Health Dept staff hold protest
Amritsar, March 12 The employees at the Jallianwala Bagh Memorial Civil Hospital too stopped work for two hours to protest against the non-disbursement of salaries. Even the staff at five satellite hospitals have failed to get their monthly remunerations. The Class II and III employees at health institutions are most affected as they complained that they were entirely dependent on the monthly pay cheques to run their kitchens. Sources in the department said the employees were suffering because of the negligence of the accounts branch at the Civil Surgeon's office as it failed to send the accurate budget required for salaries. The sources said the employees which come under the "07 head" of the account section were affected. Rajwant Chinna, president of the Civil Hospital Employees Welfare Association, said, “It is the fault of a few persons at Civil Surgeon's office. But we are astonished that how come the Civil Surgeon not taken any notice of the problem faced by employees.” The agitating employees also burnt an effigy of the Civil Surgeon. Even as payments of salaries from the state treasury were stalled a few days ago and Chief Minister had issued a statement last week that salaries would be disbursed soon, the local employees have not got any respite. Patron of the Civil Hospital Employees Association Rakesh Kumar said, “The case of local employees is different from the employees in the entire state. Here it is indifference and laxity of the local administration for which employees are suffering.” He warned that employees would go on an indefinite strike from Monday onwards if the salaries were not disbursed. Meanwhile, Civil Surgeon Dr Yash Mitra could not be contacted as he did not answer his phone. |

Traffic lights’ trial starts at Bhandari Bridge roundabout
Amritsar, March 12 Traffic lights have been installed on five points on experimental basis, but residents question the feasibility of the plan if the massive traffic load on Bhandari Bridge is anything to go by. Nevertheless, confident about their experiment, MC officials said once this worked, the roundabout could be removed. The proposal, they say, has been chalked out after thorough study of the traffic flow at this point coming from many directions. The traffic lights would be synchronised with Crystal Chowk and Lawrence Road light points. The proposal
In all, there would be five light points - one for the traffic coming from the Jalandhar side through the elevated road connecting Bhandari Bridge, another point connecting foot bridge elevation (road opposite Pakore Wali shops) and three light points for the traffic coming towards Bhandari Bridge from Crystal Chowk, Queen's Road, Madan Mohan Malviya Road and Majitha Road. The trial run started today. It is yet to see how successful it would be in streamlining the traffic. Residents’ views
Residents said that the traffic snarls at Bhandari Bridge would not be solved until and unless the traffic load on Bhandari Bridge was reduced. Naresh Johar, a resident, advocated that a new flyover would ultimately solve the problem. "This flyover should be built from Trukkanwala Road (rear of electricity office) leading to Anam Cinema Chowk with its one ramp towards Railway Road. This flyover will carry the traffic coming from Hathi Gate, Lohgarh Gate, Beri Gate, Lahori Gate, Khajana Gate and Hakima Gate towards railway station, Albert Road, Putlighar, Mall Road and Civil Lines. Other ramp of the flyover from Nandan Cinema Chowk across the railway lines would cater to the traffic coming from the walled city through Ram Bagh and going to Batala Road, Majitha Road, MMM Road, Lawrence Road, Mall Road and Civil Lines area," he suggested. Bhandari Bridge bears heavy traffic load
Built in 1955, multi-lane Bhandari Bridge, replaced a once small bridge called "Uccha Pul", which was built before the Partition. The bridge took shape in the Jalandhar workshop of the Northern Railway, something unheard of in those times. The width of the bridge is 21.7 m with a 3-m pedestrian path, normally used by light vehicles on both sides. The RITES company studied the immense load being borne by the bridge and drafted a proposal of Rs 3 crore to upgrade it, but it could not see the light of the day. It is irony that Bhandari Bridge, the most vital link joining the walled city to the rest of the city (popularly known by the name Ucha Pul) here, would always be occupied with heavy load of traffic. In the absence of any alternate route, traffic from various directions gets accumulated on this point. The traffic flow on this railway overbridge increased especially after the Rs 244-crore flyover on the Amritsar-Jalandhar GT Road came into being. Official speak The lights have been made operational from today onwards on an experimental basis. We have tried to streamline the flow of traffic by synchronising these lights with the traffic lights installed at Crystal Chowk as well as Lawrence Road Chowk. We have identified spots like the Giani Tea Stall point from where the elevation to Bhandari Bridge starts. Similarly, on the other side, it was the footbridge point where the traffic needs to halt. — Manjit Singh Bedi, Executive Engineer, MC |
Mass suicide case: Hearing of review petition transferred
Amritsar, March 12 The review petition was filed by the then SSP Kultar Singh and SHO, Civil Lines, Hardev Singh. A local court had in 2009 issued non-bailable warrants against the two on a petition filed by the Punjab Human Rights Organisation (PHRO). The PHRO had charged the SSP of abetment to suicide and the SHO destroying the evidence. While Kultar retired as a DIG a few years ago, Hardev is serving in the Punjab Police as a Deputy Superintendent of Police. A PHRO member, Sarabjit Singh, has also filed a complaint alleging that a few vital documents pertaining to the case had gone missing from the case file. The District and Sessions Judge is conducting an inquiry into the complaint. While the District and Sessions Judge had summoned the case before himself from another court recently, it was transferred again today as he is an inquiry officer in the complaint filed by Sarabjt Singh. The incident had occurred on the intervening night of October 30-31, in which Hardeep Singh, a resident of Chowk Karori, along with his wife, mother and two children had committed suicide. Before committing suicide the family had scribbled a suicide note on the four walls of the room. The police had originally booked four relatives of the family for abetment to suicide, but later the PHRO filed a petition alleging involvement of the SSP, SHO and two others. |
