New Delhi, March 16
Students of Delhi University (DU) are now preparing for the end-semester examination of undergraduate courses, beginning on May 7, even as teachers are rushing to complete the syllabus and assignment. Learning from the past fiascos soon after the semester system was introduced across undergraduate courses including complaints regarding datesheets, attendance criterions and anomalies in the result declaration; the university this time has revised many processes.

Guidelines to avoid any confusion in the process of setting up of question papers, conducting exams and evaluating answersheets have been clearly laid out. After the incident wherein hundreds of students were served a wrong question paper last year, the university authorities said that adequate steps have been taken to avoid such errors and make the examination process smoother.

"We have learnt from our previous mistakes and we strictly want to keep the process smooth and avoid major errors. Entire administration and the faculty involved in the execution of the examination process have been updated. To avoid any confusion on the examination syllabus, a committee for each subject has been formed for setting up the question papers. It will later be checked by a moderation committee. The moderation committee had been there earlier as well but this time, the number of members in it has been increased," said Rup Lal, Dean (examinations) of the university.

"We have fixed the evaluation schedule from May 13 till June 10. Like last time, a time-bound re-evaluation option will be there. Students will have 15 days from the day of result declaration to fill the re-evaluation forms," he added.

In the pipeline, along with the four-year undergraduate courses from the coming academic session is a new three-storeyed building for the examination branch. The new headquarters for all examination-related operations will be ready by next year.

BJP takes on DERC, warns to hold protest on March 21

New Delhi, March 16
The Delhi unit of the BJP today wrote a letter to the Chairman of the Delhi Electricity Regulatory Commission (DERC), raising questions on its decision to invite comments on the Annual Revenue Requirements submitted by the discoms, which he said is an indication to hike power in near future. Party president Vijay Goel today warned the Commission of staging a protest on March 21 outside its office. He said that the power tariff in Delhi has been increased by 59 per cent in the past 24 months.

Goel said that despite the Lieutenant Governor announcing on the floor of the assembly that there has been profit of Rs 30,000 crore due to the privatization of power, tariff was increased eight times.

"During the past few years, the consumption of power by domestic consumers has increased marginally, whereas it has increased substantially by shopping malls and multiplexes.

“Discoms purchase costly power during peak hours to meet the higher requirement by this category, burden of which is passed on to the domestic consumers," said Goel.

He said that according to the Central Electricity Act, 2003, Section-62, power tariff should not be increased by more than once in a year, whereas, last year the DERC unilaterally, despite objections from the activists, changed the slab twice due to which people consuming power more than 400 units had to pay more.

"The DERC has just washed off its hands by forcing the responsibility on the consumers. They have been fleeced by an amount of Rs 4,500 crore in the past five year. This amount has been earned by the discoms without supplying power," he added.

He asked the Commission to find out the reasons for the loss declared by the discoms and the reason of their bad financial conditions, when as per record submitted with the Power Finance Corporation all the three discoms have earned profits.
