Labourer buried alive in well as earth caves in
Moga, May 13 The deceased has been identified as Avtar Singh, a resident of nearby Bughipura village, who was hired by Pal Singh, the sarpanch of Mehna village, to extract bricks from an abandoned well situated on a piece of land owned by him. It is learnt that Pal Singh wanted to use these bricks for the construction of his own house. Three of the associates of the deceased labourer also accompanied him but he alone went inside the well to extract the bricks. The others were standing outside the well to catch the bricks. Suddenly, a huge heap of sand fell on Avtar Singh. They sounded an alarm and launched efforts to save their colleague. The local tehsildar-cum-magistrate Madan Mohan, along with a police team, reached the spot. A JCB machine was brought to rescue the labourer but in vain as by the time the JCB machine cleared the debris, the labourer had died. The body was taken to the district hospital immediately for post-mortem examination. The police was yet to register a criminal case against the owner of the abandoned well who had hired the labourer. “We are waiting for the post-mortem examination and will definitely register a criminal case against the owner of the well as per the law,” the SHO of Mehna police station, Jasbinder Singh, said. It may be mentioned that a couple of years ago, the Punjab and Haryana High Court had directed the government to fill up the abandoned open wells following which the district administration had already prohibited keeping abandoned wells open so as to avoid such tragedies. Meanwhile, the administration was yet to announce an ex-gratia or compensation for the kin of the deceased

Minor Dalit girl abducted, raped
Moga, May 13 Confirming this, Harinder Singh Dod, SHO of police station (south city), said the girl was enticed on the pretext of marriage and then abducted by a youth, Mangat Singh, on Sunday. The youth then took her to Ghal Kalan village where he allegedly abused her, the SHO said. The family members of the girl immediately informed the police about the incident last evening. A hunt was launched to recover the girl and nab the culprit. “We have exerted pressure on the family members of the youth to ask him to surrender before the police,” the SHO added. On Monday morning, one of the relatives of the youth informed the police that the youth was about to move to Ganganagar in Rajasthan along with the girl and was waiting for a bus on the GT Road at Ghal Kalan bus stop. A police team was immediately sent to recover the girl. The girl was rushed to the district hospital here for treatment and medical examination which confirmed sexual abuse. It may be mentioned that this is the second case of sexual abuse of a minor Dalit girl in Moga district in the last one week. On May 10, a 16-year old Dalit girl was allegedly raped by two youths at Rauwala village in Dharamkot sub-division of the district. |

Ferozepur, May 13 The deceased have been identified as Mandeep Singh alias Money and Pankaj Kumar while the injured was identified as Gopi. Police sources said the three youths were returning after paying obeisance at Baba Budha Sahib near Dharamkot when their Verna car was hit by an oil tanker bearing the registration number RJ 13 GA 8686. Following the accident, Mandeep died on the spot whereas Pankaj, who was taken to a nearby private hospital in Makhu, was declared brought dead by the doctors. The third person, Gopi, has been referred to a private hospital in Amritsar for treatment. The driver of the tanker is on the run. Workers given cellphones to check absenteeism!
Muktsar, May 13 Confirming the development, Additional Deputy Commissioner (Development), Muktsar, Ramvir Singh said, “People in the villages were continuously lodging complaints against the staff working under MGNREGA alleging that a majority of them were not regularly visiting the work sites and villages. So, we decided to get corporate cellphone connections and provided them to the employees. Now, we can track their location anytime and not even a single employee can make a false claim that he was present at the work site.” “A contract of three months has been signed with the telecom company Vodaphone to provide the services. The software has been installed in the computer and by clicking on the number, we can locate the location of its user. If this service proves successful, we will extend the contract period.” Ramvir further said that the field staff, Gram Rozgar Sewaks, technical assistants, APOs, BDOs, data entry operators, social audit coordinators and computer assistants had been provided with these connections. “There are no calling charges within the group, which will also cut down the monthly phone bills of the department. The exercise will also save the time of senior officials like the SDM, Assistant Commissioner (Under Training) who had to go to the spot to verify the complaints and physically check the attendance of workers. It will also prove helpful for us to take the erring employees to task,” said Ramvir Singh. Earlier, the department had installed biometric finger recognition attendance machines in its office here. The ADC (D) further claimed that Muktsar district was the second in the state after Moga, where the cellphone service was being used to track the location of MGNREGA workers. |

Two killed in separate road mishaps
Bathinda, May 13 Gurmeet was travelling in a Tata Indica car along with Vicky and Sadhu. They were also seriously injured in the mishap and were admitted to a government hospital by the volunteers of the NGO Sangat Sahara. A volunteer of the NGO, Pali Mashana, said the occupants of the car seemed to be under the influence of intoxicants and were driving the car at high speed. Eyewitnesses said their car overturned many times. Pali Mashana said the injured were taken out of the car after persistent efforts. In another accident, Jaskaran, a resident of Bangi Nihal Singhwala village, was killed in an accident. Jaskaran was on a bike and was hit by a speeding unidentified vehicle today in the evening. The police was informed about the accidents. |
Attack on journalists: Dharna staged outside Barnala SSP’s office
Barnala, May 13 The organisations protested against the police alleging that the Barnala police had removed Section 307 of the IPC from the case registered against RK Vayas, an inspector of the Punjab Agro, and others for allegedly making a murderous attack on two journalists on May 24, under political pressure. The protesters also alleged that Vayas had been arrested now under Section 27, 54 and 59 of the Arms Act and had been sent to judicial custody. They announced that their agitation would continue till Section 307 of the IPC was not added again to the FIR. On the other hand, a section of the local shopkeepers today closed their outlets for some hours in support of Vayas and demanded his release, besides cancellation of the case registered against him. |

PRTC to modernise all 10 depots
Patiala, May 13 The total cost of the project is about Rs 32 crore and CRTA will bear half of the expenses. A team of the Central Institute of Road Transport (CIRT), Pune, visited Punjab in February to overlook the functioning of PRTC. After examining the working of all the depots in Punjab, the CIRT team submitted their report to the Ministry of Surface Transport so that the ministry could provide PRTC funds to modernise itself. PRTC Managing Director DPS Kharbanda said the depots would be computerised, which would streamline the working of the organisation such as paying salaries, pensions and gratuity. “The Global Positioning System (GPS) that will be installed in all our buses will help us monitor the routes of the buses. We will know the exact position of a bus and the number of trips it has made with the click of a mouse. This will help us in curtailing our expenditure by 15 to 20 per cent. Since the revenue is fixed, cutting on our expenses will help us in improving the finances of the organisation,” said Kharbanda. The implementing authority — CIRT will begin the work in June. |

Improving teacher-student ratio uphill task: Experts
Patiala, May 13 The teacher-student ratio in rural schools did not change even after the rationalisation drive carried out last year. The number of students in government schools is increasing each year and many of the teachers are serving on demand posts in the cities thereby adding to the woes of rural schools. There are more than 400 vacant posts of master cadre teachers and 50 of lecturers in Patiala district alone and most of these vacancies are in the rural belt of Samana and Patran. Punjab Education Minister Sikander Singh Maluka said in this drive, 2,000 to 2,500 teachers would be transferred. He said there were over 10,000 vacant posts of teachers throughout the state. Maluka said though the department had recruited 5,100 teachers, the court had put a stay on the recruitment, delaying the process by over a month. The department will be able to recruit more staff with another Teacher Eligibility Test to be held in June. Sources, however, say the issue at hand is complex and the department will not be able to resolve it soon. A senior lecturer said the only solution to the problem is to recruit more teachers to fill the vacant posts. |

AWWA S-W command chief reaches out to special kids
Abohar, May 13 Accompanied by Manpreet Ghei, regional president, AWWA Chetak Corps, and Vishakha Badhani, chairperson, Family Welfare Organisation, Amogh Division, she visited the institution on Saturday, interacted with the children and distributed sweets and gifts among them. The Shri Jagdamba Andh Vidyalaya Trust was established in 1980 by untiring efforts of Swami Brahmadev who migrated from the Malwa region of Punjab to Sriganganagar to serve and educate the disabled children of the society. The institution has been honoured by the National Award as the best institute in category for the welfare of persons with disabilities. The Sri Jagdamba Centre for the visually challenged and hearing impaired is the only centre in Rajasthan, which provides free education and training to special children so that they become self-dependent. School education to the visually impaired is provided up to secondary level. It is up to middle level for the hearing impaired. The centre has brought out books on brail teaching too.
