Bathinda, April 27 The deceased has been identified as Jagsir Singh, a resident of Muktsar. The injured were identified as trolley occupants Sukhwinder Singh and Jarnail Singh, and Krishan Kumar, a train passenger. Krishan's co-passengers said he was occupying a window seat in the bogie next to the engine and received a fracture in his arm owing to a jerk due to the collision. Volunteers of the Sahara Jan Sewa, a non-governmental organisation (NGO), shifted the injured to the Civil Hospital. With today's accident, the number of deaths at unmanned railway crossings in Bathinda district has increased to five during the last one year. Residents of Behman Diwana village said two tractors were going towards Bathinda city to fetch ash. They had been making two to three rounds a day through the unmanned railway crossing for the past many days. Two persons were sleeping in the empty trolley, which was going to the city to fetch ash. The accident proved fatal for one of them. Though the tractor driver also received injuries, he fled from the spot immediately after the accident. Gurpreet Singh, a village resident, said two tractors passed by his house and he heard them playing loud music. The tractor that was behind collided with the train, he said. It took more than an hour to detach the trolley that had got entangled under the engine of the train. The flight of stairs of four compartments of the train got badly damaged in the accident as the tractor was dragged along the moving train for a distance of at least a kilometer. Village residents said there was no sign board to caution motorists about the unmanned railway crossing ahead. Government Railway Police (GRP) Station House Officer Kuljeet Singh said that an action would be initiated in this connection after recording the statements of the injured persons. Bathinda, April 27 As per the official records, the maximum of seven unmanned railway crossings were between Bathinda and Sirsa. This is followed by six each between Baghwali and Dabwali, Bathinda and Shergarh and SadaSinghwala and Mansa. The stretch from Bathinda to Behman Diwana has five such points. There were four unmanned railway crossings between Sangat and Dabwali, Bathinda and Bhucho, Rampura Phul and Jethu Ke, Kot Fatta and Maisarkhana, Maisarkhana and Maur, Maur and Sada Singhwala, Mansa and Narinderpura and Kahangarh and Jakhal. Stretches from Goniana to Chand Bhan, Lehra Mohabbat to Rampura Phul, Kartarsinghwala to Kot Fatta, Budhlada to Datewas and Bareta to Kahangarh have three unmanned railway crossings each. Further, there were two unmanned railway crossings between Bathinda and Bangi Nihalsinghwala, Lehra and Bhucho, Bathinda and Kartarsinghwala, Bathinda and Baluana and Datewas and Bareta. One unmanned railway crossing each has been detected between Rama and Nihalsingwala, Rama and Kanakwal, Bathinda and Goniana, Tapa and Jethu Ke, Bathinda and Kartarsinghwala and Narinderpura and Budhalada. Bathinda, April 27 The jail authorities and senior police functionaries in Bathinda said the incident could have been averted had there been a facility of video-conferencing between the Bathinda Central Jail and the court at Panchkula. At present, Bathinda jail inmates, who are on judicial remand and have cases registered at Bathinda, Phul, Talwandi Sabo, Abohar and Malout courts, are made to appear for their respective court hearings through video-conferencing. The courts in these cities are linked with the Bathinda jail through the facility. The jail authorities said the link with Abohar sometimes creates problem but other cities were properly linked with Bathinda. At present, the facility is meant only for those inmates who are sent to jail on judicial remand and their challans are yet to be presented before the courts, or those undertrials, who have to obtain the next date of hearing from the courts without recording the statements of witnesses. Expressing concern over the incidents of undertrials fleeing police custody, the jail authorities said modalities should be chalked out to replace the conventional method of physically producing criminals in courts with making use of video-conferencing facility. The Punjab Government claims to have introduced video-conferencing in 10 jails and 32 courts by spending Rs 1.48 crore. Further, funds to the tune of Rs 2.23 crore were likely to be spent to equip 24 more courts and 16 jails with the facility in order to check fleeing of undertrials. While expressing concern over taking hardcore criminals out of the jail premises, Bathinda Central Jail superintendent Rajmahinder Chahal said so far the facility of videoconferencing was not available for hardcore criminals. "Since there is no linkage between the Panchkula court and the Bathinda jail, the three hardcore criminals were taken out of the jail to produce them before the court in Panchkula," Chahal said. Jail officials said the facility was introduced on October 17, 2012 and has reduced the number of undertrials being taken out of the jail premises every day. However, the facility needs to be expanded. On an average, 70 to 80 inmates are taken out from the jail everyday while 10 to 20 appear before the courts through video-conferencing. |

Bhucho (Bathinda), April 27 The area buzzes with activity in the evenings, especially on the weekends, as a number of families flock to the place to spend leisure time while having taste of their favourite eatables and drinks. Rupesh Goyal, an industrialist from Abohar who visited the place last night, said, "This place serves a dual purpose. While we could rewind ourselves by escaping a life full of pressures, munching down delicious food stuff comes as an icing on the cake. We spend our evenings here almost every weekend." A resident of Malout, Parminder Pal Singh, said, "Earlier, we used to go to Bathinda on Saturdays or Sundays, but with the opening of these eating joints, we have started coming here, which is barely 13 km from Bathinda. The atmosphere is really good here and one can also bring his/her family." "The eating joint here remains open for 24 hours and even provides a drive through service, which is making it popular among food lovers. After working for a whole day, one can come here to while away some time with one's family," said Gurmeet Singh, a resident of Bathinda. Nine booked by police for illegal mining in canal area

Bathinda, April 27 The complainant said since the price of sand has increased manifold, the accused tried to make a fast buck and started mining sand illegally in the empty canal bed. The accused have been identified as Surjeet, Ranjit, Gurpreet, Gurmeet, Sikandar, Harjeet, Dilshad, Balwinder and Baggi. Police has registered a case against three shopkeepers for assaulting and injuring another shopkeeper over the low turnout of customers at his shop. In a complaint to the police, Arun Kumar, a resident of Amreek Singh road, said he was beaten up by Baldev Krishan, Gobind Ram and Golu after they competed over the sale at their two shops. The traders, Baldev Krishan and Gobind Ram, were put behind the bars. Efforts are on by the police to nab the third accused. Police has registered a case against Jaskaran Singh, a resident of Teona village, for setting his household goods on fire after quarreling with his wife. He also burnt the belongings of his sister who was to get married. In a complaint to the police, his brother Sukhmandar Singh said Jaskaran, a daily wager had assaulted his wife and set the entire household material on fire. A case under sections 436, 427 and 506 of the IPC has been registered against the accused at the Sadar police station. |
96 cases settled at Lok Adalat
Bathinda, April 27 As many as 142 cases were discussed and 96 of them were settled. The District Legal Services Authority has been organising Lok Adalats to facilitate out of court settlement of cases through amicable means. The step is aimed at reducing arbitration as also to reduce the pressure on the courts. The DLSA has also been organising seminars in the city and even in the rural areas of the district to make people aware of their legal rights and also provide them with legal counselling when they need it. Special meetings have been held to make the workers, especially those involved in construction industry, aware of the welfare provisions under the Building and Construction Workers Welfare (Regulation of Employment and Conditions of Services) Act, 1996 and the Rules of 2008 made under the Act. Free literature pertaining to the various welfare and social security schemes is also distributed at the camps and seminars organised by the District Legal Services Authority. |

Bathinda, April 27 As per the information available, at the Railway Institute booth, 801 votes out of 842 were polled and at other booth in the ADEN office, 762 votes out of 830 were polled. Secretary, Thakur Singh, thanked the railway employees and said they had voted for work and development. The result would now be declared on May 2. A senior railway official said the polling process by and large remained peaceful as no untoward incident was reported. To avoid any wrongful activity, the presiding officer of the Ambala division, Pramod Kumar, passed orders to seal the office of the NRMU for the three days during which the votes were to be cast. |
