1 held for throwing ‘acid’ on girl’s face
Srinagar, May 11 “We have registered a case after a complaint about an acid attack was lodged by the girl’s brother, a resident of Kralpal Pattan. We have also arrested Mohammad Amin after the registration of the case at the Pattan police station,” said a police officer. “However, we are waiting for the medical report to ascertain whether acid was thrown on the girl or not,” he added. The police said the girl’s family and the two accused who were involved in throwing an acid like liquid had a family dispute. “From preliminary investigation, it looks that the accused attacked the girl to revenge a family dispute over a piece of land in the village,” the police officer said. On Thursday afternoon, the girl told the police that two to three boys appeared in front of her and threw acid on her face causing injuries. The girl was shifted to a hospital by passersby. The girl was later discharged from the hospital. “We immediately registered a case under Section 341, 354 and 326 of the Ranbir Penal Code and launched a manhunt to nab the accused. We have arrested one accused while the other is still at large,” he said. The attack on Pattan girl is the second such incident in the Valley this year. In January, a 30-year-old teacher was attacked by her stalker at Parraypora, Baghat of Srinagar while she was going home. The attack on the teacher had shocked the residents drawing condemnations from people across the Valley. |

Encroachments along Sindh river removed, DC tells HC
Srinagar, May 11 The high court, which is hearing a PIL on the Sindh river, in its previous orders passed on March 4, 2013, had directed the Deputy Commissioner, Ganderbal, to file a supplementary report in which he was asked to indicate as to who were the encroachers and what type of encroachments had been removed. Giving out individual details of the illegal structures and constructions along the river banks, it has been stated in the supplementary affidavit by the authorities concerned that an illegal structure in the shape of one-storey concrete building on the banks of the river at Estate Manigam in the district has been demolished. It has also been submitted in the supplementary affidavit by the DC that as reported by tehsildar, Ganderbal, some tin sheds and concrete structures have been demolished in his jurisdiction, which had come along the river banks. “All these structures stand demolished on the spot,” Ganderbal DC Sarmad Hafeez has further stated in his supplementary affidavit filed in the court. During previous hearing on November 15, 2012, counsel representing the litigant in the PIL had submitted to the court that there were reports that illegal construction was still going on in the area, which had prompted the Bench to direct Ajaz Ahmad, one of the registrars of the high court, to carry out an on-the-spot inspection and submit his report. Subsequently, the registrar visited the area for on-the-spot inspection and later filed a detailed report in the court. The Sindh, which is a rivulet, originates from Gumri glacier ahead of Baltal, Sonamarg, in northeast Kashmir. Before merging with the Jhelum in Ganderbal, several fresh water streams join it downstream, including the Amarnath nullah, Sonamarg nullah and Shutkuri nullah, giving it a shape of a big river. In June 2011, the high court had directed the authorities to remove all illegal encroachments and structures along the Sindh that had come up in violation of the Kashmir Valley Embankment Act, 1992. Later in September 2011, Ganderbal Deputy Commissioner in his compliance report to the court had submitted that “all illegal encroachments and illegal constructions along the banks of the Sindh” in the Sonamarg and Kangan areas of Ganderbal district had been “demolished.” |

Girl hangs self, man jumps into river
Srinagar, May 11 In another case of apparent suicide, a man jumped from a bridge and drowned in the Jhelum river in north Kashmir’s Baramulla district. Ghulam Jeelani, a resident of Ganaihama area of Baramulla, jumped into the river near Cement Bridge, the spokesman said. The police and local residents were searching the river to fish out Jeelani’s body. Suicides in Kashmir have increased drastically in the recent years, which psychiatrists attribute to a range of issues including relationship stress, marital discord, family strain and unavailability of employment options. A recent study has revealed that more than half of the population in Kashmir region, most of them teenagers and young people, are living with depression. The suicides or attempts to commit suicide, however, are not limited to a particular age group as 70-year-old and 60-year-old women have ended their lives in recent weeks. Experts say the number of suicide cases is more than what is being reported as such deaths are considered ignominious. |

Now, disaster management training for teachers, students
Srinagar, May 11 This was announced by the Additional Deputy Commissioner and CEO, District Disaster Management Authority, Srinagar, Nazim Zai Khan here today. He was speaking at a disaster preparedness training function organised by Civil Defence (CD) at Government Girls Secondary School, Pandrethan. He stressed upon the necessity to learn safety measures required to be taken in the event of a human-induced or natural disaster, especially earthquakes. He urged schoolchildren to learn and spread the message of safety amongst their friends and relatives. Speaking on the occasion, Superintendent of Police (SP), City West, Srinagar, Dr Sunil Gupta stressed on the need to learn such measures. He informed the students that their help would be sought, on completion of their training, for assisting the department in management of traffic and in the event of a Yatra. He suggested that disaster preparedness be incorporated as a part of the syllabus of teachers’ training, so that they learn and disseminate the knowledge to the students. Chief Education Officer, Srinagar, Nazir Ahmed assured that teachers in every school would be taught disaster preparedness skills so that they impart the training to their students. He said all steps, including structural and non-structural, would be taken by the department to ensure that schools were made earthquake-resistant. Earlier, CD trainers Shabir Ahmed Pala, Ghulam Nabi and Mohammed Hussain imparted search and rescue training. Govt’s claim on manual scavenging contradicted
Jammu, May 11 The state government had passed the J&K Employment of Manual Scavengers and Construction of Dry Latrines (Probation) Act-2010, but it has failed to implement it. The Union Government too had banned it under the Prohibition of Employment as Manual Scavengers and Their Rehabilitation Bill. Last year, the Supreme Court (SC) took exception to the failure of the state government to file a detailed reply on a public interest litigation (PIL) filed by an NGOs seeking a report on the status of
such people. The Census report has revealed that 7.94 lakh homes still dependent on human scavenging in the country. The practice was found prevalent in Jammu and Kashmir (1.78 lakh), Uttar Pradesh (3.26 lakh) and West Bengal (1.30 lakh). Sikkim, Goa, Chandigarh and Lakshadweep were found free of the illegal practice. No such cases were found in the urban areas of Himachal Pradesh, Daman and Diu and Andaman and Nicobar Islands. "Manual scavenging is deeply related to the larger issue of caste and untouchability and is degrading for the human beings. The state government has wrong view about this and denies its prevalence,” said MLC B.R Kundal, who had raised the issue in the Legislative Council recently. He said municipal corporations, committees and railways still use workers for cleaning drains, carrying human waste, which also comes under scavenging. Since 2000, the state government has announced schemes for the rehabilitation of these people, but even if they leave this job, stigma is still there and society has not allowed their integration. However, Minister for Urban Development Nawang Rigzin Jora did not respond to repeated calls. Reservation for orphans in schools, colleges must: Justice Kirmani
Kulgam, May 11 The institute is an initiative by the Jammu and Kashmir Yateem Foundation, a Non-Governmental Organisation (NGO) working for the betterment of orphans in Kashmir valley. Stressing upon a co-ordination program between different NGOs working across the valley, Kirmani said it was impossible for a single organisation to take care of such an overwhelming number of orphans. “The different NGOs working for the betterment of the orphans should coordinate amongst them, so that no destitute child is left out,” said Kirmani. He also laid emphasis on the need of lending a helping hand to the widows, “There are more than 54,000 widows in Kashmir valley and then there are half widows. A lot needs to be done and people from all walks should come forward.” Director, Iqbaliat University of Kashmir, Bashir Ahmad Nahvi and Deputy Commissioner (DC) Kulgam, Mir Jahangir were the guests of honour at the occasion. “Stress should be laid on the rehabilitation of the orphans. Living in an orphanage may in the long run dent the self-confidence of the individual so it is important to think on the lines of a rehabilitation process,” Nahvi said. DC Kulgam assured the gathering that the District Administration, Kulgam, would extend every help possible to the institute. Patron, Jammu and Kashmir Yateem Foundation, Syed Abdul Hameed and Chairman Muhammad Rafiq Lone were also present on the occasion. “The first priority should be to rehabilitate the orphans,” said Hameed. A photo exhibition and a seminar on the topic ‘Sufferings of Orphans and their rehabilitation, our response’, was also conducted on the occasion. Governor Vohra flags off boat race at Dal Lake
Srinagar, May 11 "Completing the 5-km long race, Umer Shafi and Fayaz Ahmad from the Dal Lake, who were the first ones to reach the end point, were awarded by the Governor at the prize distribution ceremony along with the other four winners," an official said. The ceremony also saw leaders of the local handicraft community, taxi owners, travel and tour operators, folk artists and bat makers giving away the participation certificates and fee to the shikarawalas. Remembrance programme for Molvi Farooq, Gani Lone
Srinagar, May 11 Molvi Mohammad Farooq, father of Mirwaiz Umar, was assassinated by unidentified gunmen on May 21, 1990, while Abdul Gani Lone was killed on May 21, 2002 by assailants. “To review the arrangement with regard to the remembrance week, a meeting of Awami Action Committee (ANC) was today held, which was chaired by Mirwaiz Umar
Farooq”, an ANC spokesman said, adding that Mirwaiz described May 21 as a historic day for Kashmir. The spokesman said the week-long calendar included prayer meetings, a medical camp, two seminars and a rally. “The remembrance week will begin from May 16, when special prayer meetings will be held at the main office and district offices of the moderate faction while a free medical camp will be held in the compound of Jamia (Grand) Masjid in Srinagar on May 17”, the spokesman said. He added that a day-long seminar at Hurriyat Headquarters in Rajbagh on May 19 would be the next in the

Mehbooba said Jammu & Kashmir had started a journey of hope and reconstruction which was stopped after change of guard in the government and now the situation seemed to be heading to square one. “The string of killing by unidentified gunmen, a policeman, Panchayat members and ordinary
citizens is a matter of grave concern but this cannot be stopped by mere statements of outrage and condemnation,” Mehbooba said. She said insecurity of lives had returned to haunt the society and NC-led government had proved that while it remained in
office, no improvement could be expected to turn around the situation. Srinagar, May 11 In another accident in south Kashmir’s Anantnag district, Anees Ansari (7), a resident of Uttar Pradesh, was injured when he was hit by a vehicle near Cheeni Chowk. The injured boy was shifted to a hospital for treatment. Three people were injured when a passenger cab met with an accident near south Kashmir’s Bijbehara town. The trio was travelling in the vehicle, the spokesman said. |

Rehabilitation policy in offing for Dal Lake dwellers
Srinagar, May 11 “We are looking at their rehabilitation and any differences if they have will be solved soon. But they cannot live in the lake any longer because it is threatening the survival of the lake due to continual disposition of waste matter and excreta into the lake,” the Deputy Commissioner said. The Deputy Commissioner said conservation of the lake would be started with the remoal of encroachments and the dwellers would have to cooperate with the authorities. “If the present land policy doesn’t suit them, we can re visit that and hold consultations with the houseboat owners of the Dal Lake,” Shah said. |

Rajouri, May 11 The training, conducted from April 29 to May 10, was attended by 15 boys. The aim of the
training was to prepare, guide and train the youth under close supervision
of qualified Army instructors for recruitment. The boys were selected to undergo training after their initial medical and document check. The selected boys were then imparted training on
various facets for recruitment in the Army and Central Armed Police. The training included
honing the physical and academic skills of these individuals. During the course
of training, guest lectures were organised by Army personal who have been involved in the recruitment process, thereby giving the boys an

Srinagar, May 11 An FIR under Section 363 RPC was registered at Parimpora police station in this regard and investigation was on, the spokesman said. The spokesman said strenuous efforts were made during the course of investigation to trace out the kidnapper as well as the kidnapped girl. “But no clue have been found so far,” police said.
