, Singla and Goyal also discussed complaints that the local officialdom did not give due recognition to the BJP leadership that was a coalition partner in the government.

Stray dog menace: Corporation’s sterilisation programme in limbo

Even as the dog menace is on the rise, the Municipal Corporation, Bathinda (MCB), has failed to launch a much-awaited sterilisation project to control the growing canine population.

Dogs in and around the city have made life difficult for the residents. Animal scientist Dr Yashwant Singh, a resident of Sheesh Mahal Colony on the Dabwali Road, said stray dogs chase vehicles and attack people and pose threat to the children playing on roads. Dogs even pollute the township by defecating in the water pond of fountains, roads and parks.

"The dogs may act as carriers of life-threatening diseases like rabies, leptospirosis, scabies and worm infestation in human beings," he said, adding that the residents have raised issue with the township authorities several times, but nothing has been done to curb the menace so far.

The MCB has conducted the dog Census twice so as to launch a scheme to control their population. But every time the scheme fizzled out for one reason or the other.

As per the Census conducted in 2009, there were 5,237 stray dogs within the municipal limits.

The MCB had sent a detailed project to the Animal Birth Control Board, Chennai, through the deputy commissioner-cum-president of the Society for Prevention of Cruelty to Animals (SPCA).

It was planned that canines would be caught, operated upon, fed and then released after due medical care. The cost of procedure per dog was fixed at Rs 510, of which the Animal Birth Control Board was to pay Rs 445 while the remaining amount was to be spent by the MCB.

Municipal commissioner Uma Shankar Gupta said the MCB had deposited its share of funds, but nothing was done in this direction by the Chennai-based agency.

The MCB now plans to take up the issue again. "We have been planning to re-model the project and act according to the government guidelines. Rising canine population is indeed a cause of concern," Gupta added.

The problem

The Education Minister, Sikandar Singh Maluka, had assured the college authorities in February that the government would release grants for the college. In March, the Chief Parliamentary Secretry and Bathinda (Urban) MLA, Sarup Chand Singla, had announced a grant of Rs 5 lakh for the college.

However, none of the two grants reached the college.

In the absence of funds, the college decided that it would use the funds from its Higher Education Institute Society to complete the building of the library.

"The college is using funds from its Higher Education Institute Society. While the Public Works Department has estimated that the construction may cost around Rs 27 lakh, we are expecting that it will cost lesser," said Prof GS Brar, a member secretary of the society.

"Right now, we plan to complete the construction of the ground floor of the library. Once done, the library, which is currently housed in six rooms of the college building, will be shifted to the new building. This will also vacate the six rooms, which the college needs badly," said Prof Brar.

"We don't have enough funds to complete the entire building of the library right now. We will begin constructing the first floor only after we get grant from the government," said the principal of the college, Vijay Goyal.

According to the original plan, the first floor of the library was to have a reading room, a computer lab and a seminar hall.

While completing the structure of the library may cost the college close to Rs 27 lakh, additional Rs 7-8 lakh would be needed for electricity, water, sanitation and other miscellaneous works.

PTUGZS campus to get fresh grants

On the occasion of National Technology Day, the Giani Zail Singh Punjab Technical University (PTUGZS) Campus, Bathinda, announced grants under various schemes.

Director of the campus, Jasbir Singh Hundal, said the campus has been selected for grant under the Technical Education Quality Improvement Programme (TEQIP-II) project, in which financial assistance to the tune of Rs 10 crores is to be provided.

Out of this, Rs 2 crore has already been released which shall be utilised for academic activities like organising remedial classes for the weak students, giving scholarships for post-graduate and doctoral students, organising expert lectures, industry-institute interaction, organising short-term courses, conferences and seminars etc.

He added that the procurement of equipment for laboratories and workshops is also envisaged under the project. The TEQIP-II project documents the complete academic profile of the institute and shall help in securing academic autonomy/deemed university status. The coordinator for the TEQIP-II project is Dr Balwinder Singh of the department of mechanical engineering.

He also shared that the faculty from the various departments have registered 52 PhD research scholars under their supervision. He added that the PTU has promised to give a grant of Rs 10 crore to develop a research and development (R&D) centre on the lines of Regional Sophisticated Instrumentation Centres, IIT, Roorkee.

The campus has also been allotted the second Quality Improvement Programme (QIP) centre after Guru Nanak Dev Engineering College, Ludhiana, in Punjab by the All India Council for Technical Education (AICTE). The AICTE has also awarded 10 scholarships to the PhD research scholars, two each for the electrical, mechanical, computer science, civil and textile engineering departments.

PTUGZS students develop quadcopter

The students of GZS-PTU have developed a quadcopter (four rotor helicopter), which has the advantage of greater hover capability then a two rotor helicopter. The quadcopter has an aluminium frame. Apart from various sensors which control the functioning of the copter, a GPS unit helps it to attain the desired altitude and position hold with the help of satellites.

Talking about the development, the director said it has wide applications. He said it can be used for monitoring traffic, as a spy plane to track terrorist activities by giving an aerial view of the situation to an officer on the ground and to send medical help in emergency conditions.

It can also be used for an aerial surveillance of the campus. He added that more research and development is bound to increase its time of flight and the aim is to free it from human control and make it fully automated.

GKU hosts special programme to hone communication skills

A one-month personality development programme, 'Charisma', began at the Guru Kashi University, Talwandi Sabo, today.

The programme aims at training class X and XII students to help them gain confidence for taking admission to higher educational institutes.

During the programme, special emphasis will be laid on training the students in spoken and written English, said Manpreet Kaur, coordinator of the programme.

Vice-chancellor of the university, SK Ahluwalia, along with the other officials of the university, inaugurated the programme. While addressing the participants, he said he was expecting "Charisma" to bring about a positive change in the overall personality of the students within a month.

Apart from giving them training in English to enhance their communication skills, attention will also be paid towards honing their soft skills. Group discussions and lectures on moral values will be provided to the students which will help them in being an asset to society. English being an international language, it was felt that exposure to the language will help the students improve their communication skills and give them a level playing field in this age of cut-throat competition.

The schedule and study material for the programme was distributed among the students. Navdeep Kaur, head of the management school of the university, said a yoga camp will also be a part of the programme.

She added that the camp would also aim at helping the students in stress management.

Baba Farid Group of Institutions (BFGI) honoured the meritorious students of post graduate departments of English and Punjabi for securing top positions in the merit list of Punjabi University, Patiala.

While Inderjeet Singh and Lovepreet Kaur bagged the first and second positions in MA (2nd semester Punjabi), Navdeep Kaur stood fourth and Kulwinder Kaur stood tenth in the merit list.

The students were honoured by the managing director of BFGI, Gurmeet Singh Dhaliwal and director (administration), Paramjeet Kaur Dhaliwal.

Dr Pardeep Kaura, deputy director (academics), congratulated the toppers for their achievements and the faculty members for their efforts.

Nature has resolved many of its engineering problems: Scientist

A special lecture by Prof SK Salwan was organised at the Central University of Punjab, Bathinda, today. Prof Salwan, who has had a long association with the Defence Research and Development Organisation (DRDO), was also involved in the development of the missile programme of the country as well as the Pokhran nuclear blasts on May 11, 1998 as an associate of Dr APJ Abdul Kalam.

His lecture was the first in a series involving the commemoration of National Technology Day which is observed across the nation in acknowledgment of the successful nuclear tests conducted at Pokhran on May 11, 1998. The day glorifies the importance of science in day to day life and motivates the students to adopt science as a career option.

Vice-Chancellor Prof Jai Rup Singh welcomed the distinguished speaker and guests from the region and dwelled on the importance of observing such multifaceted events. Prof Dr RG Saini introduced the works and achievements of Prof SK Salwan.

Speaking on the topic, 'Nature is the best designer', Prof Salwan advocated the examination of nature, its models, systems, processes and elements to imitate creativeness from nature to solve human problems because nature has gone through a procedure of test and error to improve the living organisms.

He added that the developing field of bio-mimetics has given rise to innovative technologies created from biologically-motivated engineering. He also stressed upon the fact that nature has resolved many of today's engineering problems and can further inspire scientists to accelerate their research by drawing inspiration from nature's incomparably flawless models.

Registrar of the university, Col (retd) Jagdev Kartar Singh, proposed a vote of thanks at the conclusion of the event.

City jewellers told Bathinda Tribune that the maximum quantity of gold was purchased for the purpose of making gains during the initial days of the fall in its price. They said people even purchased gold worth Rs 5 lakh to Rs 20 lakh.

Amreek Singh, a city-based jeweller, said gold prices never witnessed a fall of more than 30 per cent during the past several years and the past six months saw a fall of 20 per cent.

He said a large number of customers, aiming at earning long term gains, purchased the yellow metal when its price was hovering around Rs 25,000 per 10 gram.

Today, the price of 24-carat gold was Rs 27,600 per 10 gram. The price is by and large stable for the past one week with an occasional fluctuation of Rs 100 to Rs 200.

Manmohan Kukku, another local jeweller, said most of the customers who came to his shop intended to buy gold for Rs 50,000 to Rs 1 lakh. Kukku said the stable price of gold was still alluring customers, who believe that the price could shoot up anytime.

“The number of customers has though reduced from 20 to 25 a day to merely 7 to 8 now, as the marriage season is over. However, the number is still impressive,” he said.

Forum directs city doc to pay Rs 2 lakh for negligence

The District Consumer Disputes Redressal Forum, Bathinda, has directed a local doctor to pay a compensation of Rs 2 lakh for negligence.

In her complaint to the Forum, Kamlesh Rani said her husband Om Parkash and son Manish Kumar, who were suffering from dengue, were admitted to the Ravinder Hospital, Bhatti Road, on November 6, 2011. Though the condition of her son improved, her husband fell from bed on November 8 and his condition deteriorated.

The complainant claimed that the bed was without side supports. However, the doctor, Ravinder, MD (medicine), refuted the allegation.

The complainant alleged that even as the doctor was informed about the deteriorating condition of the patient, he failed to refer him for CT scan and further medication in time.

After conducting the CT scan at another hospital in the city, it came to light that the condition of the patient was critical and he should be rushed to either Chandigarh or Ludhiana.

The patient was shifted to Ludhiana where he underwent treatment for over 10 days. After spending Rs 5 lakh on treatment, the patient's family decided to take him back to Bathinda and get further treatment there. The family got him discharged but the patient died on the way to Bathinda.

In view of the facts, circumstances and the evidences placed on record by the parties, the Forum opined that there was deficiency in service on the part of the doctor as he did not refer the dengue patient for further investigation to a higher institution immediately after he (the patient) fell from bed at his hospital.

The doctor, despite having knowledge being a medical practitioner that the risk of bleeding is much higher in a dengue patient, did not act in time, the Forum noted.

The patient's life could have been saved if he was given treatment immediately. However, due to the doctor's negligence, the patient's condition deteriorated and finally, he died.

The Forum has directed the doctor to pay compensation of Rs 2 lakh.

The doctor's counsel, KK Garg, said they would file an appeal against the decision with the Punjab Consumer Disputes Redressal Forum.

Pensioners call on DC

Members of the Punjab Government Pensioners Welfare Joint Front met the Deputy Commissioner of Bathinda, Kamal Kishore Yadav, and presented a charter of demands to be forwarded to the chief minister.

The deputation was headed by the district head, Darshan Singh Bajaj and general secretary Gurdev Singh Kotfatta. Press secretary MR Madaan said the demands included increasing the medical allowance to Rs 1,000. The members want that pension till November 30, 2011, of those who retired before and after January 1, 2006, be decided on notional basis on December 1, 2011.

Also present were Sukhdev Singh, Nachchtar Singh Mann, Amar Singh, Krishan Kumar, Amarchand Gupta, Charanjit Singh, Baljinder Sinch, Naresh, Mulkh Raj and Hazara Singh and others. — TNS

Ten arrested for extracting sand without permission

Police has arrested ten persons under different police stations in Bathinda for extracting sand without permission. Diyalpura police arrested two persons, namely Jagsir Singh and Lakhwinder Singh, for extracting sand from a canal. ASI Jaspal Singh lodged a complaint against the accused who were booked under sections 379 and 188 of the IPC and section 21 of the Mining Act at Diyalpura police station.

Four persons were arrested by the police who tried to extract sand from near the water works near Nehianwala. The accused have been identified as Janabdeen, Kuldeep Singh, Sanju and Jagdeep. A case under sections 379 and 188 of the IPC has been registered against the accused at the Nehianwala police station.

Kotfatta police arrested Gurpreet Singh and Iqbal Singh for extracting sand without permission from near Jassi Bagh Wali village. A case under sections 379, 411 and 188 of the IPC and section 21 of the Mining Act has been registered against the accused at the Kotfatta police station. Pardeep Kumar and Sandeep Singh were found extracting sand from near Maur Mandi. A case under the Mining Act has been registered against the accused at the Maur Mandi police station.

Police has registered a case against Shingara Singh and Amarjit Singh for beating up a man and his son for not casting their votes in favour of the complainant's supporter. The complainant, Pal Das of Bangi Kalan, said the accused Shingara and Amarjit attacked him and his son after entering his house. The complainant said the accused was upset when they came to know about his support to his opponents during the Panchayat Samiti elections. A case has been registered in this regard at the Rama police station.

3 booked for murder bid

Police has registered a case against Sukha Singh, Toti and Gobind Singh, all residents of Kot Shamir village, for attempt to murder. They were booked on the basis of a complaint filed by Malkit Singh. Kotfatta police has registered a case.

Miscreants continue to target cars

Miscreants continue to wreak havoc by pelting stones at the windscreen of vehicles despite the police having intensified night vigil.

Anti-social elements broke the windscreens of two vehicles parked in the Partap Nagar area. This time, the miscreants, instead of using bricks, used ice slabs to damage the windscreen. The windscreen of a Hyundai Santro of Rajee Kumar and a Maruti 800 belonging to another resident of the locality was damaged by the unidentified accused.

Residents of the area said the incident occurred past midnight. Though Canal Colony SHO Karamjit, along with a police party, reached the spot, he failed to find anything incriminating that could lead to the arrest of the accused.

It is pertinent to mention here that a large number of vehicles were damaged in a similar manner during the past few days by unidentified persons, who were even caught on CCTV camera installed in a house in Model Town Phase-III. But the police is yet to arrest them.

Bathinda to play Hoshiarpur in cricket tourney

Bathinda will play Hoshiarpur in its second match of the Punjab State Inter-District Under-19 Tournament for Dhruv Pandove Trophy (Group-B) 2013-14, organised by the Punjab Cricket Association, at the Police Public School ground here tomorrow.

OD Sharma, honorary secretary of the Bathinda District Cricket Association and convener of the tournament, informed that the tournament started on May 11. As many as 20 districts of Punjab are participating in the tournament. The teams have been divided into three groups.

While Group A comprises Amritsar, Jalandhar, Ludhiana, Patiala, Chandigarh and Mohali, Group B has Bathinda, Faridkot ,Ferozepur, Hoshiarpur, Kapurthala and Ropar. Gurdaspur, Nawashahar, Fatehgarh Sahib, Mukatsar, Sangrur, Barnala, Mansa and Moga are in Group C.

Bathinda played its first match against Faridkot on May 11 and 12, at Faridkot and won the match. Bathinda's Arjun Singh, who scored an unbeaten 129, and Bhanu Partap who captured eight wickets, played an instrumental role in the team's victory.

While Bathinda set a target of 267 (for nine) for Faridkot, it managed to bundle out the Faridkot team for 93 and 91 for 9 in the second innings.

Satya Bhushan and Ravi Kohli, official coaches of the Bathinda district team, have been assigned the duty of preparing the wicket and ground for the tournament. They said the wicket was ready and will support the bowlers in the first session and will later prove to be good for the batsman also.
