More theft cases come to light with arrest of three youths
Our Correspondent

Mussoorie, March 9
With the arrest of three youths in the car spare parts theft case yesterday, more such cases came out of the closet in Mussoorie today. Many residents from the town after reading the media reports today about the arrest of three youths from whom the police recovered stolen car decks and other spare parts, rushed to the police station and informed the officials about the theft incidents that had occurred with them in the past.

The pastor of Christ Church, Rev Erik Templeton, on reaching the police station informed the officials that his two scooter tyres were also stolen when he was forced to park his vehicle on the road due to heavy snow experienced in the month of February on the road near Woodstock. Erik Templeton said that when he arrived next morning to start his vehicle, he was stunned to find that his vehicle was lying on the ground without the two tyres. He did not report the matter to the police as previously two Euro plates worth Rs 30,000 were stolen from his car and the police had remained clueless in the matter.

Another owner of a car from Dhanaulti also visited the police station in search of his car that was stolen two months back, and suspected the same persons could be involved in the act. He recalled that one of the arrested persons, who owned a mutton shop in Landour Bazaar, had visited him and enquired whether he was selling his vehicle. Following that the vehicle was reported stolen within a period of few days, thus raising suspicion that the same person might be involved in the theft of these vehicles.

Meanwhile, the police has sealed the goods recovered from the possession of the youths apprehended in the case and have sent them to Dehradun to be presented in the court. The police station in charge, BS Rawat, said that the new revelations indicated that the apprehended youths had acted in connivance with a few others and the police was working to find the missing link in the case that could result in opening of several other cases in and around the town.

It has also been revealed that Rohit, resident of Raj Mandi and one of the perpetrators of the crime, worked as class 1V employee in Mussoorie Municipal Council on a daily wages basis.

However, the Rohit's mother showing the official document claimed that her son was born in the year 06-04-1997, and qualified as a minor when he was caught in the act of crime yesterday.

The residents are shocked to know that if Rohit was a minor, how could he qualify for the job as class 1V employee in the Municipal Council.

When contacted health official from the Municipal Council RK Singh informed that Rohit was working in the Municipal Council on a daily wages basis, and since as he did not fall into the category of child labour, which is below 12, he had the right to work in the council. RK Singh further informed The Tribune that if any anomaly in the documents of the person in question were found, he would not hesitate from taking punitive action against the perpetrator.

Feeling insecure, senior citizens suggest safety measures to cops

Mussoorie, March 9
The recent spurt in crime has instilled fear among senior citizens, making them wary of the law and order situation in Mussoorie. In the wake of the recent attacks on senior citizens, representatives of senior groups, at a meeting today with CO, Mussoorie, Harbans Singh, at the police station, aired their concerns and said that they were greatly disturbed with growing criminal incidents against their brethren in the town.

The senior citizens further said that the recent assault on an elderly couple had sent shockwaves among them, and the cases of murder attacks in the past also remaining unsolved raised their apprehension towards the working of the police.

The president of All Mussoorie Senior Citizens' Welfare Association AS Khullar presented a memorandum to the CO, Mussoorie, and demanded increase in police patrolling to ensure their safety and restore in them a sense of confidence, particularly among senior citizens living alone in their respective homes in the town.

He also rued the fact that in earlier meetings with senior citizens, it was decided that police patrolling would be intensified in the town but no action had been initiated so far. Khullar further suggested several points for their safety.

Some of the steps suggested included regular contact with senior citizens on their telephones to ascertain their safety, beat constables visiting them on appointed days, lonely spots in Mussoorie being adequately lighted and the maximum speed limit for motorised vehicles being fixed on Mall Road.

He suggested that the speed limit in Kulri and Landour Bazaars should be fixed at 20 kmph. The police should ensure the motorists do not flout the law of wearing helmets in the town as mandated by Supreme Court of India throughout the country.

RS Mishra, president of Uttarakhand Senior Citizens' Forum, demanded that a periodic meeting between senior police officials and members of the senior citizens' groups should be held at police stations to safeguard the interests of the senior citizens. CO, Mussoorie, Harbans Singh, assured the senior citizens that all the suggestions presented by the senior citizens would be looked into seriously by the police and he would try to implement them on priority basis. YC chief calls upon workers to gear up for Mussoorie civic poll
Denies rift in the party z Other parties, too, sound the bugle
Our Correspondent

Mussoorie, March 9
The effect of the recent visit to Dehradun by national vice president of the Congress Rahul Gandhi was visible in Mussoorie as Youth Congress workers began the exercise of galvanising workers in order to strengthen the party organisation earnestly.

The Youth Congress president, Anand Rawat (also son of Water Resources Minster Harish Rawat), addressing the workers in a meeting held in the town today, called upon the YC workers to gear up for the forthcoming local body elections in order to ensure victory for the party.

Anand Rawat also said that the Youth Congress workers will play an important role in the various campaigns run by the party in the near future and also informed that around 255 seats will be reserved for the youth candidates in the forthcoming local body elections in accordance with the aspirations of Rahul Gandhi.

Anand Rawat refuted media reports of infighting among the senior Congress leaders and that Rahul Gandhi was seen unsatisfied with the working of some senior party officials who were rebuffed during his meeting held yesterday in Dehradun.

Anand Rawat informed the gathering that the Youth Congress workers would play an active role in the organisation at the block level and the responsibilities will be given accordingly during the forthcoming local body elections. He also said that the party workers would also try to add more workers to the party at booth level and a membership programme will be started from March 17 as directed by Rahul Gandhi. The executive body officials have been directed to hold a monthly meeting to review the progress and prepare a strategy to promote all the development works being done by the Congress-led government in the state.

He also said that the workers would act as ears and eyes of the government and apprise at the highest level about the problems being faced by the common man on the street for speedy redresal.

Anand Rawat, being critical of the Opposition, said that BJP had failed to connect with the youth, whereas the Congress through the recent order of providing un-employment opportunities to the youth and removing the clause of admission fees for the group posts in the government had tried to address the concerns of the youth in the state.

Anand Rawat further said that all the Congress workers would be working in unity and ensure the victory of the party in the forthcoming local body elections and the next parliamentary elections to be scheduled for 2014.

The vice-president of the Youth Congress, Jyoti Gairola, said that there was enough space for women in the organisation and they should come forward to play an active role in the Congress through the Youth Congress organisation. She also said that capable workers in the organisation should also be considered for the post of responsibilities in the government.

Various organisations have sounded the bugle for the forthcoming elections.

The Youth Congress workers, Megh Singh Kandari, Anuj Gupta, Jagmohan Chauhan, Shalendar Bisht, Wasim Khan, Gaurav Gupta, Jaipal Singh, Vijendar Singh, Anil Pundir, Prashant Rawat, Rakam Singh Gunsola, Mahesh Pratap, Manoj Rawat, Tejpal Rawat, Hukum Singh and others were present on the occasion.

Mayor accuses govt of deliberately delaying MC election
Tribune News Service

Dehradun, March 9
Mayor Vinod Chamoli has accused the state government of deliberately delaying the local bodies and Municipal Corporation elections. Chamoli said he, along with BJP members, would launch an agitation and move the court, if needed.

Chamoli was reacting to the decision by the Nainital High Court on Thursday, whereby it has directed the Directorate, Census, to provide the detail of the 2011 census within three months. The population will then be equally divided into each ward and delimitation process will be completed in the next two months. The elections, which were to be held in May, have now been postponed by at least five months.

He also blamed the Congress government for manoeuvring to postpone these elections for a period of one year and imposing an administrator in the DMC to run the business by divesting people of their democratic rights to elect their representatives for the DMC to do development works.

He said the Congress was fearful of drubbing in MC and local bodies’ elections owing to which the entire drama was staged of filing a PIL in the court over the matter of delimitation, where the state government deliberately did not contend it strongly and got the decision in favour of postponement of election. He said Chief Minister Vijay Bahuguna, who had been a lawyer and judge, misused his legal acumen in this manner.

He said, “One year of the state government is going to complete on March 15. It has performed badly in terms of infrastructure and development policies. That is why it wanted to postpone the election, which will not be held for another one year in the wake of panchyat election in September. But the incumbency factor of the Congress will not let it score even then.” He said since the elections had been postponed, the government must extend the area of the DMC by including the townships which have mushroomed around Dehradun recently. He was also of the opinion that if the state government wanted equal population in each ward as per the 2011 census, it should have started the process much earlier. He said, “We first prepared the proposal of extending the domain of the DMC by taking along the newly developed townships and later amended it when MLA Dinesh Aggarwal forced us to withdraw the Dharampur constituency from it. Lastly, the state government decided to hold election as per the 2001 Census for which a record was not available. It was not a marathon task and could be summed up in one week because it did not involve the inclusion of new township.”

Power generation, supply satisfactory
Thanks to pleasant conditions, demand is low
Seema Sharma
Tribune News Service

Dehradun, March 9
Officials of Uttarakhand Power Corporation Limited (UPCL) are feeling relieved over the recent pattern of zero or negligible power roistering for the past 15 days, given to the ratio of demand and supply of power being at par these days.

Uttarakhand Jal Vidyut Nigam, too, had record performance of small hydroprojects which achieved their annual targets much before the time in the month of February only. Power generation and supply are satisfactory in the state. Rural areas, which suffer most from power cuts, are also enjoying continuous power supply.

Executive Director Anil Kumar said, “The power situation is at its best at the moment, when people are no longer using heaters or other such gadgets, because of change in the weather. Since the heat of summer has not set in yet, fans, coolers or ACs are not being used either. Thanks to the pleasant weather, the demand for power is quite low.”

UJVNL is generating around 11-14 Million Units (MUs), whereas the Centre share is on an average around 10 MUs. Power from other sources such as NTPC, NHPC and other private power companies add another share of 10 MUs in the kitty. The demand for power is at par with the supply.

However, regular supply to the rural areas which used to face power shortage to the tune of five to six hours a day is not going down well with some officials.

According to sources, since the people in rural areas resort to various means of power pilferage and do not their bills in time, they prove to be only a liability to the department.

All means of punitive action or holding camps to persuade them for better electronic meters and warnings against tampering with the electrical system have proved failure.

This is the reason, the corporation has no other alternative but to force long hours of power shutdown in the rural belt.

Some officials are of the opinion to sell extra power and earn some revenue. Others have suggested to stop buying the expensive gas power by apprising the seller company about it. However, none of these options have been tried till now.

These rosy times might not continue for long because the summer is setting in gradually. Very soon people will take to fans, if not coolers/ACs. Till then residents of rural areas can have unhindered power supply.
