MC status for three colonies
Haridwar, March 10 With Haridwar parliamentarian Harish Rawat being constantly pressing for the inclusion of these colonies in the Municipal Corporation ambit and even urging Chief Minister Vijay Bahuguna to declare last month at a public event in Bahadrabad about this, Congress leaders are claiming the credit for this new-found status for these colonies. In this regard, city Congress chief OP Chauhan and women working committee chief Kiran Singh apprised people of these colonies, whose population exceeds one lakh, about the vital role played by Union Minister for Water Resources Harish Rawat in this regard. Holding various meetings, Chauhan made it clear that the BJP government, despite having two Chief Ministerial tenures, only befooled public of these colonies by laying foundation stone of Nagar Panchayat twice but nothing further was done. Kiran Singh said now the long-term civic problems of Shivalik Nagar, Tehri Vistapith and Shivalik Nagar would be addressed as being on the border of the Haridwar MC, despite being posh colonies, inftrastructure of these clolnies was of the rural level. "We thank Harish Rawat and Chief Minister Vijay Bahuguna for paying heed to our long-term demand which will change the face of these colonies as well as the industrial region of Haridwar", said Kiran Singh, who had held many a protest and meeting for civic status of these colonies. Refuting the claims of the Congress, BJP leaders also tried to take credit of this decision to these mega colonies. Three-time legislator and former Uttarakhand Urban Development Minister Madan Kaushik told TNS that he had met Chief Minister Vijay Bahuguna with a delegation of these three colonies recently where they sought for the Municipal Committee status if these colonies couldn't be included in Municipal Corporation periphery. "As an Urban Development Minister, I had been working for the inclusion of these colonies in the Municipal Corporation and also tried to uplift the facilities. Under Ranipur-BHEL legislator Aadesh Chauhan, BJP workers with local residents had been staging protests which also resulted in bringing the local residents under one banner,” said Kaushik. Coordinator of the Sanyukta Sangharsh Samiti of these colonies Kashi Nath welcomed the decision of the state government, though made it clear that a government order should be instantly issued and thanked local residents and all political parties for helping in making the CM to declare the Municipal Committee status for the area. |

Surya Kiran torch rally flagged in by Gen Manvendra Singh
Dehradun, March 10 Flagging in the torch relay at the Rashtriya Indian Military College (RIMC) , Lt Gen Manvendra Singh described the Central Command as the heart and soul of the Indian Army. "Central Command plays a vital role in providing logistics and training to the Indian Army. As much as 90 per cent of the infantry training centres of the Army are under Central Command. "Hence, it would not be an exaggeration to say that Central Command is as vital to the Indian Army as the sun is to sustain life on earth," Singh said. The Surya Kiran torch relay is part of the Central Command's 5,000-km
run spanning Uttarakhand, Uttar Pradesh, Madhya Pradesh, Bihar, Jharkhand, Chhattisgarh and Odisha to mark it's golden
jubilee year. Apart from Dehradun, the torch relay has to cover places like Pithoragarh, Ranikhet, Joshimath, Landsdown, Raiwala and Roorkee in the hill state. Irish teachers feel kids of backward communities have high IQ
Dehradun, March 10 RLEK recognised that education of children is critical for the people and the future .The impact of investment in education is profound. Education results in raising income, improving health, promoting gender equality and reducing poverty. The rural educational programme conceived by RLEK stresses on taking education to unreached areas, mainly inhabited by poverty-stricken and socially disadvantaged Scheduled Tribe and Scheduled Caste communities. The programme has been particularly focused about making quality education available to the children of the freed bonded labourers, women rescued from human trafficking, poor nomadic Van Gujjar Muslim minorities of the Himalayan region with rough mountainous terrain, harsh climate with accessibility a challenge. The schools have been set up in areas where no government agencies had bothered to impart quality education to the children. RLEK experimented with the idea of Public-Private Partnership, where the community/local self government donates the land for the school and the individual donors/organisations. In the context of Uttarakhand, accessibility to education is an important aspect. Over the years, illiteracy and ignorance have threatened the very survival of the vulnerable and marginalised, who come under Below Poverty Line (BPL), which signifies the deplorable condition of the people in this region. The awful state of literacy in the region is the result of limited access to primary education to the students. Out of a total children population of 11.75 lakh between the age group of 6 and 11, 0.2 lakh of the children still do not have any access to schools. The rugged and difficult topography of the Garhwal region poses a great challenge to state-run education schemes, which have been unable to cater to the educational requirements of children in remote villages. A large number of children have to travel long distances to attain education. The younger children, particularly girls, are often not enrolled in the schools, or are not able to attend the schools regularly. Consequently, enrolment of children in these distant villages is very poor and the dropout rate is also high, as most of these far-off areas do not have a primary school within a radius of 3 km and are situated at a height of 7000-10,000
feet. RLEK deems that quality education in the region is key to overcoming poverty in a single generation, and it is also fundamental in creating a future for human security and community development. Teachers like Paul Gerard and Muriel Frances from Ireland are those people who share RLEK's vision, zeal and commitment towards the cause of education where quality is ever compromised for quantity. Paul Gerard said that the IQ of the children of these marginalised communities was far better than any children of the world, including Ireland children. He also said that the children are very keen to learn. Avdhash Kaushal, chairperson of RLEK and a Padmashri recipient said that bureaucrats and the ministers of Uttarakhand consider Right to Education (RTE) only applicable to city dwellers and city-based private schools who charge extravagant fee, which the hill people will never be able to pay. He said that government of Uttarakhand should join hands with organisations like RLEK before it is too late. |

The Revenue Department acting on the complaint of MDDA had frozen the account of Mussoorie Municipal Council few days back on the conditon to open it only when the due payment was done to the MDDA.
