Married woman raped, accused held
Rohtak, January 31
The police has arrested a 25-year-old youth on charges of raping a married woman at New Rajindra Colony here. The incident took place on the Tuesday night when the victim was in her house with two children. This is the second such incident in the district this year.

A 22-year-old girl of Gorar village was raped by Krishan of the same village in a sugarcane field today. Krishan is a constable in the Delhi Police. The girl, who had gone to the fields for bringing fodder this morning, was overpowered by Krishan. He forcibly took her to the nearby sugarcane field and raped her there.

3 killed as Canter collides with truck

Three persons were killed in an accident, after a Canter collided with a truck on the Gurgaon-Pataudi road today. The incident took place when there was fog on the road and the Canter driver apparently failed to see the truck parked on road. The three persons traveling in the Canter were killed on spot, while the truck driver managed to flee.

3 criminals escape from Kaithal lock-up

Three criminals, who were arrested last night, managed to escape from Kaithal sadar police station lockup today. When the SHO of the sadar police station, Mahaveer Singh, reached the police station this morning, he found the three persons missing.

Ranbir’s statue removed

In an embarrassment to the district administration, the authorities concerned got the newly installed statue of late Ch Ranbir Singh, freedom fighter and father of Chief Minister Bhupinder Singh Hooda, removed from the Canal Rest Hosue Chowk here this evening. The CM directed the Deputy Commissioner to halt the installation in the wake of the Supreme Court’s directions on the installation of statues at public places and the filing of a PIL in the high court on the issue.

Vigilance for criminal cases against 25 officers
Chandigarh, January 31
The State Vigilance Bureau has recommended criminal cases against 25 gazetted officers, 38 non-gazetted officers and departmental action against 13 gazetted officers and one non-gazetted officer. The bureau has also caught a Superintending Engineer of the Irrigation Department for taking a bribe of Rs 1.72 lakh.

Closure of 2 drug rehab centres ordered

Adopting a tough stance against unapproved drug rehabilitation centres running in the district, the heath authorities have ordered the closure of two such centres. The Umeed Foundation Rehabilitation Centre at Saha and Ujala Foundation Rehabilitation Centre at Sultanpur village have been ordered to shut down as they did not meet the norms.

Additional Sessions Judge Ajay Tewatia has sentenced a village youth Ravinder to life imprisonment for the murder of a girl in 2011. Besides, the judge has also imposed a fine of Rs 5,000 on the convict.

The tug-of-war between Haryana Chief Minister Bhupinder Singh Hooda and Union Minister Kumari Selja has reached 10, Janpath, with the latter shooting off a letter to UPA Chairperson Sonia Gandhi, alleging “extreme disparity” with Panchkula and Yamunanagar districts (part of her Ambala parliamentary constituency) regarding development works.

In a hard-hitting letter, the Dalit leader and Union Minister for Social Justice and Empowerment, asserted that Panchkula and Yamunanagar districts, which had a sizeable Dalit and minority population, were at the bottom rung of development in the state. “Your (Sonia’s) directive for inclusive growth has been given a go-by in the state,” Kumari Selja alleged, quoting media reports to substantiate her claims.

Taking potshots at her arch rival and Chief Minister on the lopsided development in Haryana, Kumari Selja rued that her communication to CM concerning sanction of works in the areas representated by her had fallen on deaf ears.

Annexing media reports published in The Tribune based on information sought by RTI activist PP Kapoor from the Chief Minister’s Office (CMO) from 2005 to 2012 with her letter, it was alleged that Hooda and his MP son Deepender Hooda’s home district Rohtak cornered the lion’s share of development works.

In a case of discrimination,1,237 announcements were made in Rohtak district during 2005-2012. While work on 1,082 projects had been completed, that on 58 development projects was in progress in the district, the reports claimed.

However, while 47 and 43 announcements were made by the CM for Panchkula and Yamunanagar, respectively, only 16 and 27 projects had been completed in the two districts.

The reports said announcements of 813 works were made in the five districts of Panipat, Karnal, Kurukshetra, Ambala and Faridabad and only 585 works were completed. But in the case of five Jat-dominated districts of Rohtak, Sonepat, Jhajjar, Hisar and Bhiwani, 2,730 announcements were made and 1,975 works completed and work on 297 development works was in progress.

The reports informed that 1,082 works were completed in Rohtak district alone while the remaining 20 districts had to contend with 3,289 works.

Selja and Hooda have been at daggers drawn for a long time. Selja, who was union culture minister at that time, had reportedly snubbed the CM in the run-up to the cultural extravaganza at Panchkula on April 13, 2012 by dropping his name from the invitation cards and his photograph from publicity hoardings of the function, at which Sonia Gandhi and Prime Minister Manmohan Singh were the chief guests.

Married woman raped, accused held

Rohtak, January 31
The police has arrested a 25-year-old youth on charges of raping a married woman at New Rajindra Colony here. The incident took place on the Tuesday night when the victim was in her house with two children. This is the second such incident in the district this year.

The complaint lodged with the police says that the accused, identified as Sanjay Kumar, entered the victim’s house on the night of January 29 when the 23-year-old woman's husband was away to Punjab in connection with some work and raped her.

The accused, who lives in her neighborhood and is a labourer in the industrial area, was repotedly aware of the fact that the victim’s husband was away.

Though the victim had tried to raise an alarm, she was overpowered by the accused, who fled after the incident.

The matter was reported to the police this morning after her husband returned.

The accused was arrested after the medical examination of the victim, said a spokesperson of the Police Department.

A 14-year-old girl was raped by two persons at Baliyana village of the district a fortnight back. The district had recorded 39 cases of rape in 2012.

The police today arrested Mahender of Sambhli village (Karnal) for allegedly raping his daughter-in- law four months ago. Her father-in-law allegedly raped her four months ago when she was alone at home and threatened to kill her if she told anyone about the incident.

The complainant alleged that when her daughter told her mother-in-law, she threatened her of dire consequences.

The police has booked Mahender, got the victim medically examined and also recorded her statement.

22-yr-old girl raped in Sonepat

After returning home, she narrated the incident to her family.

The girl's family lodged a complaint at the Kharkhoda police station against the accused who reportedly escaped after committing the crime.

The victim and her family were present at the Civil Hospital at the time of filing of this report.

The police took the victim to the local Civil Hospital for medical examination. Police teams had been sent to arrest the accused.

It is the fifth such incident recorded in Sonepat district during January this year.

PGIMS retracts decision on ‘paid’ treatment
Says rates for only private ward patients to be hiked

The proposal to make the treatment at the PGIMS hospital here has failed to take off, with the authorities acting swiftly to retract from the proposed move to impose treatment charges on all types of patients reporting here from February 1.

The Health University authorities today announced that it has decided to impose or raise the charges of treatment of the patients admitted in the private wards only and there was no move to burden the general patients. The PGIMS is an affiliated body of the Health University.

In a statement here today, the Vice-Chancellor of Pt B.D.Sharma Health University, Dr S.S. Sangwan, said there was no move to burden the general patients reporting at the the PGIMS hospital for treatment. He said only patients of the private wards would be paying enhanced charges from February 1.

Claiming that all patients reporting at the OPD or admitted in the general wards would continue to enjoy free test facilities, he added the charges for tests in the OPD also remain unchanged. He said though the charges for the private patients had been enchanced, these were nominal or lower than the charges levied in other hospitals of a similar level which include the PGI, Chandigarh, and AIIMS, New Delhi.

Though the authorities concerned claimed that they had not enhanced formally any hike or charges for the tests and treatment for the general patients so far, the officials concerned had earlier circulated the details of the hike in charges and the proposal of making the treatment paid at all levels, including the OPD and the inward patients.

The cost of the registration card which was Rs 5 earlier has been doubled to Rs 10 as per the move which was reportedly approved in the Executive Council meeting of the Health University recently.

Dr Sangwan said confusion was prevailing on the issue as there had been reports circulated in section of media that there was a hike in charges or the treatment would not be free for all type of patients reporting here from February 1. Reiterating that only charges of private patients or treatment in private wards had been revised, he said all the tests in the OPD and general wards would continue to remain free as usual. He said the procedure of conducting tests was being transformed as all the tests would be carried out by using latest type of techniques soon. He said several new facilities, including the state-of-the-art Trauma Centre, mother and child care centre and a lecture theatre, were almost ready.

Doctors taken to task for poor services

Expressing concern over deficiency in health services, Director, National Rural Health Mission (NHRM), Haryana, Rakesh Gupta has said any lapse on the part of doctors and other staff in providing better health care would be viewed seriously.

Presiding over a conference to review the health care services being extended under the NRHM, Dr Gupta took the doctors and other staff to task for deficient health services in spite of all facilities being provided under the mission and warned that any lapse or carelessness would not be brooked.

Asking the doctors to identify shortcomings and deficiencies in health care and rectify these by March 2, he said non-implementation of the directions would not be tolerated and severe action would be taken against erring officials.

Dr Gupta instructed the directors, deputy directors and consultants of the mission, specialists from the PGIMS, Rohtak, PGIMER, Chandigarh, and family welfare consultants to inspect the District Hospital, Panipat, three community health centres, 13 primary health centres, 90 health sub-centres and seven RCH centres within next week and identify the deficiencies and shortcomings and prepare a report so that these could be removed to provide better health care services.

Exhorting the doctors and staff associated with the NRHM to discharge their duties with dedication and spirit to serve the humanity, Dr Gupta took the staff to task for poor maintenance of instruments and registers and deplorable condition of health centres.

Panipat Deputy Commissioner Mona Srinivas said poor maintenance of health care centres was a serious matter and warned that action would be initiated against erring doctors and other staff if prompt action was not taken to remove the shortcomings.

Four-laning of road from Yamunanagar to Panchkula

Alleging discrepancies in the award of the compensation amount for the land acquired for four-laning the Yamunanagar-Panchkula road, local farmers yesterday held a protest and refused to accept the amount offered to them by the state government.

The government had recently decided to acquire the land of farmers in Yamunanagar and Panchkula districts for four-laning of the road. While, the government fixed Rs 1 to Rs 1.25 core per acre for the land which fell in Panchkula district, it offered Rs 35 to 40 lakh to the farmers in Yamunanagar district.

This did not go down well with the farmers, who held a protest and did not allow the revenue officials to go ahead with the process of distribution of the compensation amount. The officials were not allowed to enter the PWD guest house where the proceedings for the award of compensation were to be held.

Sahib Singh, a local farmer, said it was unjust on the part of the government to award different amounts for acquiring land for the same purpose. He said the farmers in the Panchkula district were being awarded thrice the compensation which was being given to them.

Recently, the National Highway Authority of India (NHAI) had floated an e-tender for widening the 104-km national highway from Yamunanagar to Panchkula. The Yamunanagar-Panchkula national highway which passes through Barwala, Saha and Shazadpur is at present a two-lane road. As per the NHAI, the road has to be built in almost three years. The total cost of the project is Rs 934.93 crore.

Local farmers said they would not let the government acquire the land by paying them an amount lesser than the farmers of Panchkula.

Lynching of Ved Pal

Just over three years after an unruly mob lynched Ved Pal Mor for “wanting his wife back”, the Punjab and Haryana High Court has minced no words to say that the police protection party was clearly expected to “use force” and also “open fire, if necessary,” to disperse the crowd.

The assertion by Justice Tejinder Singh Dhindsa came on two petitions filed by head constable Rajinder Kumar and another petitioner.

The duo had challenged an order dated June 30, 2010, passed by the Jind SP imposing “punishment of stoppage of three future annual increments with permanent effect”.

Taking up the matter, Justice Dhindsa ruled: “The petitioners, being members of the police party, were clearly expected to take necessary steps and to use force as also open fire, if necessary, to ensure that an unruly group of villagers is dispersed. It does not lie in the mouth of the petitioners to adopt a line of defence that there was no order to resort to firing in the air and to use force by the superior authorities.”

The observations came in response to the contention by counsel for the petitioners that in the absence of the order to fire, the petitioners were “unable to resort to use of force and firing”.

“The police party of which the petitioners were members was to provide protection to the warrant officer appointed by this court towards search of Sonia, wife of complainant Ved Pal. It has gone undisputed that villagers assaulted the warrant officer as also the complainant in the presence of the police party, including the petitioners, and the warrant officer suffered serious injuries while complainant Ved Pal lost his life”.

Dismissing the petitions, Justice Dhindsa added: “Even the punishment of stoppage of three future annual increments with permanent effect cannot be construed as shockingly disproportionate to the charge levelled against the petitioners."

6 jailed for looting Canter

Six persons were sentenced to five years' imprisonment and a fine of Rs 10,000 each by the court here on Tuesday for looting a Canter near Pipli on June 19, 2011. In case the fine is not paid they will have to undergo imprisonment for six months more.

District police chief Rakesh Kumar Arya said Jagdish, a resident of Kishora in Sonepat district, had lodged a complaint with the police on June 19, 2011, saying that he was working as a driver with the Bajrang Frighter Carrier Company at Kundli and on the day of incident, he was returning to Delhi after unloading a consignment of biscuits at Panchkula.

After crossing Pipli, when he halted for rest, some persons in a Bolero car asked him to accompany them to the nearby police station because he (Jagdish) had run after causing an accident. They took him in their car and after tying him with a rope at a deserted tubewell room, they looted him of Rs 1,600, ATM card and a mobile phone set.

Arya said the crime branch had arrested the accused-- Jishan, Ishatgar, Narenderpal and Sattar residents of Behat, Aarif resident of Sirgoda and Aaleen resident of Khajnawar UP. The seventh culprit in this case is Usmaan resident of Mujjafari UP. He was a proclaimed offender and arrested by the police yesterday. He was produced in the court here today and remanded to judicial custody, added Arya.

3 killed as Canter collides with truck

Three persons were killed in an accident, after a Canter collided with a truck on the Gurgaon-Pataudi road today. The incident took place when there was fog on the road and the Canter driver apparently failed to see the truck parked on road. The three persons traveling in the Canter were killed on spot, while the truck driver managed to flee.

The deceased were identified as driver Gulshan (38), helper Dayaram (35), residents of Babda Bakipur village and helper Jasbeer (38) resident of Khawaspur village in Gurgaon. The Canter was coming from a warehouse of Reliance.

The police said, “When the Canter reached near Jhund Sarai village, the driver probably could not see the truck parked there and rammed into it. Some villagers reached the spot and pulled out the victims. We have registered an FIR against the truck driver.”

Jhajjar: Eleven persons, including nine schoolchildren and a teacher, were injured in a head-on collision between a school bus and another bus on the Beri-Dujana road here today. The condition of four schoolchildren and the teacher is stated to be critical.

The incident took place when a Dujana village-based school bus collided with another bus coming from the opposite side. The police took the injured to a private hospital which referred four children and a teacher to the PGIMS in Rohtak.

3 criminals escape from Kaithal lock-up

Kaithal, January 31
Three criminals, who were arrested last night, managed to escape from Kaithal sadar police station lockup today. When the SHO of the sadar police station, Mahaveer Singh, reached the police station this morning, he found the three persons missing.

The police said the constable on duty, Chandi Ram, did not lock the gate of the lockup properly. When he went to toilet this morning, the three accused escaped from the custody. The negligent constable had been suspended and arrested on the charge of negligence of duty.

The three accused, Gurjit of Kaithal, Sunny of Panipat and Amit of Jind, were to be produced in a court this morning.

The police has formed three teams who have been sent to nab the accused again.

DSP Taken Raj Sharma said the accused were arrested by a CIA team from the Padla road here last evening while they were planning a robbery. The police had seized a .315-bore pistol from them.

It is learnt that the police was likely to get their remand to get more information from them about their involvement in other criminal activities, but the criminals outsmarted the police and escaped from the lock-up.

Abhey accuses Congress of political vendetta

Coming in full defense of his father Om Prakash Chautala, Abhey Chautala today addressed separate rallies in the two districts in which he accused the Congress of political vendetta.

Abhey said there were unannounced emergency-like circumstances in the country, under which leaders of the opposition were being targeted to settle political scores as had happened during the regime of Indira Gandhi.

He said the party workers had come out in open to support their party leader in full force and challenged the state Congress to go in for mid-term polls to determine people’s reaction to Om Prakash’s conviction. He said the accused of the 1984 anti-riots and various multi-million scams had not been convicted, while the leaders of the opposition had been sent to jail. He also took a dig at HJC chief Kuldeep Bishnoi stating that his party had not political base in the state.

The state president of the INLD, Ashok Arora, while speaking on the occasion said the party chief had openly opposed the anti-people’s policies of the Congress for which he had been targeted.

A spokesman of the bureau said five officials were caught taking bribes ranging from Rs 5,000 to Rs 1.72 lakh recently. They included Baldev Raj, ABPO, Panchayti Raj Department, Indri( Karnal) for taking a bribe of Rs 15,000; Ram Pal, ASI, Rohtak, for accepting a bribe of Rs 10,000; Krishan Chander, Junior Engineer, Power Utilities, Kaithal, for taking a bribe of Rs 5,000

Vikas Kumar, ASI, Gurgaon, was arrested taking a bribe of Rs 60,000 while Sanjeev Kumar Garg, Superintending Engineer, Irrigation Department, Yamunanagar, was arrested while taking a bribe of Rs. 1.72 lakh.

Adopting a tough stance against unapproved drug rehabilitation centres running in the district, the heath authorities have ordered the closure of two such centres. The Umeed Foundation Rehabilitation Centre at Saha and Ujala Foundation Rehabilitation Centre at Sultanpur village have been ordered to shut down as they did not meet the norms.

The health department had taken action against one such centre in the Barara segment of the district, while orders were issued to two centres being run by the Bal Viskas Parishad in Sector 9 and another being run by NGO, Nai Kiran, in Shahpur village of the district to get their temporary licences regularised or face action.

The Punjab and Haryana High Court had made it mandatory for the drug rehabilitation centres to obtain prior license from competent authority.

The deputy chief medical officer, Dr Surinder Mohan, said these centres did not have any licence.

Additional Sessions Judge Ajay Tewatia has sentenced a village youth Ravinder to life imprisonment for the murder of a girl in 2011. Besides, the judge has also imposed a fine of Rs 5,000 on the convict.

According to the prosecution, Priyanka of the Ballabhgarh area and a B.Ed student of a college in Jhal village, was staying at a relative’s house in Nehrugarh village. Her relative’s daughter was also studying with her in the same college and was having a love affair with Ravinder. When Priyanka, who knew about their affair, articulated her intention to reveal things to the girl’s parents, infuriated Ravinder strangulated Priyanka to death.

Swine flu death toll up at four in Karnal

Karnal, January 31
With another swine flu patient, Poonam (40) of Prem Nagar in Karnal, dying at Jaipur Golden Hospital, Delhi, the death toll in Karnal district has risen to four while 11 of the 24 suspected HINI patients have tested positive for the virus.

The samples of Priyanka (22) and Om Prakash (48) were also found to be positive, raising the number of swine flu patients in Karnal to 11. The samples of Garima and Ganganath were sent for testing today .

Civil Surgeon Vandana Bhatia said doctors had been directed to immediately report cases with symptoms of swine flu to the district health authorities.

Private doctors had been told to keep such patients in isolation and carefully dispose of the biomedical waste to stop infection from spreading.
