Man held with 500 intoxicant capsules

The Kotwali police has nabbed Harpal Singh, a resident of the Gawal Mandi area, for allegedly possessing 500 intoxicant capsules. Following a tip-off provided by him, a police team along with a Health Department officials raided a medical store, Bedi Medical Agency, in the Katra Sher Singh area and recovered another 500 capsules and tablets from the proprietor of the firm, identified as Davinder Singh Bedi.

The CIA staff today claimed to have arrested an alleged murderer and robber, identified as Gurnam Singh, wanted in many criminal cases. The police recovered a .12-bore pistol along with four live cartridges and 800 grams of narcotic powder from him.

MC misses recovery target

The rigorous campaign initiated by the Municipal Corporation (MC) for collecting house tax has failed to yield desired results. Though, the deadline for the house tax recovery came to an end on March 31, the civic body is still Rs 3.8 crore short of its recovery target, which was pegged at Rs 22 crore for 2012-13.

The extortion case lodged by a woman Congress leader turned out be a drama concocted by the complainant to grab money from her own father. During the investigation, the Chheharta police found that her father, a resident of Gurdaspur, had sold a property there and to get some part of the money, she hatched the conspiracy.

The Kotwali police has nabbed Harpal Singh, a resident of the Gawal Mandi area, for allegedly possessing 500 intoxicant capsules. Following a tip-off provided by him, a police team along with a Health Department officials raided a medical store, Bedi Medical Agency, in the Katra Sher Singh area and recovered another 500 capsules and tablets from the proprietor of the firm, identified as Davinder Singh Bedi.

Sukhwinder Singh, SHO, Kotwali police station, revealed that they had arrested Harpal Singh with 500 capsules, which he used to consume himself and also sell to the drug addicts by roaming in various parts of the city.

“When asked about the source of the capsules, he said he used to bring the proscribed drugs from Bedi Medical Agency at Katra Sher Singh. Following this a raid was conducted along with health officials,” he said. He said Harpal Singh was booked under NDPS Act.

Sukhdeep Singh, Drug Inspector, who accompanied the police team along with other staff members, said Davinder Singh could not furnish the details of the source of seized drugs. Though he produced the licence later on, but he did not have the mandatory record of the sale and purchase of these intoxicants.

He said action would be taken under Sections 18-A and 18-B of the Drugs and Cosmetic Act against Davinder Singh. He said further investigations were under progress by the police.

Meanwhile, the Punjab Police has arrested seven persons in different instances for allegedly possessing narcotics and habit-forming drugs. They have been booked by the police under relevant sections of the NDPS Act.

Double murder accused held

The CIA staff today claimed to have arrested an alleged murderer and robber, identified as Gurnam Singh, wanted in many criminal cases. The police recovered a .12-bore pistol along with four live cartridges and 800 grams of narcotic powder from him.

He had killed two persons to fake his own death to end the criminal cases registered against him. However, he could not succeed in his motive as investigations pointed out that those killed were not Gurnam Singh.

Earlier, he was arrested by the police, but he had managed to give a slip to the police party when he was brought to the local court in connection with the hearing of a case on February 20.

While detailing, Inderjit Singh, in charge of the CIA staff, Amritsar (Rural) police, revealed that Gurnam Singh along with his accomplices had kidnapped and killed a taxi driver in the Gharinda police station area last year. He made the deceased wear his clothes and kept his identity card in the pocket in order mislead the police by faking his death. Interestingly, his family members also wrongly identified the body as of his.

However, during investigations the police identified the deceased and found that the he was murdered by Gurnam and his accomplices. The police registered a case under Sections 302, 201, 194 and 120-B of the IPC and arrested his family members, who were in judicial custody.

Gurnam then murdered labourer a migrant to fake his death in the Sultanwind police station area. He killed the migrant labourer working in a factory and burned his body. However, he was reportedly seen doing so by a watchman. The police had registered a case under Section 302 and 201 of the IPC in this regard.

Milk prices to go up by Rs 5 from May in city

The Milk Suppliers’ Union has entered into an agreement with the Halwai Union here to raise the prices of milk by Rs 4 per litre from May.

As a result, the price of a litre of milk is anticipated to jack up from Rs 30 to Rs 35, a kg of curd from Rs 45 to Rs 50, a glass of butter milk from Rs 25 to Rs 30, a kg of cheese from Rs 200 to Rs 245 and a kg of Khoya from Rs 280 to Rs 300.

President of the Milk Suppliers' Union Surjit Singh said the two parties arrived at the agreement as the input costs of various items had increased making it difficult for them to continue. He said the rate of 1 kg of "khal" increased from Rs 15 to Rs 22. Similarly, the price of another kind of "khal" also increased from Rs 9 to Rs 16. Besides, labour rates were also constantly rising.

Charanjit Singh of Halwai Union said as per the agreement milk suppliers would supply milk at Rs 29 per litre and they would sell it to customers after adding Rs 5 to it.

A housewife, Richa Arora, said the hike would have a far reaching impact on kitchen budget of all families. She said it sounded very amazing that the private players were entering into pacts pointing toward forming of cartels in the trade while there was no government agency to oversee their actions. She said milk fell under the essential commodity category and the government must check its quality and prices so that the common people should not be victimised in any way.

Tarn Taran jail inmate escapes from city hospital

An inmate of the Tarn Taran jail, who was admitted to Guru Nanak Dev Hospital, Amritsar, for treatment, managed to flee after dodging the policemen on duty. According to information, the jail inmate have been identified as Nirmaljit Singh, a resident of Mai Bhago Gurdwaram Chabaal road, Tarn Taran.

The Civil Lines police has registered a case under Section 224 of the IPC against the absconding inmate.

A head constable of the Tarn Taran, Major Singh, who is in charge of guards at the Police Lines, Tarn Taran, said Nirmaljit Singh was admitted to Medical Ward 2 of Guru Nanak Dev Hospital, Amritsar, a couple of days ago due to illness, but ran away last evening after breaking fetters.

Investigating officer ASI Jaswinder Singh of the Majitha Road police station said the matter was under investigation and the guards on duty - head constable Skattar Singh, head constable Karan Singh, head constable Angrej Singh, head constable Balwinder Singh, head constable Sukhdev Singh, head constable Davinder Singh, all associated with the Punjab Police, and constable Ranjit Singh of PAP - would be questioned.

Learning the joys of science through a special train

The city children and their parents are learning the joys of science. Thanks to the Science Express, which has come to the holy city. As a part of the initiative by the Union Government, Indian Railways and Department of Science and Technology, the special state-of-the-art exhibition train, which has started creating awareness about science and its wonders among children across the country, has been stationed at the Verka railway station for the last two days now.

After its four-day halt in Amritsar, the train will move to Pathankot and Jammu as per the tour schedule. The special train, dedicated to science, has been receiving great response as it had over 10,000 visitors in the last two days. “The exhibition on the Science Express train has been primarily developed by Max Planck Society, Germany, in collaboration with the Union Department of Science & Technology (DST).

The exhibition features over 300 large-format visual images, 150 video clips and multimedia exhibits. A number of exhibits from prominent science institutes in India have been put up. Besides showcasing India’s achievements in science and technology, the train also has a special laboratory created for children, called Joy of science hands on lab,” shares Sudhir Sharma, manager, Science Express, who has been travelling on the train since its journey started on April 9 from Delhi.

The Joy of Science (JOS) Lab has been developed by Vikram A Sarabhai Community Science Centre, where participants will get a chance to perform hands-on activities and experiments in Physics, Chemistry, Biology, Electronics and Mathematics. “The 6 workstations in the lab are equipped with more than 50 interesting experiments and activities for different age groups. These activities include exciting themes from their school curriculum as well as everyday scientific techniques,” says Sudhir.

Apart from that the train also has a special "Kids Zone", where they can do small experiments impromptu, “This has been done to make them understand the significant nuances of everyday science,” informs Sudhir.

Since its conception, the train has been received with tremendous response across major cities like Gandhinagar, Delhi, Ahmedabad, Ambala, Jhansi and many other places. Its purpose is not only to educate and encourage children to take up science as a career option, but generate an interest in general scientific techniques and developments around the world. The train will run its current phase till July, before completing its tour.

Married woman commits suicide

A local resident, Gurpreet Kaur, committed suicide by consuming poison at her parents' house in the New Gurnam Nagar area, falling under the Sultanwind police station here.

The police has booked three persons, including husband of the deceased, in this regard.

Family members of the deceased alleged that her husband Harpinder Singh, a resident of Kot Mit Singh, had illicit relations with one Manjinder Kaur of the area. Due to this, Harpinder used to harass Gurpreet. Fed up of this, she committed suicide by consuming poison at her parents' house, where she had gone for the marriage function of her brother.

Gurpreet Kaur was married to Harpinder about seven years ago and has two children from the marriage.

The police has registered a case of abetment to suicide (306 of the IPC) against Harpinder, Manjinder and Bagga, a relative of the Harpinder, in this regard. No arrest has been made so far.

Ironically, there are a substantial number of offenders, who have repeatedly been issued legal notices, but they did not bother to clear their dues. As per estimates, the tax amounting to over Rs 10 crore is being pilfered due to the lack of coordination between the officials of the House Tax Department.

Sometimes ago, the MC had issued notices to over 200 defaulter through advertisements in newspapers. The MC had warned them against the non-payment of their their dues within a stipulated period. According to information, about 95 per cent of the defaulters paid their dues. But, the MC abandoned the move "apparently", owing to the directions from the government as the next Lok Sabha elections are near.

The officials said around 600 cases belonged to the big business houses and commercial ventures, who had been enjoyed "immunity" for a few months and played a major role in funding the political parties during elections.

Nevertheless, the MC Commissioner has ordered its staff to re-scrutinise the defaulters' files. It has been learnt that over 1,500 cases of "objections" have been lying pending before the house tax sub-committee.

Meanwhile, MC Commissioner Bhupinder Singh said, "It is true that there have been lacunae in the recovery process. It would still take us two more months to reach the target. It is equally correct to say that around 1,500 cases have been lying pending with the house tax sub committee and it would take time to clear the objections. The property attachment notices through newspaper worked wonders. We could get 95 per cent of the payment. The big houses will be taken to task shortly."

Fearing rain, farmers go for harvesting

Petrified by the showers during the previous two days, farmers in the district are going for early harvesting, even though the grain has not fully ripened, forcing them to wait for procurement at grain markets.

The showers were reported from border areas of Amritsar and Taran Taran districts in early morning today and in afternoon yesterday. The farmers are worried that there could be more showers in the coming days. They do not want to take any chances.

Thought harvesting had started two days ago, the farmers said that it would catch pace in the next 2-3 days. The government procurement agencies in Amritsar had purchased 92,572 tonnes of wheat so far, said district mandi officer Sukhbir Singh Sodhi.

He said, if there was 12 per cent moisture in a lot of grain, then it would have to wait for procurement. Earlier, the district administration had banned the harvesting of the wheat crop at night as the grain harvested at that time had more moisture because of dew.

Manjit Singh Bal, mandi secretary at Bhagtanwala grain market, the biggest in the district, said, “It is true that farmers are petrified and are making hurry to get their fields harvested.” He said farmers have been advised to bring fully ripened crop to the market.

District Agriculture Officer Dr Dilbagh Singh Dhanju said he had visited few markets in Tarsika area and found that the produce brought by farmers had more moisture content. He advised that in order to get their crop lifted on the same day, farmers should not harvest their crops at night.

Dr Dhanju said, in case, the grain had more moisture content, farmers had to wait for a day or two for procurement.

He said harvesting was still to catch up in the district. However, he added that initial reports received by the department had indicated that this year per acre yield was less than the previous year.

City NGO begins scholarship programme for uplift of girl child

The Punjabi Samvaad, an NGO, working to support women and girl child in the city for the past 10 years, has come up with another initiative to aid the girl child. Under their programme "Koshish", they have selected several girls for a scholarship that would help in providing free education and vocational training to the girls.

Selecting the candidates for the scholarship through a detailed screening process, which included written tests and interviews, the NGO has shortlisted girls belonging to the poor families. “We want to help the girls, belonging to the families with limited economic means, in spreading their wings without having to think about resources. The scholarship is designed to provide education to anybody who wants to achieve big dreams in life. Through our programmes, we are not sympathising with the girl child, but supporting them to make their life better,’ said jasmine Bawa, member of the Punjabi Samvaad.

The NGO will award the scholarships in a gala event on May 1 at the Punjab Natshala. “It’s an open event and we want other people to come there and support us,” says Jasmine.

The organisation, which was founded by city-based couple Amit and Jyoti Bawa, finds support from Dr Gurbilas Singh, who is running a vocational course training centre for women.

“We work with the families, who have more than two girl. By supporting their needs and education, we want to ensure that their families do not neglect their overall development. Most of these families have already developed a favourable attitude towards the girl child and do not think them as a liability,’" she says. “We have also been working with them to create awareness about issues like rape, eve-teasing and women rights,” Jasmine added.

The Punjabi samvaad will also release a book on their popular production "Khuh Bolda Hai" soon. The books deals with the issue of female feoticide.

Electronic clearing system leaves employees in lurch

Amritsar, April 22
The electronic clearing system (ECS), introduced by the state government from April 1 to make all payments from the treasury, has irked the employees as they alleged that they had not received their salaries for the month.

“Today is April 22 and we still have not received our salaries. The ECS has failed to yield the result, which it claimed to achieve,” said Tajinder Dhillon, president of the Punjab Health Department Subordinate Offices' Clerical Association.

Employees complained that State Bank of India, which has most of the salary accounts of employees, has only assigned a single employee to complete the process for all the employees.

“It has been learnt that the treasury had done its part on April 16. Now, the matter is with the bank and they say that it would take one more week,” said Dhillon.

Jagdish Thakur, general secretary, Ministerial Staff Association, said, “As April is the first month of the new financial year, employees have to settle various loans besides paying for the admission of their children.” He said they had approached the treasury where the officials said they would approach the bank. The employees stated that the government should have launched the new system after thorough preparations. — TNS

Shri Ram Ashram Senior Secondary School organised a rally on the occasion of the Earth Day. Students of class XI participated in it. They conveyed the message by holding banners of‘Save Water’, ‘ Save Earth’, ‘Bring Green Revolution’, ‘Stop Pollution’, Save Environment. School principal Neetu Sharma addressed the students and the staff members of the school and urged them to take pledge not to use polythene bags, motorbikes and scooters in the daily life. The students of the International Fateh Academy (IFA) on Monday launched a campaign to weed out congress grass from various parts of Jandiala Guru to mark the Earth Day. The management of the IFA said the campaign would help in creating awareness about the day.

Workshop for inter-cultural dialogue

A workshop on the topic, Our Family, Our Neighbourhood, Our World, was held at Khalsa College Public School (KCPS) under the aegis of the American India Foundation on Monday. School principal Dr Sarvjit Kaur Brar said the workshop was aimed at initiating inter-cultural and inter-community dialogue for cross-cultural understanding. " An interaction was organised with purpose of connecting students, educators and artists from various cultures," she said. Many teachers and students were present on the occasion.

Mock drill on earthquake

Sri Guru Harkrishan Senior Secondary Public School (CKDCS), Amritsar, held a mock drill on earthquake to prepare students to respond to the disaster. Surjit Sharma, deputy chief warden ,Civil Defence, and the master trainer deputed by the National Institute Of Disaster Management (NIDM), was the resource person on the occasion. School Director Dr Dharam Veer Singh welcomed the guest and said that taking a cue from the recent tremors in some parts of the country and in Pakistan, Iran and China, it was necessary to prepare to check any disaster, instead of waiting it to strike. Resource person Sharma gave information on the causes of earthquake. The students were apprised of how to cope with such situations.The students actively participated in the activity on the occasion.

During a religious programme at Shaheed Udham Singh Yadgari Hall, the volunteers were felicitated with apparels and pictures of Baba Deep Singh Shaheed, said Rajinder Singh Sangha of the organisation.

Ragi jathas also performed a kirtan on the occasion.

The langar was also served on the occasion.

Extortion case turns out to be a drama

The extortion case lodged by a woman Congress leader turned out be a drama concocted by the complainant to grab money from her own father. During the investigation, the Chheharta police found that her father, a resident of Gurdaspur, had sold a property there and to get some part of the money, she hatched the conspiracy.

Shaveta Bhardwaj, district organiser of the Congress and a resident of Kartar Nagar, Chheharta, had reported to police that she was receiving threatening messages from an unknown number. She stated that the unidentified person was demanding Rs 10 as extortion money and threatened eliminate her two children, if she failed to pay the extortion money.

She used the influence of district Congress president Jugal Kishor Sharma for registering the complaint.

Following her statement, the police registered a compliant under Sections 384, 511 and 506 of the IPC against some unidentified persons. The police procured the call details of the number, which was used by the alleged accused for sending SMSes.

"We were astonished to find out that the two numbers - one from which the messages were sent and the number of the Congress leader- were being operated from the same mobile phone," said Sushil Kumar, SHO, Chheharta police station.

During further investigation, Shaveta Bhardwaj confessed the she had hatched the conspiracy only to get money from her father, who had recently sold a property.
